Haryana Chief Secretary directs to impose Section 144 of CrPC around all HTET examination centres

Ensuring fair and cheating free conduct of Haryana Teacher Eligibility Test (HTET), Haryana Chief Secretary directed the Deputy Commissioners to impose Section-144 of the Code of Criminal Procedure (CrPC) around all centres in the respective districts to prevent gathering so as to curb cheating in HTET.

Sh. Kaushal gave these directions while presiding over a virtual meeting regarding Haryana Teacher Eligibility Test 2022 with Deputy Commissioners of the state at Chandigarh.

Sh. Kaushal said that for the convenience of visually impaired candidates, additional 50 minutes at the rate of 20 minutes per hour will be given to them during the examination. Their O.M.R. sheet will also be sent in a separate envelope by the Centre Superintendent.  Separate sitting arrangements should be ensured for such examinees, he directed.

3,05,717 candidates will appear in 1,046 examination centres set up for HTET

The Chief Secretary was apprised in the meeting that a total of 3,05,717 candidates will appear in HTET to be conducted by the Board of School Education Haryana on December 3 and 04, 2022. 1,046 examination centres have been set up for HTET. It was further apprised that on December 03, 2022 (Saturday) Level-3 (PGT) examination will be conducted in the evening session from 3.00 pm to 5.30 pm, in which 60,794 candidates will appear in 327 examination centres set up in the state. On December 04 (Sunday), 1,49,430 candidates will appear in Level-2 (TGT) examination to be conducted in the morning session from 10.00 am to 12.30 pm in 504 examination centres, while 95,493 candidates will appear in Level-1 (PRT) examination to be conducted in the evening session from 3.00 pm to 5.30 pm in 215 examination centres.

Arrangement of police at treasury offices and examination centres

During the meeting, Sh. Kaushal directed the officers that the trunk of the sealed question paper of the examination will be collected from all district treasury offices and will be sent directly to the examination centres under the custody of two policemen through a joint team under the supervision of the Deputy Commissioner or the administrative officer authorized by him. He further directed that adequate police arrangements should be made three hours before the commencement of the examination to prevent external interference at the examination centres and photostat shops around the examination centres will remain closed during the examination. Ensuring smooth conduct of the examination, media entry should be prohibited inside the examination centres, he added.

Ensure frisking, biometric attendance and other mandatory formalities on time

Sh. Kaushal further directed the concerned officers to ensure entry of candidates 2 hours 10 minutes before the commencement of the examination so that they can freely go through the metal detector frisking, biometric attendance and other mandatory formalities at the examination centre well in time. Entry to the examination centre will be closed one hour before the commencement of the examination, he added.

Flying squad arrangement to check cheating and other irregularities

He further said that the inspection arrangements of examination centres have been chalked out. Around 172 flying squads have been appointed to strictly check cheating and other irregularities. Apart from this, full-time observers have also been appointed at each examination centre across the state including an officer of the district administration and an officer/official of the education board as representatives. The admit cards (admit cards) of the eligible candidates for this examination have been issued on the board website www.bseh.org.in.

It was apprised in the meeting that same as last year, a hi-tech control room is being set up at the Board of School Education headquarters, Bhiwani. During the examination, the board will maintain a strict vigil through the hi-tech control room at all the examination centres of the state. Live monitoring of candidates will be done at the entrance and a case will be registered against the candidate found involved in using the unfair means.

Among those present in the meeting include Chairman, Board of School Education, Dr. V.P Yadav, Additional Chief Secretary, School Education Department, Sh. Mahavir Singh, Director General, Information, Public Relations and Languages, Sh. Amit Kumar Agrawal, Secretary of Board of School Education, Sh. Krishan Kumar, Principal Secretary, Transport Department, Sh. Navdeep Singh Virk, and other senior officers.
