Haryana: Process starts for successful migration of CCTNS infrastructure into MeghRaj Cloud

In Haryana, the process of migration of the Crime and Criminal Tracking Network and Systems (CCTNS) data to MeghRaj Cloud based data centre has been successfully started. This will prove to be an important milestone in the efforts to modernize the law enforcement infrastructure of the State. This will also reduce costs and enable easier access.Sh. OP Singh, Director, Haryana State Crime Records Bureau informed that CCTNS is an online platform that brings together various parts of the criminal justice system on a single portal for information sharing, data analysis and crime prevention. MeghRaj Cloud provides a scalable and flexible infrastructure that can handle the growing volume of data and users over CCTNS, ensuring smooth operations even during peak periods. With the help of cloud-based architecture, accessible information will be easily and quickly available on a single platform.Enhances data security, easy availability of important informationGiving further details, a police spokesperson informed that one of the advantages of migration to the MeghRaj Cloud is better data security. MeghRaj Cloud provides state-of-the-art security measures including data encryption, multi-factor authentication and regular security audits, ensuring the confidentiality, integrity and availability of critical information relating to criminal records, investigations and prosecutions. The scalability and flexibility of MeghRaj Cloud also enable efficient operations of the users. In addition, this cloud-based architecture allows easy integration with the use of other applications, thereby facilitating mutual data exchange and functioning between different law enforcement agencies.He said that the decision migration of CCTNS infra into MeghRaj will also bring down the cost. The use of MeghRaj Cloud eliminates the need for investment in hardware, software and maintenance, resulting in cost savings for the State Government. The cloud’s pay-as-you-go pricing model allows for lower cost management and resource utilization, resulting in long-term cost savings. A contract has been signed with a Pune-based company for this project. The computing resources of MeghRaj Cloud and the best system performance of the data center ensure easy availability of CCTNS. This enables the State Police to access vital information in real-time, leading to a quicker response to crimes.The spokesperson informed that MeghRaj Cloud provides a disaster recovery mechanism, thereby ensuring availability of data even in case of unforeseen incidents. This facility helps in quick recovery from any disruption and ensures uninterrupted services to the citizens. It is known that options are available for common citizens to register complaints online on CCTNS, get information about crime and criminals, verification about employment, tenant, servant etc., and get information related to police.CCTNS system is integrated with ICJS, a database of more than 50000 criminalsGiving further information, he said that the State Crime Records Bureau (SCRB) is responsible for updating the crime data in CCTNS in the state as per the standard of the National Crime Records Bureau. Work is being done on the basis of ‘one state one data’. At present, by the year 2022, about 50,000 accused have been arrested and their data has also been uploaded by the SCRB. Apart from this, being integrated with ICJS, the state police has been successful in matching the data of abandoned vehicles and wanted criminals in many cases.

1087 new candidates get employment through HKRNL

Haryana Chief Minister while continuing the streak to provide contractual manpower to all government entities in Haryana in a transparent, robust and equitable manner today gave digital job offer to as many as 1087 new candidates who will be engaged through Haryana Kaushal Rozgar Nigam Limited (HKRNL).Congratulating the candidates who have for receiving their jobs letters, Sh. Manohar Lal said that absolute transparency is also being ensured in the jobs given through HKRNL, due to which the citizens are very happy.Divulging the details about the job offers sent today, the Chef Minister said that offers have been sent for the post of 382 Drivers, 92 Ayush Yoga Assistants, 96 Data Entry Operators, 55 Firemen/Fire Drivers and 31 Junior Engineers etc.The State Government objectifies to provide employment opportunities to the members of Antyodaya families on a priority basis under HKRNL, so that such families can become economically affluent, said Sh. Manohar Lal.He said that the government was constantly receiving complaints of exploitation of employees hired by service providers under outsourcing policy, therefore with the objective of providing contractual manpower in Haryana in a transparent manner, HKRNL has been set up. Now all the contract employees are being appointed through this Nigam.Earlier employees were engaged on temporary basis at DC rate. Due to different DC rates in different districts, some problems also used to arise. Now the monthly pay has also been regularized in HKRNL and these employees are also getting full benefits of EPF, ESIC, shared Sh. Manohar Lal.So far employment given to more than 5600 candidates through HKRNLThe Chief Minister said that so far more than 5600 candidates have been provided employment through HKRNL. These mainly include TGT, PGT, Driver, Ayush Yoga Assistant and Lineman. He said that the reservation for SC, OBC etc. category has also been fully complied with in the employees recruited through HKRNL. Not only this, more employees have been appointed than the fixed reservation limit. So far, more than 30 percent of the employees engaged through HKRNL belong to the SC category.On this occasion, Deputy Principal Secretary to Chief Minister and Chief Executive Officer, HKRNL, Sh. K.M Pandurang and other officers remained present.

