Haryana CM to announce 11-member committee for management of gurdwaras till elections to Haryana Sikh Gurdwara Management Committee

The members of the 41-member Haryana Sikh Gurdwara Management Ad-hoc Committee met Chief Minister Sh Manohar Lal today at the Sant Kabir Kutir (Chief Minister Residence) for setting up a separate Haryana Sikh gurdwara Management Committee for Haryana.In his address, the Chief Minister said that the Haryana Sikh Gurdwara Management Act was enacted in  2013, which was later challenged in the court . The people of the Sikh community of Haryana desired that the funds of the Gurudwaras of Haryana should be spent in Haryana only and should not be under the control of the Sikh Gurdwara Management Committee, so  Haryana’s separate Haryana Sikh gurdwara Management Committee should be formed and later the Haryana Home Department issued a notification for the formation of a 41-member ad hoc committee.The Chief Minister announced now an 11-member executive committee will be constituted for the Haryana Gurdwara Management Committee, which will have 5 office bearers and 6 members. He said that this committee will look after the work of administrative management of all the 52 historical Gurdwara Sahib Gurdwaras in Haryana.He further stated that the 41-member committee is temporary till the further elections are conducted. The responsibility of the election has been given to the Deputy Commissioner, Kurukshetra. Firstly, the voter list of Sikhs of Haryana will be prepared. This process is expected to take 6 months. The headquarters of Haryana Gurdwara Management Committee will be in Kurukshetra only. The Chief Minister said that when the elections are held after the voters’ list is prepared, the Haryana Gurdwara Prabandhak Committee will also honour the unanimously elected members on behalf of the government.He said that the Haryana government has always given respect to Sikh gurus. The 550th anniversary of Sri Guru Nanak Dev Ji, 450th anniversary of Sri Guru Gobind Singh Ji and 400th anniversary of Sri Guru Tegh Bahadur Ji have been celebrated; besides, a museum and memorial are being built in Lohgarh, Yamunanagar in memory of Baba Banda Singh Bahadur Ji.The Chief Minister also appealed to the Sikh community of Haryana to collectively contribute for the social cause. It is worth mentioning here that when the Supreme Court on September 22 decided to justify the formation of a separate Haryana Sikh gurdwara Management Committee.

Deputy Chief Minister Dushyant Chautala directs officers to begin construction work of elevated road in Hisar

Haryana Deputy Chief Minister, Sh. Dushyant Chautala directed the officers to start the work of elevated roads in Hisar soon so that the traffic congestion within the city could be reduced. He also directed to prepare a proposal for elevated railway-track in Bahadurgarh and shifting of railway line out of city Jind.

The Deputy Chief Minister, who also holds the portfolio of Public Works Department, presided over a meeting of officers of HRIDC (Haryana Rail Infrastructure Development Corporation) and PWD (Public Works Department) here today.

On this occasion, Chief Principal Secretary to Chief Minister, Sh. DS Dhesi, Additional Chief Secretary, Public Works Department, Sh. Ankur Gupta, MD, HRIDC, Sh. Rajesh Agarwal and other senior officers were present.

Sh. Dushyant Chautala informed after the meeting that about 8.5-kilometer-long elevated road will be constructed by the Public Works Department on the old ‘Delhi-Hisar-Sirsa Road’ in Hisar. This road will be built from Sirsa Chungi to the flyover near Jindal Factory. It will have 7 entry and 7 exit points. He added that through this project people will get relief from traffic congestion in Sector-14, Bus Stand, Nagori Gate, Police Line Area, Urban Estate, Dabra Chowk, Model Town, Sector 9-11 areas. He informed that the DPR for this elevated road has been prepared and cost of the project is estimated around Rs. 723 crore.

According to the deputy chief minister, dozens of accidents occur each year when people cross the railroad tracks in Bahadurgarh town, Jhajjar district, and as a result, many people lose their lives. He directed HRIDC MD, Sh. Rajesh Agarwal to explore the possibilities of making elevated railway track at the said place in Bahadurgarh. He also directed to check the feasibility in this regard as soon as possible.

