Haryana Government committed to achieve the target of Measles and Rubella Elimination

Haryana Additional Chief Secretary, Health and Family Welfare Department, Smt. G. Anupama said that as per the directions of the Government of India, the state government is committed to achieve the target of eradication of measles and rubella by December 2023 in all the districts.

Dr. G. Anupama said this today during the review meeting of the status of measles eradication target.

She apprised that the country has adopted the National Strategic Plan for Achieving and Sustaining Measles and Rubella Elimination, according to which, all children will be given 2 doses of the measles rubella vaccine by the age of 24 months and all districts should maintain a sensitive fever and rash surveillance as per the global surveillance benchmark to detect cases of measles and rubella”.

ACS, Health further instructed all Civil Surgeons to ensure that all Frontline workers ANMs, AWWs and ASHAs impart information on the 3 essential components of Health i.e. Immunization, Anemia and Nutrition whenever they interact with community. She further asked that civil surgeons to address the newly elected sarpanches in their districts and inform them about the various health programs in the state.

Sh. Prabhjot Singh, Mission Director, National Health Mission, Haryana, while sharing information said, “All districts were told to convene a District Task Force headed by the District Magistrate which will closely review the action plan with key performance indicators on a monthly basis to achieve MR elimination targets by third quarter of 2023, leaving 3-4 months to fill any gaps”.

Sh. Prabhjot Singh further said, “In view of the increased numbers of Measles cases being reported from various states of the country including Nuh and Palwal district of Haryana, Government of Haryana has decided to conduct Measles and Rubella Catch-up Campaign for administering an additional dose to all children from 9 months to 15 years to stop the transmission of the disease”.

The Department of Education was asked to spread awareness regarding immunization through rallies etc. and promote vaccination checks at the time of admission.

The meeting was attended by Sh. Sanjay Joon, Director General, Development & Panchayats Haryana, Dr Sonia Trikha-DGHS Haryana, Dr V.K Bansal-DGMCH, Dr. V.S Ahlawat-SEPIO, representatives of IMA, IAP, WHO and experts from PGI chandigarh and PGI Rohtak along with civil surgeons of all districts and other officials attended the meeting.

Haryana decentralized PRIs powers: Chief Minister

Haryana Chief Minister while addressing a press conference here today, announced the decentralization of the powers of Panchayati Raj Institutions (PRIs) and giving more autonomy to these small governments to speed up the development works being done in rural areas. 

Sh. Manohar Lal further announced that from now onwards, the Sarpanches, and Chairman of Panchayat Samitis and Zilla Parishads can accord administrative approval for the development works up to Rs. 2 lakh at their level only. No tenders will be floated for all such works, said Sh. Manohar Lal. 

The Chief Minister informed that Junior Engineers can give technical approval for works up to Rs 2 lakh. Similarly, SDO can give technical approval for works ranging from Rs 2 lakh to Rs 25 lakh. Short-term tenders will be floated for these works through Haryana Engineering Works Portal. 

Likewise, XEN will give technical approval for works ranging from Rs 25 lakh to Rs 1 crore. The technical approval for the works ranging from Rs 1 crore to Rs 2.5 crore will be given by the Superintending Engineer and the approval of the works above Rs 2.5 crore will be given by the Chief Engineer, informed Sh. Manohar Lal. 

He said that Gram Panchayats also have fixed deposits. Out of these deposits, up to Rs 50 lakh in a year or 10 percent of the deposits, whichever is higher, can be released by the Deputy Commissioner, for any required developmental works to be executed in the villages. 

“If more than this amount is to be released from these deposits, then the Deputy Commissioner will refer the matter to the State Government,” informed Sh. Manohar Lal. 

The Chief Minister informed that if any PRI falls short of the amount in executing their development works, then the additional amount of Rs 25 lakh given by the State Government will be directly released to the PRIs. However, Rural Development Department will get all the works done above Rs. 25 lakh, informed Sh. Manohar Lal. 

The Chief Minister said that the administrative approval for the work ranging from Rs 25 lakh to Rs 1 crore will be given by the Director, Rural Development Department, and technical approval will be given by XEN. 

