Haryana Deputy Chief Minister, Mr. Dushyant Chautala said that the state government is transforming villages along the lines of cities by establishing a robust system. Numerous projects have been initiated to enhance village infrastructure, with the development of a sewerage system underway in 108 villages and Sewage Treatment Plants (STPs) being constructed.

Addressing a programme in Pirthala village of the Tohana assembly constituency, the Deputy Chief Minister inaugurated a digital library and laid the foundation stone for development projects of Rs 174.61 crore in the Tohana Assembly constituency.

Deputy Chief Minister, Mr. Dushyant Chautala highlighted the state government’s multifaceted progress under the coalition. Eleven express highways are currently under construction, including the soon-to-commence work on the Dabwali to Panipat highway, benefiting the Tohana assembly constituency. Additionally, work is progressing on 35 National Highways, fortifying connectivity through an expanded road network. Each MLA in every assembly constituency has been allocated Rs 25 crore for local road development.

Addressing concerns about the government portal, the Deputy Chief Minister said that it has streamlined the process for citizens to access scheme benefits, eliminating the need for physical visits to government offices. Automatic pension disbursement through Parivar Pehchan Patra and simplified Ration Card issuance exemplify the portal’s efficacy. He emphasized the increased scope of Below Poverty Line (BPL) benefits in Haryana, where individuals with an annual income of Rs 1.80 lakh are eligible, contrasting with the national threshold of Rs 1.20 lakh.

The Deputy Chief Minister underscored the strengthening of the Panchayati Raj system, disclosing that villages are receiving grants at Rs 2000 per person. Financial assistance to Panchayats is granted based on population, and reservations have been introduced, with the BCA category securing eight percent and women attaining fifty percent in Panchayati Raj institutions. Additionally, women have been granted 33 percent reservation in ration depots.

Highlighting Haryana’s distinction in providing the highest wages under MNREGA, the Deputy Chief Minister revealed that laborers in Haryana are receiving Rs. 357 per day.

Development and Panchayats Minister, Mr. Devender Singh Babli emphasized the coalition government’s commitment to the people’s welfare. Beyond street and drain development, a comprehensive 9-point programme is being executed in villages. He urged people to foster brotherhood, engage in water conservation, and contribute to environmental preservation. The Minister affirmed the realization of promises made during elections in the government’s actions.

Haryana Sriparna from Gurugram, is gaining recognition in Bollywood for her crocheted costumes featured in Zoya Akhtar’s recent film “The Archies”. While her success story is inspiring, it also reflects the progress of women in Haryana, benefiting from policies promoting empowerment and self-reliance under the Manohar Lal government. Sriparna’s stall at the Atmanirbhar Bharat Utsav 2024 in Delhi showcases over 30 products, including toys, keychains, crochet sculptures, tissue boxes, wall hangings, and macramé handbags, highlighting her versatile craftsmanship.

Sharing her trade journey, Sriparna reveals her transition from being a graphic designer to a crochet entrepreneur a decade ago. Faced with the challenge of balancing family responsibilities and financial constraints, she decided to leave her job and explore ways to contribute to her family’s well-being. Sriparna’s entrepreneurial spirit led her to revive the traditional art of crochet, adapting it to modern tastes.

Prioritizing quality, Sriparna noticed a growing demand for her products, leading her to collaborate with 200 women proficient in crochet in nearby villages of Gurugram to fulfill increasing orders. Over time, her creations gained popularity, and she expanded her reach to urban markets.

Focusing on quality and customer satisfaction, Sriparna emphasizes that every product she makes should be of excellent quality. As demand increased, she engaged women from villages around Sohna in district Gurugram to help fulfill the coming orders.

Starting with D2C (direct-to-customer) sales, Sriparna’s business has evolved to include B2C (business-to-customer) and B2B  (business-to-business) channels. Her tie-up with a Vitamin D brand for crochet bikinis has further expanded her reach. Sriparna takes pride in providing employment to 200 women in villages like Kherla, Bhondsi, and Ghamroj in Gurugram’s Sohna subdivision, showcasing the positive impact of Haryana government’s policies on women empowerment.

Haryana Chief Minister, Sh. Manohar Lal said that considering the increasing cold and frost conditions in the state, the government has changed the electricity supply schedule for tube wells to provide significant relief to the farmers who irrigate their fields at night.

He said that the Energy Department has created two groups for a total of 19 circles. Out of these, 7 circles, namely Karnal, Kaithal, Sirsa, Fatehabad, Bhiwani, Sonipat, and Jind, will receive electricity from 5 am to 1 pm. In all other circles, electricity will be available from 10 am to 6 pm. This decision will reduce the difficulties for the farmers, allowing them to irrigate their fields during the daytime.

Sh. Manohar Lal said that this schedule for electricity supply, which started today, will be in effect until January 31. After January 31, it will be reviewed, and if necessary, it may be extended further.