Sh. Dushyant Chautala directed to shift the Gohana-Jind railway line out of the city Jind and to prepare a proposal to construct a wide road in place of the existing railway lines by the PWD department. He said that through the shifting of the railway line, the traffic congestion in Jind will be reduced.

He directed the officers to take immediate action on the above three projects so that people can get relief from traffic congestion.

Court orders in Haryana to be available in Hindi language also*

Following the proposal of the Haryana government to amend the Haryana Official Language Act, 1969 on the use of Hindi language in the courts and tribunals subordinate to the Punjab and Haryana High Court; the Governor of Haryana, Sh. Bandaru Dattatraya today approved the notification issued by the Haryana Information, Public Relations and Languages Department for the purpose under sub-section (2) of section 1 of the Haryana Languages (Amendment) Act, 2020 (13 of 2020) which will be applicable from April 1, 2023. 

The government has taken this decision keeping in mind the convenience of the public. As t he objective of justice in a democracy is that the litigant should get speedy justice in his own language and he should not remain speechless during the proceedings. For  the Haryana Official Language Act, 1969 was passed by the state legislature to adopt Hindi as the language used for official purposes and was made the official language of the state under the Haryana Official Languages Act, 1969.

Since then, the Hindi language is mostly being used as the language of administration. The Punjab Official Language Act, 1967 was amended by Punjab Act No. 11 of 1969, which added sections 3A and 3B, that work in all civil courts and criminal courts subordinate to the Punjab and Haryana High Court and all revenue courts and tribunals; will be done in Punjabi.

A similar amendment has also been brought in the Haryana Official Language Act, 1969 to provide that work in all courts, subordinate to the High Court and by all tribunals constituted by the state government shall be done in Hindi in Devanagari script and Section 3A has been included in the Haryana Official Language Act, 1969, under which any proceeding, judgement, decree or order passed in all civil courts and criminal courts subordinate to the Punjab and Haryana High Court and all revenue courts and tribunals shall be done in Hindi.

3000 posts will be filled up through recruitment in Urban Local Bodies: Haryana Urban Local Bodies Minister Dr Kamal Gupta

 Haryana Urban Local Bodies Minister, Dr. Kamal Gupta said that 3,000 posts in Urban Local Bodies will be filled up soon. For this, requisition has been sent to the Haryana Staff Selection Commission (HSSC).Dr. Kamal Gupta said this in response to questions asked by media persons during the press conference today.He stated that 2000 posts related to Fire & Emergency Services and 1000 other posts of different categories of ULBs will be recruited. The services of retired Junior Engineers and SDOs will also be taken for which the case is under process. Further, he stated that it has been decided to declare the area of Shri Mata Mansa Devi as a holy place. He added that meat-liquor shops will be prohibited in this area.In response to another question, the ULB Minister stated that steps are being taken to make cattle free cities. For this purpose, boundary walls, sheds and cattle pounds are being made on separate land by the Municipal Corporations to keep these cattles.

Corruption will not be tolerated under any circumstances in state: Haryana Chief Secretary

Haryana Chief Secretary, Sh. Sanjeev Kaushal said that corruption will not be tolerated in the state under any circumstances and for this, the government is strengthening the State Vigilance Bureau.At a review meeting here today with the Administrative Secretaries of various departments regarding the action taken report on the cases sent to them by the Vigilance Department, he  said that the process of appointing Chief Vigilance Officers (CVOs) was underway. “The departments in which such cases are pending, should ensure that action is taken at the earliest,” he added. The Chief Secretary said that since  2018, 195 cases have been  pending in various departments, which are mandatory to be investigated by CVO only. In addition, there are 118 cases pending for action to be taken by the concerned departments on the basis of vigilance bureau reports. He directed all the departments to ensure immediate action on such matters and submit the report to the government; besides disposing of the pending matters from the year 2018.Zero tolerance policy on corruption, goal of state government Sh. Sanjeev Kaushal said that in the last few years, it was seen that some officers used to suppress such cases in the departments and in many cases delayed further action. But in order to root out corruption in the state, Chief Minister, Sh. Manohar Lal has constituted a High-Power Committee under the chairmanship of the Chief Secretary to review the corruption cases by adopting zero tolerance policy on corruption. The Chief Minister himself also reviews such matters. The Chief Secretary said that as it is a very serious matter, all the departments will have to make tireless efforts to eliminate corruption from the root.Government strengthening Vigilance Department, CVOs and deputy CVOs to be appointedThe Chief Secretary said that the state government is strengthening the Vigilance Department and to investigate cases in the departments; the process of appointing Chief Vigilance Officers is underway. For this, retired IAS officers, officers in central and state services will be engaged. Criteria have been fixed for this and a committee headed by the Chief Principal Secretary to the Chief Minister has been constituted; which will shortlist the officers for the post of CVO, he said. Portal will be developed; departments will be able to upload ATR“Soon a portal would also be developed on which departments would be able to upload an Action Taker Report (ATR). With this, real time data will be available about any action pending in departments and at which level,” he said adding that this would be  a state-of-the-art tool with the Administrative Secretaries, through which they can continuously monitor such cases.

