Work done for every section in first 100 days of government: Krishan Lal Panwar

Chandigarh, January 25

Haryana’s Development and Panchayat Minister Sh. Krishan Lal Panwar said the state government is going to complete its 100 days in Haryana on January 27. He said Chief Minister Sh. Nayab Singh Saini has done the work of giving gifts to every section in these 100 days. Development work is being done in every Assembly without discrimination.

He said after the formation of the government, the Chief Minister first gave government jobs without ‘kharchi-parchi’ to more than 24,000 youths. Sh. Nayab Singh Saini gave jobs to the youth first and then took oath as the Chief Minister. So far, Rs 948 crore has been released for farmers as compensation for the loss of Kharif crop due to lack of rain. Along with youth and farmers, the government worked tirelessly for women, employees, businessmen and labourers.

Sh. Panwar said in these 100 days, the government has fulfilled the dream of 15,000 eligible people by giving them plots. Not only this, the government is leaving no stone unturned in making women self-reliant. Drone Didi and Bima Sakhi Yojana are examples of this. Sh. Nayab Singh Saini was the Chief Minister for the first time from March 2024 to October 2024. During this time, the Chief Minister did many commendable works in the interest of the state due to which the people of Haryana again formed the BJP government with a majority in the Assembly and on October 17, he was again crowned as the CM. The government and the Chief Minister are ready to give the report card of these 100 days.

Prime Minister gave the title of ‘3V’ to Nayab Singh Saini

Sh. Krishan Lal Panwar said Prime Minister Sh. Narendra Modi has given the title of 3V to Sh. Nayab Singh Saini. The Prime Minister said Sh. Saini is a ‘vinamra, viveksheel and vidvaan’ personality, who has gained political popularity as Chief Minister in such a short time.

Free dialysis facility in government hospitals

The minister said free dialysis facility has been made available in medical colleges and government hospitals of the state. This benefited kidney patients. The patients got rid of expensive dialysis facilities in private hospitals. Along with this, the recruitment process of doctors is going on to meet the shortage of doctors in the government hospitals of the state. Soon, more than 750 doctors are to be recruited in government hospitals. Apart from this, many revolutionary steps have been taken in the health sector, he added.

Punjab Child Rights Commission Takes Serious Note of Stray Dog Bites on Children, Orders Sterilization of Stray Dogs

Chandigarh, January 24 

          Taking serious note of the rising incidents of stray dog attacks on children, Kanwardeep Singh, Chairman of the Punjab State Commission for Protection of Child Rights, has directed the Local Government and Rural Development Departments to conduct a census of stray dogs in all cities. He has also urged immediate sterilization to prevent further incidents.

          The Chairman has stated that reports of stray dog attacks on children have been brought to the commission’s attention through media sources. Expressing deep concern over these incidents, the commission has taken suo-motu notice of the matter. 

          The Chairman highlighted that media reports have revealed alarming incidents, including the tragic deaths of two children within a week in Hasanpur village near Ludhiana due to stray dog attacks. Similar incidents have been reported from various parts of Punjab, including Mohali, Zirakpur, Amritsar, Machhiwara Sahib, and Nabha, raising serious public concern.

          The Chairman further informed that he has written to the Administrative Secretaries of the Punjab Local Government Department and the Rural Development & Panchayat Department, urging them to implement the provisions of the Animal Birth Control Rules, 2023, as notified by the Ministry of Fisheries, Animal Husbandry & Dairying, Government of India, on March 10, 2023. He emphasized that timely implementation of these rules will help control the stray dog population and prevent further attacks on children.

LUDHIANA SCHOOL PRINCIPAL SUSPENDED, CAMPUS MANAGER SACKED OVER CORPORAL PUNISHMENT

Chandigarh, January 24:

          Following the directions of Cabinet Minister S. Harjot Singh Bains, the Punjab School Education Department, on Friday, suspended a School Principal and a Campus Manager of a Government Senior Secondary School of Ludhiana. This strict action was taken against them over corporal punishment to students for arriving late to school.

          S. Harjot Singh Bains said that Principal of Government Senior Secondary School Jawahar Nagar, School of Eminence (Boys), Ludhiana has been suspended and the Campus Manager of the same school has been dismissed for making the students to shift sand & gravel for coming late to the school.

          “This incident has come to my notice today, and strict action has been initiated immediately,” he stated. S. Harjot Singh Bains categorically asserted that such behaviour from any teacher will not be tolerated, emphasising the importance of maintaining a safe and respectful environment for students in the Government Schools. The education system must prioritise the well-being and dignity of all students, and any actions that undermine this principle will be met with appropriate consequences.

