POLLUTION POLITICS’ HAS EXPOSED THE ANTI-FARMERS AND ANTI-PUNJAB STANCE OF BJP: CM

Slamming the BJP for stooping too low by indulging in ‘pollution politics, the Punjab Chief Minister Bhagwant Mann on Wednesday said that the anti-farmers and anti-Punjab stance of saffron party has been exposed as it hates Punjabi farmers since they had raised banner against the draconian farm laws.

          “Only three cities of Punjab figure in 32 cities of north India with poor Air Quality Index (AQI), but the BJP and Centre have unleashed slanderous campaign against hard working and resilient farmers of state by squarely blaming them for environmental hazards”, said the Chief Minister in a video statement issued here today.

          The Chief Minister said that it is ironic that the Punjab farmers who had played a major role in making the country self-reliant in food production are being blamed for paddy straw burning whereas the BJP had turned a blind eye towards poor AQI in other states. He questioned the silence of BJP over far more worst AQI in Faridabad, Manesar, Gurgaon, Sonipat, Gwalior, Indore and other states where the saffron party is in power. Bhagwant Mann said that it reflects the anti-farmers and anti-Punjab mindset of the Union government and BJP.

          The Chief Minister asserted that the basic reason is that the BJP hates the farmers of the state who had spearheaded a campaign against black farm laws. He said that in vengeance to this, the BJP is hell bent on defaming the state and its farmers. Bhagwant Mann said that surprisingly the BJP and Union government are continuously blaming the Punjabi farmer for environmental pollution by ignoring their immense contribution in the national food pool.

          The Chief Minister reminded the centre that they had submitted a solution for the paddy straw burning by offering to jointly pay financial assistance to farmers worth Rs 2500 in lieu of not burning paddy straw. However, he said that instead of accepting this proposal the centre had blatantly refused to bail out the farmers. Likewise, Bhagwant Mann said that in order to provide a viable solution for management of paddy straw a large number of investors wanted to come to the state and set up Bio energy plants.

          However, the Chief Minister said that unfortunately the centre created hindrances in it by refusing to give permission for setting these plants. He said that the Punjabi farmer is fully sensitised towards not burning paddy straw as he knows that it will adversely hit his family.  Bhagwant Mann said that the armchair economists sitting in Air conditioned offices at Delhi are not giving any solution to the farmers but they are continuously bringing disgrace to them by falsely accusing them of burning the paddy.  

          The Chief Minister categorically said that since it is a problem concerning the entire north India, the Prime Minister must have convened a meeting to find a solution to this issue. He said that it is a paradoxical situation that until Punjabi farmers are contributing paddy in the national pool they are food growers but after procurement is over they are being castigated on a frivolous issue.  Bhagwant Mann said that this is humiliation and injustice towards Punjabi farmers which is totally unwarranted and undesirable.

          The Chief Minister said that the Punjabi farmers want to shun the practice of paddy straw burning but the centre has no solution to offer to them. He asked the BJP and centre to not threaten the Punjabi farmers by daily asking the state to lodge FIR against them. Bhagwant Mann said that instead of threatening the Punjabis farmers must be shown a way for dealing with this problem efficiently.

It is really unfortunate that Punjab Chief Minister is making a pointless statement on pollution caused by stubble burning, says Manohar Lal

