          Punjab Vidhan Sabha Speaker S. Kultar Singh Sandhwan held a meeting today with senior officials of Punjabi University, Patiala and the Language Department, Punjab at Punjab Vidhan Sabha Secretariat pertaining to making  corrections in the Mahan Kosh compiled by Bhai Kahn Singh Nabha.  He held an in-depth discussion regarding mistakes found in Mahan Kosh with the Dean of Punjabi University and directed him to correct the mistakes as soon as possible. During deliberations, he asked concerned officials to reprint Mahan Kosh after making corrections.

          Speaker Sandhwan directed the Dean of Punjabi University, Patiala to hold a meeting with the Expert Committee formed by the Punjabi University, Patiala within 15 days and send their suggestions to the Punjab Government so that Government can take appropriate action. 

          This meeting was attended by Girish Dayalan D.G.S.E Punjab, Dr. Narinder Kaur Multani Dean Punjabi University, Dr. Parminderjit Kaur from Punjabi University, Kuljit Singh, Advocate Jaswinder Singh, Paramjit Singh, Hashpal Singh, Dr. Khushal Singh, Rajinder Singh Khalsa, Amarinder Singh, Pyare Lal Garg and Ashok Chawla.

Zero tolerance against corruption : Vigilance Bureau arrests ASI taking Rs 10,000 bribe

Chandigarh, May 6, 2025:

          Aiming at eradicating corruption in the state under zero tolerance policy of Chief Minister Bhagwant Singh Mann led Punjab Government, the Punjab Vigilance Bureau (VB), arrested an Assistant Sub-Inspector (ASI) Harbinder Singh (No 115/Moga), posted at Police Station Samalpur in Moga district, red handed while he was demanding and accepting a bribe of Rs 10,000.

          An official spokesperson of the VB disclosed that during the ongoing drive against corruption the said accused was arrested based on a complaint filed by a resident of Kotkapura town in Faridkot district. 

          He further added that the complainant has approached the VB and informed that he had got registered an FIR related to his abduction at the said police station and the aforementioned police personnel was the investigation officer (IO) in this case. The complainant further alleged that the said IO had demanded a bribe from him to proceed with the action against the accused persons.

          The spokesperson further stated that after verifying the complaint the VB team has laid a trap during which said police official was apprehended red handed while he was taking Rs 10000 bribe from the complainant in the presence of two official witnesses. In this regard a case has been registered against the accused at VB police station Ferozepur range. The accused would be produced before the competent court tomorrow and further investigation into this case was under progress, he said.

Chandigarh Congress has expressed its deep anguish and pain at merciless demolishing of hundreds of hutments of poor inhabitants of sector 25 Chandigarh.

Terming the bulldozing of the huts in sector 25 as a cruel blow on the poor people, Rajiv Sharma, spokesperson of Chandigarh Congress, stated that it has been proved once again that the BJP is against the welfare and development of economically weaker sections and middle classes. While the BJP governments have been providing a myriad of facilities to the rich people one after the other, no effective welfare scheme for the common people has been implemented in the city. He alleged that not a single housing scheme for the poor and the middle classes has been announced in the last 11 years, which has put a tremendous pressure on existing housing infrastructure. The Congress spokesperson lamented that the administration under the BJP led Union Home Ministry is harassing the residents of the city by sending notices of penalties over minor violations in residential and commercial buildings, by demolishing the abode of poor people and by imposing new taxes repeatedly on poor and middle classes. 

H.S.Lucky, president of Chandigarh Congress, also condemned the insesitive action of the administration. While urging the UT administration to make alternate arrangements for displaced families immediately, Lucky stated that it is utterly inhumane to render young children, women, old, and infirm people homeless in such a heartless manner. He stated that it was Congress who brought dozens of Housing schemes to cater to all the needy sections of the society, while the present Administration under the directions from the BJP is bent upon evicting the poor from their existing abodes.

He urged the administration to see the reason and refrain from blindly following the dictatorial and anti-people orders of the BJP.

Haryana Cabinet approves repeal of 1930 Code, Notifies New Municipal Account Code 2025

Chandigarh, May 5 – The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved the repeal of the existing British-Era Municipal Account Code, 1930 and the notification of the Haryana Municipal Account Code, 2025 (Part-I and II) for implementation across all municipalities in the state which aims at bringing transparency in the accounting system of municipal bodies in Haryana. The age-old Municipal Account Code, 1930 is unable to cope with the challenges that the metamorphic changes have posed. Moreover, technological advancements have also made the municipal account code provisions obsolete and redundant. 

The Municipal Account Code, 1930, which has been in effect for nearly a century, has several limitations and drawbacks in maintaining accurate and transparent municipal accounts. In contrast, the newly approved Haryana Municipal Account Code, 2025 introduces an Accrual-Based Double Entry Accounting System, aimed at modernizing and standardizing financial management practices in Urban Local Bodies (ULBs).

