Haryana Right to Service Commission slaps a fine of Rs. 25,000/- to the Estate Manager, Housing Board, Rewari for rejecting an application of transfer of property in the names of applicant Sh. Sanjay Dargan and his elder sister, Ms. Kamlesh Gomber despite having last and final registered will of his father, in their names.
The complainant alleged that the respondent’s office purposefully denied his application on the basis of spurious grounds and that the respondent engaged in substantial misconduct, collusion, and abuse of authority in order to justify the complainant’s actions.
Giving more information in this regard, RTS Secretary said that as soon as the matter was flagged to the commission, the Commission took immediate cognizance of the issue and called for a detailed inquiry.
During the investigation, it was found that the father of the complainant amended his Will three times due to the death of their one family member. The last Will was made on August 14, 2019 where he consciously excluded the family of his deceased relative.
He further informed that the applicant applied for transfer of property in case of death (uncontested) vide SARAL ID TPCD/2022/00294. Following this, a public notice was published on June 8, 2022 in the newspaper, as per procedure to invite objections within 30 days.
In response to the notice, an objection was received on June 13, 2022 enclosing a registered Will dated August 8, 2014. Subsequently, the Board issued a letter dated June 21, 2022 to the complainant to provide the succession certificate in his favour. However, since the complainant could not submit the succession certificate on July 11, 2022, the Board rejected the application with comments ‘Allotte Sh. Har Bhagwan (Father) has made 3 registered Will and always made different nominees. Please give one registered will onto the office which is legal’.
The Commission after detailed inquiry concluded that it is a fact that the allottee, Shri Har Bhagwan (Father) had executed three registered Wills and in the last Will, he had mentioned the factum of execution of earlier two registered Wills which he revoked in his last Will. Therefore, the last registered Will had force of law, legally valid and should have been acted upon by the respondent. The commission found that the objection raised has no legal sanctity because previously registered Will has been specifically revoked.
The commission further found that rejection of the last Will and asking the complainant to obtain a succession certificate is nothing but harassment and abuse of power and dereliction of duty. The commission stated it was a clear case but was stretched for no reason. While taking stringent action, the Commission imposed a penalty of Rs. 20,000/- on the Estate Manager, Housing Board Rewari  and a compensation of Rs 5,000 to be given to the complainant for harrasment caused to him.

Haryana government nominates link officers for smooth functioning of administrative work

Haryana Government has designated various officers as Link Officers in order to ensure smooth functioning of the Departments, Boards, Corporations in the absence of the IAS and HCS officers. The link officers will perform duties during the leave, training, tour, election duty period of the designated officers. A letter has been issued in this regard by Chief Secretary, Sh. Sanjeev Kaushal.

Among these link officers, the first link officer of the Member Secretary, Haryana State Pollution Control Board will be the Managing Director, Haryana Land Reclamation and Development Corporation Ltd. and the second link officer will be the Managing Director, Haryana Seed Development Corporation.

Similarly, the first link officer to the Mission Director, Haryana Skill Development Mission will be the Director of Skill Development and Industrial Training Department. The first link officer to the Chief Executive Officer, Haryana Kaushal Rozgar Nigam Ltd., Panchkula will be the Chief Executive Officer of Haryana Parivar Pehchan Authority. The first link officer to the Managing Director, Haryana International Horticulture Marketing Corporation, Ganaur will be the Managing Director, Haryana Minerals Limited, New Delhi.

The first link officer to the Chief Executive Officer of Haryana Parivar Pehchan Authority will be the Chief Executive Officer of Haryana Kaushal Rozgar Nigam Ltd, Panchkula. The first link officer of the Managing Director, Haryana Minerals Limited, New Delhi will be the Managing Director, Haryana International Horticulture Marketing Corporation, Ganaur.

The Chief Secretary said that in order to ensure smooth functioning of the Departments, Boards and Corporations in the absence of the IAS and HCS officers, the mentioned officers will be Link Officer in the event of their being on leave, training, tour or election duty or during the away period of more than 2 days due to any other reason or in the event of vacancy due to retirement or transfer of officer. Every officer shall inform the link officer before going on leave, training, tour, election duty.

Haryana to organize special Aadhaar updating counters at PPP camps-CS

Haryana Government will also set up special Aadhaar updating counters at Parivar Pehchan Patra (PPP) camps.

