Haryana Development and Panchayats Minister, Sh. Devender Singh Babli said that the players of Haryana have brought laurels to the state by leaving their indelible mark at National and International level competition. The state government is also announcing several schemes to promote sports which are directly motivating players across the state. The Development and Panchayats Minister, Sh. Devender Singh Babli arrived in Ratta khera village of Fatehabad as Chief Guest to motivate the players. Sh.  Babli said that sports competitions like kabaddi should be organized from time to time in order to identify the new talent which can be further nurtured through right guidance . He said that Sports foster a sense of competitiveness and discipline. The sportspersons of the state are continuously bringing laurels to India by winning medals in Olympics and other international sports competitions. Haryana Development and Panchayats Minister, Devender Singh Babli awarded Rs. 11,000 to the team bagging first place in the competition and Rs. 7,100 to the second-placed team.

 Haryana Deputy Chief Minister, Sh. Dushyant Chautala directed the officers to complete all civil aviation projects at the earliest so that the state would stand out on the global aviation arena. He further stated that a lax attitude towards this work will not be accepted.The Deputy CM held a meeting with officers and reviewed various ongoing projects across the state related to Civil Aviation.Sh. Dushyant Chautala discussed in detail about acquisition of land and development of Bhiwani, Narnaul, Karnal, Gurugram etc. airstrips and heliports. He also took detailed feedback from the officers about Hisar airport and gave directions to expedite the work.      The Deputy Chief Minister was informed in the meeting that the report of suitability of 270 acres of land for developing Bhiwani airstrip has been received from the Deputy Commissioner of Bhiwani and soon the process of acquiring the said land will be completed. Similarly, feedback was also taken regarding the expansion of the airstrips of Narnaul and Karnal.On the question of heliport to be made in Gurugram, it was apprised that Pawan Hans Limited Company has completed the feasibility study and they will submit the cost estimate by March 31, 2023.The Deputy CM directed to complete the boundary wall of the Hisar Airport by May 31, 2023. He directed the officers of the Public Health Engineering Department to complete the work of supply of drinking water and drainage of rain water in the airport by April 15, 2023.He further directed to issue the tender for the security watch-tower in the month of April and instructed to begin the work.He asked the officers to vacate the Police Welfare Centre inside the airport and shall be taken over by the Aviation Department so that this building could be used for setting up aviation equipment.Sh. Dushyant Chautala asked to make preparations while directing to ensure the deployment of security personnel before air services connecting other states proposed from Hisar airport in August. He directed the concerned officer to coordinate with the district administration to get the high-tension wires removed from the airport area at the earliest so that planes do not face any issue while takeoff and landing. Apart from these, he also reviewed other works of the department.On this occasion, Additional Chief Secretary, Haryana Civil Aviation Department, Sh. Ankur Gupta, Managing Director, HSIIDC, Sh. Vikas Gupta, Advisor, Civil Aviation, Dr. Shaleen, OSD to Deputy Chief Minister, Sh. Kamlesh Bhadoo, besides other senior officers of Civil Aviation and Public Works Department were present.