  Haryana Chief Minister has termed unfortunate the statements being made by his Punjab counterpart Sh. Bhagwant Mann on pollution caused by stubble burning.He said that instead of finding a solution to stubble burning, Maan is doing politics of blame games and counter-accusation.”Bhagwant Maan instigating the farmers, instead of  levelling false allegations against Centre Government. Instead of doing this, he should chalk out a detailed strategy to tackle stubble management”, said Sh. Manohar Lal.The Chief Minister said that Punjab should follow Haryana’s footsteps and incentivize farmers for stubble management.The Chief Minister said that the incidents of stubble burning in Haryana have come down by 25 percent this year.  So far in the year 2022, only 2249 incidents of farm fires have been reported in Haryana, whereas in Punjab these incidents have increased by 20 per cent. So far, 21,500  such incidents have been reported in Punjab, added Sh. Manohar Lal.He said that like Haryana, Punjab should also make arrangements for stubble management.  A provision of giving an incentive of Rs 1000 per acre has been made by the Haryana government to those who do not burn stubble.Besides this, Rs. 50 per quintal incentive amount and subsidy on straw management equipment are given to the farmers for making stubble bales.  Farmers are being given a 50 percent subsidy on equipment for crop residue management and an 80 percent subsidy on custom hiring centres, informed Sh. Manohar Lal.He said that if the farmer takes stubble bales to the Ethanol Plant in Karnal and Panipat, then he is given an incentive of Rs. 2000  per acre.  Furthermore, if a farmer takes stubble in Gaushalas, then an incentive amount of Rs 1500 is given to them, informed the Chief Minister.Not only this, Haryana is also giving cash rewards of up to Rs 10 lakh to the panchayat for not burning stubble in the Red Zone area. Last year, the government made a provision of Rs 216 crore for stubble management, shared Sh. Manohar Lal.The Chief Minister said that AAP leaders first announce freebies and then expect help from the central government to fulfill their fake promises.Delhi Chief Minister, Arvind Kejriwal earlier blamed the farmers of Punjab and Haryana for the pollution in Delhi and now his entire blame game has shifted to Haryana only as his party has come to power in Punjab. The same is the case with the Yamuna in Delhi, in which pollution levels are so high that it has become like a  drain.  Instead of doing petty politics, the Aam Aadmi Party governments in Delhi and Punjab should do some work in public welfare,” added Sh. Manohar Lal.He said that the incidents of stubble burning are monitored by satellite and there is no doubt that the Punjab government has completely failed in farm fire management.”The Maan-led government is blaming its failure on the central government which is very unfortunate.  The stubble-burning issue has remained serious for many years, but it seems that  Punjab is bought playing petty politics rather than finding a solution. Maan government should give incentives to the farmers like Haryana and should not also depend on the central government or anyone else to resolve their issues,” said Sh. Manohar Lal. 

In first phase of the PRIs poll, voting is done for Panch and Sarpanch in 9 districts, says Dhanpat Singh

Haryana State Election Commissioner, Sh. Dhanpat Singh said that the first phase of polling for Gram Panchayats in Haryana was conducted peacefully except for some sporadic incidents that were reported in Nuh district. 

The poll for Panch and Sarpanch posts was held in 9 districts namely Bhiwani, Jhajjar, Jind, Kaithal, Mahendragarh, Nuh, Panchkula, Panipat and Yamunanagar. The election results were declared immediately after the counting of votes.

Sh. Dhanpat Singh congratulated all the officers and officials engaged in the polls for conducting fair and peaceful elections in the first phase. 

“In the first phase, there were a total of 48,80,506 voters. The overall voter turnout was around 81 per cent,” added the State Election Commissioner, Sh. Dhanpat Singh informed that the polling staff has declared the election results after counting the votes for the post of Panch and Sarpanch. Polling staff, police personnel and other officials engaged in the elections performed their duty very well. Everyone deserves applause, he added. 

Out of 25,967 Panchs, 17,158 were elected unanimously and voting was held for the remaining 8,809 Panch posts

The State Election Commissioner informed that 39,619 candidates had filled nominations for 25,967 Panch posts in the first phase poll held in 9 districts, out of which 765 nominations were rejected and 4,869 candidates withdrew their applications. 

        Meanwhile, 17,158 Panches were unanimously elected, including 8708 males and 8450 females. 16,832 candidates contested for the 8,809 Panch posts.

133 out of 2,605 sarpanches were elected unanimously and voting was held for the remaining 2,472 sarpanch posts

Sh. Dhanpat Singh informed that 17,597 candidates had filled nominations for 2,605 Sarpanch posts, out of which 192 nominations were rejected and 5,880 candidates withdrew their nominations. 133 were elected unanimously for the post of Sarpanch including 74 male and 59 female. 11,391 candidates contested for 2,472 sarpanch posts.