It was disclosed by Haryana Chief Secretary, Sh, Sanjeev Kaushal during a virtual meeting with Deputy Commissioners, Superintendents, Commissioners of Police and other senior officers of district headquarters here today.

Sh. Kaushal directed the officers to make availability of an Iris scanner at E-Disha Kendras at the earliest so that the Aadhaar authentication can be performed effectively. He further directed the officers to organize online and offline training camps at headquarter level to impart training regarding Aadhaar authentication to the officials which would help them to expedite the works of various Departments.

After getting apprised about the development of new ‘mAadhaar’ Aadhaar verification QR code scanner application to facilitate the administration, Sh. Kaushal directed the officers and police personnel at district headquarters to apprise other officials about the use of QR code scanner so as to check duplicacy and prevent redundancy of services offered to the public. A newly developed ‘mAadhaar’, Aadhaar QR Scanner application will also facilitate the officials to authenticate the suspected persons as it will reveal some digits or alphabets of Name, Date of Birth, Address, Gender, Photo, Mobile and Signatures etc of the person.

The Chief Secretary directed the officers to expedite the process of Aadhaar revalidation, Citizens having an Aadhaar generated more than 10 years ago need to revalidate details in their Aadhaar by updating the Proof of Identity (POI) and Proof of Address (POA) documents to steadily avail the benefits of government services.

In the meeting, Additional Chief Secretary, Finance, Sh. Anurag Rastogi, Additional Chief Secretary, Information Technology, Sh. Anand Mohan Sharan, Deputy Director General, UIDAI, Regional Office, Chandigarh, Bhavna Garg and other officers were present.

Financial aid on medical grounds under CM’s Relief Fund to be provided to patients diagnosed for treatment of 25 chronic diseases in Hry

Haryana Government official spokesperson on Sunday said that keeping in view to provide better medical care facilities to the economically weak section of Haryana, the state government is implementing various schemes to cater the need of providing super speciality hospitals for their treatment. The state government is providing financial aid to the patients through Chief Minister’s Relief Fund on medical grounds. An official spokesperson of the Health Department said that taking another important step, the Haryana Government has amended the Chief Minister’s Relief Fund scheme to ensure that poor people can get immediate treatment benefits. Besides the treatment of 3 diseases, financial assistance is being provided to the patients for the treatment of 25 chronic diseases under this scheme. The spokesperson informed that applicants seeking financial assistance can avail the facility through the SARAL portal of the government. The amount of financial assistance from the Chief Minister’s Relief Fund will be directly transferred to the bank account of the applicant or beneficiary. He said that for financial assistance on medical grounds from CMRF, the applicants can simply apply on the SARAL Portal through her/ his Parivar Pehchan Patra ID by uploading relevant documents like medical bills, OPD bills etc. He informed that as per the amendments made in Chief Minister’s Relief Fund scheme, if any disease is not being covered under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, then the beneficiaries of Ayushman Bharat Yojana will get benefits under this scheme. A district level committee has been formed for providing financial assistance under the Chief Minister’s Relief Fund, in which the concerned Member of Parliament, concerned MLA, Deputy Commissioner, Civil Surgeon, Chairman of Municipal Council and Corporations, Chairman of Zilla Parishad, Chairman of Panchayat Samiti as members and the mayor has been made the nodal officer.  The spokesperson said that after applying on the portal, the application is further marked to the login of Public Representatives of the concerned area (MP, MLA, Chairman Zila Parishad, Chairman Block Samiti, Mayor/President of MCs) for which they may recommend the case within 5 days. Thereafter, the application will be pushed to the user of Deputy Commissioner, who in turn will simultaneously forward the application to concerned Tehsildar and Civil Surgeon for verification of land details and medical documents respectively. The spokesperson said that in order to take benefits of the scheme, a time limit of four days has been set for the verification of the property and five days for the verification of civil surgeon’s office related work. He further informed that the reports received from the above two Departments will be sent to the member secretary of the committee along with the recommendation of the Deputy Commissioner, who in turn will send them to the Senior Accounts Officer. After this the sanctioned amount will be sent directly to the beneficiary’s account.

G-20 Summit: Foreign guests to get glimpses of the cultural heritage of Haryana

Haryana Chief Minister said that the State has started preparations for hosting G-20 summit meetings that are scheduled to be held in Haryana. Special arrangements are also being made to introduce the state’s culture and heritage to the delegations arriving from different countries, said Sh. Manohar Lal during his visit to Pratapgarh Farm, Jhajjar on Friday.

