Officers will administer oath to the newly- elected Sarpanchs and Panches in the Gram Sabha meeting

IEP Chandigarh, November 26 

 Haryana Chief Minister,  Sh. Manohar Lal said that newly elected Sarpanchs and Panchs will now be administered the oath by the officials after holding a Gram Sabha meeting in the village itself.

        This new initiative has been taken under Vyavastha Parivartan. Earlier, all the sarpanches and panches  gathered at one place and were administered oath, said Sh. Manohar Lal today during a meeting with the newly elected Sarpanch and Panchs of the Gram Panchayat belonging to the Karnal assembly constituency.

        The Sarpanch and the Panches welcomed the Chief Minister by presenting him with bouquets and sought his guidance.

        Sh. Manohar Lal told  the newly- elected Sarpanchs and Panchs to make new schemes for rural development and perform  their duties with utmost  honesty. There will be no shortage of funds from the government for the development works of any village, he added. 

        He said that Gram Panchayat is the smallest unit of governance and it acts as an independent government of the villages.  That’s why all the newly elected Sarpanch and Panch should jointly take forward the rural development. Complete cooperation will be given to them by  the government, said Sh. Manohar Lal. 


        He said that now the election process is over, Sarpanch and Panch should get the necessary works related to the basic needs of the village completed on priority basis by taking cooperation of all the villagers.

Electing Sarpanch and Panchs  unanimously in Panchayat elections is the beginning of a good tradition, Chief Minister

           The Chief Minister said that this time in the elections of Panchayati Raj Institutions, the villagers have started a good tradition by unanimously electing the block samiti members, sarpanch and panch and the entire village panchayats. Due to this mutual brotherhood has boosted. Not only this, Sarpanch, Panch elected unanimously will get an incentive amount ranging from Rs 50,000 to Rs. 11 lakh as a reward for the development of the village from the Haryana Government.

        Mayor Smt. Renu Bala Gupta, Deputy Commissioner, Sh. Anish Yadav, Superintendent of Police, Sh. Ganga Ram Punia and CEO, Zilla Parishad, Sh. Gaurav Kumar remained present on this occasion.

Talks are going on with MBBS students, the issue is likely to be resolved very soon, says Chief Minister

 Haryana Chief Minister, Sh. Manohar Lal said that doubts of medical students regarding bond policy are being cleared.  Senior officers are holding continuous talks with doctors and medical students and he is hopeful that the issue would likely to be resolved soon said Sh. Manohar Lal while interacting with media representatives at Haryana Bhavan in New Delhi today.

        Responding to a question regarding the ongoing agitation of medical students, the Chief Minister said that many things related to the bond policy were explained to the students on Friday. Senior officers and administrative officers of medical education are holding regular talks with these students.  He clarified that the bond policy does not mean to harass the family of any doctor or poor family. This bond policy will apply only to a person who wishes to join the private sector instead of the government, said the Chief Minister.

        He said that out of the total bond amount of Rs. 40 lakh, Rs 3.5 lakh which the MBBS student has paid in the 4 years will be excluded from that amount. Interest is also not being charged from them. The transaction in this regard after the completion of the degree will be done only with the bank concerned, said Sh. Manohar Lal.

The Chief Minister said that if a private practitioner wishes to repay early, he can do the same anytime as there is no set time limit for the same.

        He said that this bond policy has been implemented to encourage MBBS students for choosing government service to discharge their duties after completing their medical studies in government medical colleges.

Haryana State Legal Services Authority celebrates ‘Constitution Day’

 Haryana State Legal Services Authority today celebrated ‘Constitution Day’ by undertaking and launching a series of projects to mark the values and significance of the Day. 

        On this occasion, Haryana State Legal Services Authority has launched a unique kind of campaign i.e. ‘Special Signature Drive’ starting from November 26 to December 2, 2022 across the State of Haryana. It was launched by  Mr. Justice Augustine George Masih, Judge, Punjab & Haryana High Court and Executive Chairman, Haryana State Legal Services Authority with an aim to make citizens aware about the noble ideas contained in the Constitution of India. 

