Haryana State Election Commissioner, Sh. Dhanpat Singh said that the Election Commission has announced the dates for the third phase of elections to Panchayati Raj Institutions.
The nomination process for the third phase will start on November 5, 2022. In this phase, polling will be held on November 22 for Panchayat Samiti members and Zilla Parishad members and on November 25 for Panch, Sarpanch in Faridabad, Palwal, Fatehabad and Hisar.
Sh. Dhanpat Singh said that contesting candidates are not required to submit the police verification certificate along with the nomination papers. The Commission has already clarified the position in this regard. The candidate will only have to submit a self-attested affidavit, in which all the criminal (police) cases against him/her will have to be mentioned. The nomination can be filled on the basis of said conditions.
He said that the candidates of Panch, Sarpanch, Panchayat Samiti and Zilla Parishad members are not required to submit domicile certificates. Whoever is contesting the election, only his name is required to be registered in the voter list of the concerned Panchayat, Panchayat Samiti and Zilla Parishad. Sh. Dhanpat Singh appealed to the contesting candidates to follow the directions issued by the State Election Commission and not to pay heed to rumours.
Sh. Dhanpat Singh said that candidates contesting for the post of Panch, Sarpanch, Panchayat Samiti and Zilla Parishad members will only have to submit their “No-Due Certificate” (NDC). If there is no liability on that person then he/she can contest the election.
He further said that there is confusion among the public that a family member can contest the election or not if any family member has any outstanding loan from Central Cooperative Bank, Haryana State Agriculture and Rural Development Bank or Primary Agriculture Cooperative Society or an outstanding electricity department (UHBVN/DHBVN) bills. The Commission has clarified that the person filing the nominations should not have any outstanding loans or bills against their own name.
No dues certificate is required to be submitted from any other nationalized bank or rural regional bank or private bank other than these four institutions/banks, he added.
22,88,849 voters to vote in the third phase
Sh. Dhanpat Singh informed that there are 22,88, 849 voters in 4 districts who will cast their votes in the third phase. The voting list includes 11, 85,450 males, 10, 23, 341 females and 58 others. There are a total of 2655 polling stations in these 4 districts, out of which 615 are sensitive and 781 are hypertensive.
He informed that there are a total of 25 blocks in these 4 districts. Of these, elections will be held for 929 Sarpanch, 10,362 Panch, 559 Panchayat Samiti members and 78 Zilla Parishad members.