 Haryana Government will set up a Venture Capital Fund in ‘Padma’ programme to accelerate development for MSME Advancement which will promote young entrepreneurs and provide boost to startups.This information was given by the Deputy Chief Minister of Haryana, Sh. Dushyant Chautala after presiding over the review meeting of ‘Padma’ here today.The Deputy CM, who also holds the portfolio of Industries and Commerce Department, took information through a presentation about the strategy prepared by the department to implement ‘Padma’ and gave several constructive feedbacks for further improvements. He said that the state government has budgeted for a venture capital fund of Rs 200 crores to Rs 5 crores to support young people starting businesses, similarly to encourage ‘Padma’ Venture capital fund will be created.Sh. Dushyant Chautala said that the state government has started the ‘One Block-One Product’ initiative under the ‘Padma’ scheme of the central government. The objective of this initiative is to promote micro and small enterprises at the block level by taking advantage of the cluster approach and promote balanced regional development. He said that in the recently presented budget also Rs 1,000 crore has been proposed for ‘Padma’ in the next 5 years, through which new innovative incentives like designing, branding, marketing and export promotion scheme will be introduced.The Deputy CM said that incubation centres will be set up to encourage youth to set up startups and promote entrepreneurship among youth with requisite skills and assistance will be provided for loans from banks, financial institutions and venture capital funds.The Deputy Chief Minister was apprised that about 12 places have been identified for setting up industries under ‘Padma’, soon the places in the remaining blocks will be finalized and people will be encouraged to set up industries. He informed that a plan has been prepared by the state government to make 6 schemes for ‘Padma’ in which provision will be made to give various incentives etc.On this occasion, Additional Chief Secretary, Industries and Commerce Department, Sh. Anand Mohan Sharan, MD, HSIIDC, Sh. Vikas Gupta, Director, Industries and Commerce, Sh. Shekhar Vidyarthi, OSD to Deputy Chief Minister, Sh. Chief Minister, Sh. Manohar Lal directed the officers of Haryana Shehri Vikas Pradhikaran (HSVP) to develop a separate dashboard for all the properties of HSVP, on which all information like location of the property, name of the owner, etc. would be registered. He also directed that the entire record of the HSVP including the documents of the properties should be digitised.        The Chief Minister, who is also the Chairman of Haryana Shehri Vikas Pradhikaran, was presiding over the 125th meeting of the HSVP here today.        In the meeting, giving ex-post facto approval for the construction of multi-storey car parking and commercial complex being constructed by Faridabad Smart City Limited on about 4,000 square meter land of HSVP in Sector-18A of Faridabad, the Chief Minister said that in place of this land, the Haryana Shehri Vikas Pradhikaran should get the same amount of land transferred from Municipal Corporation, Faridabad or Faridabad Smart City.        In the meeting, post facto approval was also given for the issuance of allotment letters of ownership rights to 131 shopkeepers and Antyodaya Market being constructed in place of the Rehri Market; as per the instructions of the Chief Minister, after the incident of fire in the Rehri market of Sector-9, Panchkula. Apart from this, pucca shops will be set up as Antyodaya Market in place of Rehri markets in Sectors 7, 11 and 17 of Panchkula.        The Chief Minister said that pucca shops should be made in the cities where Rehri markets are functioning. On this, Chief Administrator, HSVP, Sh. Ajit Balaji Joshi informed the Chief Minister that the HSVP has a proposal to set up Antyodaya Market in place of Rehri markets in Gurugram, Faridabad and Karnal.        Sh. Manohar Lal instructed the officers to constitute a committee to prepare a list of the cities where buildings or any other type of construction or activity has been done on the HSVP’s land or on the land of other departments.        It was apprised in the meeting that the HSVP has 5,418 residential, 2,688 commercial and 230 institutional properties, out of which 4,804 residential, 2,305 commercial and 205 institutional properties have been sold through e-auction.        Sh. Manohar Lal said that on the lines of the scheme for setting up cooperative group housing societies for MLAs, employees, journalists and lawyers in Panchkula; permission can be given to set up cooperative group housing societies for former MLAs as well.        It was also apprised in the meeting that the bidders for the plots taken in the e-auction process of the properties, who did not pay the full amount and whose plot was cancelled by the date of December 3, 2022; such bidders were given an opportunity to pay their dues with an interest rate of 18 percent per annum. There were 374 bidders who were given a chance to pay the dues by March 14, 2023.        Of these, 162 bidders are now left, whose plots are currently cancelled, but Rs 116 crore has been paid to the HSVP on behalf of these bidders. It was decided during the meeting to give one last chance for 30 days to these 162 bidders to clear the dues; provided the bidder has paid 75 percent of the cost of the plot.HSVP estimated to have receipts of about Rs 14,719 crore in financial year 2023-24        It was informed in the meeting that for the financial year 2023-24, the HSVP’s non-EDC receipts are estimated to be around Rs 14,719 crore. In the year 2023-24, through e-auction, receipts of about Rs 3,000 crore are estimated to be received from residential properties and Rs 2,080 crore from commercial properties. About Rs 8,326 crore is estimated to be received from the old assets of the HSVP.        It was also apprised that the dependents of nine deceased employees have been given jobs by the HSVP on compassionate grounds, whose post facto approval was given in the meeting.        Chief Secretary, Sh. Arun Gupta, Principal Secretary to Chief Minister, Sh. V Umashankar, Director General, Town and Country Planning, Sh. TL Satyaprakash, Chief Administrator, HSVP, Sh. Ajit Balaji Joshi and other senior officers were present in the meeting.

