HKRN ensures transparency in engagement of contractual employees – Chief Secretary, Sh. Sanjeev Kaushal

Haryana Chief Secretary, Sh. Sanjeev Kaushal said that 98, 845 employees have been engaged through Haryana Kaushal Rozgar Nigam (HKRN) on contract basis in Government Departments, Boards and Corporations. Out of which 30, 214 (30.5%) employees belong to Scheduled caste category and 27, 185 (27.5%) employees belong to Backward Classes (A) + (B) category.        While presiding over the fifth meeting of the Board of Directors of Haryana Kaushal Rozgar Nigam (HKRN), the Chief Secretary said that HKRN has received requisition of additional 10,021 manpower out of which 3,470 have been appointed in various departments and the rest will be filled soon.        Sh. Kaushal said that HKRNL has been set up with the aim to save employees from exploitation at the hands of contractors and to eliminate several irregularities and anomalies in recruitments. Besides ensuring transparency in engagements, salaries are being paid to contractual employees along with the benefits including EPF and ESI in a time bound manner.Sh. Kaushal said that the Nigam adopts a “zero-tolerance” policy towards any misconduct including sexual harassment. This zero-tolerance policy means that no form of sexual harassment by or towards any employee, or other person in our workplace or Nigam jobsites will be tolerated. The Board has approved and adopted the policy on Prevention of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal, Act 2013).         In the meeting, the Policy prepared by the Nigam for the deployment of employees and other important matters of Nigam were given ex-post facto approval. In the meeting, the Chief Secretary said that Haryana Kaushal Rozgar Nigam has been formed for the engagement of employees on contract basis in Government Departments, Boards and Corporations.The Board has today approved the provision of redeployment in HKRNL policy. Now the re – deployment of manpower within the Government organizations will be allowed and a procedure may be adopted by the Nigam. Further, the CEO, HKRNL has been authorized to finalize the same.        As per the Policy, government departments and organizations will notify about the requisition of employees on HKRNL portal. According to their requirement, recruitment of employees will be done for these departments by the Nigam.        The meeting was attended by Commissioner & Secretary to Government of Haryana Skill Development & Industrial Training and Employment Department, Sh. Vijay Singh Dahiya, Deputy Principal Secretary to Chief Minister and CEO, Haryana Kaushal Rozgar Nigam Ltd. Panchkula, Sh. K.Makarand Pandurang, Director, Employment, Haryana and Special Secretary to Government, Haryana, Employment Department, Sh. Prabhjot Singh and other senior officers were present and Director, IIM Rohtak, Sh. Sh. Dheeraj P Sharma joined the meeting through video conferencing. 

The Urban Local Bodies Minister held a meeting with high officers and experts at the Aero India Show in Bangaluru with an aim of developing Hisar airport as per international standards

 Haryana Urban Local Bodies Minister, Dr. Kamal Gupta stated that several significant airport-related information has been acquired during the Aero India show in Bangaluru. He said that these inputs will be strategically incorporated into the development of the Hisar Airport.        Dr. Gupta along with the high officers of Civil Aviation Department held a meeting with experts from all over the world during the Aero India Show held in Bangalore. He informed that Five lakh experts from India and abroad are likely to participate in this show and Defence Ministers of 32 countries and Air Force Chiefs of 29 countries are participating in it.        He said that Haryana’s involvement in this multifaceted event is intended to collect critical information on the growth of the international airport being built at Hisar. In-depth consultations have been held on this subject with experts from major countries, he added.        Dr. Gupta said that Hisar airport will become the most modern and biggest in the country as per the vision of the Chief Minister Sh. Manohar Lal. He informed that during the Aero India Show, important information has been received on the subject of “Make in India” and “Make for the World”.

Haryana contractual employees are entitled to one month’s salary in lieu of LTC

Haryana Chief Secretary, Sh. Sanjeev Kaushal said that the contractual employees are entitled to one month’s salary in lieu of Leave Travel Concession (LTC) for visiting Home Town and any place in India for the State Government.

