PGI marks Women’s Day with initiative for regular health screening of sanitation & hospital attendant staff

Chandigarh: PGIMER Chandigarh on Monday organised an Integrated Media Interaction on Women’s Health today in observance of International Women’s Day. The programme brought together experts from multiple specialties to highlight key health concerns affecting women across the lifespan, including adolescent health, gynaecological issues, cancer prevention, gastrointestinal disorders and mental health. “True empowerment lies in ‘giving to gain’, the theme of this year’s Women’s Day—when we strengthen the health, dignity and wellbeing of women around us, society as a whole moves forward,” stated Prof. Sadhna Lal, Head, Division of Paediatric Gastroenterology & Hepatology, emphasising that awareness and access to healthcare must extend beyond the professional community to include less empowered sections of society.

 “While we celebrate the progress women have made over the decades, our real responsibility is to extend this progress to those who remain less empowered. At PGIMER, we are initiating regular health screening for sanitation staff and hospital attendants so that women who serve the institution every day are also supported in safeguarding their own health,” Prof. Lal added.

Highlighting the broader purpose of the initiative, Prof. Lal noted that the true spirit of Women’s Day lies in supporting and empowering women who often neglect their own health while balancing demanding professional and family responsibilities.

Addressing common gynaecological concerns, Prof. Rashmi Bagga, Department of Obstetrics & Gynaecology, stressed that many women tend to ignore symptoms that require timely medical attention as she said, “Many women experience common gynaecological problems such as vaginal discharge, pelvic pain, abnormal bleeding, painful periods or urinary symptoms, but they often ignore these issues until they become severe.”

Prof. Bagga further stated, “Most of these conditions are easily treatable if addressed early. Regular check-ups, awareness of warning signs, and simple screening tests like the Pap smear for cervical cancer are crucial to detect problems in time and prevent serious complications.”

Speaking on cancer awareness and prevention, Prof. Divya Dahiya, Department of General Surgery, highlighted the growing burden of certain cancers among women and the importance of early detection.

“Breast cancer incidence in India has nearly doubled over the last two decades, and today one in 24 women in the country is likely to develop the disease. What makes this particularly concerning is that, unlike in the West, many Indian women are diagnosed at a much younger age. Any lump in the breast, nipple discharge, or change in the skin must never be ignored. Regular self-breast examination and timely screening are simple but powerful steps that can lead to early detection and significantly improve outcomes,” Prof. Dahiya emphasised.

Prof. Dahiya also pointed to the increasing detection of thyroid disorders and thyroid cancer among women, which may present as a neck swelling and should be evaluated promptly.

Experts also highlighted the importance of Human Papillomavirus (HPV) vaccination in preventing cervical cancer. Vaccines, particularly India’s indigenous vaccine Cervavac, provide protection against HPV infection. Vaccination is most effective when administered between 15–26 years of age, while screening through Pap smear remains important even for vaccinated individuals.

Speaking on the mental health dimension of women’s wellbeing, Dr. Nidhi Chauhan, Associate Professor, Department of Psychiatry, highlighted the multiple pressures faced by women in modern society.

“Mental health in women deserves much greater attention today because modern women are balancing multiple roles—professional responsibilities, family expectations and social pressures—at the same time. While women today have greater opportunities and visibility, this progress has also come with increased pressures, making it essential to openly discuss mental health and create supportive environments both at home and in the workplace,” Dr. Chauhan said.

Dr. Chauhan also addressed the growing concern of digital dependence, ““The rapidly expanding digital ecosystem and increasing dependence on social media have emerged as significant contributors to mental health concerns across all age groups. From adolescents to adults, excessive digital engagement can affect relationships, emotional wellbeing and overall quality of life. Encouraging balanced, mindful use of technology is essential for protecting mental health in today’s increasingly connected world.” she added.

Dr. Chauhan emphasised the need to normalise conversations around mental health and encourage peer support as well as timely professional help whenever individuals feel overwhelmed.

Discussing gastrointestinal health in women, Prof. Usha Dutta, Head, Department of Gastroenterology, highlighted, “Gallstones are a common but often overlooked problem among women. Risk factors include obesity, multiple pregnancies, hormonal influences, rapid weight loss and certain dietary patterns. Women frequently ignore symptoms such as upper abdominal pain, nausea or discomfort after fatty meals, which may indicate gallstone disease.”

Prof. Dutta emphasised that early diagnosis and appropriate management can prevent complications such as infection of the gall bladder, pancreatitis and bile duct obstruction. Maintaining a healthy weight, balanced diet and regular physical activity can help reduce the risk of gallstone formation.

On the occasion, Prof. Usha Dutta, who is also the Editor-in-Chief of the Indian Journal of Gastroenterology (IJG), released a special issue titled “Women and Gastroenterology.” The issue explores the intersection between gender and gastrointestinal as well as liver health, while also examining the professional landscape for women physicians in the specialty.

