Congress blasts AAP’s land sell-off: Dewan calls it a betrayal of the people of Punjab

Chandigarh , October 17
Former President of the District Congress Committee (Urban) and senior Congress leader Pawan Dewan has launched a scathing attack on the Aam Aadmi Party (AAP) government over its reported plan to sell off nearly two dozen government-owned properties in Ludhiana.
In a strongly worded statement issued today, Dewan accused the cash-strapped AAP administration of recklessly liquidating public assets in a desperate move to plug financial gaps. “The government is reportedly selling 10 prime properties belonging to the Punjab State Power Corporation Limited (PSPCL), along with a significant portion of land owned by Punjab Agricultural University,” he said.

Dewan said that this is an ill-conceived move, while adding, “Media reports suggest that properties from several other departments are also on the chopping block. This is short-sighted approach and a complete betrayal of public trust.” He reaffirmed the Congress party’s firm opposition to the plan. “We strongly oppose this irresponsible decision tooth and nail. The AAP Government has miserably failed and state’s economy is bleeding. Selling off Public assets is no solution to the financial mess created by the AAP government”, he pointed out.

Dewan said that his warnings about Punjab’s deteriorating fiscal health under the AAP regime have now been vindicated. Citing alarming statistics, he revealed that Punjab’s debt stood at Rs 2,81,773 crore at the close of the 2021–22 financial year and is expected to rise to Rs 4,17,136 crore by the end of 2025–26. “These figures speak for themselves. The financial situation under the AAP government is not just troubling—it’s disastrous,” he said. Dewan added that the people of Punjab had high hopes but the AAP government has miserably failed to bail out the state from the burgeoning debt and revive the dwindling economy.

Dewan accused the government of resorting to desperate measures to cover routine expenses. “Instead of fixing the root causes of this fiscal mess, the AAP government is selling off prime government properties, assets that belong to the people of Punjab,” he said. Dewan reiterated the Congress party’s firm opposition to the move, calling it a reckless dismantling of public wealth to mask financial mismanagement.

Hooda reacted to completion of one year of the BJP government’s third term in Haryana

Hisar, October 17:
Former Chief Minister and Leader of the Opposition Bhupinder Singh Hooda has reacted to the completion of one year of the BJP government’s third term in Haryana. He said, “The list of the government’s failures in one year is so long that instead of celebrating, it should introspect.”
Hooda said Haryana farmers are forced to wander from pillar to post in the markets because government agencies are refusing to purchase paddy, citing moisture and black grains as excuses. He explained that farmers’ crops are being sold at prices ₹400-₹500 per quintal below the MSP, causing farmers to face financial crisis.
“During the elections, the BJP promised to pay ₹3100 per quintal for paddy and purchase all crops at MSP, but today the reality is the opposite. The government is unable to provide farmers with MSP, fertilizers, or timely compensation,” he said.
Referring to his visit to the mandis, Hooda said chaos, open loot, and corruption are rampant in the mandis. “Farmers are facing severe difficulties in obtaining gate passes, space, and payment. No compensation has yet been provided for the crop losses caused by heavy rains last year and this year,” he added.
The Leader of the Opposition also raised serious questions about the law and order situation in the state. He said crime is rapidly increasing and criminals are unbridled, while the police force, which is responsible for public safety, feels helpless and hopeless. “Policemen are committing suicide, which reflects the insensitivity of the government and administration,” he pointed out.
Hooda said in a situation where farmers, youth, employees, and businessmen are all suffering, and unemployment and corruption are rampant, celebrating the BJP government is a joke on the public. He said the claims of a double-engine government have also proven to be completely hollow—Haryana has neither hot a major project from the central government, nor has the state government been able to implement any major development work,” he stated.
Before speaking to reporters, Hooda visited the residence of the late Mr. Jaswant Singh in Hisar today, where he paid tribute to his wife and sister, the late Mrs. Sushila Devi, and expressed his condolences to the family.
Following this, Hooda participated in an important joining ceremony. During this ceremony, Pradeep Saini, district patron of the All India Saini Samaj Seva Mandal and a senior BJP leader, joined the Congress party, expressing full confidence in Bhupinder Singh Hooda’s leadership.

Mayor Harpreet Kaur Babla starts ₹40 crore road overhaul works; Assures completion of recarpeting within one month post-Diwali

Chandigarh, October 17:- City Mayor Smt. Harpreet Kaur Babla today starts the commencement of a major city-wide road recarpeting works, following the opening of 11 successful tenders totaling ₹40 crores. The comprehensive infrastructure initiative aims to swiftly repair and upgrade critical transport links across Chandigarh.