Meanwhile, administrative approval for work ranging from Rs 1 crore to Rs 2.5 crore will be given by the Administrative Secretary of concerned department, while the technical approval for all such works ranging of the same amount will be given by the superintending Engineer. 

The Chief Minister further informed that administrative approval for the development work ranging from Rs 2.5 to Rs. 10 crore will be given by the concerned Minister, while the technical approval will be accorded by the Chief Engineer. 

He said that administrative approval for the works above Rs 10 crore will be sent to the Chief Minister for final approval, while the technical approval will be given by the Chief Engineer.

The Chief Minister informed that with this new system, the execution of development works will be done at a faster pace.

Sh. Manohar Lal said that the government allocates 7 percent of its revenue to PRIs and Municipal Bodies for development works according to the population size of villages and cities. However, 2 percent is kept in reserve so that additional funds can be provided to financially weak Panchayati Raj institutions and municipal bodies.

Soon 40,000 Group C posts would be filled, Chief Minister

Haryana Chief Minister, while addressing a press conference held here today informed that the Common Eligibility Test (CET) has been conducted for the recruitment of Group C posts, the result of which is going to be declared soon. The recruitment of around 40,000 Group C posts will be advertised once the results are declared. 

Besides this, the CET exam will also be conducted soon for the recruitment of Group-D posts, and about 17,000 to 20,000 posts will be recruited, informed Sh. Manohar Lal.

He said that the CET examination is valid for 3 years. Although the CET exam will be conducted every year, any candidate who wants to improve his/her score can re-appear in the exam.

Describing the CMIE unemployment figures as baseless and beyond facts, the Chief Minister said that these figures are based on a very small survey sample. Earlier, the same agency had shown Haryana’s unemployment rate of 2 percent.

Sh. Manohar Lal informed that in the last 8 years, 50,000 MSME industries have been set up in Haryana. Besides this, 33,06,635 people have got employment opportunities through the private sector and self-employment opportunities.  

“Loans have been provided to 16.85 lakh youths under Pradhan Mantri Mudra Yojana and 38,000 youths have got self-employment opportunities under Pradhan Mantri Swanidhi Yojana.  Similarly, more than 12.64 lakh youth have got employment in several industrial units,” informed Sh. Manohar Lal. 

He further shared that through Antyodaya Utthan Melas, loan applications of around 34,000 applicants have been sanctioned. 

Besides this, around 27,516 applicants have got employment through Rozgar Melas. Also, more than 1 lakh youth have got government jobs on merit basis.

He further informed that 1500 different trades have been identified by Shri Vishwakarma Skill University to provide skill training to the youth. The University has tied up with 50 industrial units and these units are providing training as per the need of the industries, shared Sh. Manohar Lal. 

The Chief Minister also expressed condolences on the demise of veteran journalist Sh. N S Parwana and paid tribute to him.

Dedicated efforts are being made to ensure benefits of every welfare scheme reaches Antyodaya: CM Manohar Lal

Haryana Chief Minister said that for the last 8 years, while following the ideology of good governance, benefits of all welfare schemes are being extended to the last mile citizen. “Taking forward the resolution of good governance, we have taken a resolution to celebrate the year 2023 as Antyodaya Arogya Varsh,” said Sh. Manohar Lal while addressing a press conference held here today. The Chief Minister said that while taking care of the poor families, the state government has increased the annual income limit of BPL families from Rs 1.20 lakh to Rs 1.80 lakh and Haryana is the first state in the country, which has changed the criteria for BPL income. As a result of these dedicated efforts, the number of BPL families has increased to about 29 lahks, he informed. He said that the process of making automatic ration cards is going on through Parivar Pehchan Patra (PPP). The Chief Minister informed that according to the new income criteria, the names of 12 lakh new families have been added to the BPL list.Sh. Manohar Lal said that the data of those who have been excluded from the BPL list includes 1.32 lakh families who file income tax returns, 51,489 government and contractual employees, 2119 government pensioners and 3,44,821 families with income above Rs 1.80 lakh. He further shared that there are 2,27,000 families whose names have been excluded from the BPL list whose annual electricity bill is more than Rs 9,000. “If any complaint is received from such families, then a fresh survey of their income verification would be done,” informed Sh. Manohar Lal. The Chief Minister said that a fresh survey will be done for around 2 lakh industrial workers and 7,416 farmers who sold crops worth Rs. 4 lakh.The Chief Minister said that directions have been issued to the Additional Deputy Commissioners in this regard. The ADCs have been directed to resolve the complaints related to ration cards within 15 days. If even after 15 days problem is not resolved then all such families will get a ration for this month, said Sh. Manohar Lal.He said that citizens can get their ration card updations done by calling on toll-free numbers 18001802087 and 1967.He further informed that about 29 lakh families have been provided free treatment facilities upto Rs. 5 lahks annually under the CHIRAYU yojana. An additional expenditure of about Rs 500 crore will be incurred by the state government on this, asserted Sh. Special camps will be organized at district, block, and village levels to update PPP data, says Chief Minister

