Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Manohar Lal here today, has given its nod to the policy on development of Eco-Tourism in the state. This policy aims to harness the state’s rich biodiversity, ecosystems, heritage monuments, and cultural diversity.

This initiative is a key step towards positioning Haryana as a premier eco-tourism destination, offering a harmonious blend of nature, culture, and community engagement. The Haryana government invites stakeholders, tourists, and nature enthusiasts to participate actively in realizing the objectives of the Eco-Tourism Policy. The policy will focus on preserving Haryana’s existing biodiversity, ecosystems, heritage monuments, culture, and traditions while promoting traditional ecological knowledge, and heritage values of Haryana’s wilderness.

This policy provides opportunities to promote nature tourism, enhancing the local economy and promoting sustainable use of indigenous materials and also encourage collaboration between local communities, NGOs, academic institutions, private enterprises, and various government departments for holistic eco-tourism development thereby helping such communities become ‘AtmaNirbhar’.

The policy emphasizes the conservation of Haryana’s diverse landscapes, including two National Parks, seven Wildlife Sanctuaries, two Ramsar Sites, two Conservation Reserves, and five Community Reserves along with many niche faunal habitat ecosystem including the old Aravalli hill range, Shivalik hills, rich biodiversity, dense forests, host of water bodies and scenic places. To facilitate eco-tourism activities, the Forest and Wildlife Department has developed facilities at various locations in the state.

The Chief Minister stressed upon the importance of sustainability and introduced a technology component to monitor the initiatives proposed, aligning with the national guidelines for sustainable eco-tourism.

It is worth noting the fact that the Forest and Wildlife Department has developed Eco-tourism facilities at Chuharpur and Bansataur in Yamunanagar, Thapli in Panchkula, Nature Trail in Panchkula and Yamunanagar and Masani in Rewari district to promote Eco-tourism in the state.

The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Manohar Lal here today, approved the amendment in Haryana Irrigation and Water Resources Department, Junior Engineers and Additional Sub Divisional Engineers (Group C) Service Rules, 2014.

As per the existing rules, the promotional quota from Group ‘C’ and Group ‘D’ employees for specific posts has been set at 10% of the total posts. In line with the Chief Minister’s vision to extend promotional opportunities to Group ‘D’ employees, the amended rules propose a promotional quota of 10% for Group ‘C’ and 5% for Group ‘D’ for elevation to the post of Junior Engineer. Additionally, the proposal stipulates that experience will only be considered after acquiring the requisite academic qualifications for promotion to the post of Junior Engineer.

Under the Chief Minister’s directives, the Irrigation Department has deemed it necessary to revise its rules in alignment with the Public Health Engineering Department, Haryana, and PWD B&R Department, Haryana.

In a significant move to enhance the enforcement capabilities of the Transport Department, the Haryana Cabinet, convened under the chairmanship of Chief Minister Sh. Manohar Lal, has accorded approval to bestow challaning powers upon Transport Inspectors under  Rule 225 of the Haryana Motor Vehicles Rules 1993.

Currently, there are 114 positions for Transport Inspectors in the state, with 66 officers in the Transport Department already assigned primarily to enforcement duties. These enforcement officers will be in addition to 22 DTO-cum-Secretary RTA, 22 Motor Vehicle Officer (Enforcement), and 7 Assistant Secretary level officers.

Recognizing the imperative need for expanded enforcement capacities across the state, the State Cabinet has approved the extension of challaning powers to these Transport Inspectors under Rule 225 of the Haryana Motor Vehicles Rules 1993.

This strategic decision aims to further strengthen the enforcement processes within the Transport department, ensuring more effective adherence to the provisions of the Motor Vehicle Act throughout the state. The Transport Inspectors will now exercise the authority to issue challans, in case directions are issued by the respective DTO-cum-Secretary RTA and with prior approval from the Transport Commissioner.

By empowering additional officers with challaning powers, the Haryana government will ensure an improved implementation of the Motor Vehicle Act, contributing to safer and more regulated transportation practices across the state.

