Haryana Labour Department initiates comprehensive nominee update system for the welfare of construction workers

Principal Secretary, Labour Department, Sh. Rajeev Ranjan, stated that the Haryana Building and Construction Workers Welfare Board has initiated a comprehensive nominee update system to strengthen the welfare of construction workers. The board offers various schemes that can benefit the dependents and nominated individuals after the demise of construction workers. The new process aims to facilitate the management and distribution of benefits to enrolled individuals.

        He highlighted that all construction workers registered with the Haryana Building and Other Construction Workers Welfare Board must update their nominee’s information. This proactive measure ensures that the nominee’s information is secured accurately. Additionally, beneficiaries will be promptly informed about their current nominated individuals after the verification of work slips. The goal is to maintain transparency and keep construction workers informed about their nominated individuals who are eligible for scheme benefits.

        Sh. Ranjan said that after depositing the fees, beneficiaries will receive an SMS confirming the receipt of fees and verifying information about the nominated individual. Furthermore, an SMS will be sent after submitting a benefit application, informing that their application has been received. The message will include details about the current nominee individual.

        He further stated that the process of changing the nominee has been simplified. Now, construction workers can easily update their nominee details by submitting an application to the concerned district officer. To keep the process dynamic and responsive, annual notifications will be sent out. These messages serve as reminders and updates, ensuring workers are consistently aware and have the opportunity to make changes if necessary.

Dream of the elevated bridge being constructed on Mohna Road soon to materialize: Mool Chand Sharma

Transport Minister, Sh.  Mool Chand Sharma has announced a New Year bonanza for the residents of Arya Nagar in Ballabhgarh, Haryana, in the form of development projects worth Rs. 1 crore. The dream of the elevated bridge being constructed on Mohana Road is soon to be fulfilled, as the tender for this bridge, built by the Public Works Department, was opened today. The foundation stone for this bridge will be laid in a few days in the upcoming New Year.

        Transport Minister addressed the residents of Arya Nagar in Ballabhgarh on Saturday, expressing his gratitude towards Chief Minister, Sh. Manohar Lal for generously allocating funds for the development of Ballabhgarh. He acknowledged the leadership of Prime Minister, Sh. Narendra Modi and Chief Minister, Sh. Manohar Lal in driving comprehensive development initiatives both at the national and state levels. Due to these efforts, Ballabhgarh is now accelerating on the path of progress.

        The benefits of the elevated bridge on Mohana Road will extend to approximately 50 colonies, including the Prithla Assembly constituency and around 84 villages, along with the people traveling to Jewar Airport. Sectors in the Ballabhgarh Assembly and the IT area will also benefit from this bridge, providing relief to people from the heavy traffic congestion on Mohana Road.

        Minister, Sh. Sharma emphasized that under the able guidance of Prime Minister, Sh. Narendra Modi, the Viksit Bharat Sankalp Yatra is being conducted, focusing on the development of urban and rural areas. Information about various government welfare schemes and projects is being disseminated to people at their doorstep.

Vice Chancellor honours with National Award by CIU

The Confederation of Indian Universities selected Dr. Raj Nehru, the Vice Chancellor of Shri Vishwakarma Kaushal University, for the “National Skill-Based Training and Research Award 2023.” He was presented with this Award at the 20th annual celebration of the Confederation of Indian Universities on December 29 at the India International Centre in Delhi. Dr. Raj Nehru is the founder Vice Chancellor of the country’s first State Skill University and has established an exemplary position for skill education in the country.

Giving more information in this regard, an official spokesperson informed that Dr. Raj Nehru has played a significant role in various national-level committees formed for the standards of skill education and has also contributed to bringing about important changes in education in line with the National Education Policy.

Dr. Raj Nehru has achieved significant success in establishing the country’s first Innovative Skill School and has created new employment opportunities by integrating the classroom with industry, spokesperson added.

Not only has he fulfilled his role as the founder Vice Chancellor of the country’s first State Skill University, but other states in the country are also following this model of skill education. Dr. Raj Nehru is also credited with starting the “Earn while you Learn” model through on-the-job training, providing students with earning opportunities alongside their studies. For these innovative initiatives, he was conferred with this award by the Confederation of Indian Universities.

The spokesperson further stated that last year Dr. Raj Nehru was also conferred with prestigious Good Governance Award by Haryana State Government as well.

CM flying squad Takes Stringent Action Against violators, conducted 2,236 raids, recovered Rs. 13 crore as fine

While on one hand Haryana Chief Minister, Sh. Manohar Lal was engaged in public welfare works for the people of the state, on the other hand he also kept an eye on those doing illegal work. On his direction, CM flying squad has conducted a total of 2,236 raids/search operations throughout the year on various government departments/institutions and non-governmental entities.

