Haryana Governor, Sh. Bandaru Dattatraya on Wednesday paid his floral tribute to Maharishi Dayanand Saraswati to mark the auspicious occasion of his 2th birth centenary year at Raj Bhavan here. Maharishi Dayanand Saraswati ji was a man of the era who worked for the revival of Vedic culture, social inclusivity and equality, said Sh. Dattatraya.

The Governor said that Maharishi Dayanand Saraswati ji used the mission of Vedic culture revival as a tool to promote the spirit of Swarajya and Independence. In 1857, the Britishers tried their best to suppress the freedom movement but Maharishi Dayanand played an important role in giving national form to our collective efforts towards freedom movement, he said.

Spearheading the revolution of social reforms through eradication of social evils, promotion of women’s education and social harmony, Maharishi Dayanand Saraswati ji strengthened the spirit of Swadeshi, Swarajya and independence among Indians, he said.

Sh. Dattatraya said that Maharishi Dayanand Saraswati ji strongly opposed the evils of casteism, untouchability and gender inequality in Indian society. He told the people that these evil practices were never a part of Indian Vedic culture.

These evils cropped up due to the deviation from the Indian Vedic culture and these evils should be eradicated from their roots. His thoughts had a deep impact on the Indian public mind. The teachings of Maharishi Dayanand are relevant even today. Following his teachings, Arya Samaj organizations are making a significant contribution in the field of social service even today, said Sh. Dattatraya.

Haryana Chief Minister, Sh. Manohar Lal said that the ideology of Maharishi Dayanand Saraswati and the Arya Samaj founded by him has played a significant role in liberating India. “The ideology of Arya Samaj inspired innumerable people for freedom, which led the country to independence,” he added.

The Chief Minister was addressing as the chief guest during a programme organized on the 200th birth anniversary celebrations of Maharishi Dayanand Saraswati at Rohtak’s Maharishi Dayanand University today. Gujarat Governor, Sh. Acharya Devvrat, Member of Parliament, Sh. Arvind Sharma, former minister, Sh. Manish Grover, Vice Chancellor, Maharishi Dayanand University, Prof. Rajbir Singh, along with other dignitaries and a large number of students were present on the occasion.

Paying tribute to Maharishi Dayanand Saraswati, the Chief Minister said that following the path shown by Maharishi Dayanand and working for the strength of the nation would be a true tribute to him. “That is why every person should try to eliminate social evils like casteism, untouchability etc and make continuous efforts to take children forward by giving them education,” he added.

He said that Maharishi Dayanand was the main architect of the revolution of 1857 and influenced by his nationalist ideology; many patriots like Ram Prasad Bismil, Sardar Bhagat Singh, joined the Arya Samaj, who later worked for the independence of the country by furthering his ideology. “Following the guidance shown by Maharishi Dayanand Saraswati, the state government is also working on the principle of ‘Sabka Saath, Sabka Vikas’; so that every needy person can progress,” said the Chief Minister.

Work being done to promote women’s education and empowerment

The Chief Minister said that the state government is continuously working to promote women’s education and empowerment. He said that after the formation of the present government, 72 colleges have been set up in the state; out of which 31 are women’s colleges. Women have been given 50 percent representation in Panchayati Raj institutions, he added.

“Similarly, the number of women police personnel in Haryana Police is being increased. Earlier, the number of women police personnel used to be only 6 percent; which has been increased to 9 percent and now it will be increased to 15 percent,” asserted Sh. Manohar Lal.

Special focus on youth and employment

Terming Haryana as a youth-oriented state, the Chief Minister said that the state’s 65 percent of the population is youth. “This population is being included in the stream of development of the country and the state; by giving them training for employment and self-employment,” he added. He said that by the year 2025, the National Education Policy will also be fully implemented in Haryana. The Chief Minister also released the ‘Yuva Bharat-Yuva Bodh Pustika’ during the programme.

He said that seven points have been described in the booklet to take the country and the state forward. “To work on all these points, a special campaign will be launched for the next two years. People will be informed about them, so that they will come forward to work on issues related to social concern,” he added.

Chief Minister, Sh. Manohar Lal said that special focus will be given on skill development, employment generation and youth empowerment in the budget for the year 2023-24. “The state’s 2023-24 budget will be completely a balanced and inclusive budget. Along with infrastructure, there will be a balance of all sectors including education, employment generation and social welfare,” he said.

        The Chief Minister was presiding over a pre-budget consultation meeting with the Administrative Secretaries of Foreign Cooperation, Skill Training, Employment and Industrial Training departments at Haryana Niwas today. Stakeholders from these sectors and various entrepreneurs also participated in the meeting.