In a landmark decision aimed at providing substantial relief to rural households, the Haryana Cabinet, led by Chief Minister Sh. Manohar Lal, has approved the waiver of outstanding water charges, including surcharge and interest, amounting to Rs 374.28 crore. This move is set to benefit crores of water consumers in general categories and Scheduled Castes across the state.

An announcement to this effect was made by Chief Minister Sh. Manohar Lal during a Jan Samvad held at Ateli Mandi in the Mahendergarh district.

This decision will extend relief to a substantial 28.87 lakh water connection holders in rural areas across the state. However, this waiver does not extend to institutional, commercial, or industrial consumers falling under the Public Health Engineering department.

The Cabinet has approved the waiver of water charges amounting to Rs 336.35 crore, accumulated from April 1, 2015, to December 31, 2022, for all types of consumers in villages and rural areas. This encompasses general category as well as Scheduled Castes categories.

In addition, the Cabinet has accorded approval for the waiver of surcharge and interest totaling Rs 37.93 crore on water charges accumulated from April 1, 2015, to December 31, 2023, in villages and rural areas.

This decision reflects the government’s proactive approach to alleviate the financial burden on rural households, ensuring equitable access to essential resources. It is believed that the waiver will have a positive impact on the lives of a significant number of residents in Haryana.

The Haryana Cabinet which met here under the chairmanship of Chief Minister Sh. Manohar Lal, today approved amendments made in the Business of Haryana Government (Allocation) Rules 1974 of School Education Department.

This amendment is necessitated owing to the separation of the School Education Department from the Higher Education Department. The amendments aim to redefine the scope and responsibilities of the School Education Department, now officially distinct from the higher education counterpart.

Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Manohar Lal here today approved the amendment in Haryana Education (College Cadre) Group-B Service Rules, 1986. These rules may be called the Haryana Education (College Cadre) Group-B Service (Amendment) Rules, 2023.

As per amendment, Good academic record with a Master’s degree with 55 percent marks (or an equivalent grade in a point-scale wherever the grading system is followed) in a concerned/relevant/allied subject from an Indian University or an equivalent degree from an accredited foreign university has been included. 

A relaxation of 5 percent will be allowed at the bachelor’s as well as at the Master’s level for the candidates belonging to Scheduled Caste/ Scheduled Tribe/ Backward Classes A’ and ‘B’ (Non-creamy Layer), Differently-abled,  (a) Blindness and low vision; (b) Deaf and Hard of Hearing; (c) Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid-attack victims and muscular dystrophy, (d) Autism, intellectual disability, specific learning disability and mental illness, (e) Multiple disabilities from amongst persons under (a) to (d) including deaf-blindness of Haryana State for the purpose of eligibility for direct recruitment. The eligibility marks of 55 percent (or an equivalent grade in a point scale wherever the grading system is followed) and the relaxation of 5 percent to the categories mentioned above are permissible, based only on the qualifying marks without including any grace mark procedure.

The National Eligibility Test (NET) conducted by the University Grants Commission (UGC) or the Council of Scientific and Industrial Research (CSIR), or a similar test accredited by the UGC, like SLET/SET or who are or have been awarded a Ph.D Degree in accordance with the University Grant Commission (Minimum Standards and Procedure for Award of M.Phil/Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time, as the case may be exempted from NET/SLET/SET.

The fulfillment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of the University concerned.

Criteria for determining good academic record

For determining good academic record a candidate should either have average of 55 percent marks in two of the four examination (not below Matric or equivalent) upto Master’s degree or 50 marks in each of these two examinations separately.

Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Manohar Lal here today approved the amendment in eligibility criterion and recruitment conditions related to the cadres in Haryana Forest Executive Section (Group C) Service Rules, 1998.

The Haryana State Forest Executive Section (Group C) Service (Amendment) Rules, 2023 will come into force on the date of their publication in the official Gazette.

As per the amendment, now the ratio of Direct Recruitment and Promotee Forest Rangers will be 50:50, while at present the said ratio is 67:33. The said amendment has been made in view of recommendation from Ministry of Environment, Forest and Climate Change, Government of India, New Delhi, in order to provide better avenues of promotions to the Deputy Rangers.