IEP Chandigarh, January 9

Haryana Chief Minister said that special camps would be organized at the district, block, and village levels to update the details of the families registered in the Parivar Pehchan Patra (PPP).  

Besides this, special counters will also be set up in Additional Deputy Commissioner offices and e-Disha centres, to ensure hassle-free updates of PPP data, said Sh. Manohar Lal while chairing an important meeting with the Additional Deputy Commissioners held here today. 

While directing the Additional Deputy Commissioners regarding PPP updations, Sh. Manohar Lal said that work of data updation in PPP should be expedited and must be completed by January 25, so that the citizens do not face any kind of problem.  

“21 different columns including date of birth, income, educational qualification, occupation are being updated in PPP,” he informed. 

Sh. Manohar Lal said that PPP is the flagship scheme of the state government to ensure the reach of welfare schemes at the grassroot levels. It is a positive thing that today’s citizens are becoming a part of the new initiatives of the government and are becoming aware of them, he added. 

The Chief Minister directed the Additional Deputy Commissioners to make people aware of all the information related to PPP by holding press conferences at the district level.

This month’s ratio will be given as per the current practice

Sh. Manohar Lal said that if the name of any ration card beneficiary has been excluded during data updation in PPP, such citizens can register their complaints on toll-free numbers 18001802087 and 1967. He also directed the officers concerned to give maximum publicity of these toll-free numbers. 

Directing the ADCs, he said that the message regarding updation must be sent to the registered mobile numbers of such families whose complaints are being resolved.

The Chief Minister said that until the updation of PPP data, the ration will be given according to the already adopted practice. For this, he directed the officers to make additional arrangements of food grains at 7000 PDS shops in the state.

Sh. Manohar Lal said that the process of making automatic ration cards through PPP is going on.  According to the criteria of Rs. 1.80 lakhs annual income, 12 lakh new families have been included in the BPL list.

A new mechanism has been introduced to address the issues related to education, employment, social security, etc 

Sh. Manohar Lal said that the data of citizens collected in PPP has been divided into different categories according to age group and the responsibility of each category has been assigned to a department.  Each department will keep a complete record of providing benefits of all the schemes and services like education, health, employment, etc. according to the age group, informed the Chief Minister.  

The responsibility of children up to the age of 6 years has been entrusted to the Women and Child Development Department. With the vision that no child should be deprived of education, the school education department will now take care of children in the age group of 6 years to 18 years. 

The Chief Minister said that the responsibility of youth in the age group of 18 years to 24 years has been entrusted to the Higher Education Department and the responsibility of youth in the age group above 25 years has been entrusted to the Employment Department.  Similarly, the responsibility of persons in the age group of 60 years and above has been given to the Social Justice and Empowerment Department.

Chief Principal Secretary to Chief Minister, Sh. D S Dhesi, Chief Executive Officer, Haryana Parivar Pehchan Authority, Sh. ACT TOUGH AGAINST HARDCORE CRIMINALS, DRUG LORDS: DGP PUNJAB

In order to make Punjab a safe and secure state as per the vision of Chief Minister Bhagwant Mann, Director General of Police (DGP) Punjab Gaurav Yadav on Monday addressed a virtual meeting to review the ground-level law and order situation in the state.

