Vigilance Bureau registers case against former Sarpanch, Panchayat Secretary for embezzlement in Panchayat funds, Sarpanch arrested

The Punjab Vigilance Bureau, during its campaign against corruption in the state, registered a case against the former Sarpanch Satnam Singh and Panchayat Secretary Sukhdev Singh for embezzlement in the funds of Gram Panchayat Sathiali, Block Kahnuwan, Gurdaspur district and arrested the former Sarpanch in this case. Meanwhile, in a separate case, the Vigilance has arrested Baljinder Kumar Kanango, tehsil Khamano and a private person Satpal Singh Satta, resident of village Bhaini Kalan, Fatehgarh Sahib district, on the charge of taking bribe.Disclosing his here today, the spokesperson of the Vigilance Bureau (VB) said during the investigation conducted by the Bureau, it was found that the duo, former Sarpanch and Panchayat Secretary, has embezzled Rs. 20,08,602 out of the amount of grants and panchayat funds received from the government from the year 2013 to 2018 for the development works of Gram Panchayat Sathyali.He informed that in the said case, the VB has registered a case FIR 18, dated 21.09.2022, against above mentioned accused former Sarpanch and Panchayat Secretary under Section 409, 120-B IPC and under Section 13(1)(a) and 13(2) of the Prevention of Corruption Act at the Police Station Vigilance Bureau, Amritsar. Further investigation of the said case was under progress.The spokesperson further informed that in a separate case, the complainant Jarnail Singh had filed an online complaint on the VB toll free helpline and alleged that above mentioned Baljinder Kumar Kanungo through Satpal Singh Satta, a private middleman retained by Kanungo, has demanded bribe of Rs 10,000 for demarcation of land purchased at village Bilaspur in Fatehgarh Sahib district. He also alleged in his complaint that the said Kanungo has already taken Rs.3000 as bribe from him and is now demanding more bribe of Rs.10,000 through his agent Satpal Singh.He said that after the investigation of the said complaint by the VB, a corruption case has been registered against both the accused under section 7 and 7A of the Prevention of Corruption Act at Police Station Vigilance Bureau at Patiala and the duo accused have been arrested. Further investigation in this regard was under progress.

Vigilance Bureau registers case against Constable for taking bribe Rs. 2 lakh

The Punjab Vigilance Bureau during its anti-corruption campaign on Wednesday, has registered a corruption case against Constable Inderjit Singh, (No 237/Ferozepur), posted in special branch, SSP office, Ferozepur for accepting bribe of Rs 2 lakh and further demanding Rs 5 lakh.

Giving this information here today, a spokesperson of the Vigilance Bureau (VB) said the accused Constable Inderjit Singh has been booked under section 7 of the Prevention of Corruption Act after the investigation report prepared on the basis of a complaint lodged by a complainant Janak Raj of village Panje Ki Uttar, Ferozepur district on State Anti-Corruption Helpline. In this regard a FIR has been registered at VB Police Station Ferozpur.

Revealing the details, he informed that the complainant has alleged in his online complaint that the above mentioned Constable was demanding bribe and threatening him to book in a false case for storing liquor made for Chandigarh. The complainant has submitted that the accused Constable has already taken Rs 2 lakh in this regard and demanding Rs 5 lakh more as a bribe thereby he recorded the conversation on his phone.

PUNJAB RELEASES Rs 646 CRORE FOR MAJOR SCHEMES: CHEEMA

Punjab Finance, Planning, Excise and Taxation Minister Advocate Harpal Singh Cheema said on Wednesday that the Finance Department has released a funds amounting to Rs. 646 Crore for major schemes.

Revealing this in a statement issued here, Harpal Singh Cheema said that now there was no pendency under any Centrally Sponsored Scheme (CSS) or its respective state’s share with the Treasury after the release of Rs. 345 crore today to this effect. He also directed the concerned departments to utilize these funds in a time bound manner rather than waiting for the end of the financial year. He said that any lapse of funds due to non-utilisation shall be viewed serious by the Department of Finance.

Giving details of the funds released for the various other schemes, Cheema said that the Finance Department has released Rs 240 crore under Major Works head. He further added that the Department has also released Rs 36 crore to Milkfed and Rs 25 crore to Health and Family Welfare Department for Sarbat Sehat Bima Yojana. Reiterating the commitment of Chief Minister Bhagwant Mann led Punjab Government to ensure overall development of the State, Cheema said that the Finance department has been putting in every effort to improve the fiscal health of the state besides ensuring the judicious utilization of the available resources.

Hafed starts exploring business opportunities in other countries to expand export business

Haryana Government’s Apex Cooperative Federation, Hafed, has started exploring business opportunities in other countries to expand the export business.

