Betrayal of trust through the Lado Lakshmi Scheme-playing with women’s dignity will not be tolerated: Kumari Selja

Chandigarh:

The Senior Congress leader and Sirsa MP Kumari Selja strongly targeted the government, saying that the betrayal committed by the Haryana government against women in the name of the Lado Lakshmi Scheme is highly condemnable and shameful. The scheme was launched for women’s empowerment, but today the BJP government has bound it with conditions and marks-based criteria. Kumari Selja said the government has gone back on its own commitment. Women who were supposed to receive financial assistance without discrimination are now being asked about their children’s marks. Will a mother’s worth now be decided by a report card?

Kumari Selja said imposing a condition of 80 percent marks for a modest assistance of ₹2100 is a direct injustice to poor, labourer, and rural women. This policy does not reflect women’s empowerment, but rather a mindset aimed at humiliating women. The government has forgotten that the circumstances of every mother are not the same. Expecting such results from children studying amid lack of resources, poor conditions of government schools, and difficult social circumstances is inhuman.

Kumari Selja clearly said the benefit of the Lado Lakshmi Scheme should be given unconditionally to all women from BPL families, instead of depriving them of their rights by trapping them in a web of marks and rules. Warning the government, she said that if such treatment of women continues, the Congress party will fight strongly and raise its voice loudly for women’s rights, standing firmly to ensure they receive what is rightfully theirs.Women’s dignity is not a favour, it is their right-and no compromise will be allowed on that right.

Haryana Cabinet Approves Key Amendments to Deen Dayal Lado Lakshmi Yojana to Strengthen Women Empowerment

Chandigarh, January 1 – The Haryana Cabinet, which met under the chairmanship of Sh. Nayab Singh Saini here today, approved significant amendments to the Deen Dayal Lado Lakshmi Yojana (DDLLY), 2025 with the objective of strengthening women’s financial empowerment and promoting long-term savings.

Under the proposed amendments, the monthly benefit under the scheme will remain Rs 2,100 per eligible woman. However, from the second month onwards, the assistance will be released in two parts — Rs 1,100 will be credited directly to the beneficiary’s savings bank account, while Rs 1,000 will be deposited in a Government-operated Recurring Deposit (RD) or Fixed Deposit (FD) account. The accumulated amount, along with interest, will be paid to the beneficiary on maturity. The tenure of the RD/FD will be decided by the Government and will not exceed five years.

The amendments also propose integration of social development-linked eligibility criteria. In addition to income-based eligibility, mothers whose children studying in Government schools have demonstrated academic excellence by securing more than 80 percent marks in Class 10 or 12 board examinations, or have achieved grade-level competency under the NIPUN Bharat Mission in Classes 1 to 4, will be considered eligible. Similarly, mothers who have successfully rehabilitated their children from Severe Acute Malnutrition (SAM) or Moderate Acute Malnutrition (MAM), as verified by the Women and Child Development Department, will also be covered under the scheme. Existing criteria related to age and domicile will continue unchanged.

The income limit for this additional criteria is extended upto Rs. 1.8 lac as per FIDR. Aligning objectives of Viksit Bharat to socio economic development & family size, mothers who have more than 3 children will not be eligible under this category.

To enhance transparency and community participation, the proposed amendments include validation of beneficiaries through local self-governance institutions. After initial verification by CRID, the list of beneficiaries will be shared with concerned Gram Sabhas in rural areas and Area Sabhas or Ward Committees in urban areas for community-level validation. In cases where any beneficiary is found ineligible or non-genuine during validation, the financial assistance will be discontinued.

Notably, the Deen Dayal Lado Lakshmi Yojana was launched on September 25, 2025, to enhance the social security of women in the State. Within two months of its launch, around 10 lakh women registered under the scheme, reflecting its wide acceptance. The proposed amendments aim to further evolve the scheme from a cash assistance programme into a holistic, outcome-oriented initiative aligned with the vision of Viksit Bharat.

*Our Govt maintains zero-tolerance policy towards indiscipline & dereliction of duty: Harpal Singh Cheema*

*We are committed to ensuring transparent & accountable system for people of Punjab: Harpal Singh Cheema*

*State Tax Commissioner invokes deemed resignation rule against four officials absent for over year*

CHANDIGARH, 1st January 2026:

Following the directives of Punjab Finance, Excise and Taxation Minister Harpal Singh Cheema to enforce strict discipline and accountability, the State Tax Commissioner, Punjab, has issued orders for the “deemed resignation” of four department employees found to be on unauthorised leave for over a year. These orders, issued by the State Tax Commissioner Jatinder Jorwal, apply to three Excise and Taxation Inspectors and one Clerk who remained absent from their duties despite multiple legal notices and opportunities to rejoin their respective offices.

Commenting on the action, Minister Harpal Singh Cheema said, “Our government maintains a zero-tolerance policy towards indiscipline and dereliction of duty. Public service requires dedication and presence; therefore, employees who remain unauthorizedly absent for years, despite being given multiple opportunities to explain themselves, have no place in the administration. We are committed to ensuring a transparent and accountable system for the people of Punjab.”

*Zero tolerance for indiscipline to ensure transparent, accountable governance*

The services were terminated following a rigorous inquiry process conducted under Rule 8 of the Punjab Civil Services (Punishment and Appeal) Rules, 1970. Among those affected is an Inspector, who had been absent from his post in Jalandhar-2 since March 15, 2023, after his leave request was rejected by higher authorities. Similarly, another Inspector was found to be continuously absent since June 24, 2023. He had failed to provide a satisfactory explanation or report to his assigned headquarters, despite being placed under suspension.

