Justice (Retd.) Dinesh Maheshwari urges ethical use of AI at PU’s 7th Law Convocation

Chandigarh, April 23, 2026:

As many as 601 law graduates of Panjab University (PU) received their degrees at the 7th Law Convocation held at the Multi-Purpose Auditorium, Sector 25, PU South Campus, on Wednesday.

Hon’ble Mr Justice (Retd.) Dinesh Maheshwari, Chairperson, Law Commission of India, was the chief guest. Hon’ble Mr Justice Sheel Nagu attended as guest of honour. PU Vice Chancellor Prof. Renu Vig, Dean of University Instruction Prof. Yojna Rawat, Registrar Prof. Y.P. Verma, Controller of Examination Prof. Jagat Bhushan, Chairperson, Department of Laws Prof. Vandana Arora, Director, UILS Prof. Shruti Bedi also graced the occasion.

Delivering the Convocation address, Justice Maheshwari described the present era as one of extra ordinary technological upheaval. He said artificial intelligence has entered the legal landscape with force and cannot be ignored, and must not be misunderstood. “AI is a powerful instrument capable of processing vast repositories of case law, drafting documents and identifying patterns that would elude the most diligent human eye. Yet law is not an algorithm. Justice requires wisdom and wisdom requires a distinctly human capacity; the ability to feel the weight of consequence, to perceive the dignity behind a grievance and to exercise judgment in conditions of irreducible uncertainty,” he said.

“No machine can replicate the moral imagination that a just legal order demands. Use these tools with discernment-as an extension of your capabilities, never as a substitute for your conscience. The day you delegate your judgment to a machine, is the day you cease to be a lawyer in any meaningful sense”, Justice Maheswari further added while talking about Artificial Intelligence and irreplaceable human judgment.

Justice Maheshwari urged students to go beyond classroom learning and engage with social realities. He highlighted constitutional values of justice, liberty, equality and fraternity as guiding principles. He asked graduates to reflect not only on what the law is but what it ought to be, and to contribute to reform and social justice.

Earlier, Prof. Vandana Arora, Chairperson, Department of Laws, and Director, UILS, along with Prof. Shruti Bedi, welcomed the guests. The Convocation was declared closed by PU Registrar Prof. Y.P. Verma.

PGIMER Constitutes Dedicated Vigilance Team to Safeguard Patients and Curb Exploitation

Chandigarh:

In a significant step towards strengthening patient safety and ensuring a transparent, patient-centric environment, PGIMER Chandigarh has constituted a dedicated Vigilance Team to prevent exploitation of patients and their attendants within the Institute premises.

The decision has been taken in view of the exceptionally high daily footfall of approximately 35,000–40,000 patients and attendants. Recognizing the vulnerabilities associated with such large volumes—particularly among economically weaker and less literate sections—the Institute has intensified on-ground vigilance to curb instances of duping, cheating, touting, and extortion.

Reiterating PGIMER’s firm zero-tolerance policy against any form of exploitation within the campus, Prof. Vivek Lal, Director, PGIMER, stated, “In an institution witnessing such a massive daily footfall, our foremost responsibility is to ensure that every patient and attendant feels safe, respected, and protected. The constitution of this Vigilance Team reflects our zero-tolerance approach towards exploitation in any form. We are particularly committed to safeguarding vulnerable sections so that no one is misled or taken advantage of while seeking care at PGIMER.”

The Vigilance Team has been constituted with the approval of the Competent Authority and will function with immediate effect. It comprises one Security Officer from PGI Security as Team Head, along with five security personnel drawn from PGI Security and Ex-Servicemen Security. The team will function under the supervision of the Senior Administrative Officer (Vigilance).

Elaborating on the structure and operational framework, Mr.Pankaj Rai, Deputy Director (Administration), added, “This Vigilance mechanism has been carefully designed to function with discretion, efficiency, and accountability. Through plain-clothes deployment and surprise as well as intelligence-based inspections, the team will ensure prompt identification and action against malpractices. It reinforces our commitment to maintaining institutional integrity and delivering patient-centric services at all levels.”

