Furthermore, it is imperative that all documents intended for presentation or re-presentation in the Vidhan Sabha, such as Government motions, Vidhan Sabha questions, adjournment motions, and calling attention notices, strictly adhere to the aforementioned instructions. Additionally, these documents should also be uploaded on the NeVA Portal for proper dissemination and accessibility.
It is crucial that replies to Vidhan Sabha Questions and calling attention motions are delivered to the Legislative Assembly Secretariat on time. In accordance with paragraph 346 (c) of the Secretariat Instruction Manual, First Edition, 1989, answers to Legislative Assembly Questions should reach the Secretariat at least 3 days before the due date. In cases of any unexpected delays, the answers must be provided to the Secretariat at least 24 hours prior to the session, reads the directive.
The information provided in the answers to Vidhan Sabha questions and the ‘Note for the Pad’ must be accurate and complete. An ‘Index of Information’ should accompany each answer. Administrative Secretaries bear personal responsibility for ensuring the correctness of this information. A total of 10 copies each (in English and Hindi) for Starred Questions and unstarred questions must be submitted to the Vidhan Sabha.
In cases where a question or calling motion is directed to a department not under its purview, the concerned Administrative Secretary should forward it to the relevant department and inform the Secretary, Haryana Legislative Assembly, Chief Minister’s Secretariat, and Parliamentary Affairs Department for reference. Returning such questions to the Legislative Assembly should be avoided.
