Chandigarh, August 24
The Haryana Vidhan Sabha Secretariat is fully geared up for the Monsoon Session of the Haryana Legislative Assembly, which is scheduled to commence on August 27. Speaker Harvinder Kalyan is personally reviewing the arrangements and overseeing the preparations being made for the smooth conduct of the session. On Monday, he inspected the Vidhan Sabha premises and issued necessary directions to the officials. He reviewed arrangements in the House, meeting facilities, technical infrastructure, media arrangements and other essential facilities.
Speaker Harvinder Kalyan said that the successful conduct of a session depends not only on arrangements but also on maintaining the dignity and discipline of the House and ensuring meaningful debate. He said his endeavour is to ensure that all arrangements remain seamless and that important issues concerning the people of Haryana are discussed in the House in a serious, constructive and positive manner. He directed the officials to ensure that there is no lapse at any level and that all preparations are completed in a timely manner through effective coordination.
As part of the preparations, the Speaker has convened an important meeting on Tuesday with senior officers of the administrations of Haryana, Punjab and Chandigarh UT to review security-related arrangements. The meeting will be attended by the Director General of Police, Haryana; Additional Director General of Police (CID), Haryana; Deputy Commissioner, Chandigarh UT Administration; Secretary, Punjab Vidhan Sabha; CISF Commandant; and senior officers of the Haryana Vidhan Sabha. The meeting will discuss security arrangements during the session, inter-agency coordination and other related matters.
Meanwhile, a meeting of the Business Advisory Committee (BAC) has been convened for Wednesday. The meeting, to be chaired by Speaker Harvinder Kalyan, will be attended by Leader of the House and Chief Minister Nayab Singh Saini, Cabinet Minister Anil Vij, Parliamentary Affairs Minister Mahipal Dhanda, Cabinet Minister Krishan Kumar Bedi, Leader of Opposition Bhupinder Singh Hooda and MLA Geeta Bhukkal. Deputy Speaker Dr. Krishan Lal Middha, Savitri Jindal and MLA Arjun Chautala will participate as special invitees. The committee will deliberate on the conduct of the proceedings, discussion on various issues and legislative business to be taken up during the Monsoon Session.
The Speaker said that the Vidhan Sabha is the highest forum of democracy and every discussion held here has a direct bearing on the people of the state. Therefore, both the treasury and opposition benches have a responsibility to give priority to issues of public interest and contribute towards ensuring that the proceedings of the House are conducted in a dignified and effective manner.
He said that ensuring optimum utilisation of each and every day of the session and providing maximum opportunity for discussion on issues concerning public interest would remain a key priority. He added that the government would present its side with accountability on issues concerning the people, while the opposition should also play a constructive role in strengthening democratic traditions.