The special issue brings together expert reviews on gastrointestinal and liver diseases affecting women across the lifespan—from adolescence and reproductive years to menopause. Particular attention has been given to pregnancy-related gastrointestinal and liver disorders, including intrahepatic cholestasis of pregnancy, portal hypertension and acute fatty liver of pregnancy.

It also discusses conditions that disproportionately affect women such as autoimmune liver diseases, metabolic syndrome, functional gastrointestinal disorders and gastrointestinal cancers, while examining the influence of socio-cultural determinants including health-seeking behaviour, stigma and access to care.

The release event was attended by members of the Editorial Board of the Indian Journal of Gastroenterology, including Managing Editor Dr. Vishal Sharma, Associate Editor Dr. Jayanta Samanta, Science Editors Dr. Jimil Shah and Dr. Vaneet Jearth, and Assistant Managing Editor Nikita Sharma.

The programme concluded with an interactive session with media representatives, during which experts reiterated that awareness, preventive screening, vaccination, healthy lifestyle practices and timely medical consultation remain the most effective strategies to improve women’s health outcomes.

Projects Worth ₹27.73 Crore Underway To Boost Horticulture In Abohar; 15 More Villages To Be Covered In Second Phase: Mohinder Bhagat

Chandigarh, March 9:

Punjab Defence Services Welfare, Freedom Fighters and Horticulture Minister Mohinder Bhagat, while replying to a question raised by Abohar MLA Sandeep Jakhar during the ongoing Punjab Vidhan Sabha session today, informed that an important project is underway in the Abohar area for the development of horticulture and to address the problem of waterlogging

The Minister said that the project is being implemented by the Department of Soil and Water Conservation in the Abohar region. Under the first phase of the project, work has been initiated in 27 villages at an estimated cost of around ₹27.73 crore, while another 15 villages will also be covered under the scheme in the second phase.

Mohinder Bhagat said that upon completion of the project, significant progress will be made in resolving the waterlogging problem in the Abohar area and the horticulture sector will receive a major boost. He added that this will provide farmers with additional income opportunities through horticulture and cultivation of other crops.

The Minister further said that under the leadership of Chief Minister Bhagwant Singh Mann, the Punjab Government is committed to strengthening the horticulture sector in the state and promoting sustainable agricultural development. The project will also significantly benefit water conservation and agricultural sustainability in the region.

Vigilance Bureau nabs ASI red handed accepting bribe of Rs 8,000

Chandigarh March 9, 2026:

The Punjab Vigilance Bureau (VB) during its ongoing drive against  corruption in the state, has apprehended  Assistant Sub-Inspector Gopal Singh posted at Police Division No. 2 Commissionerate Jalandhar, red-handed while accepting a bribe of Rs. 8,000/-.

Disclosing this here today, an official spokesperson of the state VB said the above-mentioned accused has been arrested based on a complaint lodged by a resident of Gandhi Camp, Jalandhar.

He said that the complainant  works as an astrologer and the police of Police Station Division No. 2 had arrested his neighbour Vijay Raj alias Pali in a drug case on his  complaint. Subsequently, the complainant visited Police Station Division No. 2 along with the sister of Vijay Raj alias Pali and the locality president, where they came to know that a drug case had been registered against Vijay Raj alias Pali.

He further informed that two days later, the accused ASI called the complainant and warned him that if he did not come to the police station and meet him, his name would also be included in the said case. Thereafter, when the complainant’s younger brother Balwant and the locality president Amit Kumar alias Lovely Bhagat met the accused ASI at Police Station Division No. 2, the accused demanded a bribe of Rs. 50,000/- for not implicating the complainant in the case.

Upon the request of the complainant’s younger brother Balwant and Amit Kumar alias Lovely Bhagat, the accused reduced the bribe amount to Rs. 20,000/-. Under compulsion, they paid Rs. 10,000/- to the accused on the spot. However. the accused remained insistent on the remaining bribe of Rs. 10,000/. After they expressed their inability to pay the remaining amount, the accused agreed to accept Rs. 8,000/- at a later stage. Complainant had recorded the conversation regarding the demand for the bribe.

Unwilling to pay any illegal gratification, the complainant approached the Vigilance Bureau range Jalandhar. After a preliminary enquiry on his complaint, the VB team laid a trap during which the accused ASI was arrested red handed while accepting  bribe money of Rs 8,000/- from the complainant in presence of two official witnesses.

In this regard, a case under prevention of corruption act has been registered against the accused at VB police station Jalandhar and further investigation into this case is under progress.

AAP Govt in Punjab fulfils Arvind Kejriwal & Bhagwant Mann’s biggest poll promise in Budget

CHANDIGARH:

Punjab Finance Minister Harpal Singh Cheema on Sunday presented the fifth Budget of the Aam Aadmi Party-led (AAP) government in Punjab for 2026–27, proposing a total outlay of ₹2,60,437 crore and projecting the state’s GSDP at ₹9,80,635 crore with an estimated growth rate of 10 per cent. Tabled on International Women’s Day, the Budget unveiled the ‘Mukh Mantri Mawan Dhian Satikar Yojna’—a universal cash transfer scheme under which women will receive ₹1,000 per month and Dalit women ₹1,500—while outlining major allocations across education, healthcare, agriculture, infrastructure and social welfare, which the government described as fulfilling the all key electoral guarantees of Arvind Kejriwal and Bhagwant Mann.