        Key features of the campaign include each district shall circulate the signature drive sheets to schools, colleges and other educational institutions, government offices, courts, secretariat and other govt. Agencies. The signature drive sheets shall be provided by HALSA, maximum signatures shall be obtained as a token of understanding the noble ideas and philosophy of the Indian Constitution and each signatory shall sign under the drive while and after understanding the complete concept of the drive.  Meanwhile on December, 3 the complete information shall be shared by DLSA with HALSA.

        With an aim to associate the citizens in celebration of Constitution Day to create awareness about the importance of the Indian Constitution and their legal rights enshrined therein, today  Mr. Justice Augustine George Masih has flagged off a CYCLOTHON from the Administrative Building of Haryana State Legal Services Authority, Plot No.9, Sector-14, Panchkula.  More than 150 persons have participated in the CYCLOTHON including Panel Advocates, Para Legal Volunteers, School students of Law College and schools.  Sh. Subhas Mehla, District & Sessions Judge, Member Secretary, Haryana State Legal Services Authority, Sh. Harbir Singh Dahiya, District & Sessions Judge, Panchkula, Dr. Kavita Kamboj, Joint Member Secretary, HALSA and other Judicial Officers of Sessions Division, Panchkula were present there.  

        That apart, in the presence of  Mr. Justice Augustine George Masih, Judge, Punjab & Haryana High Court and Executive Chairman, Haryana State Legal Services Authority, PREAMBLE reading in English and Hindi was done by all the participants present there.

HWRA Chairperson reviews the Districts Water Resources Plan 2022-25

Haryana Water Resources Authority (HWRA), Chairperson, Smt. Keshni Anand Arora held the virtual meeting with the Deputy Commissioners of Ambala, Bhiwani, Karnal, Kurukshetra, Sonipat and Yamunanagar to review the Districts Water Resources Plan 2022-25 being prepared by all the 22 districts of the State.

        The district plans are being prepared with a collaborative interdepartmental approach with the technical guidance and support of the Authority. The plans are focused on the optimal use of water, groundwater recharge, surface water augmentation as well as enhanced use of Treated Waste Water.

        The Deputy Commissioners presented their respective district water gap, water availability challenges and corresponding action plan to reduce the water gap in water-depleted areas as well as reclaim waterlogged and saline-affected areas by 45 percent in the next three years (10 percent in 1st year, 15 percent in 2nd year, and 20 percent in 3rd year) were discussed and reviewed in great detail.

        Smt. Keshni Anand Arora said that these plans have highlighted the specific water issues of each block which would help them in devising precise interventions which are needed to address the water problems. She highlighted that based on the District plans, the State Water Plan is being prepared for consideration and approval. This is the first of its kind initiative in the entire country where an integrated block-level water planning and strategy is being formulated.

        Smt. Arora emphasized that there is a need to innovate solutions that are smarter, less expensive, more robust, and ecologically conscious. She encouraged the districts to think of innovative projects which the Authority would be happy to provide funds for.

        Additional Chief Secretary, Development and Panchayats Department, Sh. Anil Malik apprised that there are about 19000 ponds mapped in the entire state by the Haryana Pond Authority. However, not all of them are clean and good for any use. Pond rejuvenation presents great potential for the storage of water as well recharge of aquifers. This must be considered in the action plan of the districts. Sh. D Suresh, PS Fisheries, suggested promoting shrimp and other saline fisheries cultivation in the areas affected by salinity and gave his full support in implementing such projects.

        Principal Secretary to Chief Minister, Sh. V. Umashankar appreciated the efforts in putting together a comprehensive and integrated water plan. He said that the action plans should be well thought out, implementable as well as monitorable.

        Sh. Pankaj Aggarwal, Commissioner, Irrigation and Water Resources Department directed the Deputy Commissioners to propose and include innovative projects for water conservation in the upcoming Haryana Drought Relief and Flood Control Board Meeting to be held under the chairmanship of the Chief Minister.