The department also took action against an Inspector of the Ropar Range, whose unauthorised absence dates back to May 29, 2021, following the conclusion of an approved Ex-India leave. Despite claims of medical issues and heart surgery, independent inquiries found him negligent in his official duties as he failed to join investigations even through virtual modes. Additionally, a clerk in the Jalandhar Audit Wing, had his services ended after failing to report for duty since September 11, 2023, following the non-approval of his Ex-India leave.

In all four cases, the department invoked the “deemed resignation” clause as per Finance Department instructions dated March 13, 2025. This regulation stipulates that any employee remaining absent without sanctioned leave for more than one year shall be considered to have resigned from government service. It was further clarified that as a consequence of this deemed resignation, no gratuity, pensionary benefits, or any other service-related benefits shall be extended to these individuals. The competent authority noted that while some employees cited family or health reasons, they failed to resume duties within the legally permissible timeframe, leading to the final administrative orders.

*Under CM Bhagwant Singh Mann, Punjab Govt extends One Time Settlement Scheme till March 2026, reinforcing its pro-business & trader-friendly governance*

*Punjab Govt extends One-Time Settlement Scheme-2025 for tax arrears until March 31, offers major relief to traders & industry: Harpal Singh Cheema*

*Over 6,300 applications received; extension granted to accommodate industry demand and compliance pressure*

*OTS extension reflects our Govt’s commitment to ease compliance & resolve pre-GST era disputes: Harpal Singh Cheema*

CHANDIGARH, 1st January 2026

In a major relief to the trading community and industry of the state, the Punjab Government, led by Chief Minister Bhagwant Singh Mann, has decided to extend the deadline for the ‘Punjab One-Time Settlement (OTS) Scheme for Recovery of Outstanding Dues, 2025’ until March 31, 2026.

Punjab Finance, Planning, Excise and Taxation Minister Harpal Singh Cheema gave the formal approval for this extension following representations from various stakeholders, including the GST Practitioners Association (GSTPA) Punjab. The decision comes in direct response to the massive participation seen so far, with the department recording 6,348 applications to date.

The Punjab Government acknowledged that many taxpayers faced a heavy statutory compliance burden during the final months of 2025, which saw overlapping deadlines for various tax filings. Furthermore, practical challenges such as the pending service of VAT assessment orders had made it difficult for many eligible businesses to accurately determine their liabilities before the original December deadline.

The OTS Scheme-2025, which initially launched on October 1, remains one of the state’s most taxpayer-friendly initiatives. It is specifically aimed at reducing legacy litigation and unlocking revenue for the state by offering substantial relief. Depending on the specific demand amount, taxpayers can avail themselves of up to a 100% waiver on interest and penalties, alongside significant waivers on the principal tax amount.

Finance Minister Harpal Singh Cheema said that this extension would provide a golden chance for genuine taxpayers to settle long-pending disputes under pre-GST Acts (including VAT and Central Sales Tax) without procedural stress.

The Minister further added, “Our government is committed to fostering a pro-business environment. By extending this deadline to March 31, 2026, we are ensuring that no genuine taxpayer is left behind due to administrative or timing hurdles.”

He urged all eligible businesses and rice millers to utilise this final window to clear their arrears and start the new financial year with a clean slate. “After the new deadline of March 31, 2026, the department will initiate strict recovery proceedings against defaulters who fail to opt for this settlement,” said Minister Harpal Singh Cheema.

Keeping this in mind, special checks and enforcement campaigns will be conducted throughout the state during NRSM-26. Additionally, engineering improvements, signages, speed signboards, and other necessary measures will be implemented at identified black spots based on accident data from previous years.

The Minister appealed to all relevant departments, district administrations, educational institutions, non-governmental organizations, industrial units, and the general public to play an active role in making National Road Safety Month-2026 a success. He directed that all the activities related to road safety should be implemented timely, effectively, and at the grassroots level, and better coordination among the departments should be ensured.

The Minister reiterated that road safety is a shared responsibility and is not limited to the traffic police or transport department alone. He emphasized the need to accelerate awareness campaigns to promote safe road behavior among the public. He also said that under the leadership of Chief Minister, Punjab, Bhagwant Singh Mann, the establishment of the Sadak Surakhya Force (SSF) has led to a significant reduction in fatalities on both state and national highways. The Lead Agency (Road Safety), Punjab, in collaboration with the Transport Department, Traffic Police, Health Department, Public Works Department, Education Department, and other related agencies, has prepared an extensive action plan for the month-long activities to ensure that road safety messages reach all sections of society effectively.

He discussed the positive impact of the establishment of the SSF which is currently monitoring nearly 4,000 kilometers of national and state highways daily. He mentioned that the introduction of SSF has led to a reduction of nearly 50% in fatalities on these roads, which is expected to significantly reduce the total road fatalities in Punjab. He also stated that special enforcement campaigns during the National Road Safety Month will focus on issues like driving under the influence, over-speeding, lane violations, and other serious traffic offenses.

State Transport Commissioner, Mrs. Parneet Shergill, shared that the process for issuing driving licenses has been completely overhauled, making the testing process stricter and more transparent. As a result, the passing rate for driving tests has significantly decreased, ensuring improvements in driving standards across the state.

During the awareness activities, a motorcycle rally was organized near Bestech Mall, SAS Nagar (Mohali), with nearly 200 delivery employees (Zomato, Swiggy, Blinkit, etc.) participating. Helmets, t-shirts, and caps with road safety messages were distributed to the participants. The rally was flagged off by Mr. R.
