First International Convention Centre to come up in Haryana

Ensuring commercial use of the first International Convention Centre to be built in Haryana, Chief Secretary Sh.  Sanjeev Kaushal has directed the concerned officials to hold a meeting with all the stakeholders regarding the facilities to be provided at the centre. He directed the officers to get the design prepared after seeking suggestions from the stakeholders. To expedite the implementation of such big projects, a sub-committee should be constituted for each project. Representatives of other departments working in the project should also be included in this sub-committee, said Sh. Kaushal.

The Chief Secretary presided over the meeting of the Committee of Administrative Secretaries to review the projects worth more than Rs.100 crore here today. 47 projects of 6 Departments worth more than Rs 100 crore were discussed in the meeting. About Rs. 43,000 crore will be spent on these 47 projects.

Sh. Kaushal directed the officers that similar International Convention Centres (ICC) built at other places should also be studied and their feasibility should also be evaluated. He said that a meeting with the stakeholders should be organized in the next 15 days to expedite the construction of ICC to be built in Sector-78 of Faridabad.

Initiate strict action against the officer submitting wrong progress report of the project

The Chief Secretary directed that strict action should be taken against the concerned officers involved in submitting the wrong progress report regarding the completion of work while reviewing the projects of the Urban Local Bodies Department. He  said that directions should also be issued to other officers that strict action can be initiated for giving a wrong information. Apart from this, Sh. Kaushal directed the Administrative Secretary, Urban Local Bodies to streamline the functioning at the headquarters level and field offices.

The Chief Secretary directed the officers to personally visit the spot and review the progress of such big projects so that there is no delay in their implementation and completion. Besides this, strict directions should be given to the contractor to complete the projects within the stipulated time, he added.

In the meeting, 19 projects of the Urban Local Bodies Department were reviewed including MCG building in Gurugram, modernization work of Raja Nahar Singh Stadium, strengthening of sewerage system in Ambala, canal-based water works and strengthening of sewerage system in Faridabad, Palwal etc. 

The Chief Secretary directed that NOC is required from the Central Government, Railways, Defence or other Departments for the implementation of various projects in the state. The process of obtaining NOC should be completed by holding a meeting with all the representatives at the earliest so as to avoid delay in the projects. Unnecessary delay in projects due to NOC will not be entertained, he added. 

12 rain water harvesting wells to be built in Faridabad

Sh. Kaushal informed that 12 rain water harvesting wells are to be built in Faridabad while reviewing the projects of Faridabad Metropolitan Development Authority. He said that 3 rain wells will be constructed in the first phase. The tender has been floated and the work will be allotted soon. 4 wells in the second phase and 5 wells in the third phase will be constructed.

It was informed in the meeting that the work of laying 100 kilometre water pipeline from Sector 58 to 115 in Gurugram has been completed. The work of laying 8 km pipeline is under process, which will be completed by the end of December, 2022. Apart from this, 100 MLD capacity water treatment plant at Budhera, and a 100 MLD capacity sewage treatment plant at Dhanwapur is also being set up to treat water.

Infrastructure facilities are being developed in industrial estate

It was informed in the meeting that infrastructure facilities are being developed at a fast pace in the Industrial Estate of Barwala on turnkey bases and it will be completed soon. Apart from this, the work of development of infrastructure facilities is being done in 500 acres of electronic manufacturing cluster in Sohna, IMT, Sohna and Kharkhoda. Both the projects are estimated to be completed in 2 years. Besides this, underground electrical distribution will be ensured in Kharkhoda in the coming time. Mega Food Park is being set up at Rohtak. 2 Silos of 1500 MT and 1000 MT capacity of Rs. 179 crore are soon to be built in Mega Food Park.

Global city project has gained momentum

It was informed in the meeting that tender has been floated for the first phase of the Global City to be developed on about 1,000 acres of land in Gurugram. This city will have all the state-of-the-art facilities like global cities based in Dubai and Singapore. Besides the promotion of the industrial sector, the youth of Haryana will get employment opportunities. This city will make its identity at the international level.

Projects of Agriculture and Farmers’ Welfare and Animal Husbandry Departments were also reviewed in the meeting.

In the meeting, Additional Chief Secretary and Financial Commissioner of Revenue and Disaster Management, Sh. V. S Kundu, Chief Executive Officer of Faridabad Metropolitan Development Authority, Sh. Sudhir Rajpal, Additional Chief Secretary, Finance, Sh.  Anurag Rastogi, Additional Chief Secretary of Industries and Commerce Department Secretary, Sh. Anand Mohan Sharan, Additional Chief Secretary of Urban Local Bodies, Sh. Arun Kumar Gupta and other senior officers were present.