Designed for proactive and discreet enforcement, the team will operate in plain clothes (civil dress) to facilitate effective surveillance. It will conduct random, surprise, and intelligence-based inspections across high-footfall and sensitive areas, including OPD complexes, Emergency and Trauma zones, registration counters, diagnostic and laboratory service points, pharmacy outlets, parking areas, entry and exit gates, waiting halls, and other public utility spaces.

The Vigilance Team is mandated to detect, prevent, and take immediate action against any form of malpractice, including unauthorized facilitation, overcharging, and misleading practices targeting patients and attendants. It is empowered to identify and apprehend suspicious individuals and hand them over to Security or Police authorities as per due procedure, while ensuring that genuine patients are not inconvenienced.  The initiative also underscores accountability and continuous improvement.

This order has been issued in the larger public interest to uphold the integrity of institutional services and to protect patients and attendants from any form of exploitation within the PGIMER campus.

Chandigarh Business Council Urges Urgent Business Reforms; Chief Secretary Chandigarh Assures Action on Key Issues

Chandigarh:

Chandigarh Business Council (CBC), a non-political representative body of traders, entrepreneurs, and industrial stakeholders, has submitted a detailed memorandum to Mr. H. Rajesh Prasad (IAS), Chief Secretary, Chandigarh Administration, highlighting key challenges faced by the business community and seeking urgent policy interventions.

The delegation was represented by Ajay Gupta – President, Jagdish Arora – Chairman, Neeraj Bajaj – Chief Patron, Sanjay Pahwa – General Secretary, and Chander Verma – Immediate Past President.

Welcoming the Chief Secretary’s leadership, CBC expressed optimism for a progressive and collaborative approach to strengthening Chandigarh’s business ecosystem. The Council highlighted that traders and industrial stakeholders are facing issues such as outdated building bylaws, restrictions on need-based structural changes in SCFs, SCOs, and industrial units, high misuse penalties, and restrictive land policies—factors that are driving businesses towards neighboring regions like Mohali and Panchkula.

CBC proposed key reforms including allowing need-based structural relaxations (such as minor modifications, mezzanine floors, and BOX-type adjustments in inner markets of Sectors 7 to 30), enabling share-wise property transfers, and introducing a time-bound conversion of leasehold properties to freehold. The Council also emphasized the need for industrial policy reforms, including expansion of MSME activities, increased FAR, and development of Industrial Area Phase-3.

Further, CBC urged rationalization of excessive penalties, implementation of a transparent compliance framework, introduction of a single-window clearance system, and rollout of a One-Time Settlement (OTS) scheme for pending tax and legacy cases along with simplification of GST processes. The formation of a dedicated Trade Facilitation Board was also recommended for effective grievance redressal.

Responding to the concerns, Mr. H. Rajesh Prasad, IAS, Chief Secretary, Chandigarh Administration, stated, “The Administration is committed to fostering a business-friendly environment in Chandigarh. The concerns raised by the business community are important, and we will examine them carefully to ensure practical and timely solutions.” He further assured that the Administration will take up these key issues of the business community on priority.

CBC reiterated that Chandigarh’s business sector remains a vital contributor to economic growth and emphasized that timely reforms are essential to sustain competitiveness and prevent migration of enterprises.

The Council expressed confidence that under the Chief Secretary’s leadership, these long-pending concerns will be addressed with urgency and a forward-looking approach.

Tough action against vehicles carrying loose construction material; violators to be fined: Anil Vij

Chandigarh, April 22

Haryana Transport Minister Anil Vij has taken cognizance of reports of large-scale irregularities in vehicle registrations in all four Sub-Divisional (Civil) offices of Ambala district and has directed the concerned officers that a thorough investigation of all Sub-Divisional (Civil) offices and Regional Transport Offices (RTOs) across the state be conducted by the State Vigilance and Anti-Corruption Bureau.

