Steps taken to ensure transparency and prevent corruption in Haryana

Taking step forward to ensure transparency and prevent corruption in the state, Haryana Chief Secretary, Sh. Sanjeev Kaushal directed that from now onwards, the IG/DIG/SP of Divisional Vigilance Bureau can also submit the case of section 17 A and section 19 sanction directly to the Divisional Commissioner, who will further decide the case of 17A sanction or section 19 of sanction in consultation with Deputy Commissioner and HOD of the Department concerned in matters of corruption upto Rs. one crore by Group B, C and D employees in the state.

It is worth mentioning that a circular in this regard has also been issued by the State Vigilance Bureau on July 5, 2022 under which all the matters seeking permission under Section 17 – A and prosecution sanction u/s 19 of PC Act 1988 with respect to Group B, C and D employees of any department in matters of corruption upto Rs. one crore referred by Divisional Vigilance Bureaus are to be dealt by concerned Divisional Commissioner directly without routing the same through SVB Head Office.

Notably, under the memo circulated on May 26, 2022, the State Government has delegated its power under Section 17A of the Prevention of Corruption Act, 1988 and Prosecution Sanction u s 19 of PC Act to the Divisional Commissioner concerned with respect to the employees of Group B, C and D of Boards/ Corporations/ Federations/ ULBs and PRIS as well as Sarpanch, Members of PRIS/ ULBS respectively in the matter of corruption upto Rs. one Crore to be enquired/ inquired or investigated by the Divisional Bureaus to be established at each Range Headquarter level.