At present, there are 126 posts of Forest Rangers in Department for which 67 percent are appointed by Direct Recruitment through Haryana Staff Selection Commission (HSSC) and 33 percent by promotion from the Deputy Rangers.

Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Manohar Lal here today approved the amendment in Haryana Wildlife Preservation Department, State Service, Executive (Group A and Group B) Service Rules, 1998.

These rules will be called the Haryana Wildlife Preservation Department State Service, Executive (Group A and Group B) Service (Amendment) Rules, 2023.

As per the amendment, the post of Chief Wildlife Warden is removed from State Rules, as it has been included at PCCF level in IFS (Haryana Cadre) by Government of India. This amendment has been done in accordance with the notifications or instructions issued by the Government from time to time.

Haryana Chief Minister Sh. Manohar Lal said that the State Government is planning to leverage the vast agricultural potential in African countries by sending Haryana farmers abroad. This ambitious endeavor aims to provide new opportunities for Haryana’s hardworking farming community.

Following discussions with the ambassador of an African nation, the State Government is in the process of signing a Memorandum of Understanding (MoU), which will be exchanged shortly to formalize this collaboration. After the MoU, we will invite the interested farmers to participate in this unique opportunity. Farmer groups will be formed and sent to African countries where they can contribute their expertise and benefit from the vast agricultural landscapes available. Before sending them abroad, the government will also provide comprehensive training and necessary assistance to ensure their success in agricultural endeavors abroad.

This was revealed by the Chief Minister Sh. Manohar Lal while addressing a press conference here today.

Explaining the rationale behind this initiative, Chief Minister Sh. Manohar Lal informed that the shrinking landholding in Haryana, largely due to industrialization and other developmental activities has prompted the government to explore alternative avenues for the state’s agricultural community. Drawing inspiration from successful farming ventures in Madhya Pradesh and other states, Haryana will also replicate this success on an international scale.

Responding to a question, the Chief Minister said that state government is committed to curbing the illicit transportation of youth to foreign nations for placement. To facilitate lawful opportunities for interested individuals, the government has established the Foreign Cooperation Department and the Overseas Placement Cell. These entities are responsible for coordinating the placement of youth seeking opportunities abroad. Comprehensive training for such individuals is conducted through HKRN. In response to a request from Israel, we initiated advertisement, resulting in 4000 youth expressing interest in foreign employment. To ensure their preparedness, these individuals will undergo training at MDU, Rohtak. A subsequent advertisement is scheduled around January 15 to encourage legal pathways for our youth to seek opportunities abroad, he added.

In response to queries regarding the awaiting Municipal Corporation elections, the Chief Minister shared that the wardbandi process for a majority of municipalities has been successfully accomplished. Elections for these municipalities will be scheduled promptly upon the finalization of the same.

In reply to another question, Chief Minister highlighted that the current government has safeguarded the employment of guest teacher’s upto the age of 58 years through the introduction of a special bill. Presently, there is no provision for the regularization of their services. Simultaneously, ongoing regular recruitment efforts are underway. Regrettably, certain groups, called “bharti roko gangs,” are causing disruptions. The government is actively monitoring and addressing these obstacles to ensure the smooth continuation of the recruitment process across the state.

Providing an update on the progress of the Vikshit Bharat Sankalp Yatra, the Chief Minister disclosed that 60 percent of the Jan Samvad programs have already been successfully conducted. With an impressive average attendance of approximately 800 individuals per program, these interactive sessions are slated to continue until January 25, this year. The Chief Minister proudly highlighted Haryana’s leadership role in the nation by successfully organizing the yatra.

District Administration Sahibzada Ajit Singh Nagar’s efforts to resume distribution operations of Fuel and LPG bore fruit in the late evening as the Bharat Petroleum Company Limited’s Lalru plant started supply.

     Divulging the details, the Deputy Commissioner Mrs Aashika Jain said that to thwart the paucity like situation, the District Administration was striving hard since morning to break the deadlock prevailing due to the strike of tanker operators. SDM Derabassi along with SP (Rural) Manpreet Singh and ASP Derabassi Mrs Darpan Ahluwalia was actively convincing the tanker operators to resume the district operations. Finally, they agreed with the District Administration and gave consent to transport the fuel and LPG.