        It was proposed that introduction of Conservation Tillage in Agriculture could be an important water-saving activity for the State. Director of Agriculture, Sh. Hardeep Singh agreed to promote this activity by introducing a new scheme on incentivizing the farmers to adopt the same.

AAP has no right to object if Haryana is constructing a separate Assembly Building, says Chief Minister

 Haryana Chief Minister, Sh. Manohar Lal while coming down heavily on the Aam Aadmi Party for raising objections over Haryana’s initiative of constructing a separate Assembly building in Chandigarh said that, instead of creating hue and cry over this, the Punjab government should focus on its own work.

         “We are not taking land in Chandigarh for free, if we are taking 10 acres of land for the construction of the assembly building, then we are also giving the adjacent equal land to Chandigarh. There is no problem in this and it is for the Chandigarh administration to decide,” said Sh. Manohar Lal.

        He said that the building of the present Vidhan Sabha is divided between Haryana and Punjab and that divided portion will also remain with us. Since this Vidhan Sabha building is small and there is a possibility of an increase in the number of Vidhan Sabha members in the coming time after the delimitation in 2026, therefore the need for constructing a new building is justified, said Sh. Manohar Lal while interacting with media at Haryana Bhavan in Delhi on Saturday.

        Responding to a question, Chief Minister said that Haryana is far ahead of Delhi in terms of providing facilities, which is why the Aam Aadmi Party is fighting for its survival in Haryana. In the recently held Adampur by-election, the AAP party got only 3700 votes out of a total of 1.5 lakh votes and this party dreams of forming the government.

        He said that the party which always believed in giving freebies somehow succeeded in forming the government in one or two states, but when they tried to play the same freebies in Varanasi, Uttarakhand, Himachal Pradesh, Haryana, people have shown them the door. In Gujarat too, they will return back empty hands, added Sh. Manohar Lal.

        The Chief Minister while mentioning the scams of the Aam Aadmi Party in Delhi including a classroom scam, in which they embezzled Rs.1300 crores,  said that the party is linked with anti-social elements. He said that the Aam Aadmi Party’s Delhi government is running 1075 schools, while MCD is running more than 1100 schools.

        Sh. Manohar Lal said that AAP blame the farmers for the pollution in Delhi, while they bought medicines worth Rs 40,000 and spent Rs 11 lakhs on its distribution so that the farmers do not burn the stubble. Not only this,  Rs. 14 crore was spent on the advertisement of these medicines and interestingly only 350 farmers availed the benefits of these medicines.

        Sh. Manohar Lal said the AAP government might have remained successful in fooling the Centre by misusing GST money, but not every time one can fool the government or people.

Haryana officers asked to implement Govt’s pro-people policies and programs with a fixed target and within stipulated time frame.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala, today directed the officers to implement the government’s pro-people policies and programs with a fixed target and within stipulated time frame.He said this during a meeting on road safety at the Public Works  Department Rest House, Jind,.He further gave directions to execute the announced development projects in a high-quality manner and in accordance with all necessary norms so that the people get the benefit of the schemes.He stated that no one should encounter a deadly accident on the road due to any department or officer negligence. On the issue of stray cattle roaming on the National Highway, the Deputy Chief Minister strictly directed to ensure railing on the National Highway. He also asked to increase patrolling on the road.While directing the officers of the Forest Department, the Deputy Chief Minister said that the trees inclining towards the highway should be strictly checked and necessary action should be taken in this regard as this creates visibility issues on highways. He directed the officers of the Public Works Department to fix all of the main roads and repair the potholes. He also directed the NHAI officers that there should not be any kind of stone or obstruction on the National Highway which may cause road accidents. For this, continuous monitoring should be done on the highway.He further directed to install reflectors on sharp turns on the railway underbridge before the fog begins.

Haryana Government to grant separate 3 percent quota in Group C posts to Outstanding Sports Persons of the state

Haryana Government on reconsideration, has decided to grant a separate quota of 3% to Outstanding Sports Persons (OSP) and Eligible Sports Persons (ESP) (3% of total Group C posts advertised by the Haryana Staff Selection Commission in any given year).