While speaking on the occassion, the Mayor said that the project is moving forward with an organized approach, based on a rigorous assessment that classified roads into three distinct categories of degradation: Very Very Poor, Very Poor, and Poor. The initial contracts, totaling ₹40 crores, prioritize the most urgent repairs. Works for the Very Very Poor category, covering V4, V5, and V6 category roads, have already been allotted to contractors.

Mayor Babla officially kicked off the project today by inaugurating the recarpeting of V6 roads in Sector 29. She acknowledged the need to balance speedy execution with citizen convenience.

“We understand the importance of smooth, high-quality roads for the daily lives of our residents,” stated Mayor Harpreet Kaur Babla. “To avoid causing significant traffic disruption during the ongoing festive season, particularly leading up to Diwali, the work will be contained to limited areas for now. However, I assure the public that immediately after Diwali, the work will pick up in full throttle, utilizing all the allotted resources.”

The Mayor confirmed an aggressive completion timeline, promising that all awarded road recarpeting will be successfully finished within one month of the post-Diwali ramp-up. This rapid execution underscores the Municipal Corporation’s commitment to providing robust and durable infrastructure for the city.

Chandigarh Press Club Condemns Misconduct by Chandigarh Police Personnel Towards Journalists

Chandigarh: The Chandigarh Press Club has condemned the unruly and unprofessional behavior of Chandigarh Police personnel towards journalists Kamaldeep Singh of Zee News and his team members Deepak and Gursewak; Manjot, a journalist from PTC News; and Diljit, a journalist from Living India News, while they were performing their professional duty of gathering news.
The Zee News team had visited the Sector 45 Police Post to cover a hit-and-run incident involving a Thar vehicle. During the course of news coverage and information gathering, Sub-Inspector Gurjeevan Singh of the Chandigarh Police allegedly used abusive language and issued threats to the reporters. In a statement, the Chandigarh Press Club demanded strict disciplinary action against the police personnel concerned. The Club also urged the Chandigarh Police administration to issue clear directions to ensure that police officials do not create unnecessary hindrances or intimidate journalists while they are performing their professional responsibilities. “Such incidents are unacceptable in a democratic society that upholds the freedom of the press and the right to report without fear or obstruction,” the statement said.

Rs 5,932.47 crore directly transferred to farmers’ bank accounts during Kharif procurement season in Haryana

Chandigarh, October 17: During the Kharif procurement season 2025–26, an amount of Rs 5,932.47 crore has been directly transferred to the bank accounts of farmers in Haryana. In this way, the government has ensured payment to farmers at the Minimum Support Price (MSP).

A spokesperson of the Department of Food, Civil Supplies, and Consumer Affairs, Haryana, said keeping in view the interests of farmers, the procurement of paddy is being carried out smoothly in all grain mandis across the districts.

He stated that HAFED, the Warehousing Corporation, and the Food and Supplies Department are actively involved in paddy procurement. Directions have been issued to the concerned departments to ensure that farmers do not face any inconvenience while selling their produce.

Paddy is being procured from farmers registered on the ‘Meri Fasal Mera Byora’ portal. So far, paddy has been purchased from 2,02,812 registered farmers in the state.

Providing further details, the spokesperson said that a total of 38.92 lakh metric tonnes of paddy have arrived in mandis across the state so far. Out of this, 27.11 lakh metric tonnes have been lifted, and 35.34 lakh metric tonnes have already been procured.

It is noteworthy that paddy procurement in the state is carried out at the Minimum Support Price fixed by the Government of India, and payment for the same is directly transferred to the bank accounts of farmers.

The government has repeatedly appealed to farmers to bring their produce to mandis only after properly drying it, as per the parameters fixed by the Government of India (such as a maximum moisture content of 17%).

All procurement agencies in the state have made adequate arrangements for smooth paddy purchase, and the pace of lifting from mandis has also been accelerated. The Minimum Support Price for paddy, as notified by the Government of India, is Rs 2,389 per quintal, and there has been no deduction from this rate.

The spokesperson further informed that directions have been issued to ensure proper arrangements for electricity, clean drinking water, toilets, and other basic amenities in mandis. Farmers have been requested to bring their paddy after adequate drying so that they receive timely and fair payment for their produce.

District administrations have been instructed to regularly inspect grain mandis to ensure that farmers do not face any difficulty in selling their crops.

In addition, cleaning of paddy brought to mandis and procurement centres is being carried out by commission agents (Arhtiyas) at their own level. The state government also bears the charges for various mandi labour activities such as filling, weighing, stitching, and loading.

Hospitals to be upgraded as per requirement: Arti Singh Rao

Chandigarh, October 17 – Haryana Health Minister, Ms. Arti Singh Rao said that the state government is continuously working to provide affordable and accessible healthcare services to every citizen of the state. She clarified that wherever required, medical institutions will be upgraded to ensure better healthcare facilities are available to people near their homes.