The Haryana Municipal Account Code, 2025 is compatible with the present day accounting system followed by every government organization across the nation.  The new code will not only establish a uniform and modern accounting system for all ULBs in Haryana but will also provide a comprehensive framework for managing municipal finances, including accounting, budgeting, and financial reporting. This is a historic step in transforming the accounting system in municipalities leading to better transparency and accountability. It will also help municipalities in raising funds from market for infrastructure development. 

The Haryana Municipal Account Code, 2025 (Part-I and II) will be applicable to all municipalities in the state.

Launching a scathing attack at BJP led Centre and Haryana Government of “putting a knee on Punjab’s neck” and looting its rightful share of water for decades, State President of Aam Aadmi Party (AAP) and Punjab Cabinet Minister Mr. Aman Arora exposed the historical injustices faced by Punjab over its water rights during the Special Punjab Vidhan Session, on Monday.

Addressing the house, Mr. Aman Arora recounted how Punjab has been systematically deprived of its water resources since 1955. Later in 1960 with the Indus Water Treaty, which diverted 80% of Punjab’s river waters to Pakistan. He also highlighted how subsequent agreements—like the Punjab Reorganization Act (1966), the Tripartite Agreement (1981), and arbitrary assessments—further robbed Punjab of its rightful share.

Punjab has been betrayed repeatedly—whether it was Congress or BJP government at the Centre. They have always treated Punjab as a milking cow, taking our water and grain but giving nothing in return, Mr. Aman Arora said.

He pointed out that despite Punjab being a riparian state, non-riparian states like Haryana and Rajasthan were unlawfully given Punjab’s water, violating international riparian laws. In 1955, Punjab’s water assessment was 15.85 MAF, but by 1981, it was artificially increased to 17.17 MAF just to justify giving more water to Haryana and Rajasthan.

Mr. Aman Arora also slammed the Shiromani Akali Dal for its role in weakening Punjab’s stand, recalling how the Badal-led government had demanded Rs 3 crore for the construction of SYL canal on July 4, 1978 despite knowing the fact that it’s against Punjab’s rights. On March 31, 1979, SAD government happily received Rs 1 crore sent by Haryana for the construction of SYL and signed Punjab’s death warrant. Later accepted the Tripartite Agreement in March 1981 under pressure of Congress led Governments in Centre, Rajasthan and Haryana, he added.

Praising Chief Minister S. Bhagwant Singh Mann’s firm stance against releasing additional water to Haryana, Mr. Aman Arora said, “Punjab has no extra water to give. We will not bow down to pressure from Delhi or Haryana.” He urged all political parties to come united, warning that Punjab’s survival is at stake.

Calling for a long-term solution, Mr. Aman Arora demanded the cancellation of all unjust water-sharing agreements and strict adherence to riparian principles. “If Rajasthan can be denied Narmada waters for not being a basin state, why is Punjab forced to give its waters to non-riparian states?” he questioned.

Mr. Aman Arora said, “Punjab feeds the nation, but its own children are left parched. Enough is enough—we will not let this betrayal continue.” He urged all the political parties to stand united to ensure that Punjab’s voice is heard loud and clear at the centre level.

Chandigarh, May 5, 2025 – In a major crackdown under the zero-tolerance policy against corruption spearheaded by Chief Minister Bhagwant Singh Mann led Punjab Government, the Punjab Vigilance Bureau (VB) on Monday nabbed Balkar Singh, posted as Superintendent, in Block Development and Panchayats Office, Amloh, in Fatehgarh Sahib district, red handed while demanding and accepting a bribe of Rs 60,000.

Disclosing this here today, an official spokesperson of the State VB said the accused was apprehended following a complaint lodged by a Sarpanch of Fatehgarh Sahib district.

The complainant has informed the VB that he had done mining on village Shamlat land during his tenure as Sarpanch and his case was pending with ADC Fatehgarh Sahib. He alleged that the above said accused has demanded the bribe to help him in resolving his case.

The spokesperson further added that following a verification of the complaint, the VB flying squad team laid a trap and apprehended the accused red-handed while he was receiving the bribe of Rs 60,000 from the complainant in the presence of two official witnesses. In this regard a case under the Prevention of Corruption Act has been registered against the accused at the VB Police Station Flying Squad-1, Punjab at Mohali. He would be produced before the competent court tomorrow and further investigations into this case was under progress, he said.

Chief Minister’s anti-corruption action line delivers results: VB arrests BDPO office Superintendent in Rs 60,000 bribery case

Chandigarh, May 5, 2025 — Punjab Government’s fight against corruption has gained further momentum as the Punjab Vigilance Bureau (VB) has arrested a government official in Amritsar following a complaint lodged through the Chief Minister’s Anti-Corruption Action Line. The vigilance operation underscores the growing success of this public initiative, which has become a powerful tool in empowering citizens and exposing corrupt practices across government offices.