Sharing information in this regard, the Chief Secretary, Sh. Sanjeev Kaushal said that the Department of Sports and Youth Affairs shall create a separate quota for this purpose and send a requisition to Haryana Staff Selection Commission for a separate recruitment drive for eligible OSP and ESP to the tune of 3 percent of total Group C posts advertised by the Haryana Staff Selection Commission in any given year. These quota posts will exist within selected few departments, namely Home Department, Department of Sports and Youth Affairs, School Education Department and Elementary Education Department. Thus, while the calculation of the number of such posts will be as 3 percent of total Group C posts advertised by the Haryana Staff Selection Commission, these posts will be advertised for only the selected few departments mentioned above, he added.

He further said that within this separate quota (3percent of Group C posts advertised by H.S.S.C in a given year) for OSP and ESP, first preference will be given to Outstanding Sports Persons appointed to Group C posts under the Notification of Haryana Government, Department of Sports and Youth Affairs on dated February 26, 2021 namely, the Haryana Outstanding Sportspersons (Group A, B, C) Service Rules, 2021.

Divulging details, he said that once the candidates appointed to Group C posts under Haryana Outstanding Sportspersons (Group A, B, C) Service Rules, 2021 have been accounted for the remaining posts in this separate quota (3% of Group C posts advertised by H.S.S.C in a given year), the Department of Sports and Youth Affairs shall create a separate roster register for these posts as per the existing directions of Haryana Government at the time, and also send a requisition to Haryana Staff Selection Commission to be advertised separately by a selection process in which only OSP and ESP candidates will be allowed to apply, he added.

The Chief Secretary said that for the purpose of these instructions, “ESP” means a sports person who has obtained a Sports Gradation Certificate of Grade ‘C’ or above under the Sports and Youth Affairs Department. Similarly, “OSP” means a person who has obtained a Sports Gradation Certificate for appointment to Group ‘C’ post or above under the Sports and Youth Affairs Department.

Haryana government making all-out efforts to promote natural farming

Haryana Chief Secretary, Sh. Sanjeev Kaushal said that with several schemes running under the leadership of Haryana Chief Minister, Sh. Manohar Lal, the state government is making all-out efforts to promote natural farming and encourage more farmers towards it; the result of which is the farmers are now moving towards natural farming from chemical farming.

Directing the officials during a review meeting on natural farming here today, the Chief Secretary said that from time-to-time information is being received about the positive results of natural farming; but so far scientific research papers are not available anywhere on natural farming.

“Haryana will have to take steps in this direction and prepare a scientific research paper on natural farming, in which detailed information about the complete process, time period and results of this method will be available. This work should be implemented soon after taking it up with the vice-chancellor and research director of Chaudhary Charan Singh Haryana Agricultural University,” said Sh. Kaushal.

Two training centres currently running, three more to come up for natural farming

The Chief Secretary said that natural farming is slowly becoming the need of the hour and with less agricultural input and less cost; the farmers can increase organic production and can also increase their income with this method. He said that the objective of natural farming is to promote chemical-free agriculture, climate-friendly farming in accordance with nature and to establish this method as a sustainable livelihood by reducing environmental and climate pollution.

“For this, the farmers are also being made aware and trained by the state government. At present training is being imparted at two centres – Gurukul, Kurukshetra and Gharaunda, Karnal. Apart from this, three more training centres will soon be set up at Chaudhary Charan Singh Haryana Agricultural University, Hisar, Hameti, Jind and Mangiana, Sirsa, respectively,” he added.

Sh. Kaushal further said that the basic objective of natural farming is to change the food habits and for this; the concept of ‘food as medicine’ has to be adopted, for which natural farming is the only way out. He said that to make the farmers aware about this, natural farming will be done in a demonstration field in every block. So far, such demonstration farms have been prepared in five districts.