Presenting the Budget, the Finance Minister said, “The Effective Revenue Deficit is projected at 2.06 per cent of GSDP and the Fiscal Deficit at 4.08 per cent.” He described the document as the “Saari Guarantiyan Puri Karan Wala Budget”, emphasising that the government has worked to fulfil all the guarantees made to the people.

Presented on International Women’s Day, the Budget introduced the “Mukh Mantri Mawan Dhian Satikar Yojna”, which the Finance Minister described as the first universal cash transfer initiative for women. Explaining the scheme, Harpal Singh Cheema said, “Under this initiative, the government will transfer ₹1,000 per month directly to the accounts of all eligible adult women and ₹1,500 per month to adult women belonging to the Scheduled Caste community.” He added that a budgetary outlay of ₹9,300 crore has been earmarked to ensure that nearly 97 per cent of adult women in Punjab are covered, including women already receiving social security pensions.

The Finance Minister further said that the government has allocated ₹600 crore to continue the free bus travel facility for women, ₹932 crore for the Integrated Child Development Services (ICDS) covering more than 27,000 Anganwadi Centres, and ₹65 crore for the Navi Disha Scheme to provide free sanitary pads to needy women and adolescent girls.

Speaking about the education sector, Harpal Singh Cheema shared that the government has proposed an outlay of ₹19,279 crore, representing a seven per cent increase over the previous year. Highlighting reforms in the sector, he said, “Punjab’s top ranking in the national PARAKH assessment reflects the impact of reforms introduced in recent years.” The Finance Minister announced the launch of the “Sikhiya Kranti 2.0” initiative, a ₹3,500 crore project in collaboration with the World Bank aimed at transforming the education ecosystem.

Detailing the proposals, Harpal Singh Cheema said the Budget includes extensive infrastructure upgrades in schools, including boundary walls, toilets, security personnel and a large-scale whitewashing drive. ₹395 crore has been allocated for digital transformation in schools through the provision of computers and interactive panels. The successful Schools of Eminence model will be strengthened further, and a statewide career counselling framework will be implemented for more than 7.35 lakh students.

Turning to higher education, the Punjab Finance Minister added that ₹1,760 crore has been allocated as grant-in-aid to state universities, while ₹569 crore has been earmarked for Technical Education, including the establishment of ITIs in 11 jails to provide vocational training to inmates. The AAP government has granted in-principle approval for establishing a world-class university at Sri Anandpur Sahib in the name of Sri Guru Tegh Bahadur Ji.

Turning to healthcare, Harpal Singh Cheema said the government has proposed an allocation of ₹6,879 crore for the sector. He said, “The Mukhya Mantri Sehat Yojana has been provided a ₹2,000 crore provision to offer cashless treatment of up to ₹10 lakh per year for 65 lakh families in the state. The Aam Aadmi Clinics network, currently consisting of 881 clinics, will be expanded with the addition of 143 new clinics and the upgrading of 308 Subsidiary Health Centres, increasing the total to 1,432 clinics.”

The Budget also includes ₹300 crore for advanced medical equipment in government hospitals and provisions for establishing a modern Trauma Centre and Mother and Child Care Hospital at Sri Anandpur Sahib, along with an on-call incentive for specialist doctors.

The Finance Minister added that ₹1,220 crore has been earmarked for Medical Education and Research. He pointed to developments such as successful liver transplants at the Punjab Institute of Liver and Biliary Sciences in Mohali, the establishment of seven new medical colleges and the purchase of land for a new medical college in Malerkotla.

Addressing the agrarian sector, Harpal Singh Cheema shared that ₹15,377 crore has been allocated for agriculture and allied sectors. He explained that the allocation includes ₹7,715 crore for free power to farmers, a 33 per cent subsidy on Bt cotton seeds, incentives for Direct Seeded Rice (DSR) and kharif maize, and ₹600 crore for machinery to manage crop residue burning. He also announced a ₹1,300 crore project supported by the Japan International Cooperation Agency (JICA) aimed at expanding horticulture acreage by 300 per cent by 2035.

He added that dairy farmers will be supported with a ₹100 crore provision for fair milk procurement prices, while sugarcane farmers will benefit from a ₹270 crore allocation following the increase in the State Agreed Price to ₹416 per quintal.

Speaking about environmental sustainability, the Punjab Finance Minister said ₹238 crore has been allocated for forestry under the Punjab Compensatory Afforestation Management and Planning Authority programme. A ₹760 crore JICA-supported biodiversity conservation project will also be implemented.

On rural development, Harpal Singh Cheema said the Budget proposes ₹7,606 crore to complete the modernisation of 19,876 kilometres of rural link roads. He added that the AAP government has allocated ₹1,500 crore for the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme and ₹800 crore to construct one lakh houses under the Pradhan Mantri Awas Yojana (Gramin). The allocation for the Rangla Punjab Vikas Scheme has been doubled to ₹1,170 crore to ensure equitable development across all 117 constituencies.

