Haryana Chief Minister, Sh. Nayab Singh Saini on Friday attended a programme in Bahadurgarh on the occasion of Savitribai Phule Jayanti. Paying homage to Savitribai Phule, he said that Savitribai Phule was not only India’s first woman teacher but also a symbol of independence and a pioneer of women’s rights. During the programme, the Chief Minister announced that Savitribai Phule’s birth anniversary will be celebrated officially by the government.

Sh. Nayab Singh Saini also announced that the state government will expedite the proposal to extend the metro line from Bahadurgarh to Asaudha. He announced Rs. 5 crore exclusively for development works in Bahadurgarh. Besides this, the construction of Chhath Puja Ghats in Wards 7 and 10 will  also be done, announced the Chief Minister.

He said that Bahadurgarh Municipal Council will be upgraded to a Municipal Corporation upon meeting the required standards. He further said that feasibility checks will be done to proceed with projects such as constructing an underpass at the railway crossing, renovating Bahadurgarh roads, developing a park on the vacant land adjacent to the old court, and establishing a vyayamshala and yogshala on the vacant land near the old bus stand. The construction of the incomplete northern bypass and the new grain market will also be accelerated, said Sh. Nayab Singh Saini.

The Chief Minister said that unauthorized colonies have been regularized by the government and basic amenities will be provided to the residents of these colonies. He assured that other such colonies will also be regularized after fulfilling the required criteria.

Savitribai Phule: A Name Synonymous with Women’s Empowerment

Praising Savitribai Phule for her exceptional work, the Chief Minister said that Savitribai Phule is not just a name but a story of women’s empowerment and girls’ education. He said that Savitribai Phule’s vision inspires Haryana’s women empowerment initiatives. The Government Women’s College in Loharu, Bhiwani, has been renamed after Mata Savitribai Phule.The government is committed to educating and empowering women and continuous efforts are being made toward this goal, said Sh. Nayab Singh Saini.

Describing Savitribai Phule as the forerunner of social revolution and a strong voice for women’s empowerment, the Chief Minister said that not only was she India’s first woman teacher, but also an independent personality and a trailblazer for women’s rights. He said that Savitribai dedicated her life to women’s education, widow remarriage, eradication of untouchability, and women’s emancipation. Despite facing numerous obstacles, she courageously established India’s first girls’ school in Pune, Maharashtra, in 1848, shared Sh. Nayab Singh Saini.

Savitribai Phule’s vision inspires Haryana’s women empowerment initiatives- CM

The Chief Minister said that inspired by Savitribai Phule’s vision, the present state government has opened colleges within a 20-kilometer radius to provide higher education. In the last 10 years, 79 government colleges have been established, including 30 exclusively for girls, he shared.

Sh. Nayab Singh Saini further shared that in February 2015, Prime Minister, Sh. Narendra Modi launched the nationwide Beti Bachao, Beti Padhao campaign from Panipat. Haryana has actively worked with NGOs to save daughters under this initiative. The state’s gender ratio has improved from 871 to 916. Haryana is now recognized as a state that empowers daughters rather than one that suppresses them, marking a true tribute to Mata Savitribai Phule, he said.

The Chief Minister said that the Haryana government has provided 50 percent  representation to women in Panchayati Raj institutions and urban local bodies. He also thanked the Prime Minister for granting 33 percent reservation to women in legislatures.

To ensure women’s safety, 33 women police stations have been established in the state. The government has set a target of creating 5 lakh Lakhpati Didis. So far, 1.46 lakh women have achieved this milestone. Under the Drone Didi Scheme,  the government aims to provide free drone pilot training to 5,000 women and drones worth Rs. 8 lakh. To date, 100 women have received training and free drones under this scheme.

Addressing the gathering, Cooperation Minister,  Dr. Arvind Sharma said that the public is aware of the conditions before 2014, however the state has made remarkable progress under the leadership of Chief Minister,  Sh. Nayab Singh Saini since 2014, across various sectors.

The Minister also paid tribute to Mata Savitribai Phule, who pioneered the movement for women’s education, and acknowledged the vital contributions of both Mata Savitribai and Jyotiba Phule in advancing women’s rights and equality.

Dr. Sharma said  that the empowerment of women today is built upon the foundation they established. He further emphasized that both Prime Minister, Sh. Narendra Modi and Chief Minister, Sh. Nayab  Singh Saini believes that empowering women is essential to strengthening not just Haryana, but the nation as a whole.