Emphasis on training and awareness in first phase for natural farming

It was stated in the meeting that to promote natural farming, the state government had launched a portal in April, 2022, on which farmers willing to adopt natural farming can register themselves. In the first phase for natural farming, more emphasis is being given by the government on training and awareness, so that the farmers can understand this method better.

So far, 2,992 farmers have registered themselves on this portal and 1,201 farmers have given their consent to do natural farming during Rabi season. Apart from this, 3,600 soil samples have also been collected and so far, 405 assistant technical managers (ATMs) and block technical managers (BTMs) with 119 progressive farmers have been trained for natural farming; who will work as master trainers to train other farmers. Not only this, 151 youths have also been trained in this farming method.

Haryana’s new initiative

To promote natural farming in the state, a subsidy of Rs 25,000 is being given on the purchase of an indigenous cow and an assistance of Rs 3,000 is being provided to the farmers for the purchase of 4 drums to prepare Jeevamrut solution. Haryana is the first state in the country to launch such initiatives and not only this, a plan has also been prepared to ensure that natural farming products are packed directly from the farmer’s fields; to prevent any doubt of genuineness of the product for the customers.

Additional Chief Secretary, Agriculture and Farmers Welfare, Smt. Sumita Misra, Director General, Agriculture Department, Sh. Hardeep Singh and other officials were present during the meeting.

President to launch Mukhyamantri Swasthya Sarvekshan Yojana on November 29 in Kurukshetra: Chief Minister

Haryana Chief Minister Sh Manohar Lal  said that on November 29, the President, Smt. Droupadi Murmu will give another health gift to the people of Haryana as she will launch Mukhyamantri Swasthya Survekshan Yojana in Kurukshetra under which a health survey of more than 1.60 crore Antyodaya persons of the state will be done. “The data of health services, being provided to 1.8 crore people, is available under the e-treatment scheme. Universal portal of e-Upchar will be developed to collect health data of all such people,” said the chief minister while presiding over the review meeting of CHIRAYU Haryana Yojana and Mukhyamantri Swasthya Sarvekshan Yojana implemented by the Health Department held here today. The Chief Minister said that the work of making the CHIRAYU Haryana Yojana cards should be done at a fast pace so that people can avail the scheme benefits as soon as possible.  On December 5, the distribution of 10 lakh golden cards to be given under this scheme should be ensured at the village and ward level, directed Sh. Manohar Lal. 28 lakh families to get scheme benefitsThe Chief Minister said that under CHIRAYU Yojana, about 28 lakh Antyodaya families of the state should be ensured the health benefits at the earliest. No laxity will be tolerated in this work. Under this scheme health benefits of Rs 5 lakh would be provided to each family. The government is committed to providing health benefits to these beneficiaries, he said. Set up Call centres at the village levelThe Chief Minister said that for the convenience of the general public, call centres should be set up at the village level so that any queries related to this scheme can be resolved easily. Registration for CHIRAYU Yojana and health cards are being made free of cost. No fee is being charged by the government for this, but complaints are being received regarding the charging of some fee for making these cards, therefore the officers concerned should take immediate cognizance of such complaints and take strict action against people doing so, said Sh. Manohar Lal.Health infrastructure will be further strengthened in Haryana The chief minister  said that health infrastructure will be further strengthened in government medical centres across the State. All necessary formalities are being completed for this. Along with appointing doctors, laboratories, and specialists in civil hospitals, work should be done expeditiously towards providing ICU facilities, directed the Chief Minister. CHIRAYU scheme should be evaluated smoothly The Chief Minister said that a Third Party Administrator should be involved in the evaluation of the CHIRAYU from time to time and share the actual report with the government.  The finalization of this Third Party Administrator should be done in the coming week.Chief Principal Secretary to Chief Minister, Sh. Haryana has become self-sufficient in power availability: Khattar

Haryana has continuously progressed in the power sector since its inception in 1966, with an increase in the electricity availability; from 343 Megawatts (MW) in that period to 13106.58 MW today. Thus, Haryana has become self-sufficient in terms of power availability in the state in the last 8 years under the able leadership of Chief Minister Sh. Manohar Lal.