The Health Minister informed that, in this regard, the Civil Hospital in Narnaul will be upgraded from 100-beds to a 200-beds. The government has already invited tenders for this project, which is estimated to cost around Rs. 2,773 lakh.

Ms. Arti Singh Rao further said that the state government has recently taken extensive steps to strengthen the healthcare infrastructure. Nearly two and a half dozen new buildings have been completed at a cost of about Rs. 60 crore. These include 13 Block Public Health Units, 12 Sub-Health Centres, 3 Primary Health Centres, one Community Health Centre, and one Sub-Divisional Hospital.

She said that, along with new construction, renovation and beautification works have been carried out in several old hospitals to provide patients and their attendants with a better environment.

Reiterating the government’s commitment, the Health Minister said that the aim is not only to reach every citizen with healthcare facilities but also to ensure that these services are of high quality and modern standards. She said that the government will continue to upgrade medical institutions as needed and ensure that there is no shortfall in healthcare services.

Haryana Leads in Compliance Reduction and Deregulation Reforms, Sets New Benchmark for Ease of Doing Business

Chandigarh, October 17 – In a major stride towards creating a transparent and investor-friendly ecosystem, Haryana has achieved significant progress in its ambitious Compliance Reduction and Deregulation (CRD) Programme. Chief Secretary Sh. Anurag Rastogi chaired a comprehensive review meeting today to assess the state’s reform initiatives aimed at transforming Haryana into one of India’s most business-friendly destinations.

The review revealed impressive advancement across all sectors, with 5 reform points fully implemented, 14 actively under implementation and 3 under consideration by the Central Government. This systematic approach demonstrates Haryana’s unwavering commitment to reducing regulatory burden and fostering entrepreneurship, particularly for Micro, Small, and Medium Enterprises (MSMEs).

“The aim of deregulation is not just to reduce paperwork but to build trust between government and citizens. Haryana must set national benchmarks in compliance efficiency, business facilitation, and public transparency,” stated Chief Secretary Sh. Rastogi, emphasizing the state’s vision for governance transformation.

*Land Use Simplification*

The Department of Town and Country Planning has revolutionized Change of Land Use (CLU) permissions by reducing documentation requirements to just three essential documents—proof of ownership, project report, and indemnity bond. Instant CLU permissions have been introduced for designated industrial zones, while MSMEs benefit from relaxed approval norms. These reforms, implemented through an office order dated October 13, 2025, are now accessible on the Deregulation Portal.

*Building & Construction Made Easy*

Building regulations have been rationalized to maximize land utilization, with ground coverage now permitted on entire zoned areas subject to safety compliance. The process for Occupation and Completion Certificates has been simplified, reducing required documents to three and expanding self-certification to cover more building categories, including high-risk structures by October 31, 2025.

*Progressive Labour Reforms*

In a landmark move towards gender inclusivity, the Labour Department has removed prohibitions on women working in industries previously classified as ‘hazardous’ and enabled night-time employment for women across factories and commercial establishments with appropriate safety measures.

The threshold for compliance under the Shops and Establishments Act has been raised to 20 workers, substantially reducing regulatory burden on small businesses. Shop registration timelines have been slashed from 15 days to just 1 day, while working hour limits have been rationalized—allowing up to 10 hours daily, 48 hours weekly, and 144 hours of overtime per quarter, with online exemptions already granted to 11 factories.

*Environmental Compliance Streamlined*

The Haryana State Pollution Control Board has reduced consent processing timelines from 30 to 21 working days through auto-renewal systems and self-certification for low-risk industries. Third-party certification for green category units is being rolled out, with 712 non-polluting industry sectors reclassified as White Category and exempted from consent requirements.

*Utilities and Permissions Fast-Tracked*

Fire safety NOCs now have extended validity—5 years for low-risk and 3 years for high-risk establishments—with accredited third-party inspections being implemented by November 15, 2025. Electricity and water connections, including groundwater permissions, have been expedited through the Invest Haryana portal, cutting approval timelines from 90 to 45 days.

*National Leadership in Jan Vishwas Implementation*

Haryana has emerged as a national leader by introducing a state-level Jan Vishwas Ordinance on October 12, 2025, decriminalizing 164 provisions across 42 acts in 17 departments—the most extensive such reform undertaken by any Indian state. This historic move reduces criminal penalties and promotes compliance through facilitation rather than prosecution.

*Enhanced Transparency and Monitoring*

All state services are being integrated into the State Single Window System, linked to the National Single Window System (NSWS), with revamped dashboards ensuring real-time transparency. Third-party inspections for low- and medium-risk businesses have been implemented, reducing government intervention while maintaining quality standards.

Chief Secretary Sh. Rastogi appreciated the collaborative efforts of all departments and directed officers to update progress regularly on the MIS and Deregulation Portals, ensuring accountability and continuous monitoring of reform implementation within fixed timelines.