Department of urology, PGIMER, Chandigarh, introduces Robot-assisted kidney transplantation as a minimally invasive approach for kidney transplant recipients

The Department of urology had achieved another milestone by performing the first Robot-assisted Kidney Transplantation on 10 April, 2023.  Robotic surgery in Kidney Transplantation offers many benefits like decreased chances of complications as compared to open surgery, safer and more efficacious for obese patients and all the benefits of minimal invasive surgery . The department is also performing robotic surgery regularly . A high level of expertise is required in both Kidney Transplantation and Robotic Surgery. RAKT is performed by transplant surgeons with extensive training and experience in robotics and transplant surgery. The department of urology has been performing robotic surgery since 2015. The experience in robotic surgery prompted the department to start robot-assisted renal transplantation to pass on the benefits of minimally invasive surgery to the transplant recipients, said Dr Uttam Mete , Professor & Head, Department of Urology.The Renal transplantation has developed as a superior renal replacement therapy compared to established dialysis methods as it improves the quality of life maximally amongst patients with renal failure. Traditionally, kidney transplantation is carried out by open surgery by making large incisions. The length of the wound varies depending on surgeon & preference and the habits of the patient. In general, obese recipients require larger incisions . Larger wounds are associated with more wound related morbidity in terms of more pain, surgical site infection (SSI), delayed mobilization, significant time to return to daily activities , longer convalescence &; postoperative recovery, long-term complications such as incisional hernia and poor cosmesis. Transplant patients have additional risk factors for wound related complications related to the use of immunosuppressants.To minimize wound related morbidity renal transplantation using a small incision can be performed using minimally invasive surgical procedures. Laparoscopic (LKT) and robotic assisted (RAKT) surgeries are the two commonly performed minimally invasive procedures. LKT has not been widely adopted, likely due to the challenges of performing vascular anastomosis with laparoscopic instruments and two-dimensional vision, causing loss of hand–eye coordination and the long instruments amplifying natural tremor and carrying a fulcrum effect, as well as poor ergonomics promoting surgeons fatigue compared to conventional open kidney transplant surgery. On the other hand a much smaller incision (about 7cm) is made in RAKT to insert the donor kidney into the abdomen and then to stitch the blood vessels and the ureter. Another four or five small (0.5 to 1cm) incisions are used to insert the instruments into the abdomen. One of the arms holds a high magnification 3D camera which is inserted into the abdomen through one of the key holes and provides a high- definition, magnified (12×), 3-D view of the surgical site. The other mechanical arms have surgical instruments attached to it that are designed to mimic the movement of the humanhands and wrists. The surgeon uses the console of the computer to manipulate the small surgical instruments that are more flexible and manoeuvrable as compared to the human hand.  The maximum benefit of RAKT goes to those obese patients who would not otherwise be able to have a kidney transplant due to an unacceptable risk of morbidity. Despite the enthusiasm for RAKT, the current high cost is the most prohibitive factor for its widespread use said Prof. H S Kohli, Head department of Nephrology,PGIMER, ChandigarhRobot assisted renal transplantation has been performed in the department after about 6 weeks of starting the open renal transplantation . Both the recipients of robotic transplantation are doing well, said Dr Shanky Singh, Assistant Professor, department of Urology. Well known robotic renal transplant surgeon Dr Rajesh Ahlawat, and his associate Dr. Sudeep Bodduluri from Medanta, the Medicity, had helped the department to start robotic renal transplantation.

 Punjab Chief Minister Bhagwant Mann has returned the file to make payment worth Rs 55 lakh from state exchequer to ensure cozy stay of a dreaded criminal from UP Mukhtar Ansari in Ropar Jail.The Chief Minister said that this is brazen loot of the public money which cannot be tolerated. He said that for reasons best known to the previous regimes this notorious criminal was kept in Ropar Jail with full comforts. Bhagwant Mann said that apart from ensuring comfortable stay the state government ensured that this hardcore criminal do not face any sort of difficulty within the jail and escapes the legal action against him.The Chief Minister said that the benevolence of the previous rulers towards this dangerous criminal can be judged from the fact that though 48 warrants were issued against him but the government didn’t bother to produce him. He said that surprisingly the then government spent Rs 55 lakh of tax payers money to safeguard the interests of this criminal lodged in Ropar Jail. Bhagwant Mann said that this atrocious loot of the public money is totally unwarranted and undesirable adding that he has returned the file regarding this matter to the department. The Chief Minister said that this open plundering of the tax payer’s money cannot be tolerated at any cost. He said that the government is also mulling to recover this money from the Ministers who have taken this sinister decision. Bhagwant Mann said that everyone involved in this heinous crime will be made accountable for their sin.

