Chandigarh, October 17 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the current government is committed to the welfare and holistic development of farmers, the underprivileged, youth, and women. He said that the government’s policies are transparent, its intentions sincere, and that, under the leadership of Prime Minister, Sh. Narendra Modi, development efforts in the state are progressing at three times the previous pace. The government continues to work with the ethos of “Sabka Saath, Sabka Vikas, Sabka Vishwas.”
The Chief Minister made these remarks while addressing a state-level function held in Panchkula to mark the one successful year of the present Haryana government. The event was attended by Vidhan Sabha Speaker, Sh. Harvinder Kalyan, MLA, Smt. Shakti Rani Sharma, former Vidhan Sabha Speaker, Sh. Gian Chand Gupta, and several other dignitaries. The program was broadcast live to district-level events across Haryana, allowing citizens throughout the state to hear the Chief Minister’s message.
*Rights of Deprived Scheduled Castes Ensured, Along with Participation in Government Jobs, Panchayat, and Local Body Elections*
The Chief Minister said that the Scheduled Castes, who had long been deprived of their rightful opportunities, are now being empowered through increased participation in government jobs, Panchayat, and local body elections. He added that the Backward Class-B community has been granted reservation in Panchayati Raj institutions and urban local bodies, including 5 percent reservation for the post of Sarpanch and proportional representation based on their population for other posts. He further said that the government has granted land rights to the Prajapati community in 1,700 villages to support their traditional pottery business. Now, there will be no hurdles in their livelihood. We have taken steps to restore the dignity and respect of the Prajapati community, he said.
The Chief Minister informed that the Haryana Village Shamlat Land Act, 1961 has been amended to grant ownership rights to individuals who were tenants before the formation of the state. A provision has been made to grant ownership rights to families occupying Panchayat and Municipal land for more than 20 years. Citizens can submit applications to the Deputy Commissioner and acquire ownership by paying one-and-a-half times the collector rate.
Speaking about renewable energy initiatives, the Chief Minister said that under the PM Surya Ghar: Muft Bijli Yojana, the state aims to install free rooftop solar systems of up to 2 kilowatts by March 31, 2027. So far, 37,825 solar systems have been installed. He added that citizens opting for 3-kilowatt systems are eligible for an additional subsidy of Rs 18,000 for the third kilowatt. Over the past 11 years, 1,61,837 solar pumps have been installed, including 33,553 in the last one year alone.
He said that under the Dayalu Scheme, financial assistance totaling Rs 309.67 crore has been provided to 8,299 eligible families with annual incomes up to Rs 1.80 lakh. Furthermore, under the Mukhyamantri Vivah Shagun Yojana, a financial grant of up to Rs 71,000 is given to support the marriage of daughters from economically weaker families.
*Farmer Welfare Remains a Top Priority for the Government*
The Chief Minister said that the state government has placed farmers at the heart of its policies. He said that today, all crops in Haryana are procured at the Minimum Support Price (MSP). Over the last 11 crop seasons, an amount of Rs 1,54,000 crore has been directly transferred to the bank accounts of 12 lakh farmers. Ensuring payment within 48 hours of crop sale, he said, is a testament to the government’s transparent and efficient procurement system. To support farmers affected by deficient rainfall last year, the government released Rs 1,345 crore as a bonus at the rate of Rs 2,000 per acre for Kharif crops. Over the past 11 years, more than Rs 15,000 crore has been disbursed to farmers as compensation for crop losses and under the Pradhan Mantri Fasal Bima Yojana.