Addressing all eight Range IGs/DIGs, 28 CPs/SSPs, 117 Deputy Superintendents of Police (DSPs), and 413 Station House Officers (SHOs) in Punjab, the DGP directed them to ensure effective action against drugs and gangsters. He was accompanied by Inspector General of Police (IGP) Headquarters Sukhchain Singh Gill.

As the Chief Minister Bhagwant Mann led Punjab Government has adopted zero tolerance against terrorists and gangsters, he asked District Heads of Police to use effective law against anti-social elements and also invoke the Unlawful Activities (Prevention) Act (UAPA) in terror activities.

He also asked them to identify the drug hotspots at every Police Station level and give a special focus on pharmaceutical drugs to root out the menace from the state. He warned that the concerned SHO will be held responsible in case of leniency in drug cases.

Emphasizing on the need to bring professionalism into policing, the DGP asked field officers to register even minor IPC cases, take preventive actions, open history sheets, solve cases using technical inputs and keep track of bailed-out criminals.

He asked all the Police Personnel on field duties to be more accessible to the common public and build friendly relations with citizens by picking up their calls, holding public meetings, involving youth clubs, etc.

PUNJAB POLICE TO REVIVE VILLAGE DEFENCE COMMITTEES

Punjab Police will revive the Village Defence Committees (VDCs) across the state, especially in border districts, said Director General of Police (DGP) Punjab Gaurav Yadav here on Monday.

The VDCs will be comprised of trusted and prominent persons of the village including retired Police or Army Personnel, Principals Government officers/officials, etc. “These committees will work as eyes and ears of the Police and supplement the efforts of Punjab Police to wipe out drugs, terrorists and gangsters from the border state,” said the DGP.

Meanwhile, Field officers were also asked to revive the beat system and one beat officer should be dedicated to each beat area so that accountability of the police officer for specific areas should be fixed.

PARA PLAYERS WILL BE GIVEN SPECIAL ATTENTION IN NEW SPORTS POLICY: MEET HAYER

Under the directions of Punjab Chief Minister Bhagwant Mann, para players will be given special attention in the new sports policy being prepared by the Sports Department. It was stated by Punjab Sports Minister Gurmeet Singh Meet Hayer during a meeting with Paralympic medalist and Indian para powerlifting coach Rajinder Singh Rahelu and Silver medalist of World Powerlifting Championship Paramjit Kumar at his official residence here today.

          Meet Hayer while congratulating Paramjit Kumar for winning a medal in the World Championships in Dubai recently expressed hope that he will shine for the country in this year’s Para Asian Games and next year’s Paralympic Games as well. The Sports Minister had held this meeting today to get inputs from the Para powerlifters to give special priority to them in the new sports policy.

          The minister said that in the new policy being prepared by the department, utmost priority is being ensured to the para sportsmen because, contrary to the circumstances, they bring glory to the country at the National and International levels. Hence, Para sports are also being considered for cash prizes. He asked them if their suggestions are welcome and will be included in the sports policy. On this occasion, the sports minister also gave a patient hearing to the demands of the para sportsmen and assured them of their resolution.

Inspection team will be formed to inspect the 24 hours services provided by the Health Department: Health Minister Anil Vij