      She said that this depot caters the Punjab and Himachal Pradesh besides Kurukshetra, Hisar and Rohatak districts

     The Deputy Commissioner while assuring the district residents of no dearth of fuel and LPG, said that the District Administration has been putting strenuous efforts to keep the supply of Fuel and LPG intact in the district to prevent any difficulty.

     Making an appeal to the residents not to run after the hoarding of these essential goods said that as a responsible citizen we should not create chaotic situation on petrol pumps.

      She further said that as per the directions of Punjab Chief Minister S. Bhagwant Singh Mann, the residents would not have to face any difficulty in getting fuel and LPG whatsoever 

     The other essential supplies like of medicines and milk would also not be allowed to be paralysed, she added.

          Amidst the ongoing drive to make Punjab a safe and secure state as per the vision of Chief Minister Bhagwant Singh Mann, Punjab Police on Tuesday conducted a special Cordon and Search Operation (CASO) under the name of “OPS Eagle-III” at and around all the Bus Stands and Railway Stations across the state. The operation was conducted on the directions of Director General of Police (DGP) Punjab Gaurav Yadav.

          The CASO was conducted from 12noon to 3pm simultaneously in all the 28 Police districts under which Police teams with the assistance of sniffer dogs frisked people arriving and departing at Railway Stations and Bus Stands.

          Special Director General of Police (Special DGP) Law and Order Arpit Shukla, who was personally supervising this state-level operation, said that all the CPs/SSPs were asked to deploy at least two strong teams under SP/DSP rank officers per Railway Station/Bus Stand to carry out this operation. Range Officers were asked to monitor this operation, he said.

          He said police personnel were directed to check all suspicious persons and verify their antecedents. “We had strictly instructed all the Police Personnel to deal with every person in a friendly and polite manner while frisking them during this operation,” he added.

          The Spl DGP said that around 500 Police Teams, involving over 4000 Police Personnel, were deputed across the state to look for suspicious persons at different railway stations and bus stands in the state, while ensuring minimum inconvenience to them.

          As many as 917 suspicious persons were rounded up for questioning during the operation conducted at 134 bus stands and 181 railway stations in the state, he said, while adding that the Police teams have also arrested 24 criminal elements after registering 21 first information reports (FIRs) during the operation.

          Meanwhile, such operations will also help in showing the police presence in the field and boost confidence among common people.

          Water Supply and Sanitation Minister Bram Shanker Jimpa on Tuesday held a review meeting with top officials of the department at his office. He directed that all ongoing projects aimed at supplying clean and pure water to villages should be completed on time.

          Jimpa said that the government, led by Chief Minister Bhagwant Singh Mann, is dedicatedly working towards making the state ‘Rangla Punjab.’ For this purpose, all necessary facilities should be prioritized for villages.

          He urged the swift progress of ongoing canal water projects across various areas of Punjab. Jimpa highlighted that the groundwater in many state villages is non-potable, and some are situated in the Kandi area. Consequently, water supply will be facilitated by purifying canal water through treatment plants in these villages.

          Jimpa said that he will personally inspect the under constructed projects to assess the ground situation. Chief Minister Bhagwant Singh Mann is set to dedicate the nearing completion projects to the people of Punjab.

          Furthermore, Jimpa inquired about the status of water testing labs, water sampling and other issues affecting the public. The Minister also reviewed the status of No Objection Certificates (NOCs), which are required for the ongoing projects.

          The meeting was attended by HoD Harpreet Sudan, J.J. Goyal, Chief Engineer (PDQA), R. K. Khosla, Chief Engineer (Central), J.S. Chahal, Chief Engineer (South), Jasbir Singh, Chief Engineer (North) and other department officers.

          Trials for the selection of Malkhamb teams of Punjab for the Khel India Youth Games will be held on 3rd January and trial for Volleyball on 5th January at 11 am. The 6th Khel India Youth Games will be held from 19th to 31st January 2024 in Tamil Nadu.