The target when the power demand reached 12768 MW during the peak hours in the months of May-June was also met. Even when the power crisis deepened in northern India, the availability of electricity in Haryana remained as expected. This became possible due to the power reforms carried out by the power corporations and the Haryana Electricity Regulatory Commission (HERC).

Electricity reached every village in the year 1970

When Haryana was separated from Punjab in 1966 as a separate state, at that time Haryana had an acute shortage of resources. It was a big challenge before the then governments to provide basic facilities like roads, electricity, water to the public. But in 1970, electricity was brought to every village. Chief Minister Sh. Manohar Lal himself believes that all the previous governments have contributed to the development of the state; but the work done in the last 8 years is overshadowing the work done in the last 48 years. In the field of power reforms, Haryana has taken a giant leap in these 8 years. The state has not only become self-sufficient in the field of power availability; but for the first time all the four power corporations are in a position of dividend.

Haryana Electricity Regulatory Commission also playing an important role

After the Haryana Power Reform Act came into force in 1998 with the objective of protecting the interests of electricity consumers, rationalizing electricity tariffs and promoting environment friendly policies, the HERC was constituted on August 16, 1998. In place of the Haryana State Electricity Board, two corporations – Haryana Vidyut Prasaran Nigam (HVPN) and Haryana Power Generation Corporation Limited (HPGCL) were formed.

In 1999, two separate corporations – Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN), were formed from Haryana Vidyut Prasaran Nigam; which will only do the work of electricity distribution. There are ten power circles under UHBVN including Ambala, Panchkula, Yamunanagar, Kurukshetra, Kaithal, Karnal, Panipat, Sonepat, Rohtak and Jhajjar, with 32 division and 128 sub-divisions. Similarly, DHBVN has 11 circles, 30 divisions and 129 sub-divisions including Hisar, Fatehabad, Jind, Narnaul, Rewari, Bhiwani, Gurugram-1, Gurugram-2, Faridabad, Palwal and Sirsa.

New 900 MW power plant to be set up in Yamunanagar, power connections in agriculture sector crosses 6.64 lakh

Haryana Power Generation Corporation produces a total of 2582.40 MW power, out of which 710 MW power is produced from Panipat Thermal Plant, 1200 MW from Rajiv Gandhi Thermal Plant Khedar, 600 MW from Deenbandhu Chhoturam Thermal Plant, Yamunanagar, 62.4 MW hydro from Western Yamuna Canal and 10 MW of solar power from the Panipat Power Project. In 1966, where there were 20,190 tubewells used for agriculture in Haryana, it has now increased to over 6.64 lakh in 2022.

In 1966, there were only 9749 industrial area electricity connections in the state, which has now increased to over 1.18 lakh in 2022. Meanwhile, the per capita consumption of electricity was 48 units in 1966, which has now increased to about 1805 units. Today, the number of electricity consumers has increased to about 73.82 lakh. Keeping in view the guidelines of the National Green Tribunal (NGT), the Chief Minister has given green signal to the proposal to set up another 900 MW power plant at Yamunanagar outside the NCR and soon its site selection and detailed project report (DPR) will be approved.

Mhara Gaon-Jagmag Gaon Yojana is illuminating Haryana

Chief Minister Sh. Manohar Lal believes that electricity is supplied on the demand of the consumers, the way a customer buys goods from a shop. Similarly, the consumers have to pay for electricity also. In 2016, the Chief Minister had appealed to the people to pay the electricity bills which garnered public cooperation and after that ‘Mhara Gaon-Jagmag Gaon Yojana’ was started; under which now 5,681 villages, that is 84 percent villages of the state are being given 24-hour power supply in comparison to only 538 villages in October, 2014. Also, in October 2014, the recovery of electricity bills from rural areas was less than 50 percent, which has now increased to more than 90 percent. In this way, today Haryana has not only become self-sufficient in power generation, but is also at the top position in the country in power-generated industries and other basic facilities.