Haryana Chief Secretary, Sh. Sanjeev Kaushal emphasized the importance of adopting a two-pronged approach to rejuvenate the Nuh district. The initiative aims to position Nuh as a leading horticultural hub for onions and tomatoes by forming Farmers’ Producer Organizations (FPOs). Citing the increasing demand for these essential crops, the proposed plan focuses on optimizing processes such as sorting and cutting, thereby ensuring a more efficient supply chain within the state. He urged swift action in setting up a Center of Excellence in Nuh.

The Chief Secretary was chairing a review meeting of the Aspirational Blocks Programme (ABP) for Behal, Laharu, Nuh, Punhana, Hathin, Nahar, and Badhra blocks held here today.

Artisanal Awakening

Simultaneously, Mr. Kaushal identified the untapped potential of local artistry in Nuh. During a review of the ABP, he encouraged Deputy Commissioners to champion activities like pottery-making and local artisanal production, envisioning a vibrant cultural revival in the region.

Empowering Artisans

Furthermore, Mr. Kaushal proposed a collaborative effort with the Central Sector Scheme PM Vishwakarma to provide comprehensive support to local artisans. This inclusive approach encompasses international marketing, quality certification, branding, presence on e-commerce platforms like GeM, and diverse marketing activities. Ultimately, the goal is to strengthen artisans’ connections to the value chain, empowering them to thrive on both national and international platforms.

Top Ranking and Substantial Grant

In a recent testament to these efforts, Nuh Block in Haryana secured the top position in the First Quarterly ABP Delta Ranking for October 2023, achieving the highest overall Delta Rankings in basic infrastructure. This remarkable achievement makes Nuh Block eligible for a substantial grant of 3 Crores. The ranking serves as a clear reflection of the effective implementation of the Aspirational Block Programme and underscores the ongoing commitment to enhancing basic infrastructure in the region.

He emphasized the need for accelerated waterworks projects in response to the challenge of saline groundwater in the region. He has directed collaboration with the Public Health Engineering Department (PHED) to expedite these water works projects.

Ensure Accountability: Monthly Reviews and Set Timelines for Progress

Mr. Sanjeev Kaushal also rolled out a proactive initiative focused on direct engagement with Deputy Commissioners (DCs). He tasked them with spearheading a comprehensive data-gathering mission across various departments to pinpoint areas where underperforming blocks require targeted attention.

His directive’s emphasizes data-driven interventions and diligent efforts by DCs. They are instructed to analyze the collected data against state averages, pinpointing disparities and formulating specific action plans for each block. These plans will serve as blueprints for targeted improvements aligned with measurable outcomes. To ensure accountability and drive progress, monthly review meetings should be held, setting clear timelines and milestones for achieving set targets.

Tackling Lifestyle-related Illnesses

Recognizing the growing burdens of urbanization on health, Mr. Kaushal has tasked DCs with documenting data on individuals suffering from hypertension and other lifestyle-related diseases. This crucial information will be the cornerstone for targeted healthcare initiatives within these blocks, focusing on preventative measures and improved access to treatment.

Addressing Sickle Cell Anemia

In recognition of the specific healthcare needs within certain communities, Mr. Kaushal has further directed DCs to record data on the prevalence of sickle cell anemia. This targeted data collection will be instrumental in designing and implementing effective healthcare interventions tailored to address this genetic disorder in vulnerable populations.

Ground-Level Catalysts

To foster genuine grassroots involvement, Mr. Kaushal advocated for the selection of an outstanding ABP Fellow in each block. These individuals will not merely observe, but actively participate in implementing key initiatives, propose innovative solutions, and collaborate closely with DCs, effectively becoming catalysts for change on the ground.

Beyond the ABP

Mr. Kaushal’s priorities extend beyond the ABP framework, encompassing the functionality of essential facilities like girls’ toilets in all schools and community toilets within these blocks. He has urged DCs to prioritize repairs where needed and implement effective maintenance measures to ensure their continuous usability and accessibility.

Present in the meeting include Additional Chief Secretary, Development and Panchayats Department, Mr. Anil Malik and other senior officers of Development and Panchayats Department. While Deputy Commissioner, Nuh, Mr. Dhirendra Khadgata, Deputy Commissioner, Palwal, Ms. Neha Singh, Deputy Commissioner, Charkhi Dadri, Ms, Mandeep Kaur, Deputy Commissioner, Rewari, Mr. Rahul Hooda virtually joined the meeting.

Haryana Chief Minister, Sh. Manohar Lal who is also the Chairman of Haryana Sahitya and Sanskriti Academy said that the thoughts of saints and great personalities have always advocated social harmony and humanism since ancient times. Such great personalities should not be associated with any particular group or community.