Vigilance Bureau nabs CDPO, his Peon for taking bribe Rs 20,000

    The Punjab Vigilance Bureau (VB) during its ongoing campaign against corruption in the state, on Thursday nabbed a Child Development Project Officer (CDPO), Anju Bhandari and his peon Balihar Singh, posted in Fatehgarh Sahib for demanding and accepting a bribe of Rs 20,000.          Disclosing this here today, an official spokesperson of the VB said the above said CDPO and his Peon have been arrested on the complaint of Mrs Mamta, resident of village Reona Niwan, in Fatehgarh Sahib district.          Giving details he added that the said complainant has approached the VB and alleged that the above said duo officials had demanded Rs 35,000 as a bribe to get her job on the vacant post of Anganwadi helper for which she had already applied.          The spokesperson informed that after preliminary investigation of this complaint, a VB team laid a trap and the accused officials have been arrested on the spot while taking Rs 20,000 as a bribe from the complainant in the presence of two official witnesses.          In this regard a case under prevention of corruption act has been registered against both the accused at VB police station Patiala range. Further investigation in this case was under progress.

Punjab Speaker inaugurates 33 new short term courses at Punjabi University’s Mohali center

Punjab Vidhan Sabha Speaker S. Kultar Singh Sandhwan, on Thursday, inaugurated 33 new short-term courses at Punjabi University’s Centre at SAS Nagar (Mohali). These courses have been started in collaboration with Sabudh Foundation. Notably, this center has been renamed as ‘Punjabi University Center for Emerging and Innovative Technology, Mohali’. In this direction, new courses related to artificial intelligence (AI) and data science have been started.          Addressing the inaugural session, S. Kultar Singh Sandhwan said that with the introduction of such latest courses, a new era has begun in Punjab as these courses are the need of the hour to connect with the technology that has ushered in a new era so all these courses will be useful.          He said, such types of new courses, which are the need of the hour in the new era of technology, will make the youth of Punjab more capable. He said, he will share this initiative of Punjabi University with Chief Minister Bhagwant Mann so that more efficient work can be done in this direction.          Speaking on this occasion, Vice Chancellor Prof. Arvind said that if the Punjabi University wants to become a true competitor of the current times, then such new courses have to be started. We have to start such exclusive type of programs along with the traditional courses, he added.          University’s Mohali Center Coordinator Dr. Rekha Bhatia informed that all these 33 courses are of different period ranging from one week to twelve weeks, which include Python programming, data science, machine learning, deep learning, certificate in data, natural language processing, etc. She said that along with students, working professionals and businessman can enroll in these new courses. The content creation of these 33 short-term courses has been done in a partnership by the university faculty and Sabudh Foundation.          Co-Founder of Sabudh Foundation Sarabjot Singh said that he chose Punjab as his workplace unlike of other experts in this field.

PUNJAB TO SYNC JOB PORTAL WITH TECHNICAL EDUCATION AND INDUSTRIES DEPTs

     Punjab Employment Generation, Skill Development and Training Minister Mr Aman Arora directed the department to sync the job portal https://www.pgrkam.com/ with Technical Education & Industrial Training and Industries departments’ portals to ensure the availability of skilled manpower data from these departments directly on the job portal.           Chairing a review meeting with senior officers of stakeholder departments here at Punjab Bhawan, Mr Aman Arora said that this move will help in real time updation of skilled workforce data on this platform which is being highly used by the various industrial houses to feed their human resources requirements.          He also asked the officials to make the Placement Cell and District Bureau of Employment and Enterprises (DBEEs) popular amongst the youth to encourage them to register themselves with these centres so that they can be further tracked and informed regarding the new employment opportunities available in the market.          Mr. Aman Arora asked the officials to give special emphasis on registering the persons with disability having skills at the job portal besides running a drive to convert the registered manpower into a employed workforce.          Meanwhile, Secretary Employment Generation, Skill Development & Training Mr. Kumar Rahul and Director Ms Deepti Uppal apprised the Minister that over 10K students have been enrolled under National Apprenticeship Program (NAP) by Punjab Skill Development Mission (PSDM).          Principal Secretary Higher Education Ms Jaspreet Talwar, Secretary Expenditure Mr. Mohammad Tayyab, Director Technical Education & Industrial Training Mr DPS Kharbanda, MD Infotech Mr. Mohinder Pal and other officials were also present in the meeting.