Chief Secretary Appeals to Children to Update Biometrics in Aadhaar for Hassle-Free Access to Services

Chandigarh, January 24:

          The Chief Secretary of Punjab, Sh. K.A.P Sinha, today chaired a meeting of the Unique Identification Implementation Committee (UIDIC) cum Workshop on Aadhaar Usage at the Punjab Secretariat. The session, attended by heads and directors of various departments, underscored the importance of achieving 100% Aadhaar penetration for children in the 0-5 age group across Punjab.

          Sh. Sinha directed all departments, including banks and the Department of Post, to activate Aadhaar enrolment kits without delay and maximize the use of available resources to achieve this target.

          Smt. Bhawna Garg, DDG UIDAI RO Chandigarh, highlighted the need for special efforts to improve Aadhaar enrolment for children aged 0-5. She suggested deploying Aadhaar kits at immunization centers and facilitating collaboration between the Health Department and the Department of Women and Child Development (WCD) for better coverage.

          Additionally, Smt. Garg urged the School Education Department to create a detailed action plan to identify children who require Mandatory Biometric Updates (MBUs) at the age of 5 and 15. This will ensure smooth access to government schemes, scholarships, and educational benefits.

          The workshop also presented case studies of how Aadhaar-based face authentication can be leveraged to improve service delivery. Smt. Garg encouraged departments to integrate face authentication into their schemes for greater efficiency.

          The Chief Secretary instructed that Aadhaar service camps be organized in all government and private schools to provide easier access for students. He also emphasized the need to promote the m-Aadhaar application and My-Aadhaar Portal to ensure citizens can easily avail themselves of Aadhaar services.

          Furthermore, the Chief Secretary called for a comprehensive awareness campaign by the School Education Department to encourage parents and guardians to ensure the Mandatory Biometric Update for their children. He also directed all departments to ensure Aadhaar-based authentication of beneficiaries at e-Sampark Centers and other government offices, and to implement Aadhaar-based face authentication across all government departments.

About 50,000 migratory birds of 82 species spotted in Sultanpur National Park this winter season

Chandigarh:

About 50,000 migratory birds of 82 species chose to nest at the Sultanpur National Park (Sultanpur Bird Sanctuary), located at Sultanpur village on Gurugram-Jhajjar highway, Gurugram, this winter season, said Sultanpur National park (Wildlife) Inspector Jyoti Kumar.

Kumar said that like always, this winter too, thousands of species of rare birds that fly in from higher altitudes in search of food and shelter have made Haryana one of its favourite destinations. The State has a plethora of water bodies where these birds can easily be spotted. “Waterlogged fields get more birds than any bird sanctuary in Haryana. It is because these birds can easily search for food in shallow waters,” he added.

Kumar further said, “Every year, we conduct bird counting in the park to note the number of birds and the species that visit the area. This exercise helps us understand the pattern of migration and the ecology of the park.  The migratory bird species that were sighted in the park this year include northern Lapwing, Pelican, common coot bird, bar headed geese, greylag goose, pintail, northern shower, common pochard, painted stork, spoon bills, open bill stork, Ibis, common teal among many other species.  

The wildlife officer further said that the birds arrive during the winter migration season from about 29 countries between September and October and make a return journey by March.  The migratory birds had started arriving in the National park much before the onset of winter this year. As the park has an ideal habitat for birds, every year a large number of birds fly millions of miles to these wetlands for resting and feeding.

Kumar further said that as many as 82 species of birds were seen during the week-long second round of bird watching trip held recently. “This year, about 50, 000 migratory birds of 82 species visited the park. Some of the resident birds that were sighted on the bird counting day were white-throated kingfisher, red munia and black-winged stilt, among others. About 65,000 migratory birds arrived in 2022 while 60,000 in 2023,” he added.

The wildlife officer said, “There are over 600 species of fauna, including birds, amphibians and butterflies at the Sultanpur National Park. There are over 417 species of birds that have been reported from the park. Additionally, there are 16 mammal species, 40 species of butterflies, 16 reptiles and five amphibian species. Birds travel around this time of the year and return to the same wetland, if it suits them once. He further said that the migratory birds that usually fly into the park can be classified into three categories: waders (water dependent birds), ducks (require slightly deeper water) and warblers (prefer reeds).

According to State of India’s birds 2020, out of the 1,220 species of birds found in India, 280 of them are long-distance migrants, while 116 are the subcontinent migrants and the remaining species usually stay within the country borders, he added.