Haryana is the first state to make property ID in urban areas – Kamal Gupta

Haryana Urban Local Bodies Minister, Dr. Kamal Gupta while addressing a press conference today said that after mapping and surveying, more than 42.70 lakh properties have been identified for property tax in urban areas. Out of this, property ID of about 33 lakh has been made. Haryana has become the first state in the country to do this.

He said that property owners or occupiers should take full advantage of the scheme by depositing all due property tax before December 31, 2022, under the House Tax Interest Waiver Scheme implemented by the government in urban areas. Under this scheme, complete interest is being waived on the outstanding house tax amount, he added.

The Minister said that earlier only 25 percent people used to deposit property tax, but with the creation of property ID, all people would pay property tax to the urban local bodies department and this would increase the revenue of the local bodies.

Dr. Gupta said that after the survey more than 23.50 lakh new properties were identified, out of which 1.98 lakh objections were registered. Out of these one lakh objections were resolved and 60,000 objections were cancelled and 30,000 are pending. He said that now officers below the rank of District Municipal Commissioner have been given the powers to remove these objections so that they can be resolved quickly.

Marking is being done for parking areas in cities

Dr. Kamal Gupta said that the government has decided to mark the parking areas at crowded places in the cities, which is showing positive results. Due to this, people going to urban areas are parking their vehicles at designated places only. He said that marking will be done at designated places for parking of vehicles at public places like government offices, banks, schools etc. He said that in 11 cities including Gurugram, Faridabad, Yamunanagar, Panipat, Karnal, Rohtak, Hisar, Panchkula, Sonipat, Manesar and Ambala, a target has been set to create marking places for parking 1.20 one lakh two-wheelers and four-wheelers.

Mukhyamantri Shehri Nikaya Swamitva Yojna

Dr. Gupta said that under the Mukhyamantri Shehri Nikaya Swamitva Yojna, 7077 applications were received for giving ownership rights to tenants of houses and shops in urban areas residing there for more than 20 years. Out of these, ownership rights have been given to 1761 and 1304 applications have been cancelled and action is being taken on 4012 applications.

He said that a self-advertisement policy is being implemented in urban areas under the e-auction process. Under this, 342 locations have been selected so far, out of which 197 locations have been e-auctioned and an annual income of Rs 5.92 crore has been generated. This income is being spent on development works in the bodies.

Illegal colonies will be regularized

Dr. Gupta said that the process of regularizing illegal colonies developed in different cities of the state is going on. During the survey, 2237 illegal colonies have been identified. Of these, there are 1399 colonies in the urban body area. He said that through the Resident Welfare Associations, the government has called for applications to regularize these illegal colonies. So far, proposals for applications of 66 colonies have been received through RWA. These colonies will be regularized soon.

Clean City-Safe City

Dr. Kamal Gupta said that 101 lakh metric tonnes of legacy waste were to be disposed off in the state under a solid waste management plan, out of which 40 lakh metric tonnes of waste have been disposed of. The remaining waste will also be disposed of soon.