Under this, 454 cases were registered against those involved in food adulteration, 255 cases registered against those running illegal establishments, 321 cases of irregularities in various government departments, 187 cases of overloading/illegal mining, 108 cases of irregularities in government ration depots/mid-day meal stocks and black marketing, 53 cases of GST theft, 33 individuals involved in the trade of intoxicating substances, 30 illegal pubs/hookah bars, and 18 establishments were raided.

        A government spokesperson provided information that during these operations, a total of 727 cases were registered, leading to the arrest of 768 individuals, with penalties amounting to nearly Rs. 13 crore was collected.

        In collaboration with the electricity department in Gurugram, CM flying squad exposed electricity theft in a crusher, resulting in a penalty of over Rs. 3 crore.

The CM flying squad extended to the health hazards caused by the sale of illegal foreign cigarettes or e- cigarettes. In Faridabad, a factory producing illegal foreign cigarettes without a license was raided, seizing approximately 10 lakh cigarettes valued at around Rs 2 crore. The spokesperson detailed that a similar crackdown occurred on units producing fake ration in Hisar and Fatehabad, leading to a significant increase in fines and license fees in the government treasury.

        Additionally, actions were taken against corruption under the Prevention of Corruption Act 1988, with arrests made in cases related to bribery in obtaining RC permits and NOC certificates. Notably, raids were conducted in Rohtak RTA office, resulting in the arrest of officials and employees involved in corruption. Till now 6 brokers and 3 employees of the office have been arrested. During this, Assistant Secretary RTA was arrested and Rs. 2.90 lakh bribe was recovered from him.

        Further, under the Bhavantar Bharpai Yojana, cases were filed against 185 individuals who caused revenue loss to the government by registering fake registrations in Bhiwani, Rewari, and Narnaul. In Sirsa, cases were registered against 3 government officials and 14 others for fraudulent claims in crop insurance under the Fasal Bima Yojana.

        In Panipat, embezzlement of about Rs. 47.50 lakh was caught by issuing fake bills without installing tube wells on Panchayat land. Sarpanch of the village, BDPO was found to be involved in this scam. A case was registered against the concerned officer.

Chief Minister, Sh. Manohar Lal issued a stern warning to wrongdoers, urging them to either abandon illegal activities and return to the right path or face legal consequences. He emphasized that the CM flying squad would continue to operate with the same enthusiasm and vigor in the coming year.

‘Haryana CM Ki Vishesh Charcha’ programme completes 50 episodes

Haryana Chief Minister, Sh. Manohar Lal, introduced a new chapter in the state’s politics today by engaging with the public in a ‘CM Ki Vishesh Charcha’ programme. ‘CM Ki Vishesh Charcha’ programme completes 50 episodes today.  Initiated a year ago, this programme aimed to gather feedback on the welfare programs being implemented in the state by the government. The Chief Minister highlighted that, unlike sitting in air-conditioned rooms and formulating policies, he prefers to connect with the public directly.

        While congratulating the people of the state for the New Year 2024 in advance, the CM announced that after the inauguration of Sri Ram Temple in Ayodhya on January 22, 2024, under “Mukhyamantri Teerth Darshan Yojana” arrangements will be made so that the elders of Haryana can visit Ayodhya for the darshan of ‘Ram Lalla’. He also said that after January 25, the Jan Samvad programme will be resumed in a new style and flavour.

        During the 50th ‘CM Ki Vishesh Charcha’ programme today, Chief Minister addressed the people of Haryana, stating that it has been a year since the state government started weekly discussions with beneficiaries of various schemes through mobile phones. He emphasized that the programme has provided him with a valuable opportunity to interact directly with people from different sections of society, enabling him to understand their issues, complaints, and suggestions.

        Expressing his satisfaction with the programme, the Chief Minister mentioned that through direct interaction, he has gained insights into the challenges faced by the people and has been able to address them effectively. He shared that the programme has been instrumental in improving the implementation of various schemes and services by directly incorporating feedback from the beneficiaries.

        Chief Minister, Sh. Manohar Lal highlighted the importance of reaching out to the people and understanding their needs and aspirations. He stated that rather than sitting in ivory towers, his government focuses on creating plans that cater to the needs, hopes, and aspirations of every section of society. He reassured that the government ensures the benefits of these plans reach every eligible person.

