Haryana Unveils Technological Overhaul in Law Enforcement: Chief Secretary Announces Integration of Cutting-Edge Systems

The Haryana Chief Secretary, Mr. Sanjeev Kaushal today said that the state government has been integrating cutting-edge technology into police stations. This innovative approach involves the capturing of retina and fingerprints, departing from previous practices confined to court proceedings. The installation of specialized equipment in police stations will record the identification details of both accused individuals and complainants, irrespective of the arrest status. Simultaneously, the Complaint Management Module has undergone enhancements aligned with the department’s requirements.

After presiding over the 26th State Apex Committee meeting for CCTNS and ICJS here today, Mr. Kaushal highlighted significant advancements. The Harsamay Portal now allows users to log complaints, offering seamless access to services through mobile number entry. This OTP-based complaint registration system aims to streamline the process, showcasing the government’s commitment to promptly address public concerns. The newly launched system, known for its user-friendly design, ensures accessibility for individuals in remote areas with varying levels of education. Enabling a one-click, unbiased registration of complaints to the police, this system is poised to transform the citizen-law enforcement interaction, promoting efficiency and transparency.

Notably, the Haryana Police consistently achieves a perfect score of 10/10 on the RTS dashboard for citizen services via the eSaral/HarSamay portal. Further adding to their achievements, the Haryana Police secured the Trophy for the second consecutive year at the Annual Conference for Best Practices in CCTNS & ICJS held recently in New Delhi.

Data Retrieval Imperative: Chief Secretary Urges Digital Archive Planning for Police Cases

Emphasizing the importance of legacy data, the Chief Secretary Mr. Kaushal emphasized the need to retrieve information related to police cases. This includes registrations, court proceedings, e-FIRs, e-Challans and Bails etc. Urging officers to form a dedicated committee, he outlined a time-bound plan for the digital recovery and compilation of this crucial information.

Comprehensive Training and Cloud Migration: Police Officials Prepare for Advanced Systems

As part of the comprehensive modernization efforts, 193 police officials have undergone CCTNS training in the last four months. This training covered SCRB, Core Application Software, General Verification module, and the Citizen portal “HarSamay24X7.” These essential components of CCTNS have been successfully migrated to the secure Meghraj cloud on December 28, 2023, Panchkula.

Among those present in the meeting includes Additional Chief Secretary, Home, Jails, Criminal Investigation, Mr. T.V.S.N Prasad, Mr.  Shatrujeet Kapur, Director General of Police, Haryana, Mr.  O.P. Singh, Director, State Crime Record Bureau, Haryana, Panchkula, Mr. Mani Ram Sharma, Special Secretary to Home Department and other senior officers.