Asia Bird Census 2025 begins at Sultanpur Bird Sanctuary

Kumar further said that to monitor and preserve the region’s wetland ecosystems and their avian inhabitants, the Haryana State Biodiversity Board, in a collaborative effort with global not-for-profit Wetlands International had launched the Asia Bird Census 2025 at the Sultanpur Bird Sanctuary on January 4. The Asian Waterbird Census is part of an international initiative to monitor waterbird populations and the health of wetlands across Asia. A team from Wetlands International South Asia (WISA) is coordinating the census. The census employed the visual encounter survey methodology. The bird experts, student volunteers, members of NGOs and officials of Forest and Wildlife Departments are participating in this census. The final reports on arrival of migratory birds will be released after January 19, he added.

Saving life of voiceless: A humane gesture of Chandigarh Fire Service

Chandigarh:

Kite threads often get tangled on poles, wires, and trees and birds end up getting stuck in them. One such pigeon was seen struggling after getting stuck in a kite thread at Sector 44 C (also known as Computer Market) in Chandigarh. Fortunately, the pigeon was saved by the kindness and presence of mind of a Chandigarh Fire Service Department leading fireman Charanjeev Singh.

Armaan (name changed), a Market visitor noticed a struggling bird stuck on a kite thread above an electricity pole. He informed the Police Control room (Dial-112) and Fire Service Department officials rushed to the spot. Teams of the Fire Service Department led by leading fireman Charanjeev Singh brought the bird down and proceeded to gently remove the kite threads from its body.  Singh showed empathy, sense of urgency and saved the bird struggling in threads of kite fliers.

Ramesh Gupta, a Market Visitor said, “Every life is valuable. Salute to Chandigarh Fire department officials for their kindness.” Another visitor, Anup said, “Nice job. We appreciate the kindness of kind fire department officials who rescued the pigeon.”

“Humanity at its best…kudos to this kind firemen. Kindness should be the only ornament of human kind. It’s great that some of us do have that and that’s why the world still has a bit of goodness left,” Sumitra Kohli said.

Divya said, “Helping out others is no doubt a noble task. When it comes to rescuing and fostering the stray and abandoned animals, it can be a stress buster and morale boosting activity. For many people it is a two-way process; they help the animals and it helps them back.”

Rohit Malhotra said, “Fire department has always taken the responsibility of that good samaritan to reach the spot, well within time, and save the life of the voiceless creature.”

Talking to ‘The Pioneer’ Sector-17 Station Fire Officer Lal Bahadur Gautam said, “We received the call at around 11. 49 AM on Friday. The bird was stuck on an electricity pole, entangled in kite strings. Two fire tenders were pressed into action and after reaching there and assessing the situation, with the help of a ladder, the bird was rescued successfully. Teams led by leading fireman Charanjeev Singh rescued the pigeon.”

He further said, “Fire Brigade is not just about fighting fires, and saving human lives and property. There is no categorisation done by the fire brigade and animals and birds are put under one ‘rescue’ category. Our motto is – Serve to save life and property. In the last one year, we have all together rescued about 214 animals and birds collectively.”

Gautam further said, “Distress calls are received. Most of the distress calls received by the Fire department were for rescuing birds such as crows, pigeons, parrots that got entangled in kite strings dangling from overhead wires or trees. The department also received calls related to cows, cattle, dogs or cats and reptiles that got stuck inside narrow lanes, closed spaces, and even in houses, pits, canals or drains.”

Another fire service officer said that for rescue of birds and animals, a vehicle is sent along with a team consisting of four-five firemen. The vehicle usually has a ladder but in cases, where it faces difficulties with high rises, bigger vehicles are sent if required. Once the bird is rescued and in case it needs treatment, the fire services personnel shift them to a bird hospital. “Every life is important to us and our firefighters risk their lives daily to save the lives of others. According to our data, our firefighters not only take part in fire rescue operations but also go beyond their call of duty to rescue birds and animals that get trapped or entangled.”

He further said that the number of distress calls for saving birds increases during the kite-flying season. The maximum numbers of such cases were reported around Independence Day and Makar Sankranti when people traditionally fly kites and the strings get suspended from trees and poles, creating a death trap for birds.

“We don’t differentiate between any lives. Our response time in acting on a complaint of bird rescue is similar to that of going to fight an inferno. We don’t deny any kind of rescue call and just because these are not human lives, there is no laidback attitude in dealing with such cases,” he added.

Hry DGP urges Bank officials to follow new RBI guidelines; keep eye on fake accounts

To tackle the challenges related to cybercrime, Haryana Director General of Police Shatrujeet Kapur on Tuesday said that it is necessary that everyone work with full dedication in mission mode. He urged the bank officials to keep an eye on suspicious transactions in bank accounts and take appropriate action if they find any suspicious bank account transactions. He gave necessary directions to all bank officials and fintech companies to follow the new RBI guidelines and specifically keep an eye on fake bank accounts and take appropriate action.