        The concept of engaging with the public via mobile phones was conceived during a public interaction event in Sonipat on December 9, 2022, where the Chief Minister observed some hesitancy among people in expressing their concerns publicly. To bridge this gap, the mobile-based programme allows simultaneous interaction with thousands of individuals, fostering open and direct communication.

        The Chief Minister shared his happiness at the program’s success, stating that in the past year, he has connected with nearly 6.13 lakh people through this weekly initiative. Additionally, discussions were held with approximately 750 beneficiaries of various schemes via mobile phones, and their feedback has played a crucial role in refining and implementing policies effectively.

        He expressed gratitude for the 330 identified problems and suggestions, out of which 188 have been resolved, and efforts are ongoing for the rest. He assured the public that their concerns are being taken seriously, and practical solutions are being implemented. He further stated that we will continue such programmes with new colours and flavours.

In response to Chief Minister, Sh. Manohar Lal’s commitment to maintaining discipline and accountability in public service, a significant measure was taken today as he directed the compulsory 15-day leave for XEN, Sh. Jitender Mann of the Irrigation Department in Bhiwani district due to reported misconduct with the general public.

State government to adopt the concept of e-Bank Guarantee

Haryana Chief Minister Sh Manohar Lal, following the launch of the Haryana Engineering Works Portal https://works.haryana.gov.in to enhance facilities for contractors and realize the vision of a paperless, faceless, and transparent system, has taken another step in the direction of e-governance.

The state government will soon accept bank guarantees provided by contractors for engineering works in the form of e-Bank Guarantees. This move is expected to provide significant convenience to contractors interested in working on engineering projects in the three primary engineering departments of the government i.e Public Works Department, Irrigation and Water Resources Department, and Public Health Engineering Departments, saving both time and effort under ease of doing business.

Chief Minister, Sh. Manohar Lal was presiding over the review meeting of Haryana Engineering Works Portal here today.

During the review meeting, CM directed officers that once the work is uploaded on the portal and administrative approval is obtained, there should be no delay in providing technical approval. If technical approval remains pending for more than 90 days, action will be taken against the concerned, as per the rules.

During the meeting, a presentation regarding e-bank guarantee was also given by the representatives of National e-Governance Service Limited. It was apprised in the meeting that at present the process of bank guarantee (hard copy) given by the contractors is long, which takes about 5-6 days. Whereas with e-bank guarantee this work can be completed in only 3-4 hours. This will facilitate contractors as well as government departments.

It was further apprised in the meeting that sometimes the departments are not able to know when the bank guarantee of which contractor is expiring and they are also unable to encash the conditional bank guarantee, which also causes financial loss. Adopting e-Bank Guarantees through this portal will also alert departments about the expiration of bank guarantee periods.

Additional Chief Secretary of the Finance Department, Sh. Anurag Rastogi, Principal Secretary to Chief Minister, Sh. V. Umashankar, Advisor to Chief Minister (Irrigation), Sh. Devender Singh, Commissioner and Secretary, Irrigation and Water Resources Department, Sh. Pankaj Agarwal and other officers were present in the meeting.

Health Minister Assures Adequate Healthcare Services Amidst Doctors’ Strike

Haryana Health and Family Welfare Minister, Sh. Anil Vij has reassured the public that all patients visiting government health institutions or hospitals in the state will receive adequate healthcare services, despite the ongoing strike called by government doctors. In response to the strike, the Health Department has revoked all types of leaves for doctors, mobilizing around 3,000 doctors to ensure continuous services.The Minister Sh. Vij said that to ensure continuous service for the public, the health department has mobilized approximately 3,000 doctors including consultants, senior consultants, NHM doctors, DNB doctors, medical officers from medical colleges, and community health officers. Notably, doctors from the Haryana Health Department have called for a strike, halting all health services in government healthcare facilities from December 29 until their demands are addressed.

Yesterday late evening, the Director General of the Haryana Health Services Department, Dr. Randeep Singh Poonia, along with Dr. J.S. Punia (DGHS) and Dr. Manish Bansal (DHS), convened a meeting with representatives of the HCMS Association. The attendees included State President Dr. Rajesh Kumar, Media Coordinator Dr. Amarjeet, and District President Dr. Mandeep, State General Secretary Dr. Anil Yadav also participated via WhatsApp call. The meeting addressed various demands of the association, such as the establishment of a specialist cadre, amendments to the PG policy, pay revisions, and halting direct recruitment of SMOs.

During the meeting, association office bearers were informed that the specialist cadre has been approved. Currently, direct recruitment of SMOs is not underway, and plans are in place to promote 100 medical officers to SMO positions. This process is underway. Additionally, the state government is considering pay revisions and PG policy amendments. The demands of the association are receiving top priority for resolution.

