Haryana Vidhan Sabha Speaker gifts major development works to Gharaunda constituency

Chandigarh June 28: Haryana Vidhan Sabha Speaker Sh Harvinder Kalyan today inaugurated and laid the foundation stone for seven development projects worth over Rs 3.76 crore in the Gharaunda assembly constituency. He said that all pending works are being expedited, and construction has begun on a training center for women self-help groups (SHGs).

Sh Harvinder Kalyan laid the foundation stone for the construction of a 1278-meter-long road from the PWD road to the crematorium in village Bharatpur. This project, to be undertaken by the Panchayati Raj Department, is estimated to cost Rs 57.25 lakh. He also laid the foundation stone for a new sub-health center in Sadarpur village, with a project cost of Rs 67.26 lakh.

In addition, the Vidhan Sabha Speaker inaugurated a 220-meter-long connecting road constructed by the Marketing Board, linking Mundi Garhi–Garhi Khajur Road to village Bassi. He also laid the foundation stone for the construction of 14 classrooms at the Government Senior Secondary School in Garhi Khajur, at an estimated cost of over Rs 1.92 crore. Furthermore, he inaugurated a hall built for Self-Help Groups (SHGs) by the Panchayati Raj Department, as well as a newly constructed room at the Mahila Chaupal in the same village.

Addressing the villagers, the Vidhan Sabha Speaker said that there was a long standing demand to build a sub-health center in Sadarpur village, which is now going to be fulfilled. He said that significant development work has been carried out in the Yamuna belt, including the construction of chaupals, schools, streets, and community centers. The embankments of Yamuna are being strengthened to prevent floods.

On this occasion, Sh Harvinder Kalyan encouraged the daughters of the village to work hard and pursue higher education. He urged them to aim high, become officers, and bring pride to their village and the nation. He assured them that there would be no shortage of resources to support their education.

Maharaja Daksha Prajapati’s birth anniversary to be celebrated at state level in Bhiwani on July 13: Cabinet Minister

Chandigarh, June 28: Haryana Public Health Engineering and Public Works (Buildings and Roads) Minister, Sh Ranbir Gangwa, said that the birth anniversary of revered deity Maharaja Daksha Prajapati will be celebrated at the state level on July 13 in Bhiwani. Haryana Chief Minister Sh Nayab Singh Saini will attend the event as the chief guest. Several ministers, MLAs, and other dignitaries will also participate in the program.

Addressing a press conference in Jagadhri today, Sh Gangwa said that the state government is committed to honoring saints and great personalities, which is why their anniversaries are being officially celebrated at the state level.

He highlighted that in recent months, the state government has celebrated Sant Kabir Jayanti in Sirsa, Maharishi Kashyap Jayanti in Indri, Parshuram Jayanti in Rohtak, and Bhagat Dhanna Jayanti in Uchana, among others. Continuing this tradition, the birth anniversary of Maharaja Daksha Prajapati will now be marked with a grand state-level celebration in Bhiwani on July 13.

Sh Gangwa called upon the people to participate in large numbers and make the event a grand success.

He further said that Chief Minister Sh Nayab Singh Saini is committed to honoring all sections of society and is working to take every community along on the path of Haryana’s continuous development.

Haryana Constitutes Seventh State Finance Commission, former Chief Secretary Sanjeev Kaushal Named Chairman

Chandigarh, June 28

The Haryana Government has constituted the Seventh State Finance Commission (7th SFC) to examine and recommend the distribution of financial resources between the State Government and local self-governing bodies. A notification to this effect was issued here today by the Chief Secretary Sh. Anurag Rastogi .

As per an official notification, former Chief Secretary of Haryana, Sh. Sanjeev Kaushal, has been appointed as the Chairman of the Commission. Shri Anshaj Singh, IAS, will serve as the Member Secretary.

The Commission has been constituted under the provisions of Articles 243-I and 243-Y of the Constitution of India, Section 213 of the Haryana Panchayati Raj Act, 1994, and Rule 3 of the Haryana Finance Commission Rules, 1994. The purpose of the Commission is to make recommendations on key fiscal matters concerning Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs), thereby improving decentralised governance and financial autonomy at the grassroots level.