From Sankalp to Siddhi-  Nayab Sarkar completes One Year of its Third Term, pivotal announcements for Poor Families and Social Security Pension Beneficiaries made

Chandigarh, October 17- Marking the completion of one year of its third consecutive term, the Haryana Government extended a major gift to poor families and pension beneficiaries today, as the  Chief Minister, Sh. Nayab Singh Saini announced fresh plot allotments under the rural and urban housing schemes, a Rs. 200 increase in social security pension, and development grants worth Rs. 2,697 crore for panchayats and local bodies.

Addressing the state-level programme at Panchkula to celebrate the completion of one glorious year of the third term of the present state government,  the Chief Minister announced allotment of 8,029 plots to beneficiaries in 141 villages and 2 mega village panchayats across the State under the second phase of the Mukhyamantri Gramin Awas Yojana,  In addition, 518 plots were also allotted in Pinjore city under the second phase of the Mukhyamantri Shehri Awas Yojana. The live broadcast of this program was done at district-level functions organized in all districts, and citizens across the State listened to the Chief Minister’s address.

*Social Security Pension increased from Rs. 3000 to Rs. 3200*

During the programme, the Chief Minister made several important announcements. He said that under the social security pension, the present state government is giving beneficiaries the benefit of Rs. 3,000 per month. From November 1, 2025, the government is going to increase this amount by Rs. 200, after which beneficiaries will receive a Rs. 3,200 per month pension from November onwards.

While making another key announcement, the Chief Minister said that for the beneficiaries of 100-square-yard plots who were given ownership certificates today, tehsils will remain open even on Dhanteras day to facilitate registration.

*Correction Portal Opened for Youths Appearing in CET*

Sh. Nayab Singh Saini said that on July 26–27, the CET examination for recruitment to Group-C posts was conducted successfully. There had been demands from the youth to open a portal for corrections in their documents. Today, the Haryana Staff Selection Commission has opened this correction portal, which will remain open from October 17, 2025, to October 24, 2025, till 11:59 p.m.

*Panchayats and ULBs receive a major grant of Rs. 2,697 crore as Development Funds*

On this occasion, the Chief Minister released Rs. 1,044 crore 57 lakh to panchayats towards stamp duty and electricity cess. Along with this, an amount of Rs. 169 crore was given for the construction of phirnis (peripheral roads) in 322 villages across the State. In addition, Rs. 1,483 crore 77 lakh was released to urban local bodies for development works in towns. In total, Rs. 2,697 crore 34 lakh was distributed as development grants to panchayats and Urban Local Bodies(ULBs).

Extending greetings and best wishes to the people of the State on the festivals of Dhanteras, Diwali, Govardhan Puja, Bhai Dooj and Chhath Puja, the Chief Minister said that today is a golden day in Haryana’s era of development and public welfare. The first year of the third term of the BJP government, dedicated to resolve, service, and commitment, has been completed, which is a moment of pride for all.

*12,031 Plots Allotted So Far Under the Rural Housing Scheme*

The Chief Minister said that while fulfilling the goal of providing a roof over the heads of poor families, 4,002 plots were allotted in the first phase of the Mukhyamantri Gramin Awas Yojana, and today 8,029 plots have been allotted. In total, 12,031 plots have been allotted so far under this scheme. Furthermore, under the Mukhyamantri Shehri Awas Yojana, 15,247 plots were allotted in the first phase, and 518 plots were allotted today in Pinjore city under the second phase. Thus, 15,765 plots have been allotted so far under this scheme.

The Chief Minister said that during the last one year, the government has provided benefits to 77,199 families under various housing schemes, of which 49,403 families under the Pradhan Mantri Awas Yojana and 27,796 families under the ‘Mukhyamantri Gramin Awas Yojana’ have been benefitted.

*Third Consecutive Mandate Reflects People’s Faith in PM Modi’s Vision*

Sh. Nayab Singh Saini said that under the leadership of Prime Minister, Sh. Narendra Modi, the people of the State gave us a historic opportunity for public service for the third time, one year ago. Before this, no party in the State had ever won elections for three consecutive terms. This mandate reflects the people’s faith in the Prime Minister’s vision to make India a developed nation by 2047, his ideals of nationalism, good governance, Antyodaya philosophy, and the spirit of ‘Sabka Saath, Sabka Vikas’, he said.

*People’s Mandate to Build a Strong, Prosperous, Educated, and Healthy Haryana*

The Chief Minister said that in line with the slogan “Non-Stop Haryana”, the people of the State gave us a third mandate through the double-engine government to build a strong, prosperous, educated, and healthy Haryana. Not only this, the BJP also received an overwhelming majority in local body elections. Thus, through the triple-engine government, the people have given us three times the strength, and therefore, we are working at triple speed to make Haryana a developed State, he said.

