IEP Chandigarh, January 23

To promote sports culture in the rural areas, Haryana Chief Minister, Sh. Manohar Lal announced that sports competitions will be organized at village, block and district level by the Panchayat, Panchayat Samiti and Zila Parishad. He said that there will be 12 types of sports in these competitions. Apart from this, the Chief Minister also announced to set up a medical college in Rasulpur village of Tohana block, Fatehabad district and a nursing college in Jakhal.

Sh. Manohar Lal was addressing the gathering during the ‘Madhur Milan’ programme and ‘Pragati Rally’ organized by Development and Panchayats Minister, Sh. Devender Babli at Tohana’s Bidhai Khera village today on the 126th birth anniversary of Netaji Subhash Chandra Bose. Deputy Chief Minister, Sh. Dushyant Chautala was also present on the occasion.

The Chief Minister gifted development works worth Rs 580 crore to the residents of Tohana. Out of this, inauguration and foundation stone was laid for projects worth Rs 272 crore. He further announced to establish the Government College, Tohana, outside the city limits, wherever about 15 to 20 acres of land would be available.

While paying tributes to Netaji Subhash Chandra Bose, the Chief Minister said, “Due to Netaji and many freedom fighters like him, today we are living in freedom in an independent country. The time was different when there was a need to die for the country; but today there is a need to live for the country.” He said that along with development, the state government has brought various welfare schemes to uplift the social and economic status of the people by following the mantra of ‘Haryana Ek-Haryanvi Ek.”

Panchayats third government, several powers given to them

Sh. Manohar Lal further said that Panchayat is the third government and the state government has given many powers to these local governments. “The previous governments did not give power to the panchayats, but our government has given them power to get development works done on their own. The money belongs to the Panchayats and they can spend it accordingly. They can pass the resolution and get the development work done in their area. If the power or funds has to be increased then as per the demand; it will be taken up” he added.

Empowered panchayats financially

Sh. Manohar Lal said that in order to financially empower the panchayats, the facility of giving 2 percent of the stamp duty to the panchayats has also been initiated. “In the last quarter of this financial year, a budget of Rs 1,100 crore has been released to the panchayats for development works in the villages. Inter district council has also been formed to strengthen the Panchayats,” he asserted.

He said that a scale has been set to ensure transparency in development works. “The public is also happy with the advent of transparency. The development works are done in the villages, but for their maintenance; the retired people with the help of sarpanches should maintain them,” he added.

The Chief Minister appealed to the people to unite to curb drug menace in their village. He said that in 2014, many works have been done to change the system to make the life of the people easier; from CM window to transfer policy. Now under this policy, the women will be given first priority for transfer; so that they get the nearest stations.

He said that the Gram Darshan portal has been created so that the people can directly reach the government for the development work in the villages. The residents of Tohana constituency had sent demands for 26 development works on this portal, which have been approved, he added.

Benefits of schemes being delivered from PPP to the last mile person

Sh. Manohar Lal said that the state government is delivering the benefit of every scheme to the last mile person through the Parivar Pehchan Patra (PPP). “Now ration cards are also being made automatically through PPP. 12 lakh new ration cards have been made. Under this, the state government has prepared a comprehensive action plan in which all-round development and welfare of every citizen will be ensured by laying emphasis on education, health, security, self-respect and self-reliance,” he added. He said that for this, the data of the citizens collected in the Parivar Pehchan Patra has been divided into different categories according to the age group and the responsibility of each category has been assigned to a department.

He said that Mukhyamantri Antyodaya Parivar Utthan Yojana is being run for the upliftment of the poor and needy. Apart from this, Mukhyamantri Parivar Samriddhi Yojana is also an important scheme. The government has made a budget provision of about Rs 1,100 crore to solve the problem of water logging in the state, he added.

During the programme, sarpanches, councilors and various social organizations welcomed and felicitated the Chief Minister, Deputy Chief Minister and Development and Panchayats Minister.

Deputy Chief Minister, Sh. Dushyant Chautala said that today Haryana is on the path of progress. “Land is being bought on the e-Bhoomi portal with the consent of the landowners. Recently six acres of land has been purchased from the e-portal for Tohana’s new bus stand,” he said, while expressing gratitude to the Chief Minister.

Sh. Dushyant Chautala said that the Bidhai Khera’s community centre is a model for the entire state and on the same lines community centers will be constructed in the villages for social functions. He said that the villagers should also take care of the infrastructure constructed by the government at their own level. “Today there is a need to raise the standard of education. Arrangements should be made for the children to prepare for competitive examinations in villages and small towns,” he added.

The Deputy Chief Minister said that in order to provide employment opportunities to the local youth, industries will be set up in 142 blocks of the state under ‘One Block-One Product’ on the lines of central government’s ‘One District-One Product Scheme’.