The Commission’s mandate includes recommending principles for the distribution of net proceeds of taxes, duties, tolls, and fees levied by the State between the Government and the PRIs—namely, Zila Parishads, Panchayat Samitis, and Gram Panchayats. It will also advise on the taxes and fees that may be assigned to or appropriated by these rural local bodies, along with grants-in-aid to them from the Consolidated Fund of the State. Furthermore, the Commission will suggest measures to strengthen the financial health and revenue-generating capacity of PRIs.

Similarly, the Commission will make recommendations regarding the urban local bodies. These include the distribution of State tax proceeds between the Government and Municipalities, the taxes that may be assigned to Municipalities, the structure of grants-in-aid to them, and the steps needed to bolster their financial sustainability.

While formulating its recommendations, the Commission is required to take into account several important considerations to ensure fiscal responsibility and equity. These include the need to maintain a balance between the State’s receipts and expenditures and to generate sufficient surplus for capital investments. The Commission must also assess the overall resource availability of the State Government and the various demands on those resources, particularly expenditure related to civic administration, maintenance and upkeep of public infrastructure, recurring costs of plan schemes, and other committed financial liabilities. Additionally, the financial requirements, resource-raising potential, and scope for expenditure rationalization of the Panchayati Raj Institutions and Municipalities will be carefully evaluated to strengthen their fiscal autonomy and efficiency.

The Seventh State Finance Commission has been directed to submit its final report to the Governor of Haryana by 31st March, 2026. The report will cover a five-year fiscal period, from 2026–27 to 2030–31, and its recommendations will play a critical role in shaping local governance finances during this timeframe.

The headquarters of the Commission will be located in Panchkula, with office space allocated in the Swarna Jayanti Haryana Institute for Fiscal Management (SJHIFM).

Youth Mock Parliament is a living laboratory for policy making: Haryana Chief Minister 

Chandigarh June 28: Haryana Chief Minister Sh Nayab Singh Saini said that the Youth Mock Parliament is not merely a program, but a celebration of democracy and a living laboratory for policy-making. He urged the youth to send a clear message to the nation through this platform that safeguarding democracy is our highest priority.

Addressing the youth at the Youth Mock Parliament held in Gurugram today, the Chief Minister emphasized that the event is not just an academic exercise, but also a meaningful occasion to observe Samvidhan Hatya Diwas and reflect on the dark chapter of the Emergency, a time that attempted to crush the very soul of democracy.

Gurugram has always embodied innovation and aspiration

The Chief Minister said that this program, organized on the land of Gurugram, is not only a reflection of the bright future of the youth but also a commendable example of democracy in action. He praised Gurugram, the sacred land of Guru Dronacharya and a city known as the Millennium City for consistently upholding the spirit of innovation and aspiration. Today’s event, he added, further strengthens the identity and significance of this city.

He went on to say that seeing such energetic and enthusiastic youth reinforces the resolve to build a Viksit Bharat and Viksit Haryana. He expressed confidence that this generation, in the era of Amrit kaal, will lead the nation toward achieving the vision of a developed India by 2047. The Youth Mock Parliament, he said, will serve as a milestone on that journey.

 Every word spoken in Parliament, every law passed, impacts the life of the last citizen

Sh Nayab Singh Saini urged the youth not to view Parliament merely as a building, but as the embodiment of the hopes and aspirations of 140 crore citizens. He emphasized that every word spoken in Parliament and every law enacted has a direct impact on the life of the last person in the country. He added that the purpose of the Youth Mock Parliament is not just to replicate parliamentary procedures, but to internalize the spirit that makes Indian democracy truly unique. 

Youth should speak with in-depth knowledge and back their views with facts and figures

          The Chief Minister encouraged the youth to study thoroughly before speaking on any topic and to present their views based on facts and figures. He emphasized that when supporting any government policy, they should explain the reasoning behind it and its far-reaching impact. He stated that while opposition is a fundamental right in a democracy, it should not be opposition merely for the sake of opposition. Instead, constructive criticism accompanied by solutions and alternatives is the true strength of democracy. He clarified that democracy requires opposition, but not obstruction.

India emerges as a key partner in solving global challenges

Praising the leadership of Prime Minister Sh Narendra Modi, the Chief Minister said that India is no longer a nation that asks for help from the world; today, it has become a key partner in solving global challenges. He highlighted that India is now emerging as a global leader in areas such as defense, digital technology, startups, green energy, space technology, artificial intelligence, and the semiconductor mission.