He said that 13 clusters have been formed in the state for door-to-door collection of garbage. Under these, a legacy plant of 700 metric tonnes capacity is operated in Sonipat and Panipat. A 1500 MT capacity plant will be set up soon in Gurugram and Faridabad. Apart from this, 638 MT capacity solid waste management plants are being set up in Karnal-Kaithal-Thanesar, 168 MT in Sirsa and 155 MT in Bhiwani. Waste management plants will soon be set up in Ambala-Yamunanagar, Rohtak-Bahadurgarh-Jhajjar, Hisar-Fatehabad, Jind, Rewari, Palwal-Punhana, Farukhnagar and Panchkula.

Nagar Darshan and Haryana Engineering Works portal launched

The Urban Local Bodies Minister said that through the Nagar Darshan portal, any citizen of the urban area can send his demands and complaints on this portal to get development work done in his area. Their problems are being redressed after verification by public representatives. Similarly, Haryana Engineering Works Portal is also being operated on which problems related to Urban Local Bodies, HSIIDC, HSVP and Public Works Departments can be lodged. So far 8798 problems have been received on this portal, which is being resolved.

Dr. Gupta said that earlier in urban areas the policy of dividing the plot of 200 square yards was made, but keeping in view the demand of the people, now it has been decided to divide the plot of 100 square yards also so that Small plot holders can also take advantage of this scheme. Apart from this, the process of giving a trade license is also going on.

Parivar Pehchan Patra makes Haryana a role model in the country

The upliftment of the last person in the line or ‘Antyodaya’ has been the primary goal of the Manohar Lal-led government and to realise it the Chief Minister launched first of its kind Parivar Pehchan Patra (PPP), the scheme which has become a role model for other states under which benefits of all government schemes are being ensured for the actual verified beneficiaries.

While many states have shown interest in studying this flagship scheme of Haryana Government. A delegation from Maharashtra recently visited the chief minister’s office to study the PPP model.

Following Haryana’s footsteps, Uttarakhand, Jammu and Kashmir have also taken initiative to adopt this scheme. 

Lt Governor, Jammu and Kashmir, Sh. Manoj Sinha recently in the presence of the Chief Minister also released a vision document to create an authentic, verified and reliable database of families, under which each family will be given a unique ‘JK Family ID’. This ID will include letters of the English alphabet and mathematical numbers, as is being done in Haryana.

Notably, previously six states had studied the teacher transfer policy implemented by Haryana and now the Parivar Pehchan Patra scheme is also gaining similar acceptance across the country.

In the last eight years, Sh. Manohar Lal , taking a leaf out of former Prime Minister Late Sh. Atal Bihari Vajpayee’s dream of good governance has not only brought revolutionary changes to give honest and transparent governance but has also ensured the upliftment of Antyodaya by providing the benefits of government schemes to the beneficiaries at their doorsteps. 

Meanwhile, PPP has certainly played an instrumental role in bringing much-needed change in the functioning of the government. Besides this, the results of the IT reforms brought by the Chief Minister are also showing positive results at the grassroot level.

How Aadhaar and PPP became vital documents to ensure the reach of welfare schemes at the grass root levels 

Today in Haryana the 12-digit Aadhaar card and eight-digit Parivar Pehchan Patra have emerged as vital documents so as to ensure the reach of the benefits of public welfare schemes and services of the Central and State Governments at the grassroot levels. 

Haryana’s Journey from CM window to PPP 

It was on December 25, 2014, when Sh. Manohar Lal in his first tenure only had started CM Window to mark the celebrations of the birth anniversary of former Prime Minister Late Sh. Atal Bihari Vajpayee as Good Governance day. In no time, the CM Window started speedy disposal of the grievances of the people in the state which became a boon for every Haryanvi. 

The CM window redressal counters were opened in the mini secretariats in all the districts. Later, counters were also opened at the sub-divisional level, due to which more than 10 lakh 33 thousand people of the state have directly shared their grievances with their Chief Minister without even making several rounds at the Chandigarh office.

Through this transparent system redressal of grievances of more than 9 lakh, 44 thousand complainants became possible while sitting at home only. 

Ending infamous practices in the teachers transfer policy, the Manohar Lal-led government implemented an online teacher transfer policy in the education department. Under this revolutionary system, the transfer of more than 75,000 teachers was done with a single click. Having a 90 percent satisfaction rate and buoyed by the success and state-wide acceptance of this Transfer Policy, later it was extended to departments having a staff strength of 250 employees.

