FOUR TOP CABINET MINISTERS PUT THEIR HEADS TOGETHER TO TACKLE STUBBLE BURNING

Four top cabinet ministers of the Bhagwant Mann government on Monday got together with experts to formulate a joint strategy to deal with stubble burning and safeguard the environment.

          The four ministers, agriculture Minister Kuldeep Singh Dhaliwal, Higher Education and Environment Minister Gurmeet Singh Meet Hayer, New and Renewable Energy Minister Aman Arora and School Education Minister Harjot Bains chalked out a comprehensive plan which shall begin from September 27 with  a Mega Awareness Campaign to make farmers aware of the ill effects of paddy stubble burning and its management. 

          Under the first phase of this campaign, the youth of universities and colleges will be enrolled and they will be trained by experts about the harmful effects of stubble burning and absorption of stubble into the soil. After Punjabi University, special training programs will be conducted at Punjab Agricultural University, Ludhiana on September 28 and Guru Nanak Dev University, Amritsar on September 29. Later, these youths will visit the villages across the state to make people aware against this deleterious activity.

          Kuldeep Singh Dhaliwal further said that a 15 days deadline has been extended for farmers to apply for subsidy on the Happy Seeder so that maximum number of farmers can plant wheat without burning the stubble by taking Happy Seeder under this scheme. Happy Seeder machines have been provided to the agriculture block development officers for the use of marginal farmers at free of cost. ‘In order to absorb the stubble in the soil without burning, the Agriculture Department will also spray 5000 acres of D-decomposer solution as a pilot project as an experiment’ said Dhaliwal.

          Higher Education and Environment Minister Meet Hayer during the press conference said that such eco-friendly industries will be encouraged by the Punjab government which uses paddy straw as fuel. He said that the Farmers also get assistance of Rs 3000 per acre through the scheme. Along with this, the government is working on a module to make it mandatory for the brick kilns to use some percentage of paddy straw as fuel and this will also be implemented in other industries also.

          Additional Chief Secretary to Chief Minister A. Venu Prasad and Additional Chief Secretary Agriculture Sarvjit Singh discussed various crucial issues meticulously pertaining to this matter with the concerned officials of the state government.

          After this meeting, Agriculture Minister Kuldeep Singh Dhaliwal and Higher Education Minister Gurmeet Singh Meet Hayer said that the concrete steps have been taken by the Punjab government to prevent the menace of stubble burning. Kuldeep Singh Dhaliwal said that a massive awareness campaign is going to be launched from Punjabi University Patiala to sensitse the farmers not to burn stubble.

          Earlier, during the meeting, all the ministers including New and Renewable Energy Minister Aman Arora and School Education Minister Harjot Bains stressed that joint efforts are needed to provide a clean environment to the over 3.5 crore people of Punjab and the future generations. The Ministerial Group emphasized the need to find urgent initiatives to conserve stubble besides encouraging the use of stubble as fuel and preparation of stubble as compost without burning.

          In the meeting, Dr. Sukhpal Singh Chairman of the Farmer Commission, Prof. Adarsh Paul Punjab Pollution Control Board Chairman Vig and Karunesh Garg Member Secretary Engineer, Dr. SS Gosal Vice Chancellor Punjab Agriculture University Ludhiana, Dr. Arvind Vice Chancellor of Punjabi University Patiala and Jaspal Singh Sandhu Vice Chancellor of Guru Nanak Dev University Amritsar, Arpit Shukla ADGP and Gurvinder Singh Director Agriculture suggested vital ideas for handling paddy straw without burning and using it as fuel.

PAU TO CONDUCT FEASIBILITY STUDY ON USING FERMENTED ORGANIC MANURE FOR AGRICULTURE

Punjab Agricultural University, Ludhiana will conduct a feasibility study on Fermented Organic Manure (FOM) for its utilization in Agriculture and Horticulture. This was decided in a high-level meeting chaired by New and Renewable Energy Sources Minister Mr. Aman Arora, Science Technology & Environment Minister Mr. Gurmeet Singh Meet Hayer and Agriculture Minister Mr. Kuldeep Singh Dhaliwal at Punjab Bhawan here on Monday.

Discussing ways and means to utilize FOM, the Ministers asked the 21-member Task Force, constituted to discuss and create an enabling mechanism for off-take of FOM, to work on every possibility of using it to come up with a permanent solution to stubble management.

