Haryana Vidhan Sabha Monsoon Session Concludes with Meaningful Debate and Focus on Public Interest

The second Monsoon Session of the 15th Haryana Vidhan Sabha concluded with meaningful, constructive and wide-ranging discussions on matters concerning public interest. The Session, which commenced on August 27 and continued till September 1, comprised three sittings, during which the House functioned for a total of 17 hours and 39 minutes.

The House was effectively utilised during the Session, enabling extensive discussion on several important issues. On a number of occasions, sharp exchanges between the ruling party and the Opposition led to a heated atmosphere in the House. However, Haryana Vidhan Sabha Speaker Harvinder Kalyan, through his skilful, balanced and effective conduct of the proceedings, played a significant role in ensuring the smooth functioning of the House.

Despite disruptions and challenges, the Speaker successfully ensured that the proceedings continued in an orderly manner. He repeatedly appealed to Members to maintain discipline and the dignity of the House and to keep discussions focused on issues concerning public interest. On several occasions, he also offered guidance and advice to Members. His effective conduct of the proceedings set an excellent example of upholding the dignity of the House and parliamentary traditions.

The discussions during the Session reflected public expectations, with the Speaker emphasising that public interest, the dignity of the House and public confidence remain the highest priorities.

A total of 66 Members recorded 100 per cent attendance during the Session. The Chief Minister, the Speaker, the Deputy Speaker and all Ministers also participated in the proceedings.

One day of the Session was devoted to Zero Hour, during which the House functioned for 1 hour and 57 minutes. A total of 38 MLAs raised various issues of public interest. Thirteen Members of the Bharatiya Janata Party and 22 Members of the Congress participated in the discussion, while three Independent MLAs also raised issues during Zero Hour.

Question Hour was held on all three days of the Session. A total of 60 starred questions were listed, of which 31 were answered in the House. The Vidhan Sabha Secretariat had received notices for 266 starred questions from 51 Members, out of which 167 were admitted. However, circumstances on the first day of the Session were such that no starred question could be answered orally during Question Hour.

Similarly, notices for 126 unstarred questions were received from 22 Members. Of these, 97 were admitted, and replies to all 93 listed questions were sent to the Members.

A total of 25 notices were received for Calling Attention Motions, of which six were admitted. Two Calling Attention Motions were taken up for discussion during each of the three sittings of the Session.

Four notices for Adjournment Motions were received, but all of them were rejected for not fulfilling the prescribed conditions.

Drafts of 15 Bills were received for the Session, and all were passed after discussion. One notice for a Short Duration Discussion was received, but it was subsequently withdrawn by the Opposition Member.

Two Government Resolutions were also passed during the Session. The first, relating to the Water (Prevention and Control of Pollution) Amendment Act, 2024 (Central Act No. 5 of 2024), was passed on August 31. The second Government Resolution was passed on September 1 on the occasion of the 650th Prakash Purab of Shri Guru Ravidas Ji.

During the Session, one proposal under Rule 84 and one Private Member’s Resolution were also received. Both were rejected for not fulfilling the prescribed conditions.

The Speaker also made an observation during the Session, appealing to Members to maintain discipline and uphold the dignity and decorum of the House.

A total of 753 visitors witnessed the proceedings of the Haryana Vidhan Sabha from different galleries during the Session. These included 446 students and teachers from 11 educational institutions.

The following 15 Bills were passed during the Session:

1.    The Haryana Courts (Amendment) Bill, 2026

2.    The Haryana Municipal (Amendment) Bill, 2026

3.    The Haryana Municipal Corporation (Amendment) Bill, 2026

4.    The Haryana Baba Shree Khatu Shyam Chulkana Dham Shrine Bill, 2026

5.    The Haryana State Minorities Commission Bill, 2026

7.    The Haryana Local Audit Bill, 2026

8.    The Haryana Private Universities (Amendment) Bill, 2026

9.    The Haryana State Commission for Women (Amendment) Bill, 2026

10.                      The Haryana Goods and Services Tax (Amendment) Bill, 2026

11.                      The Haryana Panchayati Raj (Amendment) Bill, 2026

12.                      The Haryana State Council for Physiotherapy (Repeal) Bill, 2026