Presiding over a state-level conference with RBI Regional Director Vivek Srivastava, NPCI, and senior officials from around 50 banks and fintech companies across the country, including Google Pay, Paytm, Amazon Pay, and PhonePe, along with Police officials, Kapur said that some banks are doing a good job in controlling cybercrime, but to control it effectively, all stakeholders need to work together so that the defrauded amount can be frozen as soon as possible. He said, “In September 2023, only 7% of the amount of cyber fraud was held by Haryana Police, which increased to 27% in November 2024. We need to increase this percentage rate to 70% through our joint efforts, which can be done after all banks adopt the RBI’s Mulehunter Artificial Intelligence software. Since cyber fraud is done through digital means, it is very important to use the digital platform effectively to stop it.”

He clearly stated that with the passage of time, the cases of cyber fraud have also increased. In 2023, cyber fraud of Rs 602 crore was committed in Haryana, while in 2024 this figure increased to Rs 980 crore. This figure shows that there is an increase in cybercrime cases, which need to be curbed in time. Apart from this, he also appealed to inform the helpline number 1930 immediately in case of cyber fraud.

RBI’s Regional Director Vivek Srivastava explained in detail about the new RBI policy, the system and procedure in case of cyber fraud, and asked all banks to follow its guidelines. Along with this, he also cleared the doubts of the representatives from the banks. During this, Parul, an officer from the RBI, also gave detailed information about the AI-based Mulehunter software developed to identify fake bank accounts involved in cyber fraud. With this system, fake bank accounts can be identified with 90% accuracy. In the conference, Samarjith, a representative of NPCI, also gave information about the technical aspects being taken to control cybercrime through a PowerPoint presentation. During this, the process of searching for an automated response system for money trails on the NCRP portal and points related to stopping the amount defrauded in the banking channel were discussed.

Fortis Mohali and PHDCCI SHE Forum Hosts Expert Talk   on ‘Nurturing Women Health ‘ to create awareness on Cervical Cancer Prevention

Chandigarh, January 24, 2025: Fortis Hospital, Mohali , in collaboration with PHD Chamber of Commerce and Industry (PHDCCI) SHE Forum today hosted an insightful  session  on “Nurturing Women Health” at PHD House  The session, aimed at empowering women with vital health knowledge, focused on critical health topics, with a special emphasis on cervical cancer prevention by Dr. Shweta Tahlan, Consultant in Gynae Onco Surgery,  Fortis Hospital, Mohali.

Dr. Tahlan highlighted the latest advancements in cervical cancer prevention, emphasising the importance of regular screenings, early detection and timely vaccination. As a leading expert in the field of Gynae Oncology, her talk provided valuable insights into the prevention and early management of cervical cancer, which is one of the most prevalent female cancers with 1.2 lakh new cases  reported annually worldwide.

“Early cervical cancers can often be treated through surgery alone, and one may avoid undergoing chemotherapy and radiotherapy. Symptoms may include postcoital or intermenstrual vaginal bleeding, irregular periods, postmenopausal bleeding, persistent or foul-smelling vaginal discharge, and pelvic pain,” said Dr. Shweta Tahlan, Consultant, Gynae Onco-Surgery, Fortis , Mohali.

Sharing information on various screening tests for cervical cancer, Dr. Tahlan added, “The tests include Pap smear, High-Risk Human Papillomavirus (hrHPV) test, visual inspection of the cervix with acetic acid (VIA), and visual examination after VIA (VILI). Colposcopy is done to detect the cervical pre-cancer stage, which is curable through simple surgical procedures. For other gynae cancers, no routine screening tests are available. It is therefore important to consult a doctor at the earliest in case of any warning signs.”

On the benefits of regular screening, which is recommended for all women between 25 and 65 years of age, Dr. Tahlan said , “Before cervical cancer develops, there is a long pre-cancerous stage wherein abnormal cells are present in the body, but the cancer has not formed yet. At this stage, simple surgical procedures like Loop Electrosurgical Excision Procedure (LEEP) and Cone Biopsy (surgery to remove abnormal tissue from the cervix) can treat the patient completely without the need for Radical Hysterectomy, and the uterus and ovaries can be saved.”

Dr. Tahlan further stressed on the importance of HPV vaccination in combating cervical cancer. “The ideal age for vaccination of girls is 9-14 years, though catch-up vaccination can be done until 26 years of age. Vaccination done in childhood or adolescence helps to prevent cervical cancer in later years of life,” she stated.