Promising positive outcomes, PAU Vice Chancellor Dr. Satbir Singh Gosal apprised the Ministers that experts from university have already initiated research on FOM as an agro input and its impact on plant growth and soil health. He said that PAU would share an interim report regarding pros & cons of using FOM in agriculture by April next year after studying two crops.  

Meanwhile, Mr. Aman Arora said that Compressed Biogas (CBG) plants are the best possible solution to check stubble burning in a scientific way and also stressed on creating an enabling mechanism for off-take of FOM generated from CBG plants.

Notably, as many as 20 million ton paddy straw was being produced every year. To meet this challenge, a CBG plant of 33.23 ton per day capacity has been commissioned in Sangrur and 42 more with a total capacity of 492.58 tons per day have also been allocated by PEDA. On commissioning, these projects are expected to produce at least 10 lakh ton FOM annually.

Prominent among those who were present in the meeting include Additional Chief Secretary New & Renewable Energy Sources Mr. A Venu Prasad, Chief Executive PEDA Mr. Sumeet Jarangal and other senior officials of the state government and CBG plant investors.

MORE THAN 7 LAKH MIGRANT CHILDREN IMMUNIZED ON FIRST DAY OF POLIO ROUND

As the sub-national immunization round of pulse polio drive is underway in 12 districts of Punjab, on the first day of the campaign 701675 migrant children were immunized in Punjab which translates to achievement of approximately 47 % of the targeted children.

          Giving details, regarding the smooth conduct of this campaign, Punjab Health and Family Welfare Minister Chetan Singh Jouramajra said that as per the directions of the Chief Minister Bhagwant Mann this campaign will immunize 100 percent of the targeted children. He further stated that in this campaign all 0-5 children will be covered with a special focus on migrant children. As Punjab has a sizable migrant population and most of their children are not able to take advantage of the routine immunization sessions, which makes them vulnerable to various diseases. To safeguard these children this special Pulse Polio campaign is being organized from 18-20 September 2022, he added.

          While giving details about the first day’s coverage Mr. Jouramajra stated that District wise performance has been satisfactory. Achievement of various districts on first day has been as follows- Pathankot 70.43 %,Tarantaran 58.17%, SBS Nagar 54.02%, Patiala 49.93%, Amritsar 47.12%,Fatehgarh Sahib 43.41%, Mansa 42.83%, Fazilka 42.61%, Moga 42.30%,Bathinda 41.97%, Muktsar Sahib 38.77% and Faridkot 37.53%.

          The Minister further said that on the first day of the campaign, polio booths were set up to administer polio drops to the children and now the teams of the Punjab Health Department will visit house to house to cover the remaining children.

          Mr. Jouramajra made an appeal to the parents of the children that they should get their children of up to 5 years of age immunized against polio in this campaign and make the future of their children as well as the nation safe from Polio.

          The Minister also lauded the efforts of the Health department and other departments involved in making this campaign a success.

DECISIVE WAR AGAINST DRUGS: 392 DRUG SMUGGLERS/SUPPLIERS HELD WITH 5.56 KG HEROINS, 21.52KG OPIUM, 5KG GANJA, Rs 8.92 LAKH DRUG MONEY IN A WEEK

As part of the ongoing decisive war against drugs launched on the directions of Chief Minister Bhagwant Mann, Punjab Police have arrested 392 drug smugglers/suppliers after registering 294 first information reports (FIRs), including 33 commercial, under the Narcotic Drugs and Psychotropic Substances (NDPS) act across the state in the last one week.          Inspector General of Police (IGP) Headquarters Sukhchain Singh Gill, while addressing his weekly press conference here on Monday said that the Police have also recovered 5.56Kg Heroin, 21.52Kg opium, 5Kg Ganja, 6.26 quintals of poppy husk, and 93261 tablets/capsules/injections/vials of Pharma opioids besides recovering Rs 8.92 lakh drug money after carrying out cordon and search operations in drug-affected areas beside laying nakas at vulnerable routes across the state.          He said that with 25 more Proclaimed Offenders (POs)/Absconders in NDPS cases arrested this week, the total number of arrests reached 305 since the special drive to arrest POs/absconders was started on July 5, 2022.          Pertinently, Director General of  Police  (DGP), Punjab Gaurav Yadav had given strict instructions to all the CPs/SSPs to investigate backward and forward linkages minutely in each and every case, especially related to drug recoveries, even if they recover the meager amount of drugs.          Meanwhile, on the direction of Chief Minister Punjab Bhagwant Mann to make Punjab a drug-free state, extensive anti-drug drives have been launched by the Punjab Police to combat the menace of drugs from the border State. The DGP has also strictly ordered all the CPs/SSPs to identify all hotspots where drugs are prevalent and all top drug smugglers in their jurisdictions. He also directed the Police chiefs to effectively forfeit the property of all the arrested drug smugglers so that their ill-gotten money could be recovered.