The Chief Minister also observed the activities related to sports, arts, culture, food, agriculture, horticulture and animal husbandry based on the traditional life of Haryana. On this occasion, the Chief Minister also greeted the people of the state on the occasion of Lohri and Makar Sankranti.

Later interacting with the media persons, the Chief Minister said, “With an opportunity to host some meetings of the G-20 summit being chaired by India, Haryana has started preparations for the historic event.”

Meanwhile, visiting Pratapgarh farm today, the Chief Minister was happy to see that village tourism is promoted through this farm. He said that Bhindawas and Sultanpur bird sanctuaries have been tagged as Ramsar site and being in the NCR, tourism will definitely get a boost in the coming times.

Sh. Manohar Lal said that for the first time, India is going to chair the G-20 group meetings under the leadership of Prime Minister, Sh. Narendra Modi.

“It is a matter of pride for all the countrymen that due to the leadership of the Prime Minister India’s identity has been strengthened globally,” he asserted.

The Chief Minister said that some meetings of the G-20 are proposed to be held in Haryana, for which a joint meeting of the top officials of the Centre and the State governments has already been held in New Delhi.

Police Sub-Inspector held taking Rs 30,000 bribe

IEP Chandigarh, January 13

 Haryana State Vigilance Bureau has caught a Sub-Inspector of the Police department, red-handed while accepting a bribe worth Rs 30,000 in Nuh district.

Sharing the information in this regard here today, a spokesperson of the Bureau said that accused SI Bharatpal posted at Pinagwa police station in Nuh district has been caught after a complaint of corruption was filed against him.

The accused was demanding bribe from the victim’s father in lieu of arresting the accused involved in a case. After verification of the complaint, a trap was laid and the accused SI was nabbed while he was accepting the bribe.

A case under the Prevention of Corruption Act had been registered against the accused and further investigation is underway.

10 NABL accredited labs to be set up in Haryana- Deputy Chief Minister

Haryana Deputy Chief Minister, Sh. Dushyant Chautala, stated that 10 NABL accredited labs and quality marking centres will be set up to test the quality of the products across the states. He directed the officers to prepare a proposal in this regard.

The Deputy Chief Minister was presiding over the review meeting of the Industries and Commerce Department here today. On this occasion, Additional Chief Secretary of Industries and Commerce Department, Sh. Anand Mohan Sharan, Director General, Sh. Shekhar Vidyarthi, OSD to Deputy Chief Minister, Sh. Kamlesh Bhadoo and other officers were present.

Sh. Dushyant Chautala directed the officers to implement the policies of Industries and Commerce Department related to rural areas on priority basis. He said that farmers should be given detailed information about agriculture & agro-based industries and businesses so that they can benefit by adding value to their products.

The Deputy Chief Minister was informed that a total of 57 applications were received under ‘Agri-Business and Food Processing Policy 2018’, in which 42 applications were found to be correct and their projects have been approved. These projects are now receiving investments totalling about Rs. 570 crores, of which a grant of Rs. 120 crores have been approved. The Deputy Chief Minister directed the officers that after studying the projects of the applicants, their subsidy should be issued at the earliest so that they can start their production on time. 

Sh. Dushyant Chautala reviewed in detail the ‘Haryana Enterprises and Employment Policy 2020’, ‘Logistics, Warehousing and Retail Policy 2019’, ‘Electric Vehicle Policy 2022’ and ‘Haryana Enterprises Promotion Centre’ of the department. He asked the officers to speed up the work in the year 2023.

While reviewing the progress regarding various schemes of MSME, he said that the small industries being set up under the said schemes should be given complete support as per the rules so that the employment opportunities for the youth can be increased in the state.

The Deputy Chief Minister was informed that at present there are more than 9.70 lakhs MSMEs in the state, out of which 9.53 lakhs are micro units. More than 19.06 lakhs employment opportunities have been created under MSME in the state, which is a matter of pride for the state.

Haryana Chief Minister celebrates Lohri with the general public at Prem Nagar Community Center in Karnal

Haryana Chief Minister today celebrated the auspicious festival of Lohri among the common people at the Community Centre located in Prem Nagar, Karnal.

During the celebration, Sh. Manohar Lal also prayed for the prosperity of the people of the state and the progress of Haryana.

The Chief Minister also extended hearty greetings to the people of state and country on the eve of Makar Sankranti to be celebrated on January 14.