*One Year Witness to Triple-Speed Development — 46 Sankalpas fulfilled*

Sh.  Nayab Singh Saini said that out of 217 ‘Sankalpas’ made in the government’s manifesto in the last Assembly elections, the government has fulfilled 46 promises within one year. In addition, work is progressing on 158 ‘Sankalpas’. Although one year is a short time, this period stands as a witness to triple-speed development. The government had resolved for “non-stop development”, and within this financial year, we will complete a total of 90 ‘Sankalpas’.

*2,716 Projects worth Rs. 25,515 crore inaugurated and foundation stones laid in one year*

The Chief Minister informed that in the past one year, 2,716 projects worth Rs. 25,515 crore have been inaugurated or foundation stones laid in the State. These include 2,159 projects worth Rs. 4,685 crore inaugurated and 557 projects worth Rs. 20,830 crore for which foundation stones were laid. This proves that our government does not indulge in misleading politics; we do what we say.

He said that today, Haryana is progressing rapidly on the path of development. This is the result of the combined strength of the Prime Minister, Sh.  Narendra Modi at the Centre and the triple-engine government in the State. The State Government, inspired by the Prime Minister’s vision of ‘Sabka Saath, Sabka Vikas’ and Pandit Deen Dayal Upadhyay’s philosophy of Antyodaya, is working towards a new era of social justice and inclusive development in Haryana, said Sh. Nayab Singh Saini.

Modi Model is Succeeding Not Just in Haryana but Across India – Chief Minister

Chandigarh, October 17 – Haryana Chief Minister Sh Nayab Singh Saini said that the “Modi model” of governance is proving effective not only in Haryana but across the entire country. Under the leadership of Prime Minister Sh Narendra Modi, key Sankalps are being consistently fulfilled in the state. Haryana is steadily moving forward on the path of development.

The Chief Minister was addressing a press conference in Panchkula today.

Responding to a question about his visit to Bihar, the Chief Minister said, “I am going there to campaign. The people have experienced Congress rule, whether in Bihar or Punjab, they now want development.”  Speaking about Punjab, the Chief Minister added that both the Congress and now the Aam Aadmi Party came to power by making false promises. The people will give them a fitting response in 2027.

Chief Minister Nayab Singh Saini, responding to questions about opposition leaders questioning his laughter, said that the opposition has no real issues and either resorts to protests or makes such remarks. He said that the people of the state are happy, which is why he always wears a smile. Advising the opposition, the Chief Minister remarked that laughter is good for health. 

*Many Japanese companies keen to invest in Haryana*

 The Chief Minister said that during his visit to Japan, several companies expressed their interest in investing in Haryana. Citing an example from the Mahabharata, he remarked that just as Barbarik could only see Sudarshan, similarly, in Japan, people were chanting “Modi-Modi.” Everyone he met praised Prime Minister Sh Narendra Modi and his policies. The Chief Minister also informed that MoUs worth over Rs 5,000 crore were signed during the two-day visit. 

*Tehsils to open on Dhanteras*

  While congratulating the people of the state on Dhanteras, the Chief Minister said that Haryana’s tehsils will remain open on Dhanteras. Relevant staff and officers will be available for the registration of plots allotted to the beneficiaries. 

*The government will not allow injustice to any family*

Responding to questions about the cases of deceased IPS officer Y. Puran Kumar and ASI Sandeep, Chief Minister Nayab Singh Saini described both incidents as unfortunate. He said that the Chandigarh Police is investigating one case, while the Haryana Police is investigating the other. The Chief Minister assured that the government will not allow injustice to be done to any family and expressed confidence that the investigations will reveal the truth.

Government Committed to the Upliftment of Farmers, the Poor, Youth, and Women- Chief Minister Nayab Singh Saini

Chandigarh, October 17 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the current government is committed to the welfare and holistic development of farmers, the underprivileged, youth, and women. He said that the government’s policies are transparent, its intentions sincere, and that, under the leadership of Prime Minister, Sh. Narendra Modi, development efforts in the state are progressing at three times the previous pace. The government continues to work with the ethos of “Sabka Saath, Sabka Vikas, Sabka Vishwas.”

The Chief Minister made these remarks while addressing a state-level function held in Panchkula to mark the one successful year of the present Haryana government. The event was attended by Vidhan Sabha Speaker, Sh. Harvinder Kalyan, MLA, Smt.  Shakti Rani Sharma, former Vidhan Sabha Speaker, Sh. Gian Chand Gupta, and several other dignitaries. The Chief Minister said that the Scheduled Castes, who had long been deprived of their rightful opportunities, are now being empowered through increased participation in government jobs, Panchayat, and local body elections. He added that the Backward Class-B community has been granted reservation in Panchayati Raj institutions and urban local bodies, including 5 percent reservation for the post of Sarpanch and proportional representation based on their population for other posts. He further said that the government has granted land rights to the Prajapati community in 1,700 villages to support their traditional pottery business. Now, there will be no hurdles in their livelihood. We have taken steps to restore the dignity and respect of the Prajapati community, he said.