Disclosing this an official spokesperson of VB informed that the arrested accused has been identified as Satnam Singh, Superintendent at the Block Development and Panchayats Office (BDPO), Verka Block, Rani-Ka-Bagh, Amritsar, who had  demanded a bribe of Rs 60,000 from a resident of village Nabipur, district Amritsar in exchange for official action on an encroachment complaint.

He further added that the complainant had informed that he had submitted a complaint to the BDPO Verka, Lakhwinder Kaur, concerned the illegal occupation of the approach road to his residence by his neighbour Gurwinder Singh. The BDPO had marked the matter to the said Superintendent, who in turn instructed Junior Engineer Mohit Kumar and Panchayat Secretary Ashok Kumar to verify the facts.

The verification revealed that the encroachment on government land was genuine, leading to a penalty of Rs 3,284 being imposed. Despite repeated notices, the encroacher failed to comply, prompting the BDPO office to request police assistance to remove the illegal structures.

However, instead of proceeding with due legal action, Superintendent Satnam Singh had demanded Rs 50,000 to “facilitate” further steps, instructing the complainant to pay Rs 20,000 as an advance. The complainant transferred Rs 10,000 via Google Pay to Satnam Singh’s account. Subsequently, the illegal pillars were removed with police assistance.

Further retaliation by the neighbour, who blocked the village drainage, led the complainant to approach the accused again. Satnam Singh reportedly told the complainant to stay silent about the bribe or risk further inaction regarding the drainage issue.

The VB verified all facts before registering a case under the Prevention of Corruption Act against Satnam Singh at the VB Police Station, Range Amritsar. He would be presented before the competent court tomorrow. The role of BDPO Lakhwinder Kaur is under scrutiny and would be investigated further, the spokesperson added.

The Punjab Vigilance Bureau reaffirmed its zero tolerance policy against corruption and urged citizens to actively report any instances of bribery or misconduct by government officials. “The Chief Minister’s Anti-Corruption Action Line is a weapon in the hands of the people. We call upon all citizens to come forward without fear. Timely reporting leads to timely action,” the VB stated.

MCC conducts inspection to address Water Contamination and Drainage issues in Maloya

Chandigarh, May 5: In response to growing complaints regarding water contamination and poor drainage in Maloya, a joint field inspection was conducted today by senior officials of MCC and public representatives of the area.

Following the directions from MC Commissioner Sh. Amit Kumar, IAS, the inspection team led by Sh. Sanjay Arora, Chief Engineer  accompanied by concerned Executive Engineers of Chandigarh Housing Board, Administration and other officers of MCC visited affected areas. The inspection team was also joined by Senior Deputy Mayor Sh. Jasbir Singh, Deputy Mayor Ms. Taruna Mehta, Area Councillor Ms. Darshana, and Councillor Mr. Gurpreet Singh Gappi.

During the visit, the officials walked through the affected areas, interacted with local residents, and noted their concerns regarding frequent water contamination and drainage problems, particularly during summer and rainy seasons.

Preliminary observations suggest that the contamination is caused by leakages in the water supply pipelines and the overflowing of sewerage lines, which has led to mixing of sewage with drinking water.

It was also informed during the inspection that, as per policy, the water supply system is to be handed over to the Municipal Corporation after five years of project completion. However, due to financial constraints, the Municipal Corporation has not yet taken over the system, which currently costs approximately Rs. 2.5 crores annually for operation and maintenance.

In the interest of public health, the Executive Engineers of the concerned Public Health Divisions have been directed to immediately test water samples, identify leakage points, and carry out necessary repairs.

The Commissiner and Chief Engineer of the Municipal Corporation have assured residents that prompt steps will be taken to resolve the issues. A comprehensive plan is being prepared to improve the water supply and drainage systems in Maloya, and remedial work will commence shortly.

The Society for the Care of the Blind, Sector 26, Chandigarh, celebrated its 53rd Foundation Day on 5th May 2025 with great pride and enthusiasm within the school premises. The institution, established with the noble vision to provide free education and holistic facilities to visually challenged students, continues to uphold its mission of empowerment and inclusive learning.
The celebrations commenced with vibrant cultural performances by the students, followed by inspiring speeches that traced the rich history of the school, its founding vision, and the invaluable contributions of those who laid its strong foundation. The students also paid touching tributes to the pioneers and benefactors whose selfless service has nurtured the school’s legacy.
The event was honoured by the presence of Shri Dinesh Kumar Kapila, Sr. Vice President as the Chief Guest. Mr. J S Jayara and Mrs. Gursharanjit Kaur, former principals, graced the occasion as Special Guests, sharing their reflections and blessings with the gathering.
