Haryana Chief Secretary, Mr. Sanjeev Kaushal today disclosed that the Haryana Institute of Public Administration (HIPA) has initiated Mission Karmayogi Haryana, a pioneering endeavor aimed at revolutionizing the state’s governance landscape by providing ethical and responsive governance training to over 3.3 lakh government officials.
While presiding over the 75th Executive Council Meeting of HIPA here today, Mr. Kaushal stated that the mission is grounded in three fundamental objectives including inspiring officials to embrace professionalism and excel in their respective domains, emphasizing the significance of accountability among government officials, and fostering a sense of pride in government officials for their roles and contributions.
Mr. Kaushal said that Mission Karmayogi Haryana is a pioneering effort that will set a precedent for ethics training across the nation. By nurturing a workforce of empowered, accountable, and proud government officials, Haryana is poised to usher in a new era of ethical and responsive governance.
Mr. Kaushal said that the journey of training will set forth with the preparation of Master Trainers, slated to commence on September 4, 2023. The inaugural group of Master Trainers will be adeptly equipped with essential skills and knowledge by September 5t, 2023, coinciding with the celebration of Teachers’ Day. Subsequently, these proficient Master Trainers will embark on the esteemed mission of training district officials, commencing on September 7th, 2023.
He underscored that Mission Karmayogi Haryana draws its roots from the profound principles of Indian Philosophy and Epics. The mission’s essence strives to elevate officials beyond the realm of mere “Karmacharis” to the stature of empowered “Karmayogis,” propelled by a profound spirit of service (Seva Bhav). This transformative initiative envisions a transition from a rule-centered approach to one founded on roles, accentuating reverence for individual self-worth, diversity, and inherent rights.
He said that notable personalities from diverse fields, including IITs, IIMs, Public Administration, and Yoga Gurus, have collaboratively shaped the mission’s framework. With a focus on holistic competence, professionalism, and ethical behavior, the training modules aim to invigorate officials’ inner selves, fostering positive change and empowering them to lead by example.
Giving the details, Director General, HIPA, Ms. Chandralekha Mukherjee apprised that a comprehensive Training Report will be meticulously prepared to measure the effectiveness of the training program. The report will seamlessly integrate with the findings of an impact assessment, which will be conducted by a third-party entity. 40 dynamic video clips, each spanning 3-5 minutes, will be created to encapsulate key training content and messages from eminent speakers. The clips will be shared via Whats App, serving as post-training nudges. A bilingual (English & Hindi) takeaway booklet encapsulating ethical values and principles will be made available on the official website of the Government of Haryana. Master Trainers will undergo a rigorous training process, spanning two days, where they will engage with the program’s objectives. The training will be held at three prominent venues: HIPA, HPA Madhuban, and Panchkula. The comprehensive curriculum will comprise three modules and provide practical exposure through an e-platform. An advanced dashboard will be established for real-time progress monitoring at the district level. Additionally, a dedicated helpline will be set up to offer technical support from various district training centers.
The launch of Mission Karmayogi Haryana marks just the beginning of the state’s commitment to ethical and responsive governance. The program’s Phase II will build upon these foundations, further enhancing the capacities and capabilities of civil servants across the state. Through collective dedication and an unwavering commitment to excellence, Mission Karmayogi Haryana aims to transform governance in Haryana, setting a remarkable precedent for the entire nation, She added.