The Chief Minister informed that the Haryana Village Shamlat Land Act, 1961 has been amended to grant ownership rights to individuals who were tenants before the formation of the state. A provision has been made to grant ownership rights to families occupying Panchayat and Municipal land for more than 20 years. Citizens can submit applications to the Deputy Commissioner and acquire ownership by paying one-and-a-half times the collector rate.

Speaking about renewable energy initiatives, the Chief Minister said that under the PM Surya Ghar: Muft Bijli Yojana, the state aims to install free rooftop solar systems of up to 2 kilowatts by March 31, 2027. So far, 37,825 solar systems have been installed. He added that citizens opting for 3-kilowatt systems are eligible for an additional subsidy of Rs 18,000 for the third kilowatt. Over the past 11 years, 1,61,837 solar pumps have been installed, including 33,553 in the last one year alone.

He said that under the Dayalu Scheme, financial assistance totaling Rs 309.67 crore has been provided to 8,299 eligible families with annual incomes up to Rs 1.80 lakh. Furthermore, under the Mukhyamantri Vivah Shagun Yojana, a financial grant of up to Rs 71,000 is given to support the marriage of daughters from economically weaker families.

*Farmer Welfare Remains a Top Priority for the Government*

The Chief Minister said that the state government has placed farmers at the heart of its policies. He said that today, all crops in Haryana are procured at the Minimum Support Price (MSP). Over the last 11 crop seasons, an amount of Rs 1,54,000 crore has been directly transferred to the bank accounts of 12 lakh farmers. Ensuring payment within 48 hours of crop sale, he said, is a testament to the government’s transparent and efficient procurement system. To support farmers affected by deficient rainfall last year, the government released Rs 1,345 crore as a bonus at the rate of Rs 2,000 per acre for Kharif crops. Over the past 11 years, more than Rs 15,000 crore has been disbursed to farmers as compensation for crop losses and under the Pradhan Mantri Fasal Bima Yojana.

The Chief Minister also highlighted the enactment of the Haryana Agricultural Land Lease Bill, 2024, which has helped restore trust between tenant farmers and landowners by providing legal clarity and security for both parties. To curb the sale of counterfeit agricultural inputs, a stringent law has been passed, mandating a five-year jail sentence for those found guilty of manufacturing or selling fake fertilizers, seeds, or pesticides. In a bid to promote horticulture, the government has implemented the Bhavantar Bharpai Yojana. Under this scheme, Rs 135.37 crore has been deposited into the accounts of approximately 30,000 farmers as incentive support. He said that over Rs 4.72 crore has been paid to 2,386 affected individuals as compensation for the loss of homes, belongings, and livestock during last monsoon season’s floods. In addition, 5.37 lakh farmers from 6,397 villages have registered 31 lakh acres of land on the state’s e-Kshatipurti Portal. The process of verification is currently underway, and once completed, compensation will be promptly disbursed to the affected farmers.

*Haryana’s ‘Recruitment Transparency Model’ Sets an Example for the Entire Nation*

The Chief Minister stated that Haryana’s youth are brimming with energy and talent, and in recognition of this potential, the state government has introduced transformational reforms in the recruitment process for government jobs. Notably, interviews have been abolished for Group C and Group D posts, ensuring that appointments are made purely on the basis of merit. Today, our youth can proudly say that they secured jobs through their talent, not through influence. Haryana’s “Recruitment Transparency Model” has gained national recognition and has been commended multiple times by the Prime Minister, Sh. Narendra Modi. Under this transparent system, 1.8 lakh youth have been recruited into government service, including 33,949 appointments in the last year alone. Recruitment for 17,000 more posts is currently underway.

The Chief Minister also highlighted that 1.2 lakh youth have been provided employment through the Haryana Kaushal Rozgar Nigam, offering job and service security. Additionally, contract employees, guest faculty, guest instructors in the Technical Education Department, and extension lecturers and guest professors in colleges have all been extended greater service protection. Under the Mudra Scheme, loans totaling Rs. 45,000 crore have been provided to over 42 lakh youth, empowering them to pursue entrepreneurial ventures. To expand global opportunities for Haryana’s youth, the Department of Foreign Cooperation has been established, offering education and employment pathways abroad. He appealed to youth to go abroad through this department and not fall prey to fraudulent scams. So far, 176 youth have been placed abroad through the HKRN, and the government has facilitated free passport issuance directly at colleges, benefiting around 37,000 students.