The State Election Commissioner informed that elections for the post of Sarpanch of Gram Panchayat Asoda Siwan, Block-Bahadurgarh, District Jhajjar and Gram Panchayat Khodma, Block Narnaul and Ward No. 6 of Gram Panchayat Floor Majra, Block Siwan, District Kaithal has been postponed due to the orders of the High Court.

District wise arrival, purchase and payment related to paddy crop reviewed in Haryana

Haryana Deputy Chief Minister, Sh. Dushyant Chautala while presiding over the meeting of the officers of Food and Supplies Department at his office, has reviewed in detail about the district wise arrival, purchase and payment related to paddy crop.

The Deputy CM further said that the smooth procurement of paddy this time in the history of Haryana is commendable, in which the cooperation of departmental officers and farmers has played a special role. Moreover, this time, the farmers did not face any problem in the sale and payment of paddy, he added.

During the meeting, Sh. Dushyant Chautala was further informed that 210 mandis were opened for paddy procurement in ‘Kharif procurement season 2022-23’ in which 55,10,156 metric tonnes of paddy have been procured till November 1, 2022. In this, the Food and Supplies Department has procured 50 percent, Hafed 30 percent, the Food Corporation of India 5 percent and Haryana Warehousing Corporation 15 percent paddy. As far as district wise paddy procurement is concerned, the agencies have procured the maximum number of 11,75,378 MT in Kurukshetra and 10,85,575 MT in Karnal.

On the occasion, Commissioner and Secretary, Food and Supplies Department, Sh. Pankaj Agarwal, Director-General of Agriculture and Farmers Welfare Department, Sh. Saints plays important role to share their supreme ideas to the society: Khattar

Haryana Chief Minister, Sh. Manohar Lal said that saints give the right direction to the society and plays pivotal role to guide today’s youth.

The Chief Minister was addressing the gathering after inaugurating the auditorium of the newly constructed Ramakrishna Mission Vivekananda Institute of Values at Sector-47 in Gurugram today. In this programme, the Chief Minister was honoured by presenting a shawl and memento.

Chief Minister Manohar Lal said that Swami Vivekananda is the role model of the youth. In today’s era, youth should be made aware about the principles given by Swami Vivekananda so that they get inspired and can inculcate in their lives to follow the right direction. Even today, the image and the principles of Swami Vivekananda infused enthusiasm in youth. The childhood name of Swami Vivekananda was Narendra. Today, the Prime Minister, Sh. Narendra Modi is also following and implementing the ideas of Swami Vivekananda. He is engaged in uniting the country. Ek Bharat Shreshtha Bharat is the priority of the central government. There should be an exchange of cultural ideas among citizens and everyone should be united. He said that keeping the country intact has also emerged from the tradition of saints. He said that in the country, saints have been contributing to spread the message of non-violence, kindness, humanity, virtue, service etc. to the society. The present state government is paying respect to the saints, celebrating their birth anniversary to preach and promote their supreme ideas.

The Chief Minister said that Haryana is the land of saints. Lord Krishna had given the divine message of Bhagavad Gita to the entire humanity from this land. He informed that the International Gita Festival is celebrated in Kurukshetra to spread the message of Bhagavad Gita. To further spread the message of Gita all over the world, programmes of International Gita Festival were organized in Mauritius, Canada, UK and now there is a demand from Indian Diaspora in Australia to organize Gita Jayanti programmes there as well.

The Chief Minister said that the state government does constructive development works such as construction of railways, roads, buildings, schools and hospitals, but saints create human beings having good moral values which will take the country to achieve great heights. The Chief Minister said that it is an immense pleasure that today this institution has 200 centres. The first centre in Haryana has begun today in Gurugram.

Swami Shanti Atmanand expressed gratitude to the Chief Minister for providing land for the construction of the centre to Swami Ramakrishna Mission in Sector-47 of Gurugram on behalf of the organizers. On this occasion many dignitaries were present.