Youth should pledge to strengthen the spirit of Ek Bharat – Shreshtha Bharat

Chief Minister Sh Nayab Singh Saini urged the youth to draw inspiration from the Youth Mock Parliament and adopt four important resolutions in their lives. He encouraged them to conduct in-depth study on at least one pressing issue facing the country and actively raise awareness in society to find solutions. He advised the youth to avoid shortcuts in life, reject the politics of nepotism and corruption, and strengthen the spirit of Ek Bharat – Shreshtha Bharat.

That was not an Emergency, but an era of injustice; today’s opposition pretends to be democracy’s protector –Sh Gaurav Gautam

Minister of State for Sports Sh Gaurav Gautam said that calling the Emergency imposed in 1975 merely an “emergency” would be an understatement of the cruelty of that period. In reality, it was an era of injustice when the Constitution, freedom of expression, and the rights of ordinary citizens were brutally suppressed. He added that when an elected representative takes the path of dictatorship and disregards the Constitution in the intoxication of power, the Emergency stands as the starkest example of the damage inflicted on democracy.

Haryana Police Mourns the Untimely Demise of IPS Officer Smiti Chaudhary

Chandigarh, June 28: Smiti Chaudhary , IPS, a dedicated officer of the 2012 Haryana cadre and the Superintendent of Police, Anti-Corruption Bureau, Ambala, passed away suddenly on June 27 in Nashik, Maharashtra. Haryana Director General of Police, Shatrujeet Kapur, along with the entire Haryana Police fraternity, expressed profound sorrow over her demise. Offering condolences, DGP Kapur said, “The department stands firmly with her family in this difficult time. Her passing is a monumental loss to the police family.” He also prayed for the peace of the departed soul.

Mrs. *Smiti Chaudhary* had been unwell for a few days and was on leave during this period. She had traveled to Nashik to be with her husband, Mr. Rajesh Kumar, who serves as the Director of the Maharashtra Police Academy. She breathed her last while undergoing treatment in Nashik. Born on August 15, 1976, she hailed from Dumarkhan Kalan village in Jind, Haryana. A 2012 batch IPS officer, she was posted as SP, Anti-Corruption Bureau (ACB), Ambala, at the time of her untimely demise. She is survived by her husband and two children.

Mrs. *Smiti Chaudhary* was known for her honesty, empathy, and courage. Throughout her career, she remained unwaveringly committed to the principles of justice, transparency, and public service. She demonstrated exceptional dedication and deep commitment to her duties, excelling in several challenging assignments.

DGP Kapur added, “May the departed soul rest in peace. Her contributions and service will forever inspire us to remain steadfast on the path of serving the nation.”

MC Chandigarh conducts joint cleaning and enforcement drive at Hallomajra

Chandigarh:

The Municipal Corporation Chandigarh conducted a joint cleaning and enforcement drive at Hallomajra. During the drive, approximately 1.2 tons of garbage were lifted, and the area was thoroughly cleaned.

A major focus of the operation was the clearance of an administrative land patch that had been filled with waste and was being misused. The sanitation and enforcement teams removed illegal vendors and encroachments from the site, restoring public space to its intended use and improving hygiene conditions in the locality.

The Municipal Corporation remains committed to maintaining cleanliness and public order across the city. Citizens are urged to support these efforts by avoiding littering and refraining from unauthorized occupation of public land. Similar drives will continue in other areas as part of an ongoing city-wide cleanliness initiative.

MC Chandigarh bans road cuts during monsoon season from July 1 to September 30, 2025

Chandigarh:

The Municipal Corporation Chandigarh, in line with its Terms & Conditions for Road Cut permissions, has issued a directive restricting road cuts activities during the upcoming monsoon season.

MC Commissioner Sh Amit Kumar, IAS has passed this order that this shall be effective from July 1 to September 30, 2025 during which no road cut permission shall be granted across Chandigarh except for emergent works, which will be reviewed and considered on a case-to-case basis with the prior approval of the competentauthority.