Rajya Sabha MP,  Sh. Ram Chander Jangra praised the present state government for its commitment to public service, stating that  the government, while following the ideals of Mahatma Jyotiba Phule and Savitribai Phule, has been ensuring holistic development of the state. He said that today the Chief Minister of Haryana is such a person who understands the problems of every section including the poor, laborers, farmers, small shopkeepers and ensures their quick resolution.

Sh. Ram Chander Jangra said that the Haryana government continues to serve the people by upholding the values and ideals of Mahatma Jyotiba Phule and Savitribai Phule.

MLA, Sh. Rajesh Joon, while welcoming the Chief Minister, said that Sh. Nayab Singh Saini belongs to the 36 communities and is leading the entire Haryana on the path of development. During this, the MLA also gave a memorandum to the Chief Minister, regarding the development works related to the assembly constituency.

Haryana Chief Secretary, Dr. Vivek Joshi, today issued a notification announcing the Haryana Human Resource Management System (Administration) Policy.  

          This policy aims at significantly improving the efficiency in the management of state government employees though upgraded Human Resource Management System (e-HRMS 2.0). 

          The Haryana Human Resource Management System (Administration) Policy, which takes effect immediately, is designed to enhance the management of employee placements, transfers, and postings while ensuring the optimal utilization of government resources. Additionally, the policy will maintain up-to-date employee data, facilitating quicker and more informed decision-making.

          The policy aims to systematically manage the process of creation and alteration of the posts sanctioned for any department/organization as a whole and various functional offices under that department/organization, to manage placements, transfers/postings of officials of the State Government, both regularly recruited as well as contractual employees, as required in public interest from time to time. The policy seeks to optimize the utilization of services of employees of the Government departments/organizations, ensuring the best possible public service. Additionally it aims to maintain up-to-date data in respect of different terms and conditions of services of employees of the Government, facilitating faster decision making in the overall interest of the employees.

          This policy will be applicable to all Haryana Government employees working in various departments and organizations under the Haryana Government, whether working on regular or contract basis. Human Resources Department (HRD) will be the administrative department for custody and management of the e-HRMS 2.0. HRD will oversee the development and hosting of various software modules on the portal, ensuring their smooth operations at all the times. Additionally, the HRD will also be responsible for safety and integrity of the date hosted on the e-HRMS 2.0

          e-HRMS 2.0 will serve as a single platform for managing placements, transfers/postings, and other terms and conditions of service for employees across Departments/Organizations. It may consist of multiple modules, as determined by the Government through the Human Resources Department from time to time.

          An Empowered Committee (EC) chaired by the Chief Secretary will make decisions in the interest of efficient human resource management

          An Empowered Committee (EC) will be constituted, chaired by the Chief Secretary, with the Director General/Director of the Human Resources Department serving as the Member Secretary. The Administrative Secretaries of the Finance Department and the Human Resources Department will be members of the Committee. The EC will meet as needed to make decisions regarding the functioning of e-HRMS 2.0, including additions, alterations, or modifications to modules, in the interest of efficient human resource management and the deployment of employees across various offices within a Department/Organization.

          The Human Resource Department will be responsible for ensuring that the correct and duly verified data only is hosted on e-HRMS 2.0 by different departments/organizations. The data hosted on e-HRMS 2.0 will be backed by documentary evidence, a copy of which will be maintained by the department/organization concerned as well as in the records of the Human Resource Department. No information will be hosted on e-HRMS 2.0 unless it is duly verified and supported by documentary evidence. The information regarding sanctioned posts must be supported by sanction letters issued by the Finance Department. Heads of the Departments/Organizations concerned will ensure that no unauthenticated data or information is put in the e-HRMS 2.0 portal.

Haryana Chief Minister Sh. Nayab Singh Saini has said that a special programme will be organized throughout the state on 25th January as part of the ongoing celebrations of 75 years of adoption of the Indian Constitution. The year-long celebrations had begun on November 26, which is celebrated as Constitution Day.

          While reviewing the preparations for the programme here today, Chief Secretary Dr. Vivek Joshi held a meeting with all Deputy Commissioners and Vice-Chancellors of state universities via video conferencing and directed them to organise events on the significance of the Constitution to create awareness in the society, especially among students. A special focus must be laid on highlighting the contribution made by members of the Constituent Assembly.

          The Chief Minister has desired that the Department of Information, Public Relations, Languages and Culture should publish a booklet on the events being conducted throughout the state, the Chief Secretary added.

          The Chief Secretary said the photographs and information about these events must be uploaded on the portal constitution75.com along with all other social media platforms, adding that the year-long celebrations will be done under the campaign tagline ‘Hamara Samvidhan, Hamara Swabhimaan’. He directed the Deputy Commissioners to chalk out the programme schedule for January 25 and coordinate with the respective universities for successful organisation of the event.