Sh. Kaushal clarified that those contractual employees who have completed one year and their contract has been extended for more than four years on year to year basis will be entitled to one month’s salary in lieu of Leave Travel Concession (LTC). The block of four years will be reckoned from the actual date of joining the post under State Government Institutions, Boards, Corporations, Authorities and Cooperative Institutions. The Head of Department will be competent to sanction the amount equivalent to one month’s salary.

Haryana is emerging as a preferable destination for investors: Dushyant Chautala

Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that Haryana is emerging as a preferable destination for companies investing in the civil aviation sector; the government is providing several facilities to attract investors in the state.

        The Deputy CM, who also holds the Civil Aviation department, was interacting with representatives of various companies during Aero India 2023, held in Bengaluru today. Urban Local Bodies Minister, Sh. Kamal Gupta, Advisor to Civil Aviation Department Dr. Shaleen were also present on the occasion.

Realizing the potential of the aviation and defence sector in the state of Haryana, Haryana Govt’s newly formed corporation viz-a-viz Haryana Airport Development Corporation (HADC) is participating in Aero India 2023 being held at Bengaluru. The Event was organized by the Ministry of Defence Govt of India.

HADC participated in Aero India 2023 under the leadership of Hon’ble Dy Chief Minister cum Aviation Minister Shri Dushyant Chautala. He was accompanied by Dr. Kamal Gupta – Minister for Urban Local Body Govt of Haryana and Advisor Civil Aviation Department Haryana, Dr. Shaleen. 

        Aero India 2023 is the flagship Defence exhibition of India. This was the 14th edition of Aero India which provided a significant platform in bolstering business opportunities in the International aerospace and defence manufacturing sector. 

Deputy Chief Minister, Sh. Dushyant Chautala was one of the Chief Guest for the event. The Aero India 2023 provided an occasion to meet up with all the key players in the aerospace and defence manufacturing industry, seize fresh commercial opportunities, present their expertise and innovations to the world from technological and industrial partnerships. During the event Deputy Chief Minister addressed INDISEM 2023 where he highlighted the business and employment opportunities in Haryana and how Haryana can play a significant part in the Make in India initiative. During the event Sh. Chautala also met prominent industry stakeholders like M/s Alliance, Air India, M/s Pawan Hans, M/s Mahindra Defence and many others.

During deliberation Deputy Chief Minister showcase the benefits of investing in Haryana and invited prominent stakeholder to invest in state of Haryana and promised that State of Haryana shall provide an ideal platform and opportunity to grow the business which will eventually bring economic and social prosperity in the region and will also create tremendous jobs opportunities for local inhabitants.

Union Home and Cooperation Minister, Amit Shah inaugurates Cooperative Export House

Union Home and Cooperation Minister, Sh. Amit Shah today inaugurated the Cooperative Export House, set up by the Haryana government in Karnal to export rice and other agricultural products in a systematic manner and to cooperate with the traders. Sh. Amit Shah said that with the implementation of the National Cooperative Policy in Haryana and the launch of various cooperative projects, the Cooperative Department will touch new heights. “Along with exporting rice, there will be opportunities to sell handicrafts in the world markets,” he added.

He said that the Haryana government has worked to strengthen Primary Agriculture Cooperative Societies (PACS) by immediately implementing the decisions taken under the leadership of Prime Minister, Sh. Narendra Modi. “Now 20 types of works like CSC, FPO, tap water in every house, gas agency, cheap grain shops, fixing of lights and cleanliness in villages will be done through PACS,” he added.

For promoting cooperatives in Haryana, Sh. Amit Shah expressed gratitude to Chief Minister, Sh. Manohar Lal and state’s Cooperation Minister Dr.Banwari Lal. “In this export house, the farmers have to only bring the products and all the other arrangements including testing, branding, etc will be provided. This export house will play a big role in increasing the income of the farmers,” said Sh. Amit Shah.