DGP PUNJAB APPEALS TO STUDENTS, PARENTS, AND COMMUNITY TO MAINTAIN CALM AND PEACE

          On directions of Chief Minister Punjab Bhagwant Mann, Director General of Police (DGP) Punjab Gaurav Yadav on Monday constituted a three-member all-woman Special Investigation Team (SIT) under the overall supervision of ADGP Community Affairs Division and Women Affairs Gurpreet Kaur Deo, to ensure the effective and speedy investigation into Chandigarh University case.

          The SIT comprises SP Counter Intelligence Ludhiana Rupinder Kaur Bhatti as the Incharge, while, two members include DSP Kharar-1 Rupinder Kaur and DSP AGTF Deepika Singh. The SIT will function under the supervision of DIG Rupnagar Range Gurpreet Singh Bhullar and SSP SAS Nagar Vivek Sheel Soni, and can co-opt any other member, based on functional requirements.

          The development came a day after Punjab Chief Minister Bhagwant Mann ordered a high-level probe into the matter.

          Terming the incident at Chandigarh University as unfortunate, DGP Gaurav Yadav apprised that the investigations are going on at full pace and the Police on Sunday late evening made three arrests including that of the student and two others from Himachal Pradesh after seizing certain electronic devices from their possession. He also expressed gratitude to the DGP Himachal Pradesh and Himachal Pradesh Police for extending all cooperation to the Punjab Police.

          “The SIT will go to the bottom of this matter and whoever is found involved in this case will not be spared,” he assured.

          While appealing to students, parents, and the community at large to maintain calm and peace, the DGP assured them to protect the privacy and dignity of all the individuals concerned. He also urged the people to rely only on authentic channels for information and not get swayed away by the rumors being spread on various social media platforms, which are sometimes unverified.

PUNJAB GOVERNMENT CALLS FOR APPLICATIONS FOR STENOGRAPHY AND COMPUTER TRAINING FOR SC GRADUATE YOUTH: DR. BALJIT KAUR

          The government of Punjab Chief Minister Bhagwant Maan is making continuous efforts for the development of Scheduled Castes. Under the same series, applications are invited for admission for the session 2022-23 to provide Punjabi and English Stenography and one year free training of Basic Computer Course and  to eligible Graduate (BA pass) youths belonging to Scheduled Castes resident of Punjab State.

          Divulging the details, Minister for Social Justice, Empowerment and Minorities, Dr. Baljit Kaur said that the applicant should belong to the Scheduled Caste and be a resident of the state of Punjab, the age of the applicant should not be more than 30 years on 30 September 2022. For admission, the annual income of Scheduled Caste families should not exceed Rs.2.50 lakh per annum. Income certificate should be issued from competent authority. Only unemployed candidates belonging to Scheduled Caste whose minimum educational qualification will be graduation can avail the benefit of this scheme.

          The Cabinet Minister informed that the complete application from the applicant along with attested copies of certificates related to qualifications should reach the concerned office till 30 September 2022, incomplete and application received after the specified date will not be considered.

          She said that eligible Graduates belonging to the Scheduled Castes who are interested in doing Punjabi, English Stenography and Computer courses can apply.           She said that no separate notification will be sent to the candidates for the written test/interview. Selection of candidates for training will be done by the selection committee. Selected candidates will be given a stipend of Rs.1500/- per month as per rules.

PUNJAB CHIEF SECRETARY ASKS RBI TO PREPARE AND SHARE WHITE LIST OF LEGAL APPS OFFERING LOANS

            Punjab Chief Secretary Vijay Kumar Janjua has chaired the 18th meeting of the State Level Coordination Committee (SLCC) on Non-Banking Financial Companies (NBFCs) and Unincorporated Bodies (UIBs). The meeting was convened by MK Mall, Regional Director, Reserve Bank of India (RBI) Chandigarh.