‘Manohar Sarkar’s’ IT reforms reddressing grievances of last citizen in line

In the last eight years, various IT reforms have been introduced by the ‘Manohar Sarkar’ which not only ensured redressal of grievances raised by last-mile citizens but also gained popularity among youngsters. Now all they have to do to reach their Chief Minister is to just tweet him and get instant solutions. Both the CM Window and Twitter handle of the Chief Minister has certainly become a ray of hope for many in getting their age-old problems resolved. 

While taking a step further to reach out to Antyodaya, Sh. Manohar Lal has now decided to set up a separate cell in the Chief Minister’s Office to monitor the development work being done in the villages adopted by Group-A officers under the Gram Sanrakshak Yojana. Feedback will be taken which will be analyzed by the Chief Minister himself on his dashboard. 

Haryana Making environment-friendly plans considering it a circular economy

While showing deep concern over the increasing pollution levels, the Chief Minister has now shifted his focus towards making plans considering the environment as a circular economy to save the environment. As called upon by Sh. Manohar Lal Environment and Climate Change Department along with other departments are putting up collaborative efforts for making such plans.

Recently, the NGT Chairman has also appreciated this initiative of the Chief Minister taken for saving the environment and water management. Especially the Mera Pani Meri Virasat scheme. Besides this, the concrete efforts taken by the Manohar Lal-led Government for stubble management and Treated Wastewater have also gained praise from the NGT, Centre and Supreme Court.

Corruption will not be tolerated at any cost, citizens grievances should be resolved at the earliest, Chief Minister

IEP Chandigarh, December 9

Haryana Chief Minister while addressing a gathering at the Jan Samvad programme in Sonipat today said that Corruption will not be tolerated at any cost. He said that the State Government is continuously taking strict action against the corrupt.

        Sh. Manohar Lal directed officials and employees that the problems of the public should be resolved immediately, and no laxity will be tolerated.

        In the Jan Samvad programme,  the Chief Minister along with the officials of his top administrative wing heard 400 complaints and gave directions for necessary action.

        During this, Sh. Manohar Lal also suspended an assistant posted in the ADC office with immediate effect after he received a written complaint against the said assistant. He further said that during the suspension period the assistant will report to the CMO office in Chandigarh. 

Directions given for action against builders

        During the programme, complaints regarding some builders were also raised before the Chief Minister. In one such complaint regarding the issue of possession of 700 multi-storey flats without obtaining NOC, the Chief Minister directed District Town Planner (DTP), Sonipat to resolve the issue within 7 days and take necessary action against the builder.

        Sh. Manohar Lal further directed the DTP to take the strictest action against the builders in other complaints as well. He said that it should be ensured that the general public does not face any problems due to the builders.

The process of making BPL cards will start on January 1, camps will also be held for PPP

        The Chief Minister said that the work of making BPL cards will be resumed from January 1. Along with this, camps will be organized to remove the errors of Parivar Pehchan Patra (PPP) and to create new PPPs. Camps will be organized at different places across the state on December 10, 11, 15, 16 and 17  for PPP.

Speed up development works

        Sh. Manohar Lal further directed the officers and employees to speed up the development works. He said that there is no dearth of the budget with the government for development works. The common man can also put demands related to their area through Gram Darshan and Nagar Darshan portals. He said that officers concerned should take necessary action on encroachments in villages.

Directions issued to honour Ramkumar Dahiya

One of the complainants, Ramkumar Dahiya who raised the issue related to cooperative banks before the Chief Minister during the programme gained praise from the Chief Minister for courageously raising his issue.

        Sh. Manohar Lal directed the bank officials to take action on those complaints with immediate effect. He further directed Deputy Commissioner Sh. Lalit Siwach to honour, Ramkumar Dahiya on Republic Day celebration. Along with this, he also announced financial assistance of Rs 25,000 to a Person with Disability.

Principal Secretary to Chief Minister, Sh. V. Umashankar, Divisional Commissioner, Rohtak, Sh. Sanjeev Verma, IG, Smt. Mamta Singh also heard the complaints during the Jan Samvad programme.