Candidates appearing for CET exam to get free travel facility in Haryana Roadways

IEP Chandigarh, November 2

Haryana State Transport will provide free pick-and-drop facility to the candidates appearing for the CET examination to be held on November 5 and 6. Along with this, one family member travelling with women candidates can also avail this free travel facility provided they show their PPP ID.

For ensuring hassle-free travel, arrangements of about 13,700 buses have been made. Almost all ordinary route buses will be used for this travel facility, therefore an appeal has been made to the people to make less use of public transport on the dates when the said exam is scheduled.

Around 11.36 lakh candidates are likely to appear in the CET exam. For this examination, the transport department will arrange travelling facilities for the candidates from the nearest sub-divisional bus stand or nearest district-level bus stand to the nearest sub-divisional bus stand or district-level bus stand of the examination centre.

At the district level, pick-and-drop arrangements will be made for the candidates from the sub-divisional bus stand or district level bus stand to the examination centers. This entire travelling arrangement will be closely monitored by a committee constituted under the Additional Deputy Commissioner of the district.

Arrangements are made for the candidates to reach the nearest bus stands of the respective examination centres in both the shifts

The reporting for the morning shift in the examination center is 8:30 am and for the evening shift is 1:30 pm. Therefore, the drop-off to the nearest bus stand will be at 7:00 am for morning shift and 12:00 noon for evening shift. Similarly, from 12:00 noon to 1:30 pm candidates can travel back to their homes. The drop-off time for the candidates appearing for evening shift has been fixed from 5:00 pm to 6:30 pm.

All the buses will have a common route number

For the convenience of the candidates, all the buses will have a common route number. The route number of all those buses will be the same from the district from which the buses will begin their pickup and drop journey.

Advance booking to start from November 3 to 4

Directions have been issued to all the General Managers for ensuring arrangements of advance booking at the bus stands of the depot/sub depots. All the candidates are requested to make advance bookings by visiting their nearest depot/sub depot from 9:00 am on November 3 will continue till 5:00 pm on November 4 so that on the day of examination they do not face any inconvenience.

Haryana State Transport is providing safe, comfortable and time-bound transport facility to the passengers in the state. The State Transport operates about 3097 buses from its 24 depots and 13 sub depots covering a distance of 8.93 lakh kms per day and provides travel facility to about 4.35 lakh passengers per day.

The objective of Haryana State Transport is to provide safe and accessible travel to the people of the state, as well as to fulfill the social obligations and to make available the facilities being provided by the government to the people of the state in a hassle free manner.

Haryana Chief Secretary, Sh. Sanjeev Kaushal directed the officers that preparations  should be made in such a planned manner that Haryana can make a mark  at all trade fairs as it has gained identity in International Trade Fair of India, International Gita Mahotsav and Surajkund Fair across the world.Sh. Kaushal said that efforts should be made to organize trade fairs in the districts as envisioned Chief Minister, Sh. Manohar Lal. First such trade fairs should be organized in Gurugram and Faridabad districts.The Chief Secretary was presiding over the 32nd Governing Body meeting of the Trade Fair Authority of Haryana convened here today to review the preparations for the International Trade Fair of India to be held at Pragati Maidan in New Delhi from November 14.The meeting also approved the proposal for a budget of Rs. 2.79 crore for the financial year 2022-23. It was informed in the meeting that the theme of upcoming ‘Indian International Trade Fair-2022′ will be ‘Vocal for Local, Local to Global’. India International Trade Fair to begin from November 14 to November 27, 2022Sh. Kaushal directed that the pavilion of Haryana should be made more attractive and creative in the International Trade Fair of India which is going to begin from November 14. The fair should be planned in a time bound manner in collaboration with various departments. Haryana Day will be celebrated on November 20.The Chief Secretary directed the officers of the Authority to enhance their efforts, prepare a calendar of activities and participate in International Fairs with complete planning and preparation by coordinating with the Industry Department as per the requirement of the market. This will not only boost the export of the state’s products but will also give maximum incentive to the Micro, Small and Medium Enterprises of Haryana. He also gave directions to explore the possibilities of organizing other fairs in the state.Sh. Sanjeev Kaushal said that Haryana has made remarkable achievements in various fields. These achievements should be displayed at the Haryana Pavilion in the International Trade Fair of India as well as in other fairs and programmes organized by various Departments from time to time. He also directed that the achievements of Haryana should be widely publicized in various trade fairs organized from time to time at national and international level so that Haryana becomes globally recognized.It was appraised in the meeting that the Trade Fair Authority Haryana will also participate in Pravasi Bharatiya Divas-2023 to be held in January, 2023 and Aahar International Fair-2023 to be held from March 14 to 18, 2023. First physical ITEC programme on ‘Incorporating Aspects of Ancient Technology into Urban and Rural Planning for Sustainable Development- An Example from Haryana’, began in HIPA