Speaking on the occasion, Sh. Manohar Lal said that he is happy that he has got an opportunity to celebrate the auspicious festival of Lohri with the people of Karnal city. 

“It is the beauty and speciality of our Indian culture that different festivals are celebrated here. Lohri festival is associated with sharing happiness and communal harmony”, said the Chief Minister. 

On this auspicious festive, I pray to God that there should be happiness and prosperity in everyone’s life, said Sh. Manohar Lal.

Chief Minister interacts directly with the general public in the Lohri programme

The Chief Minister interacted directly with the general public during the Lohri programme. During this, a large number of people and workers met him. 

Sh. Manohar Lal said that the government is continuously working with the spirit of Antyodaya and is trying to resolve every problem related to the common man.  

“New schemes are being implemented to provide better facilities to the people and for the upliftment of the last mile citizen,” said the Chief Minister.

Human Resource Department was receiving several queries and cases from various departments in Haryana

The Haryana government has decided that in cases for engagement on compassionate ground to the dependents of the deceased contractual employees, administrative departments will process such cases to Haryana Kaushal Rozgar Nigam Limited (HKRNL) directly after the approval of the Chief Minister. No concurrence of the Human Resources department is required.

        Giving information in this regard, Chief Secretary, Sh. Sanjeev Kaushal said that the Human Resource Department was receiving several queries and cases from various departments regarding the engagement of dependents of the deceased contractual employees on compassionate ground and after consideration; the government has taken this decision.

        He informed that as per Clause 12 of the Deployment of Contractual Persons Policy-2022, the Haryana Kaushal Rozgar Nigam Limited have the right to deploy on compassionate basis upto 10 percent of the requisition received during any calendar year on out-of-turn basis for each job role described in the Job Role Annexure. The HKRNL is competent to formulate a procedure for the same, with approval of the Department of Skill Development and Industrial Training. Hooda Hits Out At Khattar Led Haryana Government Over Failed Schemes And Unemployment

Criticizing the Manohar Lal Khattar led BJP government in Haryana, Congress leader Bhupinder Singh Hooda on Thursday deemed the Khattar regime zero in terms of development and guaranteeing employment.

Hooda flayed the Parivar Pehchan Patra scheme (Family ID), described by the Khattar government as its flagship programme. He said that people told him that the Parivar Pehchan Patra had turned out to be a “Permanent Pareshani Patra (a permanent document of trouble)”. Adding that the Parivar Pehchan Patra issue was also raised during the Bharat Jodo Yatra, he said, had seen tremendous participation of people from various sections.

The Leader of Opposition in the Haryana Assembly alleged that the government had also canceled ration cards of 10 lakh families and the incomes of some families were shown to increase 8-10 times. Even the ration cards of children as young as four to five years were canceled by showing annual incomes of Rs 15,000 to Rs 20,000.

Notwithstanding Khattar countering him on providing “inflated figures” of the state’s debt, Hooda said Haryana’s debt stood at Rs 3.25 lakh crore plus other liabilities of Rs 1.22 lakh crore at present. “If the government feels that this figure is not correct, then it should immediately issue a white paper,” Hooda, a former chief minister of Haryana, said.

Highlighting the government’s failure over providing jobs, he said Haryana had an unemployment rate of over 37 per cent. 

Hooda also alleged that Khattar often tried to falsify reports of the Centre for Monitoring Indian Economy while governments in Uttar Pradesh and Gujarat, governed by the BJP, quote its figures. Dismissing the state government’s claims that it was giving more powers to the panchayats, Hooda said it was, in fact, handing powers to officials as it wanted to end the power of sarpanches.

While interacting with the reporters present in Chandigarh, Hooda said the Rahul Gandhi-led Bharat Jodo Yatra, which recently concluded its Haryana leg, was completely successful. The former Haryana chief minister said the yatra witnessed “tremendous participation” of people, including farmers, laborers, women, youth, retired officers from the Army and the Air Force, and sportspersons, among others. 

During its two phases in Haryana, the yatra passed through seven districts — Nuh, Gurugram, Faridabad, Panipat, Karnal, Kurukshetra, and Ambala. “The first phase started from Nuh, where people raised the problems of roads, electricity, and water. During the journey from Nuh to Ambala, the poor condition of the roads showed us the quality of governance. “Except the national highway, all the other roads at many places only have potholes,” he said.