Haryana Government has decided that all the field officers i.e. Deputy Commissioners, Superintendents of Police and Sub Divisional Officers (Civil) etc should refrain from leaving their jurisdictions in case of sensitive situation in the district to control law and order situation, except from pre approved tour programmes. Furthermore, in case of an impending Law and Order issue, senior officers may be intimated about their inability to proceed on such approved tour programmes of their additional charge in view of the said situations. As per the instructions issued by the Chief Secretary, the State Government has taken a serious note of any shirking of responsibilities. Officers have been again directed to ensure compliance of these instructions. In case of any default, disciplinary action shall be initiated against the delinquent officer, states the instructions

Haryana Government has decided that   Universities across the state should be prioritized to assign studies, surveys and consultancy assignments by Government Departments. A letter in this regard issued by the Chief Secretary’s office today states that the deliverables and essential requirements must be monitored closely and performance or quality of reports or surveys should also be evaluated for the future.All the Administrative Secretaries, Head of Departments and Managing Directors, Chief Administrators of Boards and Corporations have been directed to comply with these instructions.

Haryana Right to Service Commission while taking stringent action against a Kanungo of Badli, Jhajjar has imposed a penalty of Rs. 10, 000 for his dereliction of duty in the delivery of a notified service.Giving more information in this regard, RTS Secretary informed that an appeal was raised through Auto Appeal system in a case where the appellant has applied for a notified service under ‘Demarcation of Land if no standing crop’.        Taking cognizance of the matter, the Commission called for an immediate enquiry. A hearing in this regard was conducted on March 7, 2023 through Video Conferencing which was attended by Sh. Sriniwas, Tehsildar, Badli, Sh. Vijay Singh, Kanungo, Badli and Sh. Vijay Pal, the complainant.He informed that during the hearing, Sh. Vijay Singh, Kanungo submitted that demarcation was delayed due to late delivery of the map by the operator of DGPS machine who was a private person hired by the complainant. On the other hand, the complainant, Sh. Vijay Pal submitted that he had followed up with the Kanungo regarding the demarcation report but didn’t receive a positive response even after multiple reminders. Further, the Kanungo never informed him regarding the non-availability of the map from the operator, he tried to misguide him by telling him that his signature on the application were missing.         RTS Secretary stated that the Commission has carefully considered all the facts and found that substantial delay has been caused in the matter due to dereliction of duty on the part of Sh. Vijay Singh, Kanungo, Badli for keeping notified service pending for more than 6 months.RTS Secretary added that he not only misguided the complainant by saying that the report was delayed due to absence of his signatures on the application but also made no efforts to obtain the required map from the DGPS operator. If the Kanungo had informed the complainant about the non-submission of the demarcation map by the operator, the complainant would have ensured its availability.The RTS Secretary further informed that the Commission imposes a penalty of Rs. 10,000/- on Sh. Vijay Singh, Kanungo, Badli for his dereliction of duty in the delivery of a notified service and orders that a compensation of Rs 2,000/- be paid by him to the complainant, to compensate for the harassment caused to him in availing a notified service. He added that the commission will continue to take stringent action against officers/officials taking laxity in their approach towards public work.
