    The efforts of the anti-social elements who are trying to disrupt the peace and tranquillity of the state cannot succeed in Punjab because the people of Punjab know how to live with mutual brotherhood.  Nefarious attempts to weaken the strong social cohesion among the people of the state can never be accomplished.  These views were expressed by the Cabinet Minister for New and Renewable Energy, Employment Generation, Printing and Stationary, Skill Development and Training Department, Aman Arora while addressing a large gathering at the local Eidgah today on the auspicious occasion of Eid-ul-Fitr.          He said that the festival of Eid is a symbol of purity, brotherhood, peace and harmony. Reiterating the commitment to fulfil Bhagwant Singh Mann’s dream of making Punjab “Rangala Punjab”,  Aman Arora congratulated Malerkotla and all the residents of Punjab on this auspicious day and wished for a golden future of Punjab. The Punjab government is making efforts to fulfil every promise made to the people of the state.  He said that the Punjab government will leave no stone unturned for the comprehensive and infrastructural development of Malerkotla.         After the Eid-ul-Fitr prayer,   Punjab Chief Minister Bhagwant Mann’s wife Dr Gurpreet Kaur addressed the Muslim community and congratulated the Muslim community and said that Punjab is known for its brotherhood. Case registered against Bathinda businessman for unauthorized possession of pesticides and fertilizers: Kuldeep Singh Dhaliwal

       A case has been registered against a businessman of Bathinda on charges of unauthorized possession of pesticides and fertilizers. Agriculture Minister Kuldeep Singh Dhaliwal said that on the directions of Chief Minister Bhagwant Mann to provide quality pesticides to farmers, Joint Director Agriculture (PP) recently checked 15 warehouses of pesticide companies along with three teams of Bathinda staff.  A case has been registered against Pankaj S/o Kesh Raj Garg for illegally keeping pesticides and fertilizers in a warehouse during checking.          He said that during the checking, a warehouse of T-Stanes and Company Limited was checked at K.C. complex, Sivian Road, Bathinda.  The warehouse was opened by Pankaj, the owner of the warehouse. During the checking, it was found that a large quantity of insecticides and fertilizers of T- Stanes and Co. Ltd. were stored illegally in the warehouse.          Pankaj Kumar has not shown any documents regarding the records of these pesticides and fertilizers. Therefore, Section 13 of Insecticide Act 1968, Section 10, 15 of Rules 1971 and Section 7, 8 of Fertilizer Control Order 1985 and Section 3, 7 of Essential Commodities Act 1955 and IPC 420 were filed against Pankaj. FIR No. 48 dated 20-04-2023 at Thana Thermal Bathinda has been filed.          He farther said that 8 samples of pesticides and 4 samples of fertilizers have been sent from the warehouse for testing and further action is being taken as per the Act. The Agriculture Minister said that no person, trader or company would be spared, who would sell substandard pesticides and fertilizers to farmers.