The Chief Minister also highlighted the enactment of the Haryana Agricultural Land Lease Bill, 2024, which has helped restore trust between tenant farmers and landowners by providing legal clarity and security for both parties. To curb the sale of counterfeit agricultural inputs, a stringent law has been passed, mandating a five-year jail sentence for those found guilty of manufacturing or selling fake fertilizers, seeds, or pesticides. In a bid to promote horticulture, the government has implemented the Bhavantar Bharpai Yojana. Under this scheme, Rs 135.37 crore has been deposited into the accounts of approximately 30,000 farmers as incentive support. He said that over Rs 4.72 crore has been paid to 2,386 affected individuals as compensation for the loss of homes, belongings, and livestock during last monsoon season’s floods. In addition, 5.37 lakh farmers from 6,397 villages have registered 31 lakh acres of land on the state’s e-Kshatipurti Portal. The process of verification is currently underway, and once completed, compensation will be promptly disbursed to the affected farmers.
*Haryana’s ‘Recruitment Transparency Model’ Sets an Example for the Entire Nation*
The Chief Minister stated that Haryana’s youth are brimming with energy and talent, and in recognition of this potential, the state government has introduced transformational reforms in the recruitment process for government jobs. Notably, interviews have been abolished for Group C and Group D posts, ensuring that appointments are made purely on the basis of merit. Today, our youth can proudly say that they secured jobs through their talent, not through influence. Haryana’s “Recruitment Transparency Model” has gained national recognition and has been commended multiple times by the Prime Minister, Sh. Narendra Modi. Under this transparent system, 1.8 lakh youth have been recruited into government service, including 33,949 appointments in the last year alone. Recruitment for 17,000 more posts is currently underway.
The Chief Minister also highlighted that 1.2 lakh youth have been provided employment through the Haryana Kaushal Rozgar Nigam, offering job and service security. Additionally, contract employees, guest faculty, guest instructors in the Technical Education Department, and extension lecturers and guest professors in colleges have all been extended greater service protection. Under the Mudra Scheme, loans totaling Rs. 45,000 crore have been provided to over 42 lakh youth, empowering them to pursue entrepreneurial ventures. To expand global opportunities for Haryana’s youth, the Department of Foreign Cooperation has been established, offering education and employment pathways abroad. He appealed to youth to go abroad through this department and not fall prey to fraudulent scams. So far, 176 youth have been placed abroad through the HKRN, and the government has facilitated free passport issuance directly at colleges, benefiting around 37,000 students.
He said that loans up to Rs. 5 lakh are being made available without guarantee to disabled youth to start their own business. On the issue of health and fitness, the Chief Minister acknowledged that gym facilities have traditionally been city-centric, but the state is working to make these accessible in rural areas as well. So far, 337 indoor gyms have been established in 19 districts at a cost of Rs. 69 crore, with plans to expand gyms to every village. In line with the National Education Policy (NEP), the government is integrating skill development alongside formal education, from school through university. This includes NSQF (National Skills Qualifications Framework) implementation in schools, The “Pahal” scheme in colleges, Incubation centers in universities and MoUs with industries for industry-aligned training in technical institutions. The state is also investing in the development of comprehensive educational institutions offering a continuous educational pathway from kindergarten to postgraduate level, ensuring holistic learning under one roof for young students.
*13 new universities opened in the state in 11 years*
The Chief Minister said that the government has prioritized access to higher education by establishing a college every 20 kilometers across the state. Over the past 11 years, the government has opened 80 new government colleges, including 30 exclusively for girls. He further shared that Model Sanskriti Schools, operating on the CBSE pattern, have been set up every 10 kilometers. The total number of government colleges in the state has risen to 185, compared to just 105 in 2014. Likewise, 13 new universities have been established during this period, increasing the total number of universities in Haryana to 56.
*”Lado Sakhi” scheme, modeled after the “Bima Sakhi Yojana,” launched*
The Chief Minister said that Prime Minister Narendra Modi launched the “Bima Sakhi Yojana” from Panipat to empower women. Under this scheme, 9,656 women have become Bima Sakhis. Inspired by its success, the state government has introduced the “Lado Sakhi” scheme. A provision has been made to provide an incentive of Rs. 1,000 to “Lado Sakhis” who care for pregnant women during delivery and after the birth of a daughter.