First physical Indian Technical and Economic Cooperation (ITEC) programme on ‘Incorporating Aspects of Ancient Technology into Urban and Rural Planning for Sustainable Development – An Example from Haryana’ began at the Haryana Institute of Public Administration (HIPA), Gurugram today. Sh. D S Dhesi, Chief Principal Secretary of Haryana Chief Minister inaugurated the two weeks long (November 2-15, 2022) ITEC programme sponsored by the Ministry of External Affairs, (MEA) Government of India. The Participants are from 6 countries namely – Malawi, Maldives, Mauritius, Sudan Tajikistan and Iraq.The Ambassador of Sudan H.E. Sh. Abdalla Omer Bashir, Ambassador of Tajikistan H.E. Sh. Lukman Bobokalonzoda, High Commissioner of Maldives in India H.E. Sh. Ibrahim Shaheeb and High Commissioner of Mauritius in India H.E. Cd’A Jaysen Kovalen Ramaswamy were also present in the inaugural session. All of them while introducing themselves said that they have come to Haryana for the first time to participate in such a programme. They felt that the programme will help in understanding and sharing the rich cultural heritage of India and participating nations, which will pave forward the path to develop historical sites of their countries into tourist attractions. All participants will be visiting for study tour at the famous sites of archeological importance in Haryana, Uttar Pradesh and Delhi, including Red Fort, Old Fort, Humayun’s Tomb, Qutub Minar in Delhi and Sultanpur Bird Sanctuary in Gurugram, Braham Sarovar, Jyotisar (birthplace of Holy Gita), Dharohar Museum in Kurukshetra, Pinjore Gardens in Panchkula, City Beautiful Chandigarh, Agra, Tajmahal etc.In his inaugural address Chief Principal Secretary to Haryana Chief Minister, Sh. D S Dhesi said that every country had something unique in its culture and heritage, from which one can learn new things. He said that in Haryana, aspects of archeology discovered in the state have been incorporated in both town and rural planning. The city of Chandigarh, which is capital of both Haryana & Punjab, was designed by a French Architect Le Corbusier who incorporated classical archaeological aesthetics from ancient Indian architecture such as using narrow frontages and orientation for minimizing direct exposure to the sun and maximizing natural ventilation while providing modern amenities in the international style and aesthetics. The Chandigarh Architecture represents the Indianisation of international style. ‘Similarly, Haryana has sites which hold special place in the history of mankind. There is a place called Kunal, about 160 KM away from Delhi, which is one of the oldest archeological sites in Hisar with layers in phase-1 dating back to 5000 BCE and 4000 BCE. This site’s culture is an older ancestry of the Pre-Harappan site of Rehman Dheri which was dated back to 3300 BC. Rakhigarhi in Hisar also dates back to 2600- 1900 BC, the archeological site which is being excavated where urban planning aspects have been discovered”, Sh. Dhesi said. He hoped that the deliberations by experts in this two-week program would open up new windows of thinking and the participants would be able to take advantage of that in urban planning after they return to their countries. He said that the MEA designs courses that lead to better governance, which are desired to meet the aspirations of the citizens of the country and to make the living of people easier.Earlier, Sh. Prabhat Kumar, Additional Secretary in MEA, said that the two weeks long course at HIPA is a very well designed course, discovering all stages of development of India. He said that In Kurukshetra, they will find ancient heritage while in Delhi, they would be able to see ancient, medieval and modern and how it has been blended with modern architecture. He said that the MEA is also restoring heritage sites. The sites in Afghanistan have been restored while restoration work at the sites in Vietnam, Laos and Maldives is in progress.The Course Director Ambassador Dr Kheya Bhattacharya (Retd.) apprised the participants of the structure of two weeks course and the topics of deliberations with names of speakers. Director General of HIPA Smt. Surina Rajan while welcoming the participants and guests highlighted the activities taken up in the institute. 