Given these developments, the strike called by the Association appears unwarranted. The Association is urged to retract the strike notice and resume health services immediately in the public’s interest. Dr. G Anupama, Additional Chief Secretary of the Health Department, has been briefed on these concerns and has pledged to address them compassionately, scheduling a subsequent meeting with the Health Minister.

It was also conveyed that while association representatives have not called off the strike, they have committed to maintaining emergency services. A previously scheduled meeting with the Health Minister on December 26, 2023, did not materialize due to the absence of association representatives. Nonetheless, the Health Department has canceled all doctor leaves.

More than 7000 projects successfully completed under CM announcements

Haryana Chief Minister Sh Manohar Lal today chaired an important meeting with Administrative Secretaries to assess the progress of CM announcements and directed the concerned officers to accelerate the implementation of each project. In the meeting, owing to the delay in the 2018 announcement regarding the construction of a park in Jalghar, Parvatiya Colony, Faridabad, and the neglect in work exhibited by the concerned XEN, by citing the tender process more than three times, the Chief Minister issued a directive to initiate action against the responsible XEN.

The Chief Minister conducted a comprehensive review of projects in Public Works (Buildings and Roads), Development and Panchayat, Irrigation, Urban Local Bodies departments, and Haryana State Agricultural Marketing Board under the CM announcements.

In his instructions to the administrative secretaries, the Chief Minister emphasized the completion of pending announcements up to the year 2020 within the current year so that people can promptly avail the benefits of these projects. In addition, implementation of projects slated for the years 2021 and 2022 should also be expedited. Furthermore, the Chief Minister directed a thorough evaluation of projects, and prepare a separate list of such projects which are not feasible now, so that the actual number of pending announcements can be ascertained. Simultaneously, he stressed the prompt completion of works that have already been assigned.

Wazirabad Sports Complex to be named after late former Chief Minister Rao Birendra Singh

During the meeting, it was informed that tenders have been invited for a sports complex to be built on about 10 acres in Wazirabad in Gurugram district. Soon all the processes will be completed and the work will be allotted. The Chief Minister ordered to name this sports complex after former Chief Minister Late Rao Birendra Singh.

Panchayats submit development work demands; state government poised to provide grants

During the review of projects within the Development and Panchayat Department, the Chief Minister directed the officials to engage with the Sarpanches and ask for a list of the development works to be done by them, so that the works can be completed as soon as possible. Emphasizing the state government’s commitment to providing grants to Panchayats, the Chief Minister stressed the importance of receiving formal requests for development works. To facilitate this, a comprehensive joint meeting involving Sarpanches, Village Secretaries, Block Development and Panchayat Officers, and District Development and Panchayat Officers will be convened for the same.

Addressing the construction of multi-level parking facilities in various cities, Sh Manohar Lal recommended the development of a standardized design. This approach aims to streamline the process, eliminating the need for appointing a consultant, creating architectural designs, and obtaining permissions separately. Also, such work should be handed over to the Municipal Corporation, so that they can get the parking constructed at their own level.

Designing courses to prepare new contractors for engineering works

The Chief Minister emphasized the need to shift the focus towards empowering youth to become job creators rather than job seekers. He suggested that courses should also be designed to prepare and train new contractors for engineering works. Training in these courses should be given under Haryana Skill Development Mission or Shri Vishwakarma Skill University, enabling youth to embark on entrepreneurial paths. In addition, a comprehensive framework at the state level should be developed to support this initiative. Besides, the youth should also be imparted training on finance management, risk management etc. He said that students passing out from engineering and polytechnic institutes should be given apprenticeship by contractors.

Over 7000 projects successfully completed as part of CM announcements

It was informed in the meeting that the Chief Minister has made over 10,000 announcements, with over 7,000 already completed. Approximately 1500 projects are currently in progress and nearing completion. In addition, around 1200 announcements are pending, undergoing various stages of administrative and technical approvals. In the present meeting, 864 of these announcements were thoroughly reviewed.

The Chief Minister said that Administrative Secretaries should closely monitor announcements facing delays due to issues such as land availability, Railway Ministry involvement, and inter-departmental matters. He instructed them to expedite these processes by conducting regular meetings.

Sh Manohar Lal also directed that a list of all the road projects for which work is to be done jointly with the National Highway Authority of India should be made and a meeting should be held with NHAI so that the projects can be completed soon.