          The spokesman of the sports department said that trials for the selection of Malkhamb (Boys and Girls) will be held at Saffron Public School Phagwara on 3rd January at 11 am and Volleyball (Girls) at Sports Complex, Sector 63 SAS Nagar on 5th January at 11 am.

          The spokesperson further said that the players wishing to participate in the trials should have a date of birth on or after January 1, 2005.

Union Minister of State Sh. Krishan Pal Gurjar said that the government is committed to improve the lives of the poor and marginalised.

Minister of State for Power and Heavy Industries Sh. Krishan Pal Gurjar, participated in the Viksit Bharat Sankalp Yatra in Faridabad on Tuesday. 

He praised the Haryana government’s “Antyodaya” scheme, which aims to uplift the poorest of the poor and said that the government has implemented a number of Schemes to help the poor, including the Ayushman Bharat Yojana, which provides upto Rs 5 lakh free healthcare to poor families annually, 11 crore women have been given free gas connections and the work of providing free food grains to crores of people.

“The more schemes the government creates for the poor, the happier society will be,” said Sh.Gurjar.

He said that the Viksit Bharat Sankalp Yatra is proving to be efficient in reaching out the welfare scheme of the government to the last person in the society through this public is getting information about the schemes, ration cards are being made for the eligible people on the spot, correction in the Parivar Pehchan Patra, health check-up at the stall of the health department etc. are being given.  

At the event, Sh. Gurjar also distributed gas cylinders and stoves to beneficiaries, and he interacted with people and heard their concerns.

He also called on people to work together to make India a self-reliant and developed nation by 2047 and also inspected the stalls at the Yatra and a presentation was also screened by the Bhajan Party of the Information, Public Relations, Language and Culture Department to spread awareness about the welfare schemes of the government among the public.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala, has stated that during the four years of the present government’s tenure, new dimensions of development have been established in every sector of the state. Due to the far-reaching and development-oriented policies of the state government, Haryana is now at the forefront of renewable energy nationwide and has attracted investors as the first choice in industrial development among top three states in the country.

Sh. Dushyant Chautala said this while interacting with media on Tuesday after hearing public grievances in Uchana, Jind district. He emphasized that despite the challenges posed during the COVID pandemic and prolonged farmer protests, the investment of Rs. 38,000 crores in the state during this period could be considered a significant achievement for the government. He highlighted that the government has taken new steps to accelerate industrial development in the state, including inviting applications through the e-Bhoomi portal and the HSIIDC for establishing industrial units at 9 locations.

The Deputy Chief Minister expressed satisfaction that applications have been received from farmers to provide 550 acres of land to the government in the villages of Khatkad and Uchana in the near future for establishing industrial units. He stated that the process of establishing industrial units by the HSIIDC in this area will be initiated, and after their establishment, avenues of employment will be open for the youth of the state. He said that the recent launch of the Padma Yojana by the state government, which aims to establish public and private units in various districts, including Jind, Rewari, Palwal, and others, giving a new dimension to industrial development.

Sh. Dushyant Chautala further informed that applications have been invited for 200 acres each through e-Bhoomi for establishing pilot training operator centres in Mewat and Jind districts along the Delhi-Katra National Highway. Once the applications are received, proposals for setting up pilot training operator centres will be prepared.

He further stated that the ongoing Haryana and nationwide protests against the hit and run law. Deputy CM urged the public to stay away from misinformation and clarified that the law has been implemented under two different provisions, in which separate instructions will be applicable towards the occurrence of an accidental incident and helping the injured person, while separate rules will be ensured for the driver who runs away after causing an accident to a person.

He assured that there would be no disruption in the supply of diesel and petrol due to the strike, directing the Food, Civil Supplies Department Director to issue written orders to petrol pump owners in all 22 districts to ensure adequate storage and timely supply of oil. During this period, necessary action will be taken by the department regarding any petrol supply vehicle driver participating in the strike. Sh. Dushyant Chautala highlighted that the ongoing development schemes in the state are also benefiting the people of the Uchana Assembly constituency at large extent.