Turning to urban development, the Punjab minister said the Municipal Development Fund has been increased fourfold to ₹1,000 crore.  ₹500 crore has been proposed for the canal-based surface water supply project in Ludhiana and Amritsar and ₹665 crore for AMRUT 2.0 projects. “In total, ₹7,257 crore has been proposed for the Housing and Urban Development sector,” he said.

The Finance Minister also spoke about industrial growth under the Industrial Policy 2026. He said Punjab received ₹55,000 crore in investments in 2025 alone, which he noted doubled foreign direct investment and raised the state’s national ranking in FDI inflows to 11th place. The Budget includes ₹500 crore for fiscal incentives and provisions for One Time Settlement (OTS) schemes.

Highlighting employment generation, Harpal Singh Cheema shared that 63,943 candidates have been recruited in government departments since 2022. ₹287 crore has been allocated for employment generation initiatives, including the operationalisation of new Armed Forces Preparatory Institutes.

Addressing internal security, he said an allocation of ₹11,577 crore has been proposed for Home Affairs, Justice and Jails. The “Yudh Nashian De Virudh” campaign will be strengthened through mobilisation of Village Defence Committees, enhanced border surveillance through 2,367 CCTV cameras and a ₹100 crore outlay for a comprehensive drug and socio-economic census. The Anti-Gangster Task Force will continue its operations, while emergency response systems such as the Sadak Surakhya Force and Dial 112 have been strengthened. ₹535 crore has been allocated for modernising jail security through AI-based surveillance and jammer systems.

Speaking about youth engagement, Harpal Singh Cheema said, “The government is investing ₹1,791 crore in sports infrastructure with plans to build 6,000 new village playgrounds, establish 5,000 indoor gyms and organise adventure sports camps.”

The Finance Minister said the government will observe the 650th Prakash Diwas of Sri Guru Ravidas Ji at the state level with a ₹100 crore allocation. He also announced that a heritage-style Administrative Complex will be constructed at Sri Anandpur Sahib to commemorate the 350th Shaheedi Diwas of Sahib Sri Guru Tegh Bahadur Ji. ₹312 crore has been provisioned for the Mukh Mantri Tirath Yatra Scheme to facilitate pilgrimages for nearly 7.15 lakh citizens.

He also highlighted improvements in citizen services, noting that doorstep delivery of 412 services has been implemented and transport services have been digitised at Sewa Kendras. Digital land record platforms such as Easy Jamabandi and Easy Registry have also been introduced. The AAP government released ₹1,010 crore for flood relief through a fully digital system.

Highlighting infrastructure investments, Harpal Singh Cheema added the allocation for roads, bridges and public buildings has been doubled to ₹5,440 crore, covering projects under Plan Roads, PMGSY-III and the Central Road and Infrastructure Fund. ₹2,971 crore has been allocated for water resources to optimise canal networks, with the government aiming to double canal irrigation capacity to seven million acres by the end of the year. Flood protection works, drain cleaning and strengthening of the Ferozepur Feeder and Kathgarh Lift Scheme are underway.

Turning to the power sector, the Finance Minister said the “Mission Roshan Punjab” initiative includes a ₹5,000 crore investment to modernise the electricity distribution network with new substations and 25,000 kilometres of power lines. He said reforms are also planned to reduce the state’s subsidy burden by 25 per cent without affecting consumer benefits. Civil aviation infrastructure has expanded with the operationalisation of the Adampur and Halwara airports.

He added that Punjab has achieved the top rank in the national Mining Readiness Index and that mining revenue has doubled to over ₹500 crore. The transport sector will also witness expansion with the addition of 1,279 new buses.

Addressing food security and social welfare, Harpal Singh Cheema said the government has introduced the “Meri Rasoi” scheme with a ₹900 crore allocation to provide free quarterly essential ration kits to nearly 40 lakh families. He added that new ration card enrolments will be opened for 10 lakh additional beneficiaries. Employment opportunities will also be generated through the allotment of nearly 7,500 Fair Price Shops.

He shared that the Social Welfare and Justice sector has received an allocation of ₹18,304 crore, including ₹6,150 crore for monthly financial assistance pensions and ₹17,700 crore earmarked under the Scheduled Caste Sub-Plan.

Concluding his Budget speech, the Punjab Finance Minister said total revenue receipts are projected at ₹1,26,190 crore, supported by increased devolution from the 16th Finance Commission which will bring ₹30,464 crore in central taxes to the state. He added that governance reforms and enforcement have led to projected excise revenues of ₹53,122 crore over the government’s five-year tenure, while the state has set a target of ₹9,000 crore from stamps and registration and ₹32,000 crore from GST for the financial year 2026–27.

The Finance Minister also said the state has injected ₹1,000 crore into the Guarantee Redemption Fund and doubled capital expenditure to ₹18,381 crore for asset creation. “The Debt-to-GSDP ratio has been reduced from 48.25 per cent to 44.47 per cent,” Harpal Singh Cheema said, adding that the government remains committed to strengthening the financial health of Punjab while investing in infrastructure and public welfare.