Haryana Electric-Vehicle Policy-2022 notified

The Haryana government has notified the Electric-Vehicle Policy, under which 12 schemes have been made live. Additional Chief Secretary of Industries and Commerce Department, Sh. Anand Mohan Sharan said that the aim of the Electric-Vehicle Policy is to promote the manufacturing of electric vehicles and their components in the state. He stated that with the formulation of this policy, research and development in the field of electric-vehicles will be encouraged. In addition to strengthening the infrastructure, provisions have been made in the policy to reduce the upfront cost of electric-vehicles. In this, the buyers of Hybrid EV will also get incentive.

Sh. Sharan said that the Industries and Commerce Department has notified the Haryana Electric-Vehicle Policy-2022, under which 12 schemes have been made live on the website (www.investharyana.in) so that people can take advantage of it. He informed that the 12 schemes that have been made live to encourage electric vehicles in the Electric-Vehicle Policy include Purchase Incentive for Buyers, Charging and Battery Swapping Station Scheme, Net SGST Reimbursement Scheme, Capital Subsidy Scheme, Employment Generation Subsidy Scheme, Electricity Duty Exemption Scheme, Stamp Duty Reimbursement Scheme, Patent Fee Reimbursement Scheme, R & D Incentives, Human Capacity Building Excellence Centre of Excellence Scheme, Seed and Conversion Fund Scheme, Water Treatment Incentive Scheme. All eligible buyers willing to take advantage may visit the website, check details and may apply for incentives within 45 days from the date the portal has been made live. The policy document and scheme document detailing the terms and conditions for claiming the incentive can be downloaded from the website.

November 22, 25 will be observed as Public holidays in Faridabad, Fatehabad, Hisar and Palwal to enable employees of aforesaid institutions and offices etc. to cast their votes

Haryana Government has notified that November 22 (Tuesday) and 25 (Friday) will be observed as Public holidays in all offices, Educational and other institutes of the State Government, Board and Corporations situated in the jurisdiction of the areas namely Faridabad, Fatehabad, Hisar and Palwal to enable employees of aforesaid institutions and offices etc. to cast their votes for Members of Zila Parishads and Panchayat Samitis and also for those employees located or working beyond the jurisdiction of said Zila Parishads and Panchayat Samitis but are registered voters of said areas.Sharing more details in this regard, an official spokesperson said that it has also been notified that November 22 (Tuesday) and 25 (Friday) will also be observed as paid holidays under section 135B of the Representation of People Act, 1951 applicable under Section 173A of the Haryana Panchayati Raj Act, 1994 and under section 25 of Negotiable Instrument Act, 1881 for all the factories, commercial, establishments, industrial undertakings, trade, shops, Banks etc., falling within the jurisdiction, where the poll will be held on November 22 (Tuesday) and 25 (Friday) to enable workers of these factories, commercial establishments, industrial undertakings, trade shops, Banks etc. located in the areas of the aforesaid Panchayati Raj Institutions to cast their votes.

Haryana Government notifies the scheduled time limit of eight more services of ULB under RTS Act, 2014

Haryana Government has notified the scheduled time limit of eight more services of Urban Local Bodies Department provided to the citizens under Right to Service Act, 2014.

Sharing information in this regard, Haryana Chief Secretary Sh. Sanjeev Kaushal said that sanction of building plans in original municipal limits, Town planning schemes, Improvement Trust schemes, Rehabilitation schemes, regularized colonies and notified colonies for all plot size and other uses (except institutional and Commercial use/sites of 1000 sq meters or more) having no composition offence will be approved within the time frame of 20 days from the receipt of complete documents.  Similarly, Sanction of building plans in the original municipal limits for commercial/institutional uses for the sites 1000 sq meters to 5000 sq meters will be approved within the time frame of 60 days from the receipt of complete documents.

Divulging the details, Sh. Kaushal further said that Sanction of building plans in the original municipal limits for commercial/ institutional uses for the sites 5000 sq meters and above will be approved within the time frame of 60 days from the receipt of complete documents. Similarly, sanction of building plans (CLU granted sites upto 5 acres in Municipal Corporation Gurugram and Faridabad) having no composition of offence will be approved within the time frame of 20 days.

Sh. Kaushal further said that sanction of building 20 plans (CLU granted sites, except sites upto 5 acres in Municipal Corporation Gurugram and Faridabad) having no composition of offence will be approved within 20 days.

Similarly, change of land use permission for the units situated within controlled areas of the State within the Final Published Development Plan of the Controlled Area and confirming zone will be approved within 60 days from the receipt of complete documents.