Managing Director, Hafed Sh. A. Sreenivas, informed that HAFED has started diversifying its activities to exports. In this series, Hafed has received an order for export of 20,000 metric tonnes of rice, valued at 21.95 million USD, to Saudi Arabia. HAFED has successfully delivered its first consignment of 2,500 MT of Basmati rice on September 10, 2022, the remaining quantity is likely to be dispatched in the last week of September 2022. He informed that for the purpose of export of rice, HAFED procured over 20,000 MT different variants of Basmati Rice from the farmers of Haryana at market rate.

The Managing Director informed that HAFED has also emphasized on infrastructure augmentation and has taken up several projects. He informed that HAFED has started expansion and modernization of existing processing units and also focusing on setting up of new plants. Chairman HAFED, Sh. Kailash Bhagat, appreciated the efforts made by the officers & officials of HAFED for successful shipment of rice export to Saudi Arabia.

Haryana working on Mission mode for ensuring the successful implementation of PMMSY

When Veerpal Kaur, a resident of Mithri village in Sirsa district decided to try her luck in shrimp production, not many supported the decision, but today she not only has paved the way for other women like her to choose this business but has also set an example how the saline water which is considered a curse for agriculture can prove a boon. Like Veerpal Kaur, a beneficiary of Pradhan Mantri Matsya Sampada Yojana (PMMSY), six other women of the same village have also started the business of white shrimp production in an area of about 18 acres including 30 ponds.

The women of the Sirsa district believe that this new-age farming has certainly changed the fortune of farmers in the region.   Notably, under the PMMSY 60 percent subsidy is given to the women belonging to scheduled caste, and tribe beneficiaries, while 40 percent is given to the general category. 

The commitment of Sh. Manohar Lal towards promoting the production of shrimp in saline land and waterlogged areas in the state can be seen from the fact that he had recently announced to give advance subsidy to the beneficiaries of the PMMSY if there is any delay in the subsidy coming from the Central Government.

After the Green Revolution, Haryana swiftly moving towards the Blue Revolution

Once known for its significant contribution to the Green Revolution, Haryana under the dynamic leadership of the Chief Minister is now working on a mission mode to swiftly move towards the Blue Revolution. 

It was on May 2020, when Prime Minister Sh. Narendra Modi announced the PMMSY as he stressed upon the need to bring the Blue Revolution to the country through sustainable and responsible development of the fisheries sector in India.

The State has started making Blue Revolution a success story by promoting it at the grassroot level with the formation of a cluster demonstration farm of shrimp farming and organizing workshops for progressive shrimp farmers of the Sirsa district.

Like every time, this time also Sh. Manohar Lal immediately started to realize Prime Minister’s vision by promoting the shrimp fisheries business in Sirsa district having immense potential for the development of fisheries.

Under the Rashtriya Krishi Vikas Yojana (RKVY), white shrimp farming was started in Haryana on an area of 70 acres in the year 2014-15.  After its success, this farming was implemented in Karnal, Sonipat, Faridabad, Gurugram, Mewat, Palwal, Rohtak, Jind, Bhiwani, Hisar, Sirsa, Rewari, Jhajjar, Fatehabad and Charkhi Dadri districts.

Meanwhile, during 2021-22, a record production of 2900 metric tonnes of shrimp was done on 1250 acres.  Along with this, the Fisheries Department has aimed to double its target during the year 2022-23, and to achieve the same department has geared up to promote shrimp production business in saline water areas and fisheries in other freshwater areas.

With the implementation of such farmer-friendly schemes, farmers are now more inclined toward doing this business.

In the year 2014, one lakh metric tonnes of fish were produced in Haryana in a total farming area of 43000 acres and this year the target has been increased to 54000 acres. Besides this, the State Government has also set a target of increasing production to 2.10 lakh metric tonnes.

Fish farming ensures more income for the farmers

Apart from being an agrarian state, Haryana, which has contributed significantly to the country’s economy through industrial development, will now ensure its significant contribution through fisheries. 

With the beginning of the Blue Revolution, Haryana started achieving new heights. Production is done twice a year from the fisheries business. Within 125 to 150 days shrimps and other varieties are ready to bring to the market

About 6 tonnes of lobster is produced in one hectare and its market price is more than Rs 380 per kg.  Biofloc shrimp farming is also done using 7 Plastic Drums.  About 600 kg of shrimp are produced in a tank, thus 4200 kg of shrimp is produced, which has a market cost of Rs. 130 per kg. 

Similarly, the price of fish produced in freshwater is Rs 110 per kg.  In a year, a profit of about Rs 13.60 lakh per hectare is earned from shrimp farming, while a profit of Rs 5 lakh is earned from Biofloc shrimp farming technique and Rs 6 lakh per hectare is earned from the fish production in freshwater.