Union Home and Cooperation Minister praises Chief Minister Manohar Lal’s working style

Lauding the achievements of the Manohar Lal-led Haryana government, Union Home and Cooperation Minister, Sh. Amit Shah praised the Chief Minister for taking public-friendly decisions along with the popular welfare schemes of the government. “Despite all the protests, the selection of educated Panchayats by the Chief Minister is a unique example of its kind in the country today. Today, Haryana has become the first and only state in the country to have intellectual panchayats,” said Sh. Amit Shah.

Along with this, the Union Home and Cooperation Minister also praised the Haryana government for its initiatives in making the state smoke-free and ODF- free. “By providing gas stove to every household, the state government has worked to make Haryana smoke-free. Also, by making toilets in every household; Haryana has the maximum number of ODF plus villages among the states. The credit for all this goes to Chief Minister, Manohar Lal,” he added.

Sh. Amit Shah said that while the state government has implemented many important decisions to make Haryana a model state, it has also worked to take the state to the pinnacle of development. He said that today the manufacturing growth rate of Haryana is 10 percent.

“Haryana has left behind the states which had industrial background. Haryana is standing at 10 percent manufacturing growth rate as against the country’s manufacturing growth rate of 6.5 percent; this is a huge achievement,” he said, adding that Haryana is poised to become the largest software exporter. Even in startups, Haryana is moving ahead by registering 4,119 startups and the state alone produces 50 percent of all the four-wheelers manufactured in the country, he said.

Sh. Amit Shah said the Haryana government is also laying special emphasis on export of agricultural products, which will strengthen the agriculture sector in the long run; besides creating employment opportunities and bringing foreign exchange to the country. He said that in line with the vision of the central as well as the state government, HAFED has been successful in securing two export orders of 5,000 MT and 4,000 MT of Basmati rice worth US$ 95 million (Rs 75 crore).

Sanjhi Dairy Scheme, Internet Radio launched

The Union Cooperation Minister also launched the Sanjhi Dairy Scheme in Haryana to provide fodder, vaccination and veterinary facilities to the landless milk producers. With this, there will be an overall development of the villages along with a clean environment by making manure and other equipment from biogas produced from cow dung.

Sh. Amit Shah also launched Internet Radio – ‘Sahkarita Vani’, through which the farmers and cooperative organizations will continue to get important scientific information from time to time regarding agriculture, animal breeding, FPO and improvement in the quality of milk and the quality of marketing and prevailing rates etc. in the country.

Foundation stone laying of Ethanol Plant at Panipat Cooperative Sugar Mills

Sh. Amit Shah laid the foundation stone of the Ethanol Plant to be set up at the Cooperative Sugar Mills in Dahar, Panipat. With the setting up of this plant, the economic condition of the sugar mills will improve. The plant will cost around Rs 150 crore and will produce 90 KLDP capacity ethanol. He said that the central government has set a target to increase ethanol blending in petrol from 10 to 20 percent by 2025. With its production, exports will increase and the environment will be protected.