Sh. Nayab Singh Saini further said that the “Deendayal Lado Laxmi Yojana” has been launched to provide economic and social security to women and girls. Beginning in November, eligible women from economically weaker sections will receive monthly financial assistance of Rs 2,100. A budget allocation of Rs 5,000 crore has already been made for this initiative. Under the “Har Ghar-Har Grihini Yojana,” women from poor families are being provided LPG cylinders at a subsidized rate of Rs. 500 per month, benefiting 14.5 lakh families. Additionally, 131 Women’s Cultural Centers have been established across the state, where women can participate in cultural activities such as bhajans, songs, dances, and more.
The Chief Minister said the goal is to make five lakh women in Haryana ‘Lakhpati Didi’. So far, 2.13 lakh women associated with self-help groups have achieved this milestone. Under the central government’s “Namo Drone Didi” initiative, 100 women have been trained in drone operation and provided with free drones, with 100 more women set to receive training and drones this year. The monthly honorarium of Anganwadi workers has been increased by Rs 750, and for Anganwadi Sahaikas, by Rs. 400. To enhance women’s livelihood opportunities, one-third of ration depots are being allocated to women. Women are also being entrusted with the operation of ‘Atal Kisan Mazdoor Canteens’ and Vita milk booths.
He added that the state government is committed to increasing women’s participation in startups from 45 percent to 60 percent by offering additional incentives. Currently, 50 percent of startups in Haryana are led by women. On September 17, the birthday of Prime Minister, Sh. Narendra Modi, the government launched the nationwide “Swasth Nari, Sashakt Parivar Abhiyan” along with the 8th Nutrition Month, aimed at improving health and nutrition services for women, adolescent girls, and children. The Chief Minister also recalled that the “Beti Bachao, Beti Padhao” campaign was launched by the Prime Minister from Panipat on January 22, 2015. This campaign has significantly improved the sex ratio in Haryana, rising from 871 in 2014 to 906. To further empower women, the state has ensured 50 percent representation for women in Panchayati Raj institutions, enabling their active role in village development.
*Healthcare Infrastructure Development Strengthened*
Sh. Nayab Singh Saini said that the government is committed to making the “Fit India Movement,” initiated by the Prime Minister, a success in building a healthier India. To achieve this objective, the state is strengthening its health infrastructure at a rapid pace. He shared that Haryana is progressing swiftly towards the goal of establishing a medical college in every district. The number of medical colleges in the state has increased from 6 to 17, and the number of MBBS seats has risen from 700 to 2,435. In the past year alone, two new medical colleges have been inaugurated in Bhiwani and Koriwas. Additionally, the Pandit Deendayal Upadhyaya University of Health Sciences has been completed in Kutail, Karnal. As part of efforts to expand access to healthcare, free dialysis services for kidney patients have been made available at all district civil hospitals and medical colleges since October 18. So far, around 20,000 patients have benefited from this initiative.
The Chief Minister further said that under the Ayushman Bharat – Chirayu Yojana, 1.34 crore people in Haryana are receiving free treatment of up to Rs. 5 lakh per year. Under this scheme, 25.39 lakh patients have availed free treatment, totaling Rs. 3,486 crore in medical assistance. Additionally, under the Ayushman Bharat scheme, all senior citizens aged 70 years and above are now eligible for free medical treatment up to Rs. 5 lakh annually. So far, 4,100 beneficiaries have received treatment worth Rs. 9 crore under this provision. To support individuals with chronic conditions, the government has also introduced a monthly pension of Rs. 3,000 for patients suffering from hemophilia and thalassemia, in addition to any other pensions they may be receiving. As of April 2025, a total of 37 hemophilia patients and 91 thalassemia patients have benefited from this scheme.