PUNJAB POLICE LAUNCH STATE WIDE OPS TO REVIEW SECURITY OF BANKS, FINANCIAL INSTITUTIONS

     Further intensifying the vigil around the banks and other financial institutions across the state, Punjab Police have frisked as many as 3947 suspicious people found roaming around such institutions in both urban and rural areas. Following directions of Director General of Police (DGP) Punjab Gaurav Yadav, a special operation to check suspicious people roaming around banks and other financial institutions was carried out by the Punjab Police on Wednesday.          The operation was conducted in all the 28 Police districts of the state and CPs/SSPs were directed to personally monitor this operation and make sufficient numbers of Police teams to carry out this operation.          Divulging details, Special DGP Law and Order Arpit Shukla said that as many as 422 Police parties, involving over 2000 Police Personnel, under the supervision of SPs/DSPs frisked the suspicious people found roaming around financial institutions, especially banks. The Police teams checked 3618 such institutions on Wednesday.          He said that the major purpose to carry out this operation was to infuse fear among the anti-social elements, whilst instilling a sense of safety and security among the common people.          The Special DGP said that all the Police teams were asked to be polite while frisking people and ensure minimum inconvenience to the common public. Such operations would continue to make Punjab a crime-free state, he reiterated.

Food, Civil Supplies and Consumer Affairs Minister lauds efforts of Department for timely payments to farmers

     The Food, Civil Supplies and Consumer Affairs Minister Lal Chand Kataruchak today chaired a meeting through video conferencing with the District Food & Supply Controllers (DFSCs) of all districts to review the ongoing procurement operations of RMS 2023-24.           While reviewing the overall lifting of wheat done from the Mandi across Punjab, Mr. Kataruchak lauded the efforts of Department for providing on-time payment to the farmers.           The Minister sought feedback from the field officials on the storage situation and highlighted that all efforts as well as support shall be provided to ensure smooth movement and storage operations.           The Secretary, Food, Civil Supplies and Consumer Affairs Gurkirat Kirpal Singh apprised the Minister that the Departments, as mentioned in the transport policy 2023-24, have implemented the online gate pass system. Besides, Vehicle Tracking System (VTS) has also been installed in most of the vehicles used for transportation of wheat and the gate passes are being generated online across all districts of Punjab.           The Minister appreciated the efforts undertaken by the field officers and encouraged them to carry on the good work of smooth execution of procurement operations

Vigilance registers case against revenue Patwari, his accomplice for taking bribe Rs 7,000

   The Punjab Vigilance Bureau during its campaign against corruption on Wednesday registered a bribery case against a Patwari Amanpreet Singh posted at revenue Dharour, in Tehsil Sahnewal, district Ludhiana and his private associate Inderjit Singh for accepting and  bribe of Rs. 7,000. In this case Inderjit Singh has been nabbed red handed.          Disclosing this here today an official spokesperson of the Vigilance Bureau (VB) said this case has been registered against both the accused on the complaint of Sarbjit Bhatia of village Nandpur, tehsil Sahnewal. He informed that the complainant has approached the VB and alleged that the above said Patwari and his private associate were demanding Rs. 20,000 for issuing report pertaining to his colony so as to get change of land use certificate and no objection certificate from the department. He further informed that the deal has been struck at Rs 12,000. He had already paid Rs 5,000 to the accused and has been demanding the remaining amount.          After verifying his information, a VB team from Ludhiana range laid a trap and the accused associate of Patwari, Inderjit Singh, was arrested on the spot while accepting a bribe of Rs. 7,000 as a second instalment from the complainant in the presence of two official witnesses. The accused Patwari was not found in his office and would be arrested soon as teams have been dispatched.          The spokesperson informed that a case under sections 7 and 7A of Prevention of Corruption Act and section 120-B of IPC has been registered against both the accused at VB, police station Ludhiana range. The arrested accused would be produced in the court tomorrow and further investigation was under progress.