GIVES DETAILS OF SECTOR WISE AND DISTRICT WISE INVESTMENT ALONG WITH EMPLOYMENT OPPORTUNITIES

 Punjab Chief Minister Bhagwant Mann on Monday said that in merely 11 months of assuming charge of office the state government has so far firmed up investment worth Rs 38175 crore which will generate 2.43 lakh jobs in the state. “This is just a pre-monsoon shower and a regular shower of monsoon will be witnessed soon in the state during the invest Punjab summit being held on February 23-24 at Mohali”, said the Chief Minister during an interaction with the media persons here at the Punjab Bhawan. The Chief Minister said that he had gone to Chennai, Hyderabad, Mumbai and Germany to invite the industrialists to the summit. He said that the industrial honchos in these metros were surprised to note the vast potential of industrial growth in the state. Bhagwant Mann said that due to strenuous efforts of the state government these industrialists are now ready to invest in Punjab. The Chief Minister said that till now investment worth Rs 38175 crore has been firmed up in the state which will generate 2.43 lakh jobs in the state for the youth. Divulging more details, he said that in Real Estate, Housing and Infrastructure the proposed investment is Rs 11853 crore which will generate 1.22 lakh jobs. Likewise, Bhagwant Mann said that Manufacturing sector has attracted investment worth Rs 5981 crore and created 39952 jobs, Alloy Steel and Steel sector has attracted investment of Rs 3889 crore which will provide 9257 jobs, Textiles, Technical Textile, apparels and Made-Up sector has firmed up investment worth Rs 3305 crore and will create 13753 jobs, Agri, Food Processing and Beverages sector has attracted investment worth Rs 2854 core and will provide 16638 jobs and Healthcare has firmed up investment worth Rs 2157 crore and will provide  4510 jobs. The Chief Minister further said that Tata Steel (Fortune 500) is investing Rs 2600 crore in Secondary Steel sector at Ludhiana, Sanathan Polycot is investing Rs 1600 crore in Man-Made Fiber sector at Fatehgarh Sahib, Nabha Power (L&T) is investing Rs 641 crore in Power sector at Patiala, Toppan (Japan) is investing Rs 548 crore in Packaging sector at SBS Nagar, Nestle (Switzerland) is investing Rs 423 crore in Food Processing sector at Moga, Vardhman Special Steels (Aichi Steel, Japan) is investing Rs 342 crore in Hybrid Steel sector at Ludhiana, Freudenberg (Vibracoustics, Germany) is investing Rs 338 crore in Auto & Auto Components sector at Rupnagar, Bebo Technologies is investing Rs 300 crore in IT sector at SAS Nagar, HUL (UK) is investing Rs 281 crore at Patiala and Cargill India (USA) is investing Rs 160 crore in Animal Feed at Fatehgarh Sahib. Giving district wise details, Bhagwant Mann said that investment worth Rs 9794 crore has been firmed up in SAS Nagar which will offer job to 68061 youth, investment worth Rs 9319 crore has been firmed up in Ludhiana which will offer job to 33172 youth, investment worth Rs 4246 crore has been firmed up in Fatehgarh Sahib which will offer job to 13840 youth, investment worth Rs 4079 crore has been firmed up in Amritsar which will offer job to 85419 youth, investment worth Rs 2821 crore has been firmed up in Patiala which will offer job to 9927 youth and investment worth Rs 1200 crore has been firmed up in Rupnagar which will offer job to 3172 youth. The Chief Minister said that this is just a curtain raiser and more investment will be firmed up during the Invest Punjab Summit slated to be held on February 23-24. He said that the objective of the Summit is to attract potential investment and business opportunities, build relationships, and engage with startups on new ideas and solutions. Bhagwant Mann said that the summit will have participation from global and regional investors, corporate organizations, industrialists, thought leaders and others. The Chief Minister said that during the Summit, Punjab will showcase its overall vision for growth and opportunities for investment for industry. He said that the theme of the Summit is ‘Invest in the Best’ – to showcase Punjab as the most preferred investment destination in India. Bhagwant Mann said that there will be a total of nine sessions organized across key areas including Agri-Food Processing, Textiles, Healthcare, Education, Tourism, IT and Start-ups, Exports, Japan Country Session and UK Country Session. The Chief Minister further said that the state government is making concerted efforts to further strengthen the single window system for facilitating the investors.  Bhagwant Mann pointed out that earlier single window service was merely a sham, devoid of any meaningful purpose, which not only demoralized the potential investors but also hampered the industrial development of the state. However, he said that his government has ensured that the single window system works as a real facilitator to the entrepreneurs interested in investing in the state. Replying to a query, the Chief Minister said that no industrial unit from the state is migrating to Uttar Pradesh or other. He said that the industrial units are getting the best facilities here only due to which no one will ever migrate from the state. Bhagwant Mann said that the industrial units of state will remain here only and the canards regarding their migration are far away from truth. The Chief Minister said that knowing well that power is the catalyst of growth in the engine of the economy, the state has taken a leap forward towards being power surplus after the resuming of coal supply from Pachwara mine. He said that this will ensure that none of the Thermal Power plants will face any sort of coal shortage in the state. Bhagwant Mann said that the state government is duty bound to provide uninterrupted and regular supply of power to the industrialists. The Chief Minister urged the industrialists to make optimum use of this congenial atmosphere backed by excellent infrastructure, power, skilled human resources and best industrial and work culture to spread their business. He said that the state government was always open for new ideas and innovations to boost up the industrial growth in Punjab. Bhagwant Mann said that the day is not far away when Punjab will emerge as the industrial hub of the country with the active support of the entrepreneurs. The Chief Minister envisioned that the Invest Punjab Summit being organized on February 23-24 will prove to be a milestone in giving a major fillip to industrial growth of the state. He said that the state government has already finalized the arrangements for this mega event. Bhagwant Mann said that the main motive behind giving fillip to industrialization in the state is to reverse the trend of brain drain in the state by opening new vistas of employment for the youth. The Chief Minister further said that his government has broken the backbone of the sand mafia by bringing transparency in the sand mining. Bhagwant Mann said that 16 public mines have been dedicated to the masses thereby ensuring pit head price of sand to Rs 5.50 per cubic feet. He categorically said that the sand mafia that had flourished during the previous government regimes will no longer exploit the people. The Chief Minister said that Punjab has the most conducive environment for the growth of industry across the country. He said that a pool of skilled manpower coupled with best road, rail and air connectivity makes Punjab the most preferred investment destination across the country. Bhagwant Mann said that the summit will put the state on a high growth trajectory of economic growth. On the occasion Cabinet Minister Anmol Gagan Mann were also present.

