CM Nayab Singh Invites Japanese Investors to Partner with Haryana

Chandigarh, May 22 – Haryana Chief Minister Sh. Nayab Singh Saini said that India and Japan have shared a strong strategic and economic partnership for many years. He stated that resilient supply chains can be built in collaboration with Japan to create a next-generation industrial ecosystem, paving the way for a smarter, greener and more prosperous future.

The Chief Minister was addressing the Indo-Japan Conclave held in New Delhi on Friday. Haryana Industries and Commerce Minister Rao Narbir Singh was also present at the event.

Sh. Nayab Singh Saini invited Japanese investors attending the conclave to partner with Haryana in the fields of innovation, manufacturing, technology, sustainability, and future-oriented development. He said that Japan’s advanced technology and cooperation are playing a significant role in several major development projects across India. He stated that if the most vibrant and successful model of India-Japan partnership can be seen in any Indian state, it is Haryana, where Japanese investment, industrial development, and technological cooperation have accelerated growth.

Addressing the conclave, the Chief Minister said that Haryana has today become the largest hub for Japanese industries in India. Nearly 394 Japanese industries and over 600 Japanese business establishments are currently operating in the state. He added that the India-Japan partnership continues to grow stronger.

Referring to his visit to Japan in October last year, the Chief Minister said that Japanese companies had responded very positively during the visit. Nine reputed Japanese companies expressed their commitment to invest around Rs. 5,000 crore in Haryana. This trust, he said, is making Haryana a “Home Away From Home” for Japanese companies.

He emphasized that the relationship goes beyond business-to-business or government-to-government ties, and that Haryana gives greater importance to H2H — “Heart to Heart” relationships.

The Chief Minister said that India and Japan share a trust-based partnership founded on common values such as trust, discipline, harmony, respect for tradition, and commitment to excellence. In today’s world, trust-based partnerships are the most valuable.

Haryana Preferred Destination for Japanese Investors

The Chief Minister said it is worth considering why Japanese companies have specifically chosen Haryana for investment. He explained that the reason is not only the state’s geographical location or investment promotion policies, but also Haryana’s understanding and adoption of Japanese work culture.

He said Japanese industries place special emphasis on quality, operational stability, disciplined workforce, reliable supply chains, and long-term commitment, and Haryana has successfully met all these standards.

Based on these principles, Haryana has developed its entire industrial ecosystem. Today, areas such as Gurugram, Manesar, Sonipat, Bawal, and Jhajjar are not merely industrial clusters, but examples of strong India-Japan industrial integration. Haryana, he said, is no longer just an investment destination for Japan, but a trusted strategic partner.

Naraingarh to Become a New Centre of Japanese Industrial Partnership

The Chief Minister said Haryana’s biggest strength is its world-class connectivity. Nearly two-thirds of the state falls within the NCR region, and every district is connected through national highways.

He said infrastructure projects such as the Dedicated Freight Corridor, Delhi-Mumbai Expressway, Rapid Rail, metro connectivity, greenfield corridors, and airports are making Haryana an ideal destination for global investment.

He added that global competition today is not limited to production alone, but depends equally on logistics efficiency, robust supply chains, and easy market access, and Haryana is among the leading states in all these areas.

The Chief Minister informed that 64 industrial estates, electronic clusters, EV ecosystems, logistics hubs, food parks, and advanced manufacturing zones are being developed in the state. Additionally, 10 new IMTs will be established. He said that the Japanese Industrial Township being developed in Jhajjar and the proposed Japanese cluster at Nariangarh will give a new direction to India-Japan industrial partnership.

Chief Minister Invites Japanese businessmen to Invest in Haryana

The Chief Minister urged Japanese investors to expand their businesses in Haryana, stating that the state offers all essential facilities and modern infrastructure for investment. He invited them to invest in residential, commercial, and industrial development projects. Since Haryana manufactures nearly 50 percent of the country’s cars and 33 percent of two-wheelers, Sohna and Kharkhoda IMTs present excellent opportunities for investment in the automobile sector.

He also said that Haryana is rapidly emerging as a logistics hub and the Delhi-NCR region is being developed into a modern logistics network. Investors can explore opportunities in dry ports, container freight stations, and multimodal logistics parks.

The Chief Minister further stated that the state government has focused not only on “Ease of Doing Business” but also on “Speed of Doing Business.” More than 140 services are now available digitally under one roof, and the approval time for projects has been reduced from 24 days to 12 days.

Haryana Developing Special Facilities for Japanese Investors

The Chief Minister said that a smart state is not built by industries alone; quality of life is equally important. He stated that Gurugram has emerged as one of India’s best social infrastructure ecosystems for Japanese professionals. International schools, Japanese restaurants, world-class healthcare services, golf courses, and integrated urban infrastructure are transforming Gurugram into a truly global city.

He informed that the “Global City Project” being developed in Gurugram is based on the concept of “Live, Work and Play” and will be among the country’s largest integrated mixed-use township projects.

Sakura Desk Established for Japanese Investors

The Chief Minister said that the Haryana Government has established a special “Sakura Desk” for the convenience of Japanese investors. This dedicated desk will exclusively handle matters related to Japanese companies and provide them assistance and guidance from start to finish. Support will be provided at every stage, from pre-investment consultation to expansion plans and issue resolution.

Haryana to Give New Direction to India-Japan Partnership

The Chief Minister said that the future belongs to economies with strong and resilient supply chains. India and Japan together can establish the world’s most reliable manufacturing partnership. He said there is immense potential for cooperation between the two countries in sectors such as electric vehicles, batteries, semiconductors, artificial intelligence, robotics, electronics, health technology, and green manufacturing.

He added that Haryana is fully prepared for this new industrial revolution and is rapidly advancing in electric mobility, clean energy, green hydrogen, renewable manufacturing, and sustainable urban development.

Highlighting the importance of MSMEs, the Chief Minister said that the next major chapter of India-Japan partnership will be written in the MSME sector. Haryana has over 13 lakh registered MSMEs providing employment to more than 65 lakh people.

He said that Haryana’s MSMEs in sectors such as auto components, engineering products, electronics, textiles, chemicals, and industrial manufacturing can become an important part of global supply chains in collaboration with Japanese industries. To support this vision, the state government is promoting joint ventures, technology transfer, skill partnerships, and institutional collaboration mechanisms.

During the event, Daikin Company MD Kamaljeet Singh Jawa presented mementos to Chief Minister Sh. Nayab Singh Saini and Industries and Commerce Minister Rao Narbir Singh.

Among those present on the occasion were Industries and Commerce Department Commissioner and Secretary Dr. Amit Kumar Agrawal, Advisor to CM, Foreign Cooperation Department, Pawan Choudhary, Chief Coordinator Industries Sunil Sharma, Media Advisor to the Chief Minister Raeev Jaitly, along with several Japanese investors.