*Over the past 11 years, 12,20,872 MSMEs registered in the state, attracting investments worth Rs. 28,377.59 crore*
The Chief Minister stated that industry is the backbone of our economy, and to accelerate industrial growth, the state has developed a robust ecosystem promoting “Ease of Doing Business.” As a result of various incentive schemes, 12,20,872 micro, small, and medium enterprises (MSMEs) have been registered in the state over the past 11 years, attracting investments worth Rs. 28,377.59 crore. He highlighted that Maruti Suzuki’s largest manufacturing plant is set to open at IMT Kharkhoda, with an investment of Rs 18,000 crore, expected to create 10,000 jobs. In addition, Suzuki’s motorcycle plant is also being established at the same location, involving an investment of Rs 1,466 crore, which will provide employment to 2,000 youth. Furthermore, the Uno Minda Group is setting up an alloy wheel plant in the region, with an investment of Rs 2,000 crore, projected to generate employment for 2,500 youth.
*Japanese companies sign MoUs to invest Rs. 5,000 crore in Haryana*
The Chief Minister stated that during his recent visit to Japan, nine Japanese companies expressed interest in investing approximately Rs 5,000 crore in Haryana and signed Memorandums of Understanding (MoUs) to that effect. These investments are expected to generate employment opportunities for around 15,000 youth in the state. He further said that industrialists and companies from Haryana have expanded their reach by visiting African countries such as Tanzania, Kenya, and Rwanda, where they have even established industrial units. Recently, a delegation of 13 progressive farmers, led by the Agriculture Minister, visited Kenya to explore opportunities in agriculture and develop a roadmap for exporting floriculture products to international markets.
The Chief Minister emphasized that, as a result of the government’s proactive incentive schemes, Haryana has emerged as a preferred destination for both domestic and international investors. Under the Haryana Startup Policy 2022, the state now hosts over 9,500 startups, including 19 unicorn companies. In addition, more than 250 Fortune 500 companies have established a presence in Haryana. Gurugram has evolved into a global hub for IT and startups, further strengthening the state’s innovation ecosystem. As part of the Global City Project, a 1,000-acre township is being developed in Gurugram. Beyond this, the state is also building a logistics hub in Narnaul, a manufacturing cluster in Hisar, and an electronics park in Sohna, positioning Haryana as a leader in infrastructure-led industrial development.
He said that today, Haryana is setting a new benchmark for prosperity. The state’s infrastructure has witnessed rapid development. Twenty-one new national highways have been declared to connect every district, and work on 13 of them has already been completed. A Regional Road Upgradation Project has been launched to enhance road connectivity. Under this initiative, 4,227 roads spanning 9,410 kilometres are being repaired and upgraded at a cost of Rs 4,827 crore in the current financial year. On January 5, Prime Minister, Sh. Narendra Modi laid the foundation stone for the Rithala-Kundli Metro Corridor, to be developed at a cost of Rs. 6,230 crore. Air services have commenced from Maharaja Agrasen Airport, hisar and the Prime Minister laid the foundation stone for Terminal 3 on April 14, 2025. Flights from Hisar to Ayodhya have also started, along with services to Chandigarh, Delhi, and Jaipur. The Prime Minister also inaugurated the Rewari bypass, constructed at a cost of approximately Rs 1,069 crore. The Dwarka Expressway and USR-2 National Highway, connecting Delhi and Haryana, were inaugurated with an investment of around Rs 11,000 crore. These include two new four-lane link roads to Sonipat and Bahadurgarh, developed at a cost of Rs 2,000 crore.
*Chief Minister Urges Collective Effort to Take Haryana to New Heights*
The Chief Minister said that the government’s objective is to ensure the balanced development of all regions of Haryana. Whether in cities or villages, for the poor or the rich, everyone should benefit equally from progress. This is our firm resolve, and we are advancing on this path with full dedication. He urged everyone to come together to help elevate Haryana to greater heights. It is only through our collective efforts that we will build the Haryana of our dreams—a prosperous, developed, and joyful state, he said.