            During the meeting, regulatory and policy initiatives taken by RBI, awareness programmes on protection of interest of investors/depositors and similar other issues were discussed. The Chief Secretary impressed upon greater usage of the banning of unregulated deposit schemes act, 2019 by giving wide publicity so that all the citizens in Punjab be made aware about said act and instructed the law enforcement agencies to comply with the provisions of this act as it is a comprehensive mechanism to curb the unregulated deposit schemes to protect the interest of depositors. 

            Further, while discussing recommendations of the working group on digital lending, Chief Secretary expressed concern on increasing instances of illegal loan apps offering loans to vulnerable group of people. On this issue, Regional Director, RBI apprised about the meeting held under the Chairpersonship of Union Minister for Finance & Corporate Affairs wherein RBI has been asked to prepare a “Whitelist” of all the legal Apps and MeitY will ensure that only these “Whitelist” Apps are hosted on app stores. The Chief Secretary asked RBI to prepare and share Whitelist of such legal Apps at the earliest, so that the same may also be given wide coverage in order to protect the general public from falling prey to any illegal loan apps.

            Regional Director, RBI emphasised on the need for better co-ordination between the regulators and law enforcement agencies to prevent unscrupulous entities from duping the general public of their hard-earned money. He also apprised the forum about the usefulness of the ‘Sachet portal’ of RBI which facilitates lodging of complaints by general public as also the sharing of any relevant information by members of public and is intended to help in addressing the problem of unauthorised collection of deposits more effectively.

            Garima Singh, Secretary Finance & Director Institutional Finance and Banking, Punjab, Sarabjit Singh, Additional Inspector General of Police and senior officers from RBI, SEBI, ROC, ICAI etc. also participated in the meeting.

MAJOR RELIEF TO EMPLOYEES AS CM ANNOUNCES THAT PUNJAB GOVERNMENT IS MULLING TO REVERT TO OLD PENSION SCHEME

 In a major relief to the Lakhs of employees of the state government, Punjab Chief Minister Bhagwant Mann on Monday announced that the state government is considering to revert to the Old Pension Scheme (OPS). Divulging more details, the Chief Minister said that he has asked the Chief Secretary of the state to explore the feasibility and modalities of implementation of the scheme that is likely to give major relief to the employees of the state. Reiterating the firm commitment of his government to ensure well being of the employees, Bhagwant Mann said that no stone will be left unturned for this noble cause.  He said that employees are the backbone of the government and every effort will be made to ensure their welfare. The Chief Minister said that his government had already taken several path breaking pro-employees initiatives in last few months. He said that his government has introduced policy for the regularisation of the contractual employees in the state. Likewise, Bhagwant Mann said that his government has also embarked a major recruitment drive in government so that youth can get jobs on one hand and performance of departments can be optimised by overcoming shortage of staff on the other. Pertinently, the Old Pension Scheme for employees was discontinued in year 2004 and ever since then the employees are being given New Pension Scheme.  However the employees have been since long demanding the restoration of Old Pension Scheme.

PUNJAB GOVERNMENT TO CONVENE SPECIAL SESSION OF PUNJAB VIDHAN SABHA ON SEPTEMBER 22 (THURSDAY)

The Punjab government led by Chief Minister Bhagwant Mann has decided to convene a special session of state assembly on September 22 (Thursday) for seeking confidence of the people of state.“The people of state had given thumping majority to our government but some forces inimical to democratic values are trying to lure our MLAs with money. So we have decided to seek confidence from people of state in this special session”, said the Chief Minister.The Chief Minister unequivocally said that MLAs of AAP are non purchasable as they are committed to the ideology of the party. He said that nefarious attempts to destabilise government had failed in Punjab too as the party MLAs are loyal to the people of the state. Bhagwant Mann said that this special session will clear the myst regarding conspiracy to topple democratically elected governments in Punjab.The Chief Minister said that fraudulent practice of horse trading has crashed in Punjab as the MLAs have foiled the nefarious attempts to destabilise their government. Bhagwant Mann said that all the parties had tried to lure the voters with money during the state assembly polls but people stood with AAP and elected these MLAs. He said that now these MLAs will repose their confidence in progress of Punjab and prosperity of its people.The Chief Minister said that these MLAs are loyal to party, people and state adding that they will never sell their conscience for a few pennies. He asked the anti-Punjab forces to stop daydreaming about toppling the elected government in Punjab as Punjabis will never forgive them for this sin. Bhagwant Mann said that all MLAs of AAP will make strenuous efforts to restore the pristine glory of the state.
