Haryana Chief Secretary, Sh. Sanjeev Kaushal has directed all the Head of Departments, Deputy Commissioners to ensure to keep reserve of the 5 percent posts (especially of Clerical cadre) of Group C of direct recruitment for the purpose to grant Compassionate appointment to the family members of the deceased employee. All the HODs and Deputy Commissioners will send the details about the name of the Group-c post, sanctioned strength of the post of direct recruitment quota, the number of posts under EX-gratia quota, the number of persons given compassionate appointment from August 1, 2019, onwards and the number of the vacant post under EX-gratia quota to HR-II Branch through email-Superintendentgs2@gmail.com by November 17, 2022, directed Sh. Sanjeev Kaushal.Sharing more details in this regard, an official spokesperson said that in some cases it has been observed that in some of the departments the 5 percent quota of Group C posts for the purpose of compassionate appointment is not reserved at the time of sending requisition for direct recruitment to HSSC. As a result, it becomes difficult for them to grant compassionate appointment to the eligible family member of deceased Government employee of their Department and cases are sent to Human Resources Department to grant compassionate appointment on Group C posts in other departments. This process takes time upto 6 months and the family members of deceased employee have to face difficulties for this purpose added the spokesperson. The spokesperson shared that in Rule 10 (b) of the Haryana Civil Services (Compassionate Financial Assistance or Appointment) Rules, 2019 it has been mentioned that Compassionate Appointment shall be admissible to the eligible family member of a Government employee who dies while in service to the post of Group-C and D subject to certain conditions. Where the Compassionate appointment is admissible to Group C posts, the same cannot be granted over and above the 5 percent of sanctioned posts of direct quota but there is no limit bar for compassionate appointment against the post of Group D.