ARMS SUPPLY MODULE WITH LINKS TO PHILIPPINES AND UAE BUSTED IN KAPURTHALA; JUVENILE AMONG TWO HELD WITH 5 PISTOLS

CHANDIGARH/KAPURTHALA, March 8:

          In an intelligence-led operation amidst the ongoing drive to make Punjab a safe and secure state as per directions of Chief Minister Bhagwant Singh Mann, Kapurthala Police has busted an arms supply module with the arrest of two persons, including one juvenile and recovered five country-made 7.65MM pistols from their possession, said Director General of Police (DGP) Punjab Gaurav Yadav here on Sunday.

          The arrested accused have been identified as Ajay Kumar, a resident of village Mehrajwala in Jalandhar and 17-years-old juvenile.

          DGP Gaurav Yadav said that preliminary investigation has revealed that the arrested persons were acting on the directions of foreign-based handlers residing in Philippines and UAE.

          The DGP said that preliminary investigation has revealed that arrested accused had procured illegal weapons from Madhya Pradesh and were supplying them to criminal gangs. The recovered weapons were intended to be used for firing and extortion activities in the region, he said.

          Sharing operational details, Senior Superintendent of Police (SSP) Kapurthala Gaurav Toora said that acting on reliable inputs, police teams had arrested Ajay Kumar and recovered one pistol from his possession. Further investigation has led to the arrest of his 17-years-old accomplice and recovery of four more pistols from his possession, he said.

          The SSP said that the probe has revealed that arrested accused persons had bought weapons from unidentified person in Madhya Pradesh with the cost of Rs 87000. Further investigations are underway to establish forward and backward linkages in this case to completely unmask the network, he added.

          In this regard, a case FIR no. 25 dated 2/2/2026 had been registered under section 25 of the Arms Act at Police Station Sadar Kapurthala.

Punjabi Diaspora must play proactive role in restoring Punjab’s pristine glory: CM Bhagwant Singh Mann

Punjab Chief Minister Bhagwant Singh Mann exhorted the Punjabi Diaspora to play a proactive role in restoring the pristine glory of Punjab while addressing a gathering during India International Week.

Extending a warm welcome to the distinguished dignitaries who arrived from across the world to the sacred land of Punjab, CM Bhagwant Singh Mann said that the delegation includes eminent legal scholars, heads of legal institutions, lawyers, and other distinguished personalities. He profusely thanked the organizers of India International Disputes Week-2026 for choosing Chandigarh, the capital of Punjab, as the venue to bring together respected legal minds from across the world on a single platform.

The Chief Minister said he was delighted to know that the delegation also includes Sikh lawyers, judges, and other eminent Sikh personalities from the USA, UK, Canada, and Singapore who have come to the sacred land of their ancestors. “Among them are several distinguished personalities who, through their talent, dedication, and hard work, have achieved great success abroad. I personally feel proud of their achievements and these moments are equally a matter of pride for all Punjabis,” said CM Bhagwant Singh Mann.

The holy city of Amritsar is known as a symbol of universal brotherhood, where sacred sites such as Sri Harmandir Sahib, Durgiana Temple, Bhagwan Valmiki Tirath Sthal, and Jallianwala Bagh are located.”

Speaking about the significance of the legal forum, CM Bhagwant Singh Mann stated, “India International Disputes Week is a platform that brings together judges, senior lawyers, law firms, young lawyers, intellectuals, and institutions from across the world. Over the course of five days, discussions will be held on various important legal subjects including Domestic Violence, Financial Crime, Public Interest Litigation, Environmental Law, Media Regulation, Mediation Strategy, Cross-Border Settlements, and other key topics. I hope that this initiative will also prove beneficial and meaningful for the common people.”

Highlighting the efforts of the Punjab Government to strengthen the justice delivery system, CM Bhagwant Singh Mann noted, “To strengthen the justice delivery system and ensure timely justice for citizens, 159 Law Officers have been recruited since 2022. To make government laws and rules accessible to the public, 53 Acts of various departments of the Punjab Government have been translated into Punjabi and uploaded on the Indian Code Portal of the Government of India. A Special Court has also been established in Mohali under the National Investigation Agency (NIA) Act.”

He further said, “Six Special NRI Courts have been established in the districts of Jalandhar, Kapurthala, Hoshiarpur, Ludhiana, Moga, and Shaheed Bhagat Singh Nagar. Fast Track Special Courts have been set up in Sangrur and Tarn Taran. Since 2023, an amount of ₹48.82 crore has been spent on improving the infrastructure of courts across Punjab. The Punjab Government is making strenuous efforts to ensure that justice is accessible to all people, especially those from weaker and underprivileged sections of society.”