          During the meeting, the Deputy Commissioners and Vice-Chancellors underlined the initiatives and events being planned in their respective districts and universities to celebrate 75 years of adoption of the Constitution. Mass reading of the Preamble, wall paintings, debates, declamation contests, quizzes, guest lectures, seminars, street plays, slogan-writing and moot courts etc will be organised in schools and colleges to create awareness on the ideals of the Constitution.

          Principal Secretary to Chief Minister, Sh. Arun Kumar Gupta; Commissioner & Secretary, Information, Public Relations, Languages and Culture, Sh. Amit Kumar Agrawal; DG, Information, Public Relations, Languages and Culture, Sh. K. Makarand Pandurang; Special Secretary, Personnel, Training and Parliamentary Affairs, Sh. Haryana Chief Minister, Sh Nayab Singh Saini, while on his way from Bahadurgarh to Chandigarh, reached Gupti Dham in Ganaur, district Sonipat and took blessings of Gupti Sagar Ji Maharaj.

          While interacting with the media persons on this occasion, Chief Minister Sh Nayab Singh Saini stated that the state government is committed to advancing development projects. He added that the work on the International Horticulture Market in Ganaur is progressing rapidly and will be completed soon.

          He further mentioned that the metro project from Bawana to Kundli has been approved, and work on it has already begun. Regarding the Rapid Rail, he highlighted the heavy vehicle traffic on NH-44 and stated that the work on Rapid Metro from Delhi to Panipat will also commence soon. The Chief Minister stated that he is touring all assembly constituencies to thank the people of the state and added that he will visit Ganaur again. He also mentioned that he has instructed the officers to accelerate all development projects.

          MLA Ganaur Sh Devender Kadyan, MLA Kharkhoda Sh Pawan Kharkhoda and other dignitaries were also present on this occasion.

Chandigarh, January 3. A high-level conference was held today at the Haryana 112 Auditorium under the chairmanship of Haryana Director General of Police Shatrujeet Kapur. ASPs, DSPs, all 29 Cyber SHOs, and Cyber investigative Officers from across the state participated in this conference. Various technical aspects and best practices related to cybercrime control were discussed in detail.

While expressing his views at the conference, Director General of Police Shatrujeet Kapur said that commendable work has been done in Haryana regarding cybercrime. In August 2023, only 7% of the amount defrauded in cybercrime was held, which has now increased to 27%. The work done by Haryana Police to control cybercrime is being appreciated all over the country. Due to which, Union Home Minister Amit Shah was awarded the Best-1930 Cyber Team Award in September 2024. Today, the work done in Haryana regarding cybercrime is also being replicated by many states in india. Today, 15 nodal officers from 10 banks are working with the Haryana Police and now from next week, the nodal officers of SBI Bank will also work with the Haryana Police team. These bank officers work 24 hours with the Haryana Police team.

Mr. Kapur said that in the year 2023, Haryana Police had made about 1900 arrests, which increased to about 5156 in the year 2024. Thus, compared to the year 2023, Haryana Police made about three times more arrests in the year 2024. Similarly, in the year 2023, cyber frauds of about Rs. 602 crore were reported in Haryana, while this figure increased to Rs. 980 crore in 2024. In the year 2023, about Rs. 76 crore was saved from cybercriminals, while in 2024, about Rs. 268 crore was saved. He said that efforts should be made to arrest cybercriminals to control cybercrime and also give targets to their subordinate officers for this and fix the responsibility of negligent officers. He emphasized the arrest of cybercriminals.

Mr. Kapur said that to control cybercrime, we all will have to work under an effective action plan in one direction, only then the results will be even better. He said that cybercrime is a serious issue, to deal with which new challenges have to be faced every day. In such a situation, it is necessary that everyone is clear about their responsibilities and has no doubts about the work. He said that the purpose of the training program is to build capacity by improving our work process and work plan.

In the conference, SP Cyber Amit Dahiya explained in detail the methods adopted in digital arrest, investment scam by cybercriminals for cyber fraud and the cyber technical aspects of investigation. He gave information about the I4C coordination portal, Samanvaya portal, OSNIT tools, M Kavach mobile app, antivirus and other important aspects. In the conference, Mr. Dahiya also gave information about new RBI guidelines dated 19 November 2024 and social engineering crimes. Apart from this, information was also given on digital arrest, investment fraud, cryptocurrency fraud, international fraud calls, NCRP and coordination portal, establishing coordination with bank nodal officers, and many other subjects.

Additional Director General of Police Cyber, Mamta Singh, Additional Director General of Police ERS, Hardeep Doon and many other officers were present in the conference.