In this regard, the Transport Minister has issued necessary instructions to the Additional Chief Secretary of the Revenue Department and the Additional Chief Secretary of the Transport Department. Sh. Vij clarified that such irregularities may not be limited to Ambala alone but could exist in other Sub-Divisional offices and RTOs across the state, making a state-wide probe necessary. It is noteworthy that cases have emerged in Ambala where vehicle registrations were carried out through SDM offices using incomplete addresses in Tamil Nadu and other states. These cases are currently under investigation.

Apart from this, the Minister has also taken a strict stance on vehicles transporting dust, sand and other loose construction materials without proper covering. He has directed that all such trucks and transport vehicles must be properly covered with tarpaulin or other suitable means. Orders have been issued to all District Transport Officers-cum-Secretaries and Regional Transport Authorities in the state in this regard. Violators will be fined under the Motor Vehicles Act and Pollution Control guidelines. Additionally, transporters and drivers are to be made aware of these regulations.

Meanwhile, Vij has also directed officials to ensure strict compliance with the Stage Carriage Scheme-2016, notified on February 17, 2017. He said that numerous complaints have been received regarding violations of the scheme by private stage carriage operators. He emphasized that as per the scheme, permit holders are required to provide travel facilities to students, concessional pass holders, and free-pass holders in their buses, without any subsidy from the government. No laxity in this matter will be tolerated.

Furthermore, strict instructions have been issued to curb the unauthorized entry of heavy vehicles into city areas. The Minister noted that such vehicles often divert into congested areas, markets, and sectors to save time and fuel, leading to traffic congestion, damage to public property, and increased risk of accidents.

No shortage; IOCL assures sufficient supply of petrol, diesel amid Middle East crisis

Chandigarh: Ashutosh Gupta, Executive Director and State Head, Indian Oil Corporation Limited (IOCL) Punjab State Office on Tuesday assured that supplies of petrol and diesel remain stable in the country despite ongoing supplies triggered by the Middle East conflict.

Talking to Reporters in Chandigarh, Gupta, said the company currently holds sufficient reserves across Punjab, Himachal Pradesh, Jammu & Kashmir, Ladakh and Chandigarh, both at depots and retail outlets.”There is absolutely no shortage of petrol and diesel, there is no shortage of transport fuel at all at our depots and terminals as of date, we have got a stock of 12 days petrol, and diesel is about 16 days,” he said.

Gupta said that fuel availability at petrol pumps is also well within comfortable levels, dismissing any immediate concerns among consumers.”At our retail outlets as of date, we have got a petrol stock of about 13 days and diesel of about 6 days absolutely no reason for any concern on the petrol and diesel side,” Gupta noted.

The statement comes against the backdrop of volatility in global energy markets amid geopolitical tensions in West Asia, a key source of India’s fuel imports.

On liquefied petroleum gas (LPG), Gupta said supply remains steady, though delivery timelines have stretched due to a surge in bookings, which he attributed to precautionary demand from consumers.”The domestic LPG supplies have been normal… however, because of the conflict… There has been an increase in the bookings, and ultimately, resulting in the booking period to delivery period has increased,” he said.

He added that delivery times have risen from around two days to roughly six days at present.

Highlighting India’s dependence on imports for LPG, Gupta said a majority of supplies are sourced externally.”India meets its LPG requirement, almost 60 per cent of that is made through imports and out of that 60 per cent imports, 90 per cent is sourced from the Middle Eastern countries,” he said. Even so, he said supply chains continue to function smoothly with coordinated efforts between the Centre and state governments. Gupta also pointed out that domestic refineries, including those in Panipat and Bathinda, are meeting nearly 80 per cent of LPG demand in Punjab and Chandigarh. He added that priority distribution is being ensured for essential services such as hospitals, educational institutions and the pharmaceutical sector. In addition, IOCL has witnessed a rise in digital adoption for LPG bookings, which Gupta said has enhanced efficiency and transparency.”Digital bookings… were around 81 per cent… which has gone up to 93 per cent… today,” he said. While global developments continue to pose logistical challenges, Gupta said ongoing coordination between oil companies and government authorities is helping maintain uninterrupted fuel supplies across the region.