        Sh. Manohar Lal said that Haryana will contribute in realizing the Prime Minister’s vision of making India a USD 5 trillion economy. He said that the state government is paying special attention to skill development and the industries will also have to cooperate more in making the youth skilled.

Various initiatives to connect with foreign countries

        The Chief Minister said that the Haryana Overseas Cell and Haryana Export Promotion Council have been formed by the state government to provide employment opportunities to the youth. Apart from this, Union Home and Cooperation Minister, Sh. Amit Shah has inaugurated the Haryana Cooperative Export House in Karnal; through which the cooperative societies of the state will be able to export their products, he added.

        “The all-round development of the state is the priority of the government. The budget will focus on every sector including infrastructure development, health, employment generation, housing, social welfare, farmers welfare, higher education, innovation and research; which will benefit every section,” said Sh. Manohar Lal.

Haryana doing commendable work in skill training, employment generation and ease of doing business

        During the meeting, the stakeholders gave point-wise suggestions and also appreciated the work being done by the state government for skill training and employment generation of the youth. They said that Haryana is taking progressive steps in the matter of ease of doing business. On their suggestions, the Chief Minister assured to include them in the budget.

        Chief Principal Secretary to Chief Minister, Sh. DS Dhesi, Additional Chief Secretary, Finance Department, Sh. Anurag Rastogi, Principal Secretary to Chief Minister, Sh. V.           In a major citizen centric decision, the Punjab Chief Minister Bhagwant Mann on Tuesday launched an app developed by the Transport department and NIC to provide fitness certificate of the vehicles to people online.

          Divulging the details, the Chief Minister said that it will enable the people get the fitness vehicles at their doorsteps through a single click of mobile. He said that this pro-people initiative is aimed at avoiding inconvenience to the people and ensuring smooth and hassle free delivery of fitness certificate to people. Bhagwant Mann said that this is a revolutionary step that will facilitate the people in a big way.

          The Chief Minister said that this initiative will bring far more transparency in the system to facilitate the people. He said that through this app people can pay the fee for getting fitness certificate online. Likewise, Bhagwant Mann said that the residents will also have the facility of Online appointment as per their convenience.

          The Chief Minister said that Document will be uploaded by the applicant in  VAHAN module. He said that the documents will be scrutinised by the RTO staff and vehicle inspection will be done by the MVI online. Bhagwant Mann said that this app has been jointly developed by the Transport department and the NIC to facilitate the people.

Haryana Chief Secretary, Sh. Sanjeev Kaushal said that 98, 845 employees have been engaged through Haryana Kaushal Rozgar Nigam (HKRN) on contract basis in Government Departments, Boards and Corporations. Out of which 30, 214 (30.5%) employees belong to Scheduled caste category and 27, 185 (27.5%) employees belong to Backward Classes (A) + (B) category.        While presiding over the fifth meeting of the Board of Directors of Haryana Kaushal Rozgar Nigam (HKRN), the Chief Secretary said that HKRN has received requisition of additional 10,021 manpower out of which 3,470 have been appointed in various departments and the rest will be filled soon.        Sh. Kaushal said that HKRNL has been set up with the aim to save employees from exploitation at the hands of contractors and to eliminate several irregularities and anomalies in recruitments. Besides ensuring transparency in engagements, salaries are being paid to contractual employees along with the benefits including EPF and ESI in a time bound manner.Sh. Kaushal said that the Nigam adopts a “zero-tolerance” policy towards any misconduct including sexual harassment. This zero-tolerance policy means that no form of sexual harassment by or towards any employee, or other person in our workplace or Nigam jobsites will be tolerated. The Board has approved and adopted the policy on Prevention of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal, Act 2013).         In the meeting, the Policy prepared by the Nigam for the deployment of employees and other important matters of Nigam were given ex-post facto approval. In the meeting, the Chief Secretary said that Haryana Kaushal Rozgar Nigam has been formed for the engagement of employees on contract basis in Government Departments, Boards and Corporations.The Board has today approved the provision of redeployment in HKRNL policy. Now the re – deployment of manpower within the Government organizations will be allowed and a procedure may be adopted by the Nigam. Further, the CEO, HKRNL has been authorized to finalize the same.        As per the Policy, government departments and organizations will notify about the requisition of employees on HKRNL portal. According to their requirement, recruitment of employees will be done for these departments by the Nigam.        The meeting was attended by Commissioner & Secretary to Government of Haryana Skill Development & Industrial Training and Employment Department, Sh. Vijay Singh Dahiya, Deputy Principal Secretary to Chief Minister and CEO, Haryana Kaushal Rozgar Nigam Ltd. Panchkula, Sh. K.Makarand Pandurang, Director, Employment, Haryana and Special Secretary to Government, Haryana, Employment Department, Sh. Prabhjot Singh and other senior officers were present and Director, IIM Rohtak, Sh. Sh. Dheeraj P Sharma joined the meeting through video conferencing.