To ensure public safety and minimize inconvenience during the rains, the following instructions have been issued:

• All ongoing road cut works must be stopped within one week and the affected roads must be properly dressed, leveled, and fully restored before the onset of the monsoon.

• In cases where permissions have already been granted but work has not commenced, such road cutting will not be allowed during the restricted period unless declared emergent and approved by the Commissioner, MCC.

• Any extension of time limit for already granted road cutting permissions during this monsoon period will be considered only with justification and shall be approved at the level of the Executive Engineer, MCC.

The Municipal Corporation urges all concerned departments, contractors, and stakeholders to comply with these instructions in the interest of public safety and to maintain the city’s infrastructure during the monsoon season.

MC Chandigarh issues Public Advisory on Safety Measures amidst predicted inclement weather

Chandigarh:

In view of the weather forecast issued by the Meteorological Department indicating possible rainfall and storm conditions in the coming days, the Municipal Corporation Chandigarh has issued a precautionary advisory for all residents and visitors of the city.

While speaking about the advisory, Sh. Amit Kumar, IAS, MC Commissioner said here today that to ensure public safety and prevent damage to life and property, the following guidelines are hereby issued:

• Avoid parking vehicles under heavy, overgrown, or old trees during adverse weather conditions.

• Refrain from standing or taking shelter under trees, particularly those that appear aged or structurally weak, during rain or strong winds.

• Limit travel and pedestrian movement along tree-lined roads during heavy rain or stormy conditions, unless absolutely necessary.

• Do not touch electric poles, streetlights, or park light fixtures as these may pose serious risks of electrocution during or after rainfall.

• Maintain a safe distance from both trees and electrical installations throughout the period of inclement weather.

He appealed to all citizens to exercise caution and cooperate fully in ensuring their own safety and that of others. These measures are being implemented in the collective interest of public safety and the protection of city infrastructure.

MC Chandigarh forms 18 flood control teams and 7 control rooms for monsoon preparedness

Chandigarh:

In anticipation of the upcoming monsoon season, the Commissioner, Municipal Corporation Chandigarh Sh. Amit Kumar, IAS called a review  meeting of 18 special flood control teams here today. The MCC has also operationalized 7 flood/water-logging control rooms across the city.

These arrangements will be in force from June 20 to September 30, 2025, to ensure swift response and redressal of water-logging and rain-related emergencies.

Each control room will function 24×7 with designated teams working in three shifts. Citizens can lodge complaints regarding water-logging through the dedicated control room phone numbers.

Each control room has dedicated field teams including Field Managers (FM), Multi-Task Workers (MTW), and Public Health officials. The Public Health Officer will serve as the Single Point of Contact (SPOC) in each control room, coordinating across departments.

• 18 emergency response teams comprising officials from Public Health, B&R, Horticulture, MOH, Electrical, and Fire Department have been stationed in key sectors of the city.

• 5 water tankers with drivers will be available round-the-clock.

• Fire department personnel trained in disaster management will be stationed strategically for emergency handling.

• Barricading at collapse sites will be handled by the B&R wing.

• No casual or earned leave will be granted to staff during the monsoon period.

• All departments have been instructed to ensure immediate emergency response and provide necessary manpower from their current strength.

• Two enforcement vehicles will be provided at each control room for mobility.

The Municipal Corporation urges citizens to cooperate during monsoons and report water-logging issues promptly using the dedicated numbers for swift redressal.

MCC conducts anti encroachment drive in industrial area, phase 1; 27 Challans Issued

Chandigarh:

The Municipal Corporation Chandigarh today carried out a special anti encroachment drive in the Industrial Area, Phase 1, particularly in the MW Kabri Market, to address unauthorized encroachments.

Following the directions of MC Commissioner Sh Amit Kumar, IAS, the enforcement team carried out inspections and took immediate action against violators obstructing public spaces and roads. A total of 27 challans were issued on the spot for various violations related to illegal encroachments.

The drive aims to ensure the smooth flow of traffic, maintain cleanliness, and uphold civic order in commercial and industrial zones. The Municipal Corporation reiterates its commitment to keeping public areas free from unauthorized occupation and urges all shopkeepers and vendors to comply with the regulations.

Further drives will continue across different parts of the city to ensure strict enforcement. The public is also encouraged to cooperate and support the civic body in its ongoing efforts.