Acknowledging the same, the state government has initiated the Sant-Mahapurush Samman evam Vichar Prachar Prasar Yojana, celebrating the birth anniversaries and commemoration days of great personalities at the government level, so that the younger generation can draw inspiration for the welfare of society from the life stories of these great saints and personalities, said Sh. Manohar Lal, as he addressed the writers present after launching the book titled ‘Dr. B.R. Ambedkar: Life and Thought’ by Dr. Krishna Gopal, at his residence Sant Kabir Kutir here today. The book has been published by Haryana Sahitya and Sanskriti Academy.

Sh. Manohar Lal emphasized that literature reflects society, and writers play a significant role in society. A writer, through their words and thoughts, can bring positive changes in society. Dr. B.R. Ambedkar, throughout his life, worked towards social harmony, unity, and prosperity for all sections of society. The book written on his life will undoubtedly inspire the youth to progress in a positive direction, he said.

The Chief Minister said that the thoughts and ideas of Dr. Ambedkar, which contributed significantly to the drafting of the country’s constitution, are the reason why today, the marginalized, oppressed, and needy citizens are enjoying their rights. Dr. Ambedkar’s ideas were not for any specific group in society; he was a strong advocate of social harmony. His contribution cannot be forgotten, as he focused on bringing upliftment to the last person standing at the end of the social hierarchy, said Sh. Manohar Lal.

He further said that a writer, through ancient research, discovers personalities that are not widely known in society. Recently, the state government celebrated Jhalkari Bai’s birth anniversary under the Sant-Mahapurush Samman evam Vichar Prachar Prasar scheme, who was the commander of Rani Lakshmibai’s women’s army.

Haryana Chief Minister, Sh.Manohar Lal on Monday suspended the executive Officer of Urban Local Body, Bhiwani, Abhay Singh for delaying in issuing a plot allotment letter with immediate effect.

OSD to the Chief Minister, Sh. Bhupeshwar Dayal said that the government is working diligently to provide the public with the benefits of all schemes and facilities in a timely manner, also strict action is being taken against the officers and employees who are causing the delays.

The action was taken after a complaint was filed on the CM window portal by Shankar a resident of Ashok Colony, Bhiwani. He alleged that a plot was purchased by him from the Municipal Council, Bhiwani In 1985 and had also deposited the one-fourth of the plot price and security money. However, the municipal council had not issued the allotment letter till date. 

The complainant is ready to pay the remaining amount but despite repeated reminders (on May 12, 2022, August 4, November 17, 2022 and October 5, 2023) no action was taken by the department.

Being the executive Officer of Urban Local Body, Bhiwani, Abhay Singh was responsible to take action for the matter. Hence the Chief Minister suspended him for the delay. Also directions have been given to the Commissioner and Secretary of the Urban Local Bodies Department to take action and to send the report immediately.

OSD Sh. Bhupeshwar Dayal stated that Chief Minister, Sh. Manohar Lal’s goal is for the public to receive all services within the stipulated time frame, and to ensure all the complaints received on CM window should be resolved promptly and every officer should be attentive to their work as no laxity will be tolerated at any level.

All India Congress Committee General Secretary and former Union Minister Kumari Selja said that the status of capital investment (capex) in the country is at the lowest level in 15 years. In the third quarter of 2023, between September and December, only 462 new projects received investment. Never in 15 years have there been so few projects in a quarter. Despite the number of projects being more than 35 thousand, only 361 projects could be completed.
In a statement issued to the media, Kumari Selja said that to prevent the real reality being known, the BJP central government manipulates the figures so that it can win applause on the basis of false marketing. But, the report of Center for Monitoring Indian Economy (CMIE) has exposed all this.

According to this report, there was no enthusiasm at any level regarding new investment in both government and private projects. The former Union Minister said that based on the number of projects announced by government and private sector promoters, projects worth Rs 10.2 lakh crore should have been completed by December 2023, but only projects worth Rs 1.26 crore could be completed.

That is, 88 percent of the projects missed the deadline in terms of amount. Whereas, the average valuation of projects completed every quarter for the last 10 years has been Rs 1.3 lakh crore. That is, this time due to slow pace, even lesser projects were completed than this average.
Kumari Selja said that the CMIE report shows that 85 percent of the announced projects are either in progress or awaiting clearance. The remaining 15 percent are projects which are stuck.

The trend of 16 years from 2007 till now shows that both in terms of number and amount, the number of such projects is continuously increasing, in which work is not being done even after being approved. The former Union Minister said that in the first two quarters of 2023-24, the stuck up projects was as many as 58-59 percent, which was only 36 percent in 2007 during Manmohan Singh’s Congress government.

A total investment of Rs 259.27 lakh crore has been received for different projects in the country, out of which work is going on only on projects worth Rs 151.78 lakh crore. The stuck projects include those worth Rs 32.64 lakh crore, the status of which is not even known. Therefore, instead of misleading the public with false figures, the BJP central government should release the white paper and tell the real reality.
