Haryana Government Steps Up Efforts to Tackle Gurugram’s Civic Woes

Chandigarh, August 17 – In a bid to improve civic amenities in Millennium City Gurugram, the Haryana government has stepped up its focus on the issues concerning the residents in the Millennium City. For the past five days, Sh Rajesh Khullar, Chief Principal Secretary to the Hon’ble Chief Minister has been stationed in Gurugram, holding meetings with local organisations, listening to citizens’ concerns and working closely with officials to chalk out solutions.

During an extensive review with the Gurugram Metropolitan Development Authority (GMDA), Municipal Corporations of Gurugram and Manesar, Haryana Shaheri Vikas Pradhikaran (HSVP), Police and District Administration, the Chief Principal Secretary underlined the urgency of addressing issues that have long troubled residents. Waterlogging during rains, garbage disposal, stray cattle on roads, solid waste management and improvement of road infrastructure topped the agenda. He urged officials to move beyond routine functioning and take responsibility for visible change. “You officers should be harbingers of change, the residents should feel the change after you have been posted here,” he told the officers posted in Gurugram.

The meetings witnessed detailed discussions on both the challenges and potential remedies, signalling the government’s seriousness in addressing urban concerns. With Gurugram emerging as a leading hub of business and industry, the state government has underlined that improving day-to-day civic life for its residents remains a top priority.

Based on complaints and feedback received from the citizens, Sh. Rajesh Khullar alongwith team of officers of Gurugram District Administration inspected Rajiv Chowk, Farukhnagar–Basai Road and Dhankaut Road in Gurugram on Sunday. During the inspection, he directed the concerned officers to clear the Right of Way (ROW) from encroachments and to strengthen the road berms. He said that these measures are essential to make the roads fully motorable and to ensure smooth vehicular movement. The officers concerned were instructed to take immediate action so that traffic convenience for the public is improved at the earliest.

Sh Khullar also interacted with the villagers at Dhankaut during the inspection.

Comprehensive Sewage & Drainage Plan prepared

Earlier during the meeting in PWD Rest House at Gurugram, the GMDA Authorities said that a comprehensive drainage plan has been prepared for Gurugram city.

 The rain water in Gurugram is drained out through three storm water drains, named Leg-1, Leg-2 and Leg-3. The Leg-1 catersto the area from Sikenderpur Village, DLF phase I & II, Udyog Vihar, Sector 21,22,23 Palam Vihar, New Palam Vihar, Sector-109 which ultimately falls into Najafgarh drain.  Similarly, Leg-2 caters to area between Sector-42, Sector-27/28/29, Huda City Centre to Mata Mandir Road to Ashok Vihar to NPR to Sector-107 and ultimately to Najafgarh drain. The Leg-3 caters to area from Village Ghata & passes through Vatika Chowk to Hero Honda Chowk to Sector 99 to Najafgarh drain. The GMDA Authorities claimed that the Leg-1 was connected to Nazafgarh drain, the Leg-2 has also been connected while connecting work of Leg-3 is in progress, in a length of about 3.5 Km, which HSVP has recently acquired.

Based on last years’ experience, they have identified 12 critical locations, where water logging was observed, and tried to resolve this issue at almost all these locations. These points are – Narsinghpur, Khandsa Chowk, Rajeev Chowk, Sector- 9, 9A, 10, Umang Bhardwaj Chowk, Tau Devi Lal Stadium, Sector 38, Jawala Mil Road, Sector-28 along Chakkerpur, Luxman Vihar, Sector 22-23,  Sheetla Mata Road & Krishna Chowk,  Ambiance Mall and Water run-off from Aravali footing.

 The issue of water logging in low lying Narsingpur area of NH-48 (Main carriageway and service lanes on both sides) between Hero Honda Chowk and Manesar, has been temporarily resolved by constructing a Katcha Drain up to Badshahpur Drain. Due to these efforts, after so many years this area of NH-48 got relief from waterlogging this year. Similarly, the issue of water logging from Rajiv Chowk- Old Gurugram Town road (both side) has been permanently resolved by constructing a RCC Drain. The water logging woes of Sector- 9, 9A, 10, Umang Bhardwaj Chowk because of construction of Basai flyover and ROB along sector 9A, has been permanently resolved by constructing new storm water drain.

