Haryana Urban Local Bodies Minister, Dr. Kamal Gupta while addressing a press conference today said that after mapping and surveying, more than 42.70 lakh properties have been identified for property tax in urban areas. Out of this, property ID of about 33 lakh has been made. Haryana has become the first state in the country to do this.
He said that property owners or occupiers should take full advantage of the scheme by depositing all due property tax before December 31, 2022, under the House Tax Interest Waiver Scheme implemented by the government in urban areas. Under this scheme, complete interest is being waived on the outstanding house tax amount, he added.
The Minister said that earlier only 25 percent people used to deposit property tax, but with the creation of property ID, all people would pay property tax to the urban local bodies department and this would increase the revenue of the local bodies.
Dr. Gupta said that after the survey more than 23.50 lakh new properties were identified, out of which 1.98 lakh objections were registered. Out of these one lakh objections were resolved and 60,000 objections were cancelled and 30,000 are pending. He said that now officers below the rank of District Municipal Commissioner have been given the powers to remove these objections so that they can be resolved quickly.
Marking is being done for parking areas in cities
Dr. Kamal Gupta said that the government has decided to mark the parking areas at crowded places in the cities, which is showing positive results. Due to this, people going to urban areas are parking their vehicles at designated places only. He said that marking will be done at designated places for parking of vehicles at public places like government offices, banks, schools etc. He said that in 11 cities including Gurugram, Faridabad, Yamunanagar, Panipat, Karnal, Rohtak, Hisar, Panchkula, Sonipat, Manesar and Ambala, a target has been set to create marking places for parking 1.20 one lakh two-wheelers and four-wheelers.
Mukhyamantri Shehri Nikaya Swamitva Yojna
Dr. Gupta said that under the Mukhyamantri Shehri Nikaya Swamitva Yojna, 7077 applications were received for giving ownership rights to tenants of houses and shops in urban areas residing there for more than 20 years. Out of these, ownership rights have been given to 1761 and 1304 applications have been cancelled and action is being taken on 4012 applications.
He said that a self-advertisement policy is being implemented in urban areas under the e-auction process. Under this, 342 locations have been selected so far, out of which 197 locations have been e-auctioned and an annual income of Rs 5.92 crore has been generated. This income is being spent on development works in the bodies.
Illegal colonies will be regularized
Dr. Gupta said that the process of regularizing illegal colonies developed in different cities of the state is going on. During the survey, 2237 illegal colonies have been identified. Of these, there are 1399 colonies in the urban body area. He said that through the Resident Welfare Associations, the government has called for applications to regularize these illegal colonies. So far, proposals for applications of 66 colonies have been received through RWA. These colonies will be regularized soon.
Clean City-Safe City
Dr. Kamal Gupta said that 101 lakh metric tonnes of legacy waste were to be disposed off in the state under a solid waste management plan, out of which 40 lakh metric tonnes of waste have been disposed of. The remaining waste will also be disposed of soon.
He said that 13 clusters have been formed in the state for door-to-door collection of garbage. Under these, a legacy plant of 700 metric tonnes capacity is operated in Sonipat and Panipat. A 1500 MT capacity plant will be set up soon in Gurugram and Faridabad. Apart from this, 638 MT capacity solid waste management plants are being set up in Karnal-Kaithal-Thanesar, 168 MT in Sirsa and 155 MT in Bhiwani. Waste management plants will soon be set up in Ambala-Yamunanagar, Rohtak-Bahadurgarh-Jhajjar, Hisar-Fatehabad, Jind, Rewari, Palwal-Punhana, Farukhnagar and Panchkula.
Nagar Darshan and Haryana Engineering Works portal launched
The Urban Local Bodies Minister said that through the Nagar Darshan portal, any citizen of the urban area can send his demands and complaints on this portal to get development work done in his area. Their problems are being redressed after verification by public representatives. Similarly, Haryana Engineering Works Portal is also being operated on which problems related to Urban Local Bodies, HSIIDC, HSVP and Public Works Departments can be lodged. So far 8798 problems have been received on this portal, which is being resolved.
Dr. Gupta said that earlier in urban areas the policy of dividing the plot of 200 square yards was made, but keeping in view the demand of the people, now it has been decided to divide the plot of 100 square yards also so that Small plot holders can also take advantage of this scheme. Apart from this, the process of giving a trade license is also going on.
On this occasion, Additional Chief Secretary, Urban Local Bodies Department, Sh. Arun Gupta, Additional Director, Urban Local Bodies, Y.S Gupta, Joint Director (Administration), Information, Public Relations and Languages Department, Sh. Aman Kumar and Chief Planner ULB, Sh Chirag and other officers remained present on this occasion.
