Faridabad DC and Municipal Commissioner warned of fine of Rs 20,000 per case in three cases of contempt of orders of Haryana Human Rights Commission

Chandigarh July 17, 2025

The Haryana Human Rights Commission (HHRC) has taken serious note of the repeated disregard of its orders by senior officials of the Faridabad District Administration and the Faridabad Municipal Corporation. In a strong move, the Commission has issued show cause notices to both the Deputy Commissioner and the Municipal Commissioner of Faridabad, warning them of a Rs 20,000 fine per case for contempt of its directions.

Hon’ble Commission Member Deep Bhatia, while passing the order, emphasized that non-compliance with Commission directives not only amounts to contempt of law but also obstructs justice for the aggrieved individuals.

In Complaint No. 153/3/2025, the Deputy Commissioner, Executive Engineer (PWD – B&R), and Block Development and Panchayat Officer (Tigaon) were instructed multiple times to submit a report. Despite a formal letter issued by the DC on May 16, 2025, to the concerned officers, no report was submitted, nor did any officer appear before the Commission. This indicates a careless and casual approach towards a serious human rights matter.

Indraraj Singh, a resident of village Bukharpur, tehsil Ballabgarh, has stated in his complaint number 153/3/2025 that the main access road to his village is in a severely dilapidated condition, causing great inconvenience to the villagers. The situation is so dire that they are forced to travel through a neighboring village to reach their destination. According to Mr.Indraraj Singh, the problem worsens significantly during the rainy season, creating serious difficulties for students, the elderly, and the sick. The complaint also mentions that he has submitted several requests to the administration for the construction of an alternative road, but no effective action has been taken so far.

Similarly, in two other cases (Complaint Nos. 436/3/2023 and 198/3/2023), no official from the Faridabad Municipal Corporation appeared or submitted any status report, despite clear directives from the Commission. On April 22, 2025, the Commission had specifically ordered that a senior official must appear in person with the latest report and any relevant court orders. These instructions were also ignored.

Deepak Tripathi, a resident of Kapda Colony, NIT Faridabad, submitted his complaint (No. 198/3/2023) to the Commission via email, in which he highlighted violations of environmental norms by industrial units in the Faridabad area and the improper disposal of polluted water. He alleged that such pollution is having an adverse impact on public health, while the concerned departments — particularly the Haryana State Pollution Control Board (HSPCB) and the Municipal Corporation of Faridabad — have failed to take any effective action in the matter.

Rohtas, a resident of Sanjay Colony, Faridabad, in his complaint (No. 436/3/2023), informed the Commission about a serious illegal industrial activity being carried out in a residential area without any authorization. This not only causes environmental pollution but also adversely affects the health, safety, and peace of the local residents. The complainant has requested the Haryana Human Rights Commission to intervene urgently and ensure appropriate action is taken.

Given these repeated lapses, the Commission has issued show cause notices to both the Deputy Commissioner and the Municipal Commissioner of Faridabad under Section 13 of the Protection of Human Rights Act, 1993, asking them to explain why a fine of ₹20,000 per case should not be imposed on them for willful disobedience.

Dr.PuneetArora, Protocol, Information & Public Relations Officer of HHRC, informed that the Commission has directed the concerned officials or their authorized representatives, well-versed with the facts of the case, to appear personally and present the required reports on the next hearing dates.

The next hearings are scheduled for September 22, 2025 (for the Municipal Corporation cases) and October 8, 2025 (for the District Administration case).

The Haryana Human Rights Commission reaffirmed its firm commitment to ensuring accountability at all levels and emphasized that contempt of Commission orders will not be tolerated under any circumstances.

Haryana’s Biggest Crackdown on Illegal Mining in 2025 – HSEnB Registers Record FIRs, Arrests, and Penalty Collections

Chandigarh, July 16
Under the clear directives of Hon’ble Chief Minister Shri Nayab Singh Saini and the policy of ‘Zero Tolerance against Illegal Mining’, the Haryana State Enforcement Bureau (HSEnB) has, so far in the year 2025, launched a strong, extensive, and result-oriented campaign against illegal mining. Acting actively across the state under the visionary leadership and strict instructions of the Chief Minister, the Bureau has achieved significant success in establishing effective control over illegal mining.

Protecting natural resources is our duty – stern action is inevitable against law violators: DGP
Director General of Police, Haryana, Shri Shatrujeet Kapur stated that illegal mining poses a serious challenge to the state’s natural heritage, ecological balance, and law and order. He said that the police department and the enforcement bureau are working in coordination and timely actions are being ensured in every district. Shri Kapur has directed all CP’s and Superintendents of Police to exercise zero leniency in cases related to illegal mining and to take strict legal action against offenders.