 Haryana Urban Local Bodies Minister, Dr. Kamal Gupta stated that several significant airport-related information has been acquired during the Aero India show in Bangaluru. He said that these inputs will be strategically incorporated into the development of the Hisar Airport.        Dr. Gupta along with the high officers of Civil Aviation Department held a meeting with experts from all over the world during the Aero India Show held in Bangalore. He informed that Five lakh experts from India and abroad are likely to participate in this show and Defence Ministers of 32 countries and Air Force Chiefs of 29 countries are participating in it.        He said that Haryana’s involvement in this multifaceted event is intended to collect critical information on the growth of the international airport being built at Hisar. In-depth consultations have been held on this subject with experts from major countries, he added.        Dr. Gupta said that Hisar airport will become the most modern and biggest in the country as per the vision of the Chief Minister Sh. Manohar Lal. He informed that during the Aero India Show, important information has been received on the subject of “Make in India” and “Make for the World”.

Haryana Chief Secretary, Sh. Sanjeev Kaushal said that the contractual employees are entitled to one month’s salary in lieu of Leave Travel Concession (LTC) for visiting Home Town and any place in India for the State Government.

Sh. Kaushal clarified that those contractual employees who have completed one year and their contract has been extended for more than four years on year to year basis will be entitled to one month’s salary in lieu of Leave Travel Concession (LTC). The block of four years will be reckoned from the actual date of joining the post under State Government Institutions, Boards, Corporations, Authorities and Cooperative Institutions. The Head of Department will be competent to sanction the amount equivalent to one month’s salary.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that Haryana is emerging as a preferable destination for companies investing in the civil aviation sector; the government is providing several facilities to attract investors in the state.

        The Deputy CM, who also holds the Civil Aviation department, was interacting with representatives of various companies during Aero India 2023, held in Bengaluru today. Urban Local Bodies Minister, Sh. Kamal Gupta, Advisor to Civil Aviation Department Dr. Shaleen were also present on the occasion.

Realizing the potential of the aviation and defence sector in the state of Haryana, Haryana Govt’s newly formed corporation viz-a-viz Haryana Airport Development Corporation (HADC) is participating in Aero India 2023 being held at Bengaluru. The Event was organized by the Ministry of Defence Govt of India.

HADC participated in Aero India 2023 under the leadership of Hon’ble Dy Chief Minister cum Aviation Minister Shri Dushyant Chautala. He was accompanied by Dr. Kamal Gupta – Minister for Urban Local Body Govt of Haryana and Advisor Civil Aviation Department Haryana, Dr. Shaleen. 

        Aero India 2023 is the flagship Defence exhibition of India. This was the 14th edition of Aero India which provided a significant platform in bolstering business opportunities in the International aerospace and defence manufacturing sector. 