PUNJAB GOVERNMENT FULFILS ALL POLL PROMISES MADE WITH PEOPLE: CM

CHANDIGARH, March 8:

Punjab Chief Minister Bhagwant Singh Mann on Sunday announced that the Aam Aadmi Party (AAP) government has fulfilled its biggest electoral promise, unveiling the ‘Mukh Mantri Mawaan Dhian Satkar Yojna’ to provide monthly financial assistance to women across Punjab. Under the scheme, women will receive ₹1,000 per month, while women from Scheduled Caste communities will receive ₹1,500, with ₹9,300 crore earmarked in the state Budget for its implementation.

Describing the move as a major step towards strengthening women’s financial independence, the CM said the AAP government’s “Saari Guarantiyan Puri” Budget reflects its commitment to delivering on poll promises while expanding welfare measures such as free bus travel, free power and cashless healthcare to empower women and support households across the state.

Interacting with the media, Punjab CM Bhagwant Singh Mann congratulated the mothers, daughters and sisters of Punjab and prayed that they continue to script new success stories in every field. He said the Budget was presented on the day with a special focus on women, fulfilling a key promise made by the AAP government to empower them socially and economically. The Budget is pro-people and ensures that women and other sections of society receive support through welfare measures and public services.

“The AAP government has fulfilled the biggest poll promise made to the people. Women in the state will now receive ₹1,000 per month under the Mukh Mantri Mawaan Dhian Satikar Yojna, while women belonging to the Scheduled Caste community will get ₹1,500 every month,” said CM Bhagwant Singh Mann. He added that special camps will be organised across the state so that women can easily complete the formalities required to avail the benefit of the scheme.

The Punjab CM shared that the registration process for the financial assistance scheme will begin from the coming Baisakhi and will be carried out on a war footing so that all eligible beneficiaries can be covered at the earliest. Every girl above the age of 18 years will be entitled to receive the benefit under the scheme, ensuring that a vast majority of women in the state are covered.

Describing the Budget as a milestone document, CM Bhagwant Singh Mann said it reflects the government’s commitment to the welfare of the people and the progress of the state. “This is not merely a Budget but an affidavit of the progress of the state and the prosperity of its people,” he said, congratulating Punjab Finance Minister Harpal Singh Cheema for presenting a Budget that takes care of every section of society.

Taking a dig at previous governments, he added that earlier budgets often remained confined to announcements on paper and failed to deliver meaningful benefits to the people. During the tenure of earlier regimes, budgets were limited to rhetoric and poetic references rather than concrete policies aimed at improving the lives of citizens.

Highlighting the broader welfare initiatives of the AAP government, CM Bhagwant Singh Mann said several schemes are being implemented to empower women, including free bus travel, free power and cashless treatment under the Mukh Mantri Sehat Yojna. “Cashless treatment, free bus travel, free power, ₹1,000 per month and other initiatives will empower women and strengthen their role in society,” he said.

CM Bhagwant Singh Mann asserted that the government has adequate financial resources to implement its programmes effectively. “We have no dearth of money as our intentions are clear,” he said, adding that the state government has improved financial management and ensured that public funds are used for welfare and development.

The Punjab CM emphasised that the government is working honestly, which is why major improvements are visible in sectors such as education, healthcare and infrastructure. “We are working honestly due to which schools, hospitals, roads and Aam Aadmi Clinics are coming up across the state,” he said.

CM Bhagwant Singh Mann further stated that the government has taken significant steps to improve power supply, strengthen irrigation systems and ensure that farmers receive adequate electricity. Thermal power plants are being purchased, canal water is reaching tail-end farmers and electricity tariffs are being rationalised for the benefit of consumers.

He added that in the past four years the state government has delivered all the guarantees promised to the people and also implemented several additional measures such as closing toll plazas that were burdening commuters. These steps reflect the government’s commitment to ensuring that people receive tangible benefits from governance.

Speaking about investments in education and sports, CM Bhagwant Singh Mann shared, “The Budget has increased the allocation for education by seven per cent, while ₹1,791 crore has been earmarked for promoting sports infrastructure and activities across the state. Promoting sports is one of the most effective ways to channel the energy of youth in a positive direction.”

“With the promotion of sports, the unbounded energy of youth is being utilised for excelling in sports. Youth who are involved in sports have no time even to look at drugs because they are using all their energy to excel in their respective fields. Promoting sports will help the state government in its fight against drug abuse and will encourage young people to focus on building a healthier and more productive future,” he asserted.

CM Bhagwant Singh Mann said the government is carefully utilising every rupee of public money for the development of the state and the welfare of its people. He added that leakages in the system have been effectively checked and the resources saved are now being invested in programmes that directly benefit the common man. The sole aim of the AAP government is to ensure the progress and prosperity of the state.

PUNJAB BUDGET SOWS SEEDS OF AGRICULTURE SECTOR’S PROSPERITY: GURMEET KHUDIAN

In a response to the Punjab budget for FY 2026-27 tabled in the Vidhan Sabha today, Punjab’s Agriculture and Farmers Welfare Minister, S. Gurmeet Singh Khudian, lauded the state government’s commitment to the agrarian economy, describing the budget as a significant instrument of transformation for the farming community. This budget ensures that the backbone of the nation’s food security is not left to fend for itself.