FDA and police teams raids on Hookah bars and recovered 23 hookahs,

On the directions of Haryana Home and Health Minister, Sh. Anil Vij, teams of Food and Drug Administration Department and police conducted raids on hookah bars in Panchkula last night and recovered items banned under various Acts. In which 23 hookahs, 15 types of molasses containing nicotine and 7 types of herbal molasses were recovered.This information was given to the Home and Health Minister in a review meeting here today.FIR lodged in two hookah barsThe Home Minister was apprised that the teams of Food and Drug Administration Department and Police found molasses containing with nicotine in two hookah-bars during raids. Of these, ten types of molasses containing nicotine were recovered from M/s Alif Laila, SCO-68, Backside Basement, Sector-11, Panchkula. Six hookahs have also been recovered from this hookah-bar and an FIR has been registered at Police Station Sector-5, Panchkula under Poisons Act 1919, Drugs and Cosmetics Act 1940, COTPA Act and IPC.It was informed in the meeting that similarly, 5 types of molasses containing nicotine were also recovered from Hookah Bar of “The White”, “The ALMAS”, SCO-368, 1st Floor, Sector-8, Panchkula. Eleven hookahs have also been recovered from this hookah-bar and an FIR has been registered at Police Station Sector-7, Panchkula under Poisons Act 1919, Drugs and Cosmetics Act 1940, COTPA Act and IPC.Items recovered from three hookah bars, samples takenSimilarly, teams of the Food and Drug Administration Department and the police found herbal molasses in three hookah bars during raids. In these, two types of molasses were recovered from Play-n-Pause, first floor, SCO-349, Sector-9, Panchkula and three hookahs were also recovered. Similarly, three types of molasses were recovered and two hookahs were also recovered from Purple Frog, Sector-9, Panchkula. Likewise, two types of molasses were recovered and one hookah was also recovered from Insane Lounge & Bar, SCO-352, Basement, Sector-9, Panchkula.Various steps have been taken from time to time for the welfare of the youth of the state from drugs – VijSh. Anil Vij said that on the occasion of World Liver Day, Haryana Government’s health department has decided that liver transplant facility will be provided at PGIMS, Rohtak within one year. A letter has already been written to PGIMS, Rohtak for kidney transplant and preparations are being made for that also. In this regard, today he has directed the Additional Chief Secretaries of Health and Family Welfare Department and Medical Education and Research Department to initiate action regarding the facility of liver transplant so that liver transplant facility is provided to the people within the prescribed time period.Committed to provide better medical facilities to the people of the state- VijSh. Vij said that we are committed to provide better medical facilities to the people of the state and in this direction, efforts are being made to add more facilities to the state. Sh. Vij said that the arrangement of liver transplant and kidney transplant facilities in any institute of the state would be a big achievement. Similarly, he said that in the chain of health facilities in the state, various facilities would soon be available to the patients at PGIMS, Rohtak. He said that the present state government has decided to open a medical college in each district and in view of this, medical colleges should be established at the earliest, the process is being expedited.In the meeting, Sh. Vij also gave various directions to the officers of Police Department and Food and Drug Administration Department.On this occasion Director General of Police Sh. Fourth phase of Mukhyamantri Antyodaya Parivar Utthan Yojana to start from April 28

After three successful phases of Mukhyamantri Antyodaya Parivar Utthan Yojana (MMAPUY), which was started for economic upliftment of poor families in the state under the guidance of Chief Minister, Sh. Manohar Lal; the fourth phase would be launched from April 28. The identified families will be informed about various schemes in Antyodaya Melas and loans will be provided under the schemes adopted by them.This information was given in the meeting of the State Level Task Force under the Mukhyamantri Antyodaya Parivar Utthan Yojana, chaired by Chief Secretary, Sh. Sanjeev Kaushal with various Administrative Secretaries, Deputy Commissioners and Additional Deputy Commissioners here today.The Chief Secretary said that in the fourth phase, special emphasis should be laid on various schemes including skill development training, HarHith store, Vita booth, etc; to realize the vision of the state government to make youth entrepreneurs.Taking cognizance of the shortcomings of the three phases, the Chief Secretary directed the officers to ensure smooth completion of the fourth phase of the scheme along with providing benefits to the families in a time-bound manner.Ranking system to monitor functioning of departmentsIn a bid to create a sense of competition among the departments, the Chief Secretary directed the officers that a ranking system should be adopted and targets should be set for various departments.He said that the main goal of the state government is to make ‘Sarvajan Hitay-Sarvajan Sukhay’ a reality by following the principle of Antyodaya and thus the officers should intensify the campaign to make the services related to public welfare accessible to the common people with full-readiness and transparency.Information about schemes through pre-counselling meetingsDuring the meeting, it was apprised that before the commencement of the fourth phase of MMAPUY, pre-counselling meetings are being organized for identified families in all the districts. The family members are being counselled and informed about government schemes in these meetings; beside being encouraged for self-employment.It was also apprised that under the scheme, more than 800 Antyodaya Gram Utthan Melas were organized in three phases across the state. Out of 3,35,252 beneficiaries identified and invited for the fairs, 1,37,738 appeared and applications of more than 76,000 beneficiaries were approved in principle under various credit-based schemes, skill development training and employment generation schemes. International Gita Mahotsav to be held in Australia

Gita Manishi Swami Gyananand Ji Maharaj said that the next International Gita Mahotsav is being organized in Australia. Home Minister, Sh. Anil Vij will represent the entire programme on behalf of Haryana Government, he added. Gita Manishi Swami Gyananand Ji Maharaj arrived at Home Minister, Sh. Anil Vij’s residence in Ambala today where he received a warm welcome by the Minister.          During conversation with media persons, Swami Gyananand Ji Maharaj said that a series of programmes are being organized in Australian Parliament including other places during Gita Mahotsav in Australia. Maharaj ji informed that a grand seminar will also be organized to contemplate upon the message of Lord Krishna given in Bhagavad Gita. He further informed that 70-80 organizations of Australia are organizing the Mahotsav together with the collective efforts of Haryana Government and Kurukshetra Development Board.Gita Manishi Maharaj Ji said that the International Gita Mahotsav has been previously held in Mauritius, England and Canada and now the International Gita Mahotsav is being held in Australia.Programs being organized in different countries for the promotion of Gita – Home Minister, Anil VijThe Home Minister said that programs are being organized every year in different countries to promote Gita and this year the program is being organized in Australia. He informed that he would go to Australia on April 25 to participate in the programme and will return on May 2.