Just like Kisan Credit, fish farmers also to get credit cards

Like the Kisan Credit Card, the government is also providing the facility of credit cards to fish farmers. Similarly, the government is also holding discussions with banks and insurance companies for providing insurance facilities for fisheries as well.

Chief Secretary asks officers to expedite work to give fillip to development in districts selected under ADP

On the directions of the Punjab Chief Minister Bhagwant Mann to ensure holistic development of the state, the Punjab Chief Secretary Vijay Kumar Janjua today directed the officers to give fillip to  development of Aspirational Districts viz Ferozepur & Moga.

Chairing a meeting to review the development of Aspirational Districts viz Ferozepur & Moga, the Chief Secretary said that the work must be accomplished in a time bound and result oriented manner. He said that Aspirational District Programme(ADP) was launched in January, 2018 with aim of expeditiously improving the socio-economic status of 112 Districts from across 28 States in India. He said that two districts of Punjab viz. Moga and Ferozepur have been selected under this ambitious project.

The Chief Secretary said that these Districts were identified on the basis of composite index, comprising challenges faced by them in terms of poverty, poor health and nutrition, education status and deficient infrastructure.  He said that ADP focuses on five themes- Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development and Basic Infrastructure. He said that a sum of Rs.18 Cr and Rs.9 Cr for various projects has been released as Reward Money for Ferozepur and Moga District respectively for securing good rank in overall category/different themes.

Chief Secretary directed the Deputy Commissioner Ferozepur and Moga to complete the projects at the earliest and within the stipulated time period. He further directed to integrate the funds received under District Mineral Foundation with allocation made to the Aspirational Districts to give impetus to the Aspirational Districts Programme. He also directed both the Deputy Commissioners to ensure completion of all projects well before the deadline

JE, Accountant held taking bribes

Haryana State Vigilance Bureau has arrested a Junior Engineer of Uttar Haryana Bijli Vitran Nigam (UHBVN) and an Accountant of Haryana Police Housing Corporation, red-handed while accepting bribes worth Rs 1500 and Rs 500 respectively. Both officials have been booked under the Prevention of Corruption Act.

  Sharing the information here today, the spokesperson of the Bureau said that in the first case the UHBVN Junior Engineer Dinesh posted in Pundari, district Kaithal was arrested red-handed with Rs 1500 bribe. The accused was demanding illegal gratification in lieu of installing the transform on the complainant’s agricultural land.

In another case, Accountant Krishan Kumar of Haryana Police Housing Corporation has been caught red-handed taking Rs 500 bribe from complainant, a resident of Ambala City. The accused was demanding illegal gratification in lieu of passing bills of the complainant’s firm.       

  Cases under the Prevention of Corruption Act had been registered against them in Bureau’s Ambala police station and further investigation is underway.

Over 14 lakh children immunised during three-day Pulse Polio drive: Chetan Singh Jauramajra

          In order to maintain the polio-free status of Punjab, the Punjab Health Department under the visionary leadership of Chief Minister Bhagwant Mann, in its three-day Pulse Polio drive has immunised 14,24,142 children under the Sub National Immunisation Day (SNID) drive, revealed Health and Family Welfare Minister Chetan Singh Jauramajra.

          This door to door drive was carried out in 12 districts of Punjab to ensure that every child less than five years of age was administered polio drops, said Chetan Singh Jauramajra while adding that Health department teams paid special attention to vulnerable areas such as brick kilns, railway stations, bus terminals, construction sites and slums.

          Appreciating the tireless efforts of the volunteers, the Health and Family Welfare Minister stated that the state health department had deployed 11,865 polio vaccination teams and they all made commendable efforts for the success of this drive. The teams during the door-to-door activity ensured that every child is administered polio drops. The Health department Punjab and World Health Organisation had deployed internal supervisors and external monitors for multi-level monitoring at various levels.

          Health department had a target of 14,83,072 and this drive has been able to achieve 96.03 per cent of its set target and health officials have been instructed to immunise the remaining children by visiting the houses. The house-to-house mop-up rounds will continue for up to five days to identify and vaccinate children who missed getting vaccinated during the drive. This drive was supported by technical partners and volunteers from WHO, Rotary and other civil society organizations.

          It is worth mentioning that the district wise performance with regard to coverage of children is as follows, SBS Nagar 100 %, Fazilka 99.58 %, Tarn Taran 99.40 %, Shri Muktsar Sahib 98.74 %, Bathinda 97.53 %, Pathankot 96.82 %, Moga 95.47 %, Amritsar 94.41 %, Faridkot 94.14 %, Shri Fatehgarh sahib 94.06, Patiala 92.66%, and Mansa 92.63 %.