S. Gurmeet Singh Khudian highlighted the state’s crucial role in national food security, stating the government’s Rs 15,377 crore allocation for agriculture and allied sectors in the 2026-27 budget underscores its commitment to sustaining this contribution. It is a targeted intervention to strengthen resilience, drive crop diversification, ensure sustainability and guarantee farmer welfare, he added.

Elaborating the government’s proactive approach to water conservation, S. Gurmeet Singh Khudian highlighted the success of Direct Seeded Rice (DSR) adoption. “The state disbursed ₹35 crore in FY 2025-26 to incentivise water-saving techniques, with ₹40 crore allocated for next year,” he said, while urging farmers to adopt DSR to address labour shortages and groundwater depletion.

The Agriculture Minister also expressed satisfaction over the pilot project encouraging a shift from paddy to kharif maize in six districts—Pathankot, Gurdaspur, Bathinda, Sangrur, Jalandhar and Kapurthala. With an incentive of ₹17,500 per hectare and a dedicated allocation of ₹15 crore for 2026-27, he noted that the government is building a robust model for alternative cropping patterns.

“By extending a 33 percent subsidy on PAU-recommended hybrid seeds, we have not only supported our farmers financially but have also reversed the declining trend in cotton cultivation,” he asserted .

Addressing the perennial challenge of stubble burning, the Agriculture Minister highlighted the government’s aggressive push for mechanisation. He noted that ₹402 crore was utilised in FY 2025–26 to provide subsidy on stubble management machinery. With an enhanced budgetary provision of ₹600 crore for FY 2026-27, he assured that the state is on track to offer a sustainable solution to this environmental challenge .

S. Khudian highlighted the allocation of ₹7,715 crore towards power subsidy for agriculture, ensuring the continuation of free and subsidised power to sustain irrigation and productivity .

Strengthening Allied Sectors for Rural Prosperity, the Agriculture and Animal Husbandry Minister underscored the bolstering of allied sectors to strengthen rural livelihoods. He welcomed the Rs 100 crore provision aimed at ensuring fair milk procurement prices for dairy farmers, safeguarding them against market fluctuations and supporting small and marginal producers. In the fisheries sector, he applauded the expansion of aquaculture, noting the production of over 1,500 lakh quality fish seed and the addition of nearly 3,000 acres under fish culture. “These measures are strengthening income diversification and employment generation across the state,” he added .

S. Gurmeet Singh Khudian stated, “This budget reflects the vision of Chief Minister S. Bhagwant Singh Mann—where the farmer is not just a food provider but the focus of governance. We are not just allocating funds, we are securing the future of Punjab’s agrarian economy and the dignity of its annadatas.”

PUNJAB BUDGET TO FURTHER STRENGTHEN IRRIGATION NETWORK AND ENSURE TRANSPARENT MINING REGIME: BARINDER KUMAR GOYAL

Describing the Budget presented by Chief Minister Bhagwant Singh Mann led Punjab government as progressive and farmer-centric, Water Resources and Mining Minister Barinder Kumar Goyal today said that the financial roadmap would further accelerate irrigation reforms and bring greater transparency and efficiency in the mining sector across the state.

Appreciating the focus on strengthening water management infrastructure in the budget, the Cabinet Minister said that the government has achieved a historic milestone by doubling canal irrigation capacity within three years. Canal irrigation coverage which stood at 2.23 million acres in 2022 will expand to 5.3 million acres by April 2026.

Barinder Kumar Goyal said the government has proposed a budgetary outlay of Rs.2971 crore for the Water Resources sector in 2026-27, with a strong focus on expanding canal irrigation and strengthening last-mile connectivity through pipelines and brick-lined watercourses. These initiatives are expected to restore irrigation coverage to around five lakh hectares, taking the total area under canal irrigation close to 70 lakh acres, which is nearly 90 percent of the designed canal irrigated area.

The Cabinet Minister informed that the government has undertaken the remodelling of the Mahorana Distributary and construction of the Malerkotla Minor at a cost of Rs.288 crore to address the long-pending irrigation demands of farmers in the Malerkotla region. The project will provide canal water for the first time to 55 villages covering nearly 44,000 acres, while Rs.190 crore has been earmarked for this initiative in 2026-27.

He said that similarly, the Kathgarh Lift Scheme Stage-II has also been announced in the budget to bring canal water for the first time to the semi-hilly and water-scarce region of Shaheed Bhagat Singh Nagar (Nawanshahr) district, for which the government has made a provision of Rs.107 crore. Through this project, water will be lifted from the Bist Doab Canal to provide irrigation facilities to nearly 5,500 acres of command area across 24 villages. This initiative will reduce dependence on groundwater and is also expected to result in significant power savings, he added.

Barinder Kumar Goyal said systematic cleaning, lining and modernization of canals and watercourses has led to a significant increase in surface water utilisation which has now reached 6.6 million acre feet registering a 13 percent rise. In a major breakthrough, canal water has reached 1,365 locations for the first time, reviving villages that had remained deprived of canal irrigation for nearly 20 to 50 years.