Farmers facing shortage of DAP fertilizer in entire Haryana, including Adampur: Hooda

Former Chief Minister and Leader of Opposition Bhupinder Singh Hooda raised questions to the state government regarding the shortage of fertilizers, record unemployment and allocating CET exam centres in far-flung areas. 

Hooda said that farmers in entire Haryana including Adampur are facing the shortage of DAP fertilizer. “When the Chief Minister was addressing an election rally in Adampur Mandi, farmers were waiting for their turn standing in long queues of fertilizers 50 meters away from the venue. The situation is such that even after standing in queues for several days, farmers are not getting fertilize for their crops,” he said.

“Farmers have to wait for payment for paddy, bajra and cotton. Despite claims by the government, it is unable to pay the farmers on time. The farmers have not received compensation for the crops damaged due to the weather in every season for the last three years,” he said. 

Speaking on the issue of unemployment, Hooda said that once again the CMIE data has shown a mirror to the government. “Due to the policies of the government, Haryana is at the top of the country with an unemployment rate of 31.8%. The unemployment figures released every month tell the same story every time as the present BJP-JJP government has proved to be a complete failure in providing employment to the youth,” he stated. 

He said the government continues to harass the youth who have been waiting for a long time for the Common Entrance Test. “The youth have been given CET exam centres 150-200 km away from their homes. Because of this, the candidates and especially the women have to face a lot of trouble. It has been seen many times that due to such decision of the government, candidates have become victims of fatal accidents, but it seems as if the sensibilities of the government have run out and it has once again put the lives of the youth at risk,” he said. 

Hooda said that due to this indifference and ignorance, every section of the state wants to change this government. “This change will start from Adampur and the people will teach a lesson to the BJP government with the power of their vote,” he said.

Furthermore, techniques for surveying wereelaborated upon by the panelist. Regarding, how low carbon construction and the idea ofprefabricated technology in housing can be seen and explored was briefed by the panelists. The major bone in the construction sector i.e., Heritage factor, in The City Beautiful was elaborated upon and how this topic can be taken up balancing with the future development

both within the city and nationwide was discussed. The development, which is tourism

oriented is in need of a home to grow local economy, generate jobs and boost tourism. Thedevelopment in logistics sector was also taken up as a part of discussion in order to howcome up with an improvement in supply chain management, lessen the infrastructure gapslying within both by adoption of technology and transition to other market segments.

There was a dedicated segment on Urban Transport in the conference where panelist fromvarious field talked about upcoming trends and solutions to the problems in the city wideareas. Important topics like Green Transport, Artificial Intelligence, Road safety and smart

parking were discussed. Panelists talked about importance of including technology in citytransport to to have holistic monitoring and management. Making roads more safer andvibrant was also discussed in the conference. Panelists appreciated the measures taken by theadministration in making the travel easier in the city.

The ultimate goal of Govt. of India is dedicated to achieve sustainable urban development.This workshop addressed the key challenges faced by Indian cities in Urban Infrastructure,Urban Transport and Roads and Logistics and a platform to discuss the transversal aspects ofvarious issues relevant for the specific area assigned to the group and prepare a reportcovering the issues, strategies to address those issues, specific action points, collation of goodpractices and innovative solutions and success stories towards Growth & Job Creation in theUrban Infrastructure sector for building environment friendly and sustainable cities.Topics like Urban Infrastructure- Moving towards carbon neutrality Self-SustainableBuildings, Growth of Urban Infrastructure in a Modern Heritage City etc were also discussed

during the workshop and the participants actively participated during the question answerrounds and Penalists successfully addressed their queries.