Remarkable Increase in Achievements in 2025 Compared to 2024
Chief of Haryana State Enforcement Bureau, Shri Amitabh Singh Dhillon informed that during the period from January 1 to July 10, 2025, a significant increase in enforcement has been recorded compared to 2024. While a total of 3,039 mining sites were inspected in 2024, this number has reached 3,733 in 2025 so far. Similarly, while 684 FIRs were registered in 2024, this figure has risen to 860 in 2025. Improvement has also been observed in FIR disposals. In 2024, 329 cases were disposed of, while in 2025, the number has reached 445.

Increase in Arrests and Vehicle Seizures
In its crackdown against the mining mafia, 626 individuals were arrested in 2024, whereas in 2025, this number has risen to 754. Likewise, 945 vehicles used in mining operations were seized in 2024, while 1,186 vehicles have been seized so far in 2025. This clearly indicates that the enforcement mechanism has delivered a decisive blow to the logistical system associated with illegal mining.

Record Penalty Imposed – Decisive Step for Economic Crackdown on Illegal Mining
So far in 2025, penalties amounting to ₹10.69 crore have been imposed in cases related to illegal mining, which is 57 percent more than the penalty amount of ₹6.78 crore imposed in 2024. This action has not only succeeded in exerting strong financial pressure on mining mafias but has also proved to be a significant achievement from the perspective of revenue augmentation for the state government.

Technology-Based Surveillance and Rapid Response Mechanism
To prevent illegal mining, the Enforcement Bureau has strengthened its technology-based monitoring system. Measures such as GPS tracking, drone survey, and the formation of special raid teams are ensuring not only the prevention of illegal mining attempts but also the swift arrest of offenders and bringing them to the court of law.

Government’s Commitment and Strictness in Public Interest
It is the priority of the Haryana Government that the utilization of natural resources in the state takes place within legal and environmental boundaries. Illegal mining not only harms the environment but also affects the social structure. Keeping this in view, enforcement agencies are taking action with full strictness and transparency.

Fortis Hospital Mohali Saves Life of 80-year-old chronic kidney disease patient

Panchkula, July 9, 2025: Doctors at Fortis Hospital, Mohali successfully performed a complex coronary angioplasty on an 80-year-old man with chronic kidney disease (CKD), using Ultra-Low Contrast Angioplasty with Intravascular Ultrasound (IVUS) guidancea cutting-edge technique that minimizes the risk of kidney injury. The procedure was led by Dr Sudhanshu Budakoty, Senior Consultant – CardiologyFortis Hospital, Mohali who opted for the advanced techniqueto ensure precision and safety. The patient was discharged in a stable condition within two days.

Patient from Solan was already battling CKD from 5 years and when he visited Fortis Hospital , he was presented with high creatinine levels, severe chest pain, breathlessness and coronary artery disease. He was at an extremely high risk for conventional angioplasty, which involves the use of contrast dye to visualize the blood vessels during the procedure and that has the chances of damaging the kidney function.

Whereas, the advanced ultra-low contrast technique combined with IVUS imaging is a minimally invasive approach that allows doctors to accurately diagnose and treat blockages. In this procedure, a very minimal contrast dye is used, thereby avoiding the risk of further kidney damage or dialysis.

Speaking about the procedure in the press conference, Dr Budakoty said, “This patient had significant coronary artery disease, but being a CKD patient, conventional angioplasty posed a high risk of worsening his kidney function. Using IVUS, we could clearly assess the vessel size, lesion characteristics, stent placement and expansion, all while minimizing contrast use. This ensured an excellent outcome without compromising kidney health.”

He added that advanced imaging modalities like IVUS and Optical Coherence Tomography (OCT) are routinely used at Fortis Mohali to treat high-risk cardiac patients who were earlier considered unfit for angioplasty.

“These technologies help us achieve superior outcomes by guiding us through complex cases, even in patients with severe comorbidities like CKD. At Fortis Mohali, we remain committed to offering evidence-based, innovative cardiac care to every patient,” he said.

IVUS (Intravascular Ultrasound) uses sound waves to visualize blood vessels from inside, allowing precise measurement of blockages and optimal stent deployment. OCT (Optical Coherence Tomography) is another state-of-the-art imaging technique that uses light waves to produce high-resolution images of coronary arteries, aiding in accurate diagnosis and treatment planning.

With its team of expert cardiologists and adoption of world-class technology, Fortis Hospital, Mohali continues to be at the forefront of interventional cardiology, delivering outstanding care to high-risk patients with complex cardiac conditions.