Haryana approves revised State Action Plan on Climate Change (SAPCC-2), says Sanjeev Kaushal

The Haryana State Level Steering Committee on climate change met under the chairmanship of Chief Secretary, Sh. Sanjeev Kaushal today approved the Revised State action Plan on Climate Change (SAPCC-2).

        According to the approved revised plan of SAPCC Phase-2 (2021-30), 73 actions have been proposed out of which 37 are strongly linked to adaptation. 28 are linked to mitigation and 8 strategies have linkages to both adaptation and mitigation. The total proposed budget for these activities in 10 years (2021-30) amounts to Rs 39,371.80 crore. For the final approval, the plan would be further submitted to the National Level Steering Committee, The Ministry of Environment, Forest and Climate Change (MoEFCC).

        Sh. Kaushal said that the revised plan aims at aligning and redefining the goals and targets considering eight NDC (Nationally Determined Contributions) goals. The Eight NDC includes Sustainable lifestyle, Cleaner Economic Development, Reducing Emission intensity of Gross Domestic Product (GDP), Increasing the share of Non-Fossil Fuel Based Electricity, Enhancing Carbon Sink (Forests) Adaptation, Mobilising Finance and Technology Transfer and Capacity Building.

        Sh. Kaushal directed all the aligned Departments to update the plans, strategies and actions for the workable mitigation and adaptation action and strategy till 2030. He further directed that all the line Departments will appoint a Nodal Officer for the implementation and coordination of SAPCC-2. Bi-monthly meeting of the State Advisory Group for the monitoring and evaluation of SAPCC will also be organised, he directed.

        It was apprised in the meeting that in the revised SAPCC Phase-2, the eight sectors are combined into different working groups under both adaptation and Mitigation category. These five Working Groups under Adaptation Category include Sustainable Agriculture, Water Resources, Forest and Environment including Biodiversity, Strategic Knowledge and Skill Development and Mountain Ecology. The three Working Groups for Mitigation Category include Enhanced Energy Efficiency and Solar Mission, Sustainable Habitat and Industry.

         Additional Chief Secretary, Science and Technology, Sh. Ashok Khemka, Additional Chief Secretary, Environment and Climate Change, Sh. Vineet Garg, Additional Chief Secretary, Finance and Planning, Sh. Anurag Rastogi, Additional Chief Secretary, Public Health Engineering, Sh. A. K Singh and other senior officers were present in the meeting.

Haryana is above country’s national standards in progress: NITI Aayog

Appreciating the policies and programs of the Haryana government, Vice Chairman, NITI Aayog, Sh. Suman Bery said that in terms of progress, Haryana is above the country’s national level standards. Sh. Suman Bery on Wednesday held a meeting with Haryana Chief Minister, Sh. Manohar Lal at Haryana Bhawan in Delhi.

        The high-level meeting was attended by Principal Secretary to Haryana Chief Minister, Sh. V. Umashankar and Additional Chief Secretary, Finance Department, Sh. Anurag Rastogi; besides a team of senior officials of NITI Aayog. Sh. Suman Bery said that Prime Minister, Sh. Narendra Modi while addressing the countrymen on August 15 this year; has given a target of making India a developed nation by the year 2047.

        He said that if India has to develop then every state will have to prepare a plan to move forward. “In this regard today after analysing the policies and programs of Haryana, it has been found that the state is far ahead in this direction,” added Sh. Bery. He said that Haryana has made a lot of progress and is above the country’s national level standards. Sh. Suman Bery further said that if India becomes a developed country, then Haryana will also go higher in terms of development, adding that Haryana can take inspiration from developed countries and NITI Aayog will fully assist the state in this journey.

        He said that like other states of India, Haryana will also face the challenges of climate change, availability of water etc and a discussion was held in today’s meeting regarding Haryana’s action plan on all these subjects. Sh. Bery said that being an expert in economics, he has been analysing the states falling in NCR and Delhi and found that there has been a lot of progress in Haryana. “Haryana is economically balanced, which means it has agriculture, industry and IT. There is not much employment related problem in the state,” he added.

        Chief Minister, Sh. Manohar Lal said that NITI Aayog guides the country and all the states to move forward. “Apart from assigning responsibility to the states by the commission, the policies and programs being implemented in the state are analysed,” he said.