Hry Govt will soon finalize a pilot project for employees of subordinate courts and other government offices to impart training on Hindi Language

Haryana Chief Secretary, Mr Sanjeev Kaushal today said that the State Government will soon finalize a pilot project for employees of subordinate courts and other government offices to impart training on Hindi Language. The training schedule for officers and officials of district level court will be finalised in consultation with the Punjab and Haryana High Court.The Chief Secretary was presiding over a meeting regarding the implementation of the Hindi language in subordinate courts in the state here today.Mr. Kaushal said that the Revenue Department has been working to simplify revenue terms so as to facilitate the common man. He asked the Languages Department to prepare the administrative terminology in Hindi language. The Chief Secretary also directed to provide bilingual training for the existing staff of the state government to enhance their work efficiency in various Departments.In the meeting, a proposal was also discussed to encourage the students studying Law, Engineering, Medical and other courses in the training courses of Hindi language. For this, incentives can also be considered to provide some incentives. Besides, discussions were also held to explore the possibility of weekend training classes for the employees so that their working hours would not be affected.Additional Chief Secretary and Financial Commissioner, Revenue and Disaster Management and Consolidation Departments, Mr. Rajesh Khullar, Chairman of the Haryana State Higher Education Council, Mr. B K Kuthiala, Additional chief secretary, Mr. Anand Mohan Sharan, Director General, Information, Public Relations, Languages and Culture Department, Dr. Amit Agrawal and other senior officers were present. 

Rs 304 crore will be spent on renovation and expansion of Delhi Parallel Canal, says Hry Chief Minister

Haryana Chief Minister, Sh. Manohar Lal today laid the foundation stone for the expansion and renovation work of the Parallel Delhi Canal on Thursday. An amount of Rs 304 crore will be spent by the state government on the expansion and renovation work of the Parallel Delhi Canal. Due to this thousands of farmers of Israna, Panipat Rural and Samalkha assembly constituencies will also be greatly benefited alongwith the people of South Haryana.This work will be started from Munak in Karnal to Khubdu head in Sonipat district. After the completion of the expansion work, the capacity of water in this canal will increase from 5528 cusecs to 7280 cusecs. The renovation will increase the width from 85 feet to 98 feet and the depth from 11.5 feet to 13.5 feet.Speaking on the occasion, the Chief Minister said, in a bid to ensure that farmers should get maximum benefit from the canal water, expansion and renovation work of Parallel Delhi Canal was necessary.He  said that the people of South Haryana including Karnal, Panipat, Sonipat had been demanding for a long time that the capacity of water in the Parallel Delhi Canal should be increased.”In Haryana about 80 lakh acres of land is cultivable.   Apart from canals,  in the state, irrigation is also done through tube wells. With proper management of water, now the same can be supplied to the low-lying areas as well,” said Sh. Manohar  Lal.He said that this scheme will prove effective for  ensuring proper supply of drinking water to the area from Hathni Kund to Gurugram.On this occasion, MLA, Panipat City Sh. Pramod Vij, MLA Panipat Rural, Sh.  Mahipal Dhanda and senior officers remained present. 

Haryana Government notifies “The Haryana Disposal of Rented Government Properties Policy 2023”