Sharing further details, he further said that Issuance of permission granting of advertisement rights Haryana Municipal Corporation advertisement under Byelaws, 2018 and Haryana Municipal advertisement Byelaws, 2019 will be approved within 60 days. Similarly, the work of repairing potholes of roads will be completed in 5 days.

Till two decades ago, diabetes was known as a health problem associated with increasing age. But at present, its danger is seen increasing rapidly even in young people. That’s why people of all ages need to be aware of diabetes and should change their food habits and lifestyle, said Dr. Anil Bhansali, famous endocrinologist and director of Gini Health Hospital Mohali. He started a massive awareness campaign at Gini Hospital on the occasion of World Diabetes Day. On this occasion, under the chairmanship of Dr. Bhansali’s doctors, the doctors made the patients aware about the symptoms of diabetes and prevention .

Dr. Bhansali said that according to a figure, the number of diabetes patients under 40 in the UK was close to 1.20 lakh in 2016-17, which has increased by 23 percent to more than 1.48 in 2020-21. The Chairman Consumer Grievances Redressal Forum (Circle Forum), Panchkula of Uttar Haryana Bijli Vitran Nigam along with the members of the Forum would take the proceedings of the forum in the office of SE/OP Circle, UHBVN, Panchkula, SCO-96, 1st Floor, Sector-5, Panchkula to redress the grievances and to hear the complaint of the consumers belonging to Panchkula District only and to entertain new complaints from 11:30 am on November 16, 2022. The CGRF shall take all grievances and complaints of consumers like billing problem, voltage complaints, problems in metering, disconnection and reconnection of power supply, interruptions, failure of power supply, efficiency, safety, reliability, noncompliance of Haryana Electricity Regulatory Commission orders etc. However, the cases of theft and unauthorized use of electricity, offences and penalties as specified under section 126 and section 135 to 139 of Electricity Act, accidents and inquiries as under section 161 of the Act would not be considered by the Forum.  All the consumers are requested to avail the opportunity for the redressal of their grievances.

Focus on meticulous implementation of TWW Policy to ensure availability and proper management of water, says Khattar

Haryana Chief Minister has directed officers of the Irrigation and Water Resources Department to prepare water account data regarding water sources and use, so that the availability and use of water per acre can be analyzed and a plan for proper water management for the coming years can also be prepared.        Special focus should be given on the meticulous implementation of Treated Waste Water (TWW) Policy so that in the coming years proper water management can be ensured in colonies developed by Haryana Shehri Vikas Pradhikaran, industrial estates developed by HSIIDC. Further, the same can also be ensured in colonies developed by private developers, directed Sh. Manohar Lal while chairing an important meeting held here today.Under this Policy, emphasis will be laid on lying of double pipelines and setting up of micro STPs.        During the meeting detailed discussion was held on various topics including ensuring availability of water according to the population of the year 2030 in Gurugram, increasing the capacity of Gurugram water supply channel, remodeling of Mewat feeder channel. Apart from this, a presentation on the activities of Micro Irrigation and Command Area Development Authority (MICADA) to promote micro irrigation was also shown.        Adviser, Irrigation to Chief Minister, Sh. Devender Singh, Engineer-in-Chief, Dr. Satbir Kadian and other officers of the department remained present in the meeting.

All preparations completed for the election of Sarpanch and Panch posts in the 9 districts of the second phase: Dhanpat Singh

Haryana State Election Commissioner, Sh. Dhanpat Singh said that all preparations have been completed for the election of Sarpanch and Panch posts in the 9 districts of the second phase. Polling will be held for the post of 2,683 Sarpanch and 25,655 Panch posts in 57 blocks of 9 districts, Ambala, Charkhi Dadri, Gurugram, Karnal, Kurukshetra, Rewari, Rohtak, Sirsa and Sonipat on November 12.        State Election Commissioner, Sh. Dhanpat Singh said that in the nine districts where the second phase of polling is going to be held, all the preparations related to security and all other facilities have been completed. Necessary guidelines have been issued to all the concerned District Deputy Commissioners, Superintendents of Police and Supervisors for conducting the polls in a fair and peaceful manner. Along with this, a heavy police force has been deployed at sensitive polling booths. Sh. Dhanpat Singh said that keeping in mind the convenience of voters, necessary arrangements like drinking water, electricity, wheelchair for disabled voters etc. have been ensured at all polling station.        Sh. Dhanpat Singh said that the results of the polling for the post of Panch and Sarpanch will be declared after the counting of votes. At the same time, the voting of Panchayat Samiti members and Zilla Parishad Committee members of the second phase was completed on November 9. The results of these elections will be declared after the counting of votes on November 27, 2022 after the completion of the elections of Panchayat Samiti members and Zilla Parishad members in all 22 districts.There are 48,67,132 voters in the second phase        Sh. Dhanpat Singh informed that there are total 48, 67, 132 voters in 9 districts of the second phase. These include 25, 89, 270 males, 22, 77, 795 females, and 67 others. Sh. Dhanpat Singh informed that there are 5,963 polling stations in these 9 districts, out of which 976 are sensitive and 1023 are highly sensitive stations.Panchayat election activities will be updated on ‘Mhari Panchayat Portal’        Sh. Dhanpat Singh said that the activities of Panchayat elections will be updated on the ‘Mhari Panchayat Portal’. The voting percentages can be seen anywhere in the state by opening the Mhari Panchayat Portal through the internet. At the same time, the results will be visible on the e-dashboard on the day of counting. Anyone can see the election trends, voting percentages, and final results on the portal while sitting at home.