I am answerable only to the people of the state, not to any person appointed by the Centre:  Punjab CM reply’s to the Governor

       Punjab Chief Minister Bhagwant Mann on Monday categorically told the Governor that he is answerable only to the people of state and not any person appointed by the centre.           In a statement issued here today, the Chief Minister apprised the Governor that he has came to know about his letter through the media. He said that all the issues raised by Governor are the issues related to jurisdiction of the state. Bhagwant Mann said that for these issues he is accountable to the 3 crore Punjabis who have elected him with a whopping mandate.           The Chief Minister unequivocally said that the state government is not at all responsible to any person appointed by the centre government. He categorically said that this was his answer to all the questions raised by the Governor. Bhagwant Mann said that rather than giving sermons to him the Governor must focus on smooth discharge of his duties as enshrined in the constitution.

TRANSPARENCY HALLMARK OF PUNJAB GOVERNMENT: D.P. REDDY

          Emphasizing upon transparency factor which is the hallmark of the Chief Minister Bhagwant Mann led Punjab Government, the Chairman, Punjab State Food Commission D.P. Reddy today directed the installation of CCTVs in the godowns storing foodgrains which would lead to curbing the malpractices.

          Chairing a meeting of the Commission in the presence of the Director Food, Civil Supplies and Consumer Affairs Ghanshyam Thori, the Chairman also said that the storage of wheat in the godowns must be ensured in a scientific manner besides the carrying out the physical verification (P.V.) at regular intervals.

          Further, the Chairman also batted for the ePoS machines to be made available at every Fair Price Shop (FPS) in order to ensure more accountability in the distribution process of foodgrains. “A mechanism should be developed to enable the lodging of complaints or to forward suggestions in both Punjabi and Hindi languages regarding the working of the fair price shop owners besides updation of the notice boards to display helpline numbers and website address of the commission”, said Mr. Reddy.

          Exhorting the officers to be in sync with the changing technology in today’s era, Mr. Reddy said that the social media handles of the commission should be followed by the Fair Price Shop dealers so as to create more awareness with regard to the activities of the commission.

          The Chairman on the occasion was apprised that instructions have been issued to all the District Controllers in Punjab for issuing directions to the field functionaries as well as to Fair Price Shop owners to distribute foodgrains to the beneficiaries at the time of the biometric authentication and generation of slips.