He said that loans up to Rs. 5 lakh are being made available without guarantee to disabled youth to start their own business. On the issue of health and fitness, the Chief Minister acknowledged that gym facilities have traditionally been city-centric, but the state is working to make these accessible in rural areas as well. So far, 337 indoor gyms have been established in 19 districts at a cost of Rs. 69 crore, with plans to expand gyms to every village. In line with the National Education Policy (NEP), the government is integrating skill development alongside formal education, from school through university. This includes NSQF (National Skills Qualifications Framework) implementation in schools, The “Pahal” scheme in colleges, Incubation centers in universities and MoUs with industries for industry-aligned training in technical institutions. The state is also investing in the development of comprehensive educational institutions offering a continuous educational pathway from kindergarten to postgraduate level, ensuring holistic learning under one roof for young students.

*13 new universities opened in the state in 11 years*

The Chief Minister said that the government has prioritized access to higher education by establishing a college every 20 kilometers across the state. Over the past 11 years, the government has opened 80 new government colleges, including 30 exclusively for girls. He further shared that Model Sanskriti Schools, operating on the CBSE pattern, have been set up every 10 kilometers. The total number of government colleges in the state has risen to 185, compared to just 105 in 2014. Likewise, 13 new universities have been established during this period, increasing the total number of universities in Haryana to 56.

*”Lado Sakhi” scheme, modeled after the “Bima Sakhi Yojana,” launched*

The Chief Minister said that Prime Minister Narendra Modi launched the “Bima Sakhi Yojana” from Panipat to empower women. Under this scheme, 9,656 women have become Bima Sakhis. Inspired by its success, the state government has introduced the “Lado Sakhi” scheme. A provision has been made to provide an incentive of Rs. 1,000 to “Lado Sakhis” who care for pregnant women during delivery and after the birth of a daughter.

Sh. Nayab Singh Saini further said that the “Deendayal Lado Laxmi Yojana” has been launched to provide economic and social security to women and girls. Beginning in November, eligible women from economically weaker sections will receive monthly financial assistance of Rs 2,100. A budget allocation of Rs 5,000 crore has already been made for this initiative. Under the “Har Ghar-Har Grihini Yojana,” women from poor families are being provided LPG cylinders at a subsidized rate of Rs. 500 per month, benefiting 14.5 lakh families. Additionally, 131 Women’s Cultural Centers have been established across the state, where women can participate in cultural activities such as bhajans, songs, dances, and more.

The Chief Minister said the goal is to make five lakh women in Haryana ‘Lakhpati Didi’. So far, 2.13 lakh women associated with self-help groups have achieved this milestone. Under the central government’s “Namo Drone Didi” initiative, 100 women have been trained in drone operation and provided with free drones, with 100 more women set to receive training and drones this year. The monthly honorarium of Anganwadi workers has been increased by Rs 750, and for Anganwadi Sahaikas, by Rs. 400. To enhance women’s livelihood opportunities, one-third of ration depots are being allocated to women. Women are also being entrusted with the operation of ‘Atal Kisan Mazdoor Canteens’ and Vita milk booths.

He added that the state government is committed to increasing women’s participation in startups from 45 percent to 60 percent by offering additional incentives. Currently, 50 percent of startups in Haryana are led by women. On September 17, the birthday of Prime Minister, Sh. Narendra Modi, the government launched the nationwide “Swasth Nari, Sashakt Parivar Abhiyan” along with the 8th Nutrition Month, aimed at improving health and nutrition services for women, adolescent girls, and children. The Chief Minister also recalled that the “Beti Bachao, Beti Padhao” campaign was launched by the Prime Minister from Panipat on January 22, 2015. This campaign has significantly improved the sex ratio in Haryana, rising from 871 in 2014 to 906. To further empower women, the state has ensured 50 percent representation for women in Panchayati Raj institutions, enabling their active role in village development.

*Healthcare Infrastructure Development Strengthened*

Sh. Nayab Singh Saini said that the government is committed to making the “Fit India Movement,” initiated by the Prime Minister, a success in building a healthier India. To achieve this objective, the state is strengthening its health infrastructure at a rapid pace. He shared that Haryana is progressing swiftly towards the goal of establishing a medical college in every district. The number of medical colleges in the state has increased from 6 to 17, and the number of MBBS seats has risen from 700 to 2,435. In the past year alone, two new medical colleges have been inaugurated in Bhiwani and Koriwas. Additionally, the Pandit Deendayal Upadhyaya University of Health Sciences has been completed in Kutail, Karnal. As part of efforts to expand access to healthcare, free dialysis services for kidney patients have been made available at all district civil hospitals and medical colleges since October 18. So far, around 20,000 patients have benefited from this initiative.