Haryana Government has notified “The Haryana Disposal of Rented Government Properties Policy 2023” for the Government Departments, Boards, Corporations, and Authorities for selling its properties (shops/houses) under possession of individual or private entity by way of rent or lease, from last 20 years or more.The Chief Secretary, Mr. Sanjeev Kaushal here today said that the Policy will be applicable only to “property parcels” up to 100 Sq. Yards per beneficiary / per land parcel for all such properties which had been leased or rented before June 01, 2001.Divulging the details about the necessity of policy, Mr. Kaushal said that the State Government had notified a policy on June 1, 2021, for sale of shops and houses by Municipal Bodies where possession of such property is with the entities other than Municipal Bodies or its predecessor bodies for a period of 20 years or more.When this policy was being implemented by the Urban Local Bodies Department, it was brought to the notice of Chief Minister Manohar Lal that a large number of properties were actually owned by other departments, boards and corporations of the State Government, and had similarly been given on rent or lease basis to private individuals and entities. The Chief Minister, Mr Manohar Lal directed to frame a comprehensive policy covering all departments so that there was no confusion at any level.  Thus this new policy was framed by the State Government and the Cabinet recently approved it.The Chief Secretary made it clear that it is a one-time policy under which those covered will have to move their applications within 3 months of the Notification of the Policy.He said that the Policy would not be applicable on land of Departments of Tourism, Transport and Health & Family Welfare. The policy shall also not be applicable on Shamlat lands, Panchayat lands, Panchayat Samiti and Zila Parishad lands.The land which is governed under specific departmental Acts and Statutory rules will also be excluded from this policy, namely Haryana Evacuee Properties (Management and Disposal) Rules, 2011, The Haryana Panchayati Raj Act, 1994, and The Haryana Panchayati Raj Rules, 1995, The Haryana Village Common Lands (Regulation) Act, 1961, and The Haryana Village Common Lands (Regulation) Rules, 1964 and The Evacuee Properties (Management and Disposal) Act, 2008.The properties included in the Policy are those owned or managed by the Government entity which was leased or rented on the basis of rent or lease money or license fee or Tehbajari fee due or receivable to the Government entity and Vacant land, Shop(s) and its individual floor(s), if any, House(s) and its individual floor(s), if any, Industry and Vacant Land.In case the properties from which the Government entities are receiving rent lease @ 8% and above of the collector rate value annually, then the competent authority is permitted to choose for not selling the property.Concession on base rate on the basis of period of possessionThose having possession of property for a period exceeding 20 years but less than 25 years will be charged 80 percent of the circle rate. People having possession for a period 30 years or more but less than 35 years will be charged 75 percent of Circle Rate. Besides those having possession for a period 35 years or more but less than of 40 years have to pay 65 percent of Circle Rate. Those having possession for a period of 40 years or more but less than 45 years will be charged 60 percent of the circle rate and for a period 45 years or more but less than 50 years, they will be charged 55 percent of circle rate. While those have possession for a period of 50 years or more, they will charge 50 percent of the circle rate.Time Frames for making decisionsMonitoring and implementation of the policy will be implemented through the portal prepared for this purpose by Urban Local Bodies Department through which all applications. Each department will bring guidelines and standard operating procedures including rules of delegation at their level within a fortnight to implement the policy in their respective departments.

Haryana: Process starts for successful migration of CCTNS infrastructure into MeghRaj Cloud

In Haryana, the process of migration of the Crime and Criminal Tracking Network and Systems (CCTNS) data to MeghRaj Cloud based data centre has been successfully started. This will prove to be an important milestone in the efforts to modernize the law enforcement infrastructure of the State. This will also reduce costs and enable easier access.Sh. OP Singh, Director, Haryana State Crime Records Bureau informed that CCTNS is an online platform that brings together various parts of the criminal justice system on a single portal for information sharing, data analysis and crime prevention. MeghRaj Cloud provides a scalable and flexible infrastructure that can handle the growing volume of data and users over CCTNS, ensuring smooth operations even during peak periods. With the help of cloud-based architecture, accessible information will be easily and quickly available on a single platform.Enhances data security, easy availability of important informationGiving further details, a police spokesperson informed that one of the advantages of migration to the MeghRaj Cloud is better data security. MeghRaj Cloud provides state-of-the-art security measures including data encryption, multi-factor authentication and regular security audits, ensuring the confidentiality, integrity and availability of critical information relating to criminal records, investigations and prosecutions. The scalability and flexibility of MeghRaj Cloud also enable efficient operations of the users. This enables the State Police to access vital information in real-time, leading to a quicker response to crimes.The spokesperson informed that MeghRaj Cloud provides a disaster recovery mechanism, thereby ensuring availability of data even in case of unforeseen incidents. This facility helps in quick recovery from any disruption and ensures uninterrupted services to the citizens. It is known that options are available for common citizens to register complaints online on CCTNS, get information about crime and criminals, verification about employment, tenant, servant etc., and get information related to police.CCTNS system is integrated with ICJS, a database of more than 50000 criminalsGiving further information, he said that the State Crime Records Bureau (SCRB) is responsible for updating the crime data in CCTNS in the state as per the standard of the National Crime Records Bureau. Work is being done on the basis of ‘one state one data’. At present, by the year 2022, about 50,000 accused have been arrested and their data has also been uploaded by the SCRB. Apart from this, being integrated with ICJS, the state police has been successful in matching the data of abandoned vehicles and wanted criminals in many cases.