System is undergoing transformative changes to empower rural areas in Haryana: Dushyant Chautala

Haryana Deputy Chief Minister, Mr. Dushyant Chautala said the state government has undertaken commendable initiatives to reform the system, particularly in empowering and strengthening rural areas. In a concerted effort to reach every individual in society, government services are now accessible at the doorstep, ensuring that eligible individuals effectively avail themselves of these benefits.

Addressing the gathering in villages Tihara, Pranapura, and Asalwas of Rewari district, the Deputy Chief Minister acknowledged the demands of the Gram Panchayat and assured their fulfillment to the best extent possible.

Government services at the Doorstep: Deputy Chief Minister

During public meetings, the Deputy Chief Minister said that the present government’s vision is focused on developing Haryana comprehensively, ensuring equal development for every village without discrimination. Operating under the principles of ‘Antyodaya’ and ‘equal’ development, the state government strategically provides services and facilities to citizens at their doorsteps. With the adoption of online processes, citizens can now avail themselves of various government schemes and services, including caste, birth, and residential certificates, old age pension, widow pension, Divyang pension, Aadhar card, and PAN card, all from the comfort of their homes. This has not only relieved citizens from repetitive visits to government offices but has also resulted in significant time and cost savings.

The government is diligently honoring the commitments made to the public

Deputy Chief Minister, Mr. Dushyant Chautala said that the state government is actively fulfilling promises made to the public. The state government has facilitated farmers by ensuring swift transactions. Now, within two days of selling their crops, the proceeds are promptly transferred to the bank accounts of the farmers. Compensation for crop damage, applied through the government’s compensation portal, promptly reaches the affected farmers’ accounts. The state government is dedicated to advancing farmers through innovation and initiatives, ensuring a streamlined process from seed to market. Families in the state with an income below Rs 1.80 lakh are directly benefiting from government schemes and services. The government’s commitment to change the system in the state is reflected in its actions.

Economic Empowerment of Farmers and Laborers: Deputy Chief Minister

Highlighting the government’s efforts in economically empowering farmers and laborers, the Deputy Chief Minister said that farmers now receive the full price of their crops, credited to their accounts within 48 hours. City-like amenities, including parks, gyms, and e-libraries, are being extended to villages. Developmental initiatives are underway in every corner of the state, leaving no area untouched by progress. The government’s initiatives include providing 50 percent reservation to women in Panchayati Raj institutions, enhancing their respect and self-confidence. Additionally, one out of three ration depots is allocated to women, reflecting the government’s commitment to gender inclusivity. The introduction of 600 online government services allows people to access these services conveniently through CSC centers near their homes.

Stringent action taken against government officials for work negligence and irregularities

In Haryana, the government is actively pursuing corrective measures against instances of negligence and irregularities among government officials. The state government is unequivocally conveying the message that work must be carried out with utmost honesty to ensure the public’s seamless experience. As part of this initiative, Chief Minister Mr. Manohar Lal has suspended Estate Officer Vijay Kumar of Haryana Shahri Vikas Pradhikaran (HSVP) Rewari, in response to a complaint received through the CM Window.

Chief Minister’s OSD, Sh Bhupeshwar Dayal, stated that a complaint regarding the incorrect demarcation of her plot was filed by Mrs. Savita, a resident of Sector-18, Rewari, through the CM Window. The complaint implicated HSVP’s Estate Officer, Vijay Kumar, and Junior Engineer, Gaurav Yadav, in the alleged misdemarcation.

Sh Bhupeshwar Dayal highlighted that the mentioned complaint was initially forwarded to the accused officer, Vijay Kumar, for further action. However, in accordance with government instructions, investigations against a first-class officer are supposed to be conducted by an officer one rank above. Unfortunately, this instruction was not observed in this case. Consequently, instructions were issued to initiate departmental action against Vijay Kumar and Gaurav Yadav for addressing their own complaint. Despite these instructions, no action taken report has been submitted by the department in this matter.

OSD Mr. Bhupeshwar Dayal has said that in light of the mentioned issue, the Chief Minister has promptly suspended Vijay Kumar, the Estate Officer of HSVP in Rewari. In addition, the Additional Chief Secretary of the Town and Country Planning Department has been directed to expedite the submission of an action report on this matter.

Sh Bhupeshwar Dayal emphasized that prioritizing good governance as the foundation of public service has led to widespread satisfaction among citizens with the CM Window initiative, leaded by Chief Minister Sh Manohar Lal in Haryana. This initiative aims to ensure the swift resolution of public complaints. The growing trust of citizens in the government is evident, signifying that there is now a responsive government in the state. Consequently, the number of complaints received on the CM Window continues to rise. Out of approximately 13 lakh complaints received, more than 92 percent have been successfully resolved, he added.