Deputy Chief Minister, Sh. Dushyant Chautala was one of the Chief Guest for the event. The Aero India 2023 provided an occasion to meet up with all the key players in the aerospace and defence manufacturing industry, seize fresh commercial opportunities, present their expertise and innovations to the world from technological and industrial partnerships. During the event Deputy Chief Minister addressed INDISEM 2023 where he highlighted the business and employment opportunities in Haryana and how Haryana can play a significant part in the Make in India initiative. A new chapter has been added in the development of road infrastructure with the inauguration of the Delhi-Dausa-Lalsot section in the first phase of the Delhi-Mumbai Expressway during the Azadi ka Amrit Kaal.        Prime Minister, Sh. Narendra Modi inaugurated the first phase of Delhi-Dausa-Lalsot 246 km stretch, the country’s longest expressway passing through Gurugram, Palwal and Nuh districts of Haryana constructed at a cost of Rs. 12,150 crores.        Haryana Chief Minister, Sh. Manohar Lal also participated in the inauguration ceremony of Delhi-Dausa-Lalsot stretch through video conference from Hilalpur toll plaza located on the state border on this Expressway. Union Jal Shakti Minister, Gajendra Singh Shekhawat, Union Minister of State for Statistics and Programme Implementation, Rao Inderjit Singh, Minister of State for Civil Aviation, Gen. Dr. V.K. Singh (Retd) and Haryana Deputy Chief Minister, Sh. Dushyant Chautala were also present during the occasion.        The Chief Minister, Sh. Manohar Lal expressed gratitude towards the Prime Minister for inaugurating such a huge infrastructural project which will highly benefit the people of Haryana. He also expressed gratitude to the Union Road Transport and Highways Minister, Sh. Nitin Gadkari for this bonanza and stated that the Delhi-Vadodara-Mumbai Expressway will set a new paradigm of progress in the entire country. About 1,380 km long 8 lane expressway from Delhi to Mumbai will cover 129 km through Haryana. Besides connecting Delhi and Mumbai, this expressway project will also provide thrust to the economic development of the country.Aspirational district Nuh will be developed through expressway        The Chief Minister said that Nuh district is an aspirational district of Haryana, where the first phase of this expressway is being inaugurated today. Industries will now look forward to establish their base in Nuh due to the construction of this expressway. He added that this project will create various employment opportunities for the youth of this region.Haryana will play a crucial role in Prime Minister’s plan to make India a $ 5 trillion economy        Sh. Manohar Lal said that the way the road network is being laid across the country, it is remarkable that infrastructure is being developed at a rapid pace. This type of infrastructure will lead to the economic progress of our country and certainly all the states will contribute in realizing the Prime Minister’s vision of making India a $5 trillion economy. But Haryana is already ahead in this direction. He said that through all such projects given by the Central Government to Haryana in the past 8 years, the development of the state has manifold. He added that Haryana’s exports will be significantly enhanced by connecting cities which have sea ports and this can only be materialised through this robust highway infrastructure.  Strengthening infrastructure will accelerate development – Deputy Chief Minister        The Deputy Chief Minister, Sh. Dushyant Chautala said that the inauguration of the first part of this historic Delhi-Mumbai Expressway will highly benefit the people of the state. He said that due to the strengthening of infrastructure, the development will accelerate and in the coming years, Gurugram, Nuh and Faridabad will be greatly benefited by the growth of e-commerce business.        He said that the foundation stone of three projects is being laid to strengthen the road network in the state. Work is also being done for the connectivity of Sohna, Nuh, Alwar. The government aims to connect Jewar airport with IGI airport.Traffic congestion will reduce on NH 48 in Cyber City        Prior to the inauguration, the Chief Minister, Sh. Manohar Lal along with Union Road Transport and Highways Minister, Sh. Nitin Gadkari inspected the control room at the Traffic Management Centre set up under the Automated Traffic Management System on the Delhi-Mumbai Expressway near Sohna in Gurugram district today.All sections of the expressway will be operational in the year 2024        This new 1386 Km long expressway from Delhi to Mumbai via Vadodara under Bharatmala Pariyojana has been developed with the aim of cutting travel time by 12 hours. Also, the travel distance will be reduced by 12 percent and the stretch of the road will be reduced from 1,424 km to 1,242 km. All sections of this expressway will be operational in the year 2024. To encourage water conservation, more than 2000 water recharging points have also been made at a distance of 500 meters on the expressway. During the construction of the expressway, 10,000 trees were saved and more than 20 lakh saplings were planted on both sides.Enhance road connectivity from Gurugram to major cities of the countryThis expressway will pass through Haryana including Delhi, Rajasthan, Madhya Pradesh, Gujarat and Maharashtra and will connect major cities like Kota, Indore, Jaipur, Bhopal, Vadodara and Surat. The Expressway will also serve 93 PM Gati Shakti Economic Nodes, 13 ports, 8 major airports and 8 multi-modal logistics parks. Apart from this, the upcoming greenfield infrastructure such as Jewar Airport, Navi Mumbai Airport and JNPT port will also be benefited. The Expressway will have a catalytic impact on the developmental trajectory of all adjoining regions, thus contributing in a major way to the economic transformation of the country.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala expressed gratitude towards the Prime Minister, Sh. Narendra Modi for the inaugurating Delhi-Mumbai Expressway along with laying the foundation stone of other major projects. It was a historic day for Haryana, he added.

        Sh. Dushyant Chautala said that these projects will not only improve the connectivity of the state with the metropolitan cities, but these projects worth one lakh crore rupees will accelerate the pace of industrial development across the state.

        He said this while interacting with the media persons today after the inauguration programme of Delhi-Mumbai Expressway.

        The Deputy Chief Minister, Sh. Dushyant Chautala said that the work of Phase-1 of this expressway has been completed. He stated that this will improve the connectivity of NCR with Mumbai and will connect Delhi-Gurugram with three National Parks. Not only this, now the journey from Delhi to Jaipur will also be reduced by two hours, he added.

        He said that due to the strengthening of infrastructure, the development will accelerate and in the coming years, Gurugram, Nuh and Faridabad will be greatly benefited by the growth of e-commerce business, warehousing and other industries. He said that Haryana will now be directly connected to the sea port through the Delhi-Mumbai Expressway.

        Sh. Chautala said that apart from this, Prime Minister, Sh. Narendra Modi has also laid the foundation stone of Delhi-Jammu Expressway which will also pass through Haryana. He said that the foundation stone of a road project has also been laid to further improve the connectivity of Hansi to Bhiwani. He further said that now NCR region of Haryana will also have smooth connectivity with Jewar Airport.