Haryana Health and Family Welfare Minister, Sh. Anil Vij said that inspection team will be constituted to inspect the services being provided by the Health Department. The team will inspect the health services. If there is any laxity on the part of any officer or employee in these services, the strictest action will be taken against him and in any case no one will be spared. He said that this team can inspect 24-hour service anytime.Sh. Vij today directed the civil surgeon officers of the state through video conferencing. He gave necessary directions regarding IMR (Infant Mortality Rate), MMR (Maternal Mortality Rate) and improvement in sex ratio.”I will personally inspect the hospitals”- Vij        Adopting a strict attitude today, the Health Minister said that now only biometric attendance of any officer and employee will be taken in the Health Department, if any officer or employee does not mark biometric attendance, he will be considered absent. Sh. Vij said that apart from biometric, no physical attendance will be considered in the health department. Sh. Vij said that “I will personally inspect the hospitals, for this seven days’ time is given to all civil surgeon officers so that necessary improvements can be made in the hospitals and institutions coming under their respective areas”. Sh. Vij said that “no one will be spared under any circumstances for any laxity after seven days”. Instructing the civil surgeon officers, he said that teams should be formed in their respective jurisdictions for random checking.Health service stopped during working time, action will be taken against Civil Surgeon- VijDirecting the Civil Surgeon Officers, Sh. Vij said that “if any health service is found to be closed during working hours, action will be taken against the civil surgeon; the civil surgeon will monitor all the services under him on a daily basis”.Dashboard to be developed to improve IMR, MMR and sex ratio data- VijDirecting the concerned officers, Sh. Vij said that action should be taken against any officer and employee who does not work under the calendar prepared related to MMR, IMR and sex ratio. Sh. Vij said that responsibility would be fixed for every death under IMR and MMR (be it child or mother’s death) and the negligent official would not be spared under any circumstances. Apart from this, in relation to MMR, IMR and sex ratio, he directed the officers that the duties of the officers should be fixed as to which officer would check which data.There will be an audit of infant and maternal deaths – VijHe said that the data of IMR, MMR and sex ratio has to be improved; therefore a dashboard will be developed so that information regarding each death can be obtained. Apart from this, every such infant and maternal death, the audit will also be conducted and its report will be shared daily at the headquarter. Similarly, the audit of deaths under MMR/IMR in private hospitals will also be conducted. He said that the way we fought during Covid, now we all have to fight unitedly to improve the figures of IMR, MMR and sex ratio.Instructions for formation of teams to check ultrasound centers        In order to improve the sex ratio, Sh. Vij directed all the civil surgeons to form a team to examine the ultrasound centers falling under their jurisdiction and if required, police assistance would also be provided for that. Apart from this, the duty of officers should be done for inspection of all field offices and all equipment, ambulances etc. should be checked from time to time.Action will be taken against those who take gifts on the birth of a child under corruption- VijSh. Vij directed the civil surgeon officers in a strict tone that if any doctor or other personnel demands any kind of greetings or gifts on the birth of a baby, then strict corruption-related action will be implemented against such personnel. FIR will also be registered against him. The Health Minister told all civil surgeon officers that if there is a shortage of anything, a demand should be placed and every necessary item/thing would be provided. Sh. Vij said that Haryana is seen as a leading state in the whole country in the field of health, so we have to improve the figures of IMR, MMR and sex ratio from today itself because the progress of any country and state is assessed there health services statistics. Sh. Vij said that “Since I became the Health Minister, we have improved IMR/MMR/Sex Ratio a lot and when IMR and MMR improve, the entire health system improves.On this occasion, Additional Chief Secretary, Health and Family Welfare Department, Smt. G. Anupama, Director General, Department of Health Services Smt. Sonia Trikha Khullar, Mission Director Dr. Prabhjot Singh and other senior officers were present.

Ministry of I&B cautions TV channels against broadcasting disturbing footages, distressing images

IEP NEW DELHI

Ministry of Information and Broadcasting has today issued an advisory to all television channels against reporting incidents of accidents, deaths, and violence including violence against women, children and elderly in manners which grossly compromises on “good taste and decency”. The advisory has been issued after several instances of lack of discretion by television channels were noticed by the Ministry.

The Ministry has said that television channels have shown dead bodies of individuals and images/videos of injured persons with blood splattered around, people, including women, children and elderly being beaten mercilessly in close shots, continuous cries and shrieks of a child being beaten by a teacher, shown repeatedly over several minutes including circling the actions thereby making it even more ghastly, without taking the precaution of blurring the images or showing them from long shots. It has further highlighted that the manner of reporting such incidents is distasteful and distressing for the audience.

The advisory has highlighted the impact such reporting has on various audience. It has stated that such reports can also have an adverse psychological impact on the children. There is also a crucial issue of invasion of privacy which could be potentially maligning and defamatory, the advisory has underlined. Television, being a platform usually watched by families in households with people from all cohorts – old aged, middle aged, small children, etc., and with various socio-economic backgrounds, place certain sense of responsibility and discipline among the broadcasters, which have been enshrined in the Programme Code and the Advertising Code.

The Ministry has observed that in most cases the videos are being taken from social media and broadcast without editorial discretion and modifications to ensure compliance and consistency with the Programme Code.