Process of making fuel brackets from bagasse in sugar mills will soon begin in Haryana: Cooperation Minister

Haryana Cooperation  Minister, Dr. Banwari Lal said that the process of making fuel brackets from bagasse would be implemented in all sugar mills of the state following the process started at Cooperative Sugar Mill in Kaithal. This initiative will increase the income of the sugar mill which would further lead them to become self-sufficient. Dr. Banwari Lal was inaugurating the 32nd crushing session of Sugar Mill at Kaithal today.

        The Cooperation Minister said that Sugar Mill, Kaithal has received many state and national level awards. Better quality jaggery and sugar is being produced in this mill. Besides this, a special arrangement of providing food at Rs 10 has also been made for the farmers arriving during the crushing season.

        He said that the target of the mill has been fixed to crush 41,500 quintals of sugarcane. The payment of sugarcane crop is being provided to the farmers on time. Along with this, awareness is being made from time to time to plant a good variety of sugarcane, so that farmers can produce maximum yield. He said that work is being done to produce biogas in sugar mills, so that this system can be initiated in other sugar mills as well.

        The Cooperation Minister said that tenders regarding a technically advanced project will be floated in the month of December to increase the crushing capacity of Kaithal Mill from 2500 to 3,000 TDC. The estimated cost for this project is Rs. 86 crore. Apart from this, the work regarding advancement of ETP plant is being done, which will cost about Rs. 6 crore. The ethanol project of 120  kilo litres per day capacity will be implemented in this mill in association with Jind Sugar Mill. Under this scheme, 2 mills will be set up in the form of cluster.

        On this occasion, Deputy Commissioner, Kaithal, Smt Sangeeta Tetarwal, MD, Sh.  Braham Parkash and other officers were present.

Ensure reservation of a minimum 5 percent posts of Clerical Cadre for the purpose of Compassionate appointment under Ex-gratia Policy: Hry CS

Haryana Chief Secretary, Sh. Sanjeev Kaushal has directed all the Head of Departments, Deputy Commissioners to ensure to keep reserve of the 5 percent posts (especially of Clerical cadre) of Group C of direct recruitment for the purpose to grant Compassionate appointment to the family members of the deceased employee.        All the HODs and Deputy Commissioners will send the details about the name of the Group-c post, sanctioned strength of the post of direct recruitment quota, the number of posts under EX-gratia quota, the number of persons given compassionate appointment from August 1, 2019, onwards and the number of the vacant post under EX-gratia quota to HR-II Branch through email-Superintendentgs2@gmail.com by November 17, 2022, directed Sh. Sanjeev Kaushal.Sharing more details in this regard, an official spokesperson said that in some cases it has been observed that in some of the departments the 5 percent quota of Group C posts for the purpose of compassionate appointment is not reserved at the time of sending requisition for direct recruitment to HSSC. As a result, it becomes difficult for them to grant compassionate appointment to the eligible family member of deceased Government employee of their Department and cases are sent to Human Resources Department to grant compassionate appointment on Group C posts in other departments.  This process takes time upto 6 months and the family members of deceased employee have to face difficulties for this purpose added the spokesperson.        The spokesperson shared that in Rule 10 (b) of the Haryana Civil Services (Compassionate Financial Assistance or Appointment) Rules, 2019 it has been mentioned that Compassionate Appointment shall be admissible to the eligible family member of a Government employee who dies while in service to the post of Group-C and D subject to certain conditions.  Where the Compassionate appointment is admissible to Group C posts, the same cannot be granted over and above the 5 percent of sanctioned posts of direct quota but there is no limit bar for compassionate appointment against the post of Group D.