The Water Resources Minister said the government has also taken decisive steps to strengthen flood resilience in the state. After the 2025 floods, a scientific assessment of major rivers identified 371 flood protection and mitigation projects worth over Rs.1500 crore. Out of these, 142 projects amounting to Rs.489 crore are targeted for completion by March 31, 2026 while the remaining works will be undertaken during 2026-27.

Highlighting ongoing drainage improvement measures, Barinder Kumar Goyal said flood protection and drain desilting works worth Rs.65 crore have been executed during the current year. Nearly 3,000 kilometres of drains across several districts have been cleaned which has substantially improved drainage capacity. He added that execution through departmental machinery resulted in around 60 percent savings of public funds.

The Minister further informed that the government has launched a comprehensive programme for rehabilitation and lining of canals during the current financial year. Works worth Rs.1153 crore have already been undertaken with the aim of bringing four lakh hectares under improved irrigation coverage.

Giving details about major infrastructure projects, he said the Ferozepur Feeder strengthening project is being implemented to enhance the carrying capacity of the canal system from 11,245 cusecs to 13,845 cusecs. During 2025-26, 17 kilometres of canal lining has been completed at a cost of Rs.195 crore, which will ensure better water supply to tail-end regions including Abohar and Fazilka and enable the state to utilise its full share of canal water.

Highlighting reforms in the mining sector, the Minister said Punjab has secured first rank in the State Mining Readiness Index announced by the Ministry of Mines, Government of India, reflecting the success of transparent governance and scientific mining practices adopted by the state government.

He said the Mann government has strengthened the regulatory framework through key legislative and policy reforms, enabling registration and regulation of crusher units and mineral dealers while ensuring digital monitoring of the minor mineral value chain from extraction to consumption.

The Minister added that amendments in the Punjab Minor Mineral Rules have created new categories such as Crusher Mining Sites and Landowner Mining Sites, facilitating transparent and time-bound contracts and allowing landowners to undertake regulated mining operations on their land.

Barinder Kumar Goyal further said strong enforcement measures, establishment of check posts at border areas and introduction of a modernised auction process have significantly boosted revenue generation in the mining sector. As a result, the state’s mining revenue has more than doubled within a year from Rs.260 crore to over Rs.500 crore.

PUNJAB HEALTH MINISTER DR BALBIR SINGH HAILS HISTORICAL INCREASE IN HEALTH BUDGET

CHANDIGARH, March 8:

          Punjab Health and Family Welfare Minister Dr Balbir Singh on Sunday described the Budget for Financial Year 2026-27 as a landmark document that prioritises the health and well-being of every Punjabi.

          While hailing the budget presented by Finance Minister Harpal Singh Cheema, Dr Balbir Singh stated that the health sector budget has been increased by 23% compared to the previous year, reaching ₹6,879 crore. He emphasised that this allocation will ensure accessible, affordable, and quality medical services across the state.

          The Health Minister highlighted that the Mukh Mantri Sehat Yojana is a historic reform providing universal health insurance of up to ₹10 lakh per family annually. An allocation of ₹2,000 crores is proposed in FY 2026-27 will benefit 65 lakh families in the state.

          To further strengthen primary healthcare, ₹351 crore has been earmarked for Aam Aadmi Clinics. Currently, 881 Aam Aadmi Clinics are providing 107 essential medicines and 47 diagnostic tests free of cost, and have recorded nearly 5 crore OPD visits, including 1.55 crore unique patients.

          Dr Balbir Singh said that 100 additional Aam Aadmi Clinics are being operationalised during the current year. In the coming year, 143 new Aam Aadmi Clinics will be operationalised, and 308 Subsidiary Health Centres will be transformed into Aam Aadmi Clinics to broaden coverage, taking the total number of Aam Aadmi Clinics setup by the Bhagwant Mann led Punjab government in five years to 1,432.

          Furthermore, a modern Trauma Centre will be established at Sri Anandpur Sahib to provide timely emergency and critical care services.

          In the field of Medical Education and Research, which received an allocation of ₹1,220 crore, Dr Balbir Singh noted that Punjab is rapidly becoming a premier medical education hub. He detailed that seven new medical colleges are being established in Hoshiarpur, Kapurthala, Sangrur, SBS Nagar, Lehragaga, Malerkotla, and Ludhiana, adding 600 new MBBS seats. Specifically for Malerkotla, 38.50 acres of land has been purchased at a cost of ₹49 crore for the new medical college.

          Extending his greetings on International Women’s Day, Dr Balbir Singh congratulated the women of Punjab for the launch of the Mukh Mantri Mawan Dhian Satikar Yojna. He lauded this as the world’s first universal cash transfer scheme, providing ₹1,000 per month to all adult women and ₹1,500 per month to those from the SC community. With a budgetary outlay of ₹9,300 crore, this scheme fulfils a major guarantee of the Bhagwant Mann led Punjab government, ensuring tangible financial security and dignity for nearly 97% of adult women across the state.