A list of examples of such recently broadcast content is as below:

1.         30.12.2022 showing the distressing images and videos of a cricketer injured in an accident, without blurring.

2.         28.08.2022 showing disturbing footage of a man dragging the dead body of a victim and also focusing on the face of the victim with blood splattered around.

3.         06-07-2022 about a distressing incident in which a teacher can be seen brutally thrashing a 5-year-old boy until he lost consciousness in a coaching classroom in Patna, Bihar. The clip          was played without muting it in which painful cries of the child begging for mercy can be heard and was shown for over 09 minutes.

4.         04-06-2022 showing the distressing gory images of the dead body of a Punjabi singer without blurring.

5.         25-05-2022 showing a disturbing incident of a man brutally beating two minor boys with a stick in Chirang district of Assam. In the video, the man can be seen mercilessly beating boys with sticks.  The clip was played without blurring or muting in which the boys’ painful cries are clearly heard.

6.         16-05-2022 where a woman advocate was brutally assaulted by her neighbor in Bagalkot district of Karnataka, showing continuously without edits.

7.         04-05-2022 showing a man hacking his own sister to death in Rajapalayam, Virudhunagar district of Tamil Nadu.

8.         01-05-2022 about a man being hung upside down from a tree and brutally thrashed with sticks by five people in Bilaspur district of Chhattisgarh. 

9.         12-04-2022 about an accident in which distressing visuals of five dead bodies are continuously shown without blurring.

10.       11-04-2022 about an incident where a man can be seen brutally attacking his 84-year-old mother in Kollam, Kerala, dragging his mother through the yard beating and thrashing her mercilessly shown continuously without blurring for approximately 12 minutes.

11.       07-04-2022 about a highly disturbing video of an old man setting his son ablaze in Bengaluru. The unedited footage of the old man lighting a matchstick & throwing it on his son upon which he was engulfed in flames was telecast repeatedly.

12.       22-03-2022 about a video of a 14-year-old minor boy being beaten in Morigaon district of Assam, carried without blurring or muting in which the boy can be heard crying and pleading while being beaten mercilessly.

Raising concern over such broadcast and in view of larger public interest involved and having regard to the nature of audience of television channels including elderly, women and children, the Ministry has strongly advised all private television channels to attune their systems and practices of reporting incidents of crime, accidents and violence, including death in conformity with the Programme Code.

Out of these deposits, up to Rs 50 lakh in a year or 10 percent of the deposits, whichever is higher, can be released by the Deputy Commissioner, for any required developmental works to be executed in the villages. “If more than this amount is to be released from these deposits, then the Deputy Commissioner will refer the matter to the State Government,” informed Khattar. The Chief Minister informed that if any PRI falls short of the amount in executing their development works, then the additional amount of Rs 25 lakh given by the State Government will be directly released to the PRIs. However, Rural Development Department will get all the works done above Rs. 25 lakh, informed Khattar. The Chief Minister said that the administrative approval for the work ranging from Rs 25 lakh to Rs 1 crore will be given by the Director, Rural Development Department, and technical approval will be given by XEN. Meanwhile, administrative approval for work ranging from Rs 1 crore to Rs 2.5 crore will be given by the Administrative Secretary of concerned department, while the technical approval for all such works ranging of the same amount will be given by the superintending Engineer. The Chief Minister further informed that administrative approval for the development work ranging from Rs 2.5 to Rs. 10 crore will be given by the concerned Minister, while the technical approval will be accorded by the Chief Engineer. He said that administrative approval for the works above Rs 10 crore will be sent to the Chief Minister for final approval, while the technical approval will be given by the Chief Engineer. The Chief Minister informed that with this new system, the execution of development works will be done at a faster pace.Khattar said that the government allocates 7 percent of its revenue to PRIs and Municipal Bodies for development works according to the population size of villages and cities. However, 2 percent is kept in reserve so that additional funds can be provided to financially weak Panchayati Raj institutions and municipal bodies. Additional Principal Secretary to Chief Minister and Director General, Information, Public Relations and Languages Department, Dr Amit Agarwal, Additional Director, Information, Public Relations and Languages Department Vivek Kalia were also present on the occasion.