He said that storm water drains have been either constructed or in some areas, the construction is in progress.  For example, the storm water drain from Sectors 1 to 67, has already been laid, work is in progress for laying drain in Sectors 68 to 75, proposal to construct drains in Sectors 76 to 80 has been approved, work is in progress in sectors 81to 111 and also in sectors 112 to 115.

The work of Construction of RCC open drain is in progress. Box drain of different sizes from Vatika Chowk to NH-48 is almost 50 % completed. Construction of RCC Type Master Storm Water Drain in Sector 68-75, Gurugram and Construction of RCC box type master storm water drain in Sector 112-115, Gurugram has also been started.

The comprehensive drainage plan includes both short term and long term solutions. The Short Term Proposals include arrangement & installation of pumping machinery, repair work of existing drainage system & cleaning of Pipe line, creation of storage capacity in Green-Belt, improvement of cross-drainage work and recharge wells. Similarly, the Long Term Proposals include augmentation of existing drainage network by assessing storm run off by rational method, enforcement on roof top rain water harvesting system, Creation and rejuvenation of new ponds for water retention, lowering of green belts for water retention during monsoons.

It was told in the meeting that Sewerage Treatment Plants were being constructed or proposed to enhance the capacity in Gurugram, STPs were under construction in Bajghera, Dhanwapur, Behrampur, Sector 78 and sector 107. The city presently has a capacity of treating 408 MLD sewage water. The government has taken up proposals to construct or augment the STPs and take it upto 950 MLD by 2028 against future projection of requirement of 936 MLD.

Medical College & Hospital to be completed by December 2025

In the meeting, it was told that work on Sheetla Mata Devi Medical College & Hospital at Kherki Majra is in progress, which is likely to be handed over to Health Department by end of this year. The Rs 550 crore project will have Academic Block, Under Graduate Boys and Intern Hostel, Teaching Block, Hospital, Nursing Hostel and Trauma Centre.

Devise mechanism to make roads free from stray cattle- Mr Khullar

While presiding over the meeting, the CPS to CM Mr Khullar felt concerned over the issue of stray cattle roaming on the roads and said that these often become cause of accidents, so the concerned officers must devise a mechanism to make all roads free from stray cattle. He said that there is a Kamdhenu Gaushala and a Nandishala in Karterpuri, where these stray cattle should be caught and shifted. The district administration can look for other options or gaushalas as well.

Make roadsides free from Garbage and Debris

Mr Khullar said that the roadsides should be free from Garbage and construction debris. He said that the heaps of garbage and construct debris dumped at roadsides present a filthy picture of the city, so the concerned officers should evolve a system, so that the garbage and debris waste is dumped at proper sites. Impose heavy fines if anyone is seen dumping garbage or construction waste at unauthorised places. At the same time, he said that if anyone is seen burning garbage, he or she should be punished. The Gurugram police should also keep an eye on it.

The Municipal Corporation Gurugram (MCG) Authorities apprised Mr Khullar that Bulk Waste Generators (BWG) were being educated to get their waste decomposed within their campus premises and no waste should be thrown out of their complexes. Similar ways were being devised to reduce the garbage waste along road sides. It was told that a solid waste management is functional near village Basai, which has a capacity of 1600 Tons per day. Secondary waste collection centres were also being planned.

During the inspection of roads, CPS to CM Sh Rajesh Khullar was accompanied by CEO of GMDA Sh Shyamal Mishra, Divisional Commissioner Sh R C Bidhan, Deputy Commissioner Sh Ajay Kumar, Commissioner of Municipal Corporation Gurugram Sh Pradeep Dahiya, Additional Commissioner MCG Sh Ravinder Yadav among other officers.