The Chief Minister further said that under the Ayushman Bharat – Chirayu Yojana, 1.34 crore people in Haryana are receiving free treatment of up to Rs. 5 lakh per year. Under this scheme, 25.39 lakh patients have availed free treatment, totaling Rs. 3,486 crore in medical assistance. Additionally, under the Ayushman Bharat scheme, all senior citizens aged 70 years and above are now eligible for free medical treatment up to Rs. 5 lakh annually. So far, 4,100 beneficiaries have received treatment worth  Rs. 9 crore under this provision. To support individuals with chronic conditions, the government has also introduced a monthly pension of Rs. 3,000 for patients suffering from hemophilia and thalassemia, in addition to any other pensions they may be receiving. As of April 2025, a total of 37 hemophilia patients and 91 thalassemia patients have benefited from this scheme.

*Over the past 11 years, 12,20,872 MSMEs registered in the state, attracting investments worth Rs. 28,377.59 crore*

The Chief Minister stated that industry is the backbone of our economy, and to accelerate industrial growth, the state has developed a robust ecosystem promoting “Ease of Doing Business.” As a result of various incentive schemes, 12,20,872 micro, small, and medium enterprises (MSMEs) have been registered in the state over the past 11 years, attracting investments worth Rs. 28,377.59 crore. He highlighted that Maruti Suzuki’s largest manufacturing plant is set to open at IMT Kharkhoda, with an investment of Rs 18,000 crore, expected to create 10,000 jobs. In addition, Suzuki’s motorcycle plant is also being established at the same location, involving an investment of Rs 1,466 crore, which will provide employment to 2,000 youth. Furthermore, the Uno Minda Group is setting up an alloy wheel plant in the region, with an investment of Rs 2,000 crore, projected to generate employment for 2,500 youth.

*Japanese companies sign MoUs to invest Rs. 5,000 crore in Haryana*

The Chief Minister stated that during his recent visit to Japan, nine Japanese companies expressed interest in investing approximately Rs 5,000 crore in Haryana and signed Memorandums of Understanding (MoUs) to that effect. These investments are expected to generate employment opportunities for around 15,000 youth in the state. He further said that industrialists and companies from Haryana have expanded their reach by visiting African countries such as Tanzania, Kenya, and Rwanda, where they have even established industrial units. Recently, a delegation of 13 progressive farmers, led by the Agriculture Minister, visited Kenya to explore opportunities in agriculture and develop a roadmap for exporting floriculture products to international markets.

The Chief Minister emphasized that, as a result of the government’s proactive incentive schemes, Haryana has emerged as a preferred destination for both domestic and international investors. Under the Haryana Startup Policy 2022, the state now hosts over 9,500 startups, including 19 unicorn companies. In addition, more than 250 Fortune 500 companies have established a presence in Haryana. Gurugram has evolved into a global hub for IT and startups, further strengthening the state’s innovation ecosystem. As part of the Global City Project, a 1,000-acre township is being developed in Gurugram. Beyond this, the state is also building a logistics hub in Narnaul, a manufacturing cluster in Hisar, and an electronics park in Sohna, positioning Haryana as a leader in infrastructure-led industrial development.

He said that today, Haryana is setting a new benchmark for prosperity. The state’s infrastructure has witnessed rapid development. Twenty-one new national highways have been declared to connect every district, and work on 13 of them has already been completed. A Regional Road Upgradation Project has been launched to enhance road connectivity. Under this initiative, 4,227 roads spanning 9,410 kilometres are being repaired and upgraded at a cost of Rs 4,827 crore in the current financial year. On January 5, Prime Minister, Sh. Narendra Modi laid the foundation stone for the Rithala-Kundli Metro Corridor, to be developed at a cost of Rs. 6,230 crore. Air services have commenced from Maharaja Agrasen Airport, hisar and the Prime Minister laid the foundation stone for Terminal 3 on April 14, 2025. Flights from Hisar to Ayodhya have also started, along with services to Chandigarh, Delhi, and Jaipur. The Prime Minister also inaugurated the Rewari bypass, constructed at a cost of approximately Rs 1,069 crore. The Dwarka Expressway and USR-2 National Highway, connecting Delhi and Haryana, were inaugurated with an investment of around Rs 11,000 crore. These include two new four-lane link roads to Sonipat and Bahadurgarh, developed at a cost of Rs 2,000 crore.

*Chief Minister Urges Collective Effort to Take Haryana to New Heights*

The Chief Minister said that the government’s objective is to ensure the balanced development of all regions of Haryana. Whether in cities or villages, for the poor or the rich, everyone should benefit equally from progress. This is our firm resolve, and we are advancing on this path with full dedication. He urged everyone to come together to help elevate Haryana to greater heights. It is only through our collective efforts that we will build the Haryana of our dreams—a prosperous, developed, and joyful state, he said.