          Among others present on the occasion included Preety Chawla, Smt. Indra Gupta, Vijay Dutt, Chetan Prakash Dhaliwal, Members, Member Secretary of the Commission T.K. Goyal and Director, Food, Civil Supplies and Consumer Affairs Ghanshyam Thori.

PUNJAB TO PRIORITISE HORSE REARING AS AGRO-AUXILIARY OCCUPATION: LALJIT SINGH BHULLAR

          Punjab Animal Husbandry and Dairy Development Minister S. Laljit Singh Bhullar has said that Chief Minister Bhagwant Mann led government will give priority to horse rearing as agriculture subsidiary occupation.

          Addressing the gathering during prize distribution ceremony of the 2nd Empire Horse Cup-2023 at village Jandiali, Ludhiana, the Cabinet Minister said that there are immense employment opportunities in this sector and the government will consider to bring horse rearing within the ambit of common farmers.

          Accompanying Agriculture Minister S. Kuldeep Singh Dhaliwal and Water Supply & Sanitation Minister Bram Shanker Jimpa as the chief guests, S. Laljit Singh Bhullar said that efforts will also be made to promote Punjab horse breed “Nukra” in other states. On this occasion, S. Hardeep Singh Mundian MLA Sahnewal, S. Diljit Singh Grewal MLA Ludhiana East and Ashok Prashar Pappi were present.

          About 500 horses from Haryana, Rajasthan, Uttar Pradesh, Delhi, Uttarakhand, Gujarat, Maharashtra participated in this horse cup. Of which about 120 horses were awarded the prizes.

          The Cabinet Ministers awarded first prize in stallion category to horse “Dulla” from Punjab and Meera from Rajasthan in mares’ category. The first prize was Rs.71,000 and a trophy, while the second prize was Rs.51,000. Similarly, 10 horses were given prizes ranging from Rs.21000 to 5,000 each.

          Earlier in the day, Animal Husbandry & Dairy Development Minister Laljit Singh Bhullar along with Sports Minister Gurmeet Singh Meet Hayer inspected the exhibition of the Dairy Development Department at fair ground, Punjab Agricultural University, Ludhiana. The Cabinet Ministers also inspected mobile vans for consumer awareness. S. Bhullar instructed the officials to create more awareness among the dairy farmers in remote villages through milk producer awareness camps.

          Meanwhile, the exhibition and consultation stall set up with the objective to promote dairying as a subsidiary occupation remained the centre of attraction for the farmers, where they shared their problems and filled suggestion forms. Director Dairy Development Department Mr. Kuldeep Singh and other officials were present on this occasion.

SPORTS DEPARTMENT INVITES APPLICATIONS FOR CASH AWARDS TO PLAYERS AND COACHES

          Punjab Sports Department has invited applications for awarding cash prizes to sportspersons and coaches of Punjab who won medals during the year 2020-21 and 2021-22.

          Disclosing this information in a press communiqué , Sports Minister Gurmeet Singh Meet Hayer said that under the leadership of Chief Minister Bhagwant Mann, Punjab is taking myriad of steps to make Punjab a leading state in the country. Under this mission, new sports policy to be implemented and cash awards to players as well as to coaches will be given to honour their achievements and motivate them for further competitions.

          He said that earlier, players and coaches have been deprived of cash prizes, but under the Bhagwant Mann government, the sports department has now sought application to give them their due rights. The sports minister said that the remaining tournaments are also being included in the new sports policy so that no player will be deprived of the cash prize those have brought laurels to the state.

          The Sports Minister further informed that the applications have been invited from the Punjab players, those won medals at state, national and international levels and Coaches of medal winning players at the Olympics, Asian and Commonwealth Games or World Championships, for the period from 1st April 2020 to 31st March 2021 and from 1st April 2021 to 31st March 2022, for cash prizes. The last date to apply is 6th March 2023.

          Director Sports Amit Talwar said that the list of tournaments regarding cash prize policy, cash prize amount, eligibility and performa for application form is available on the department’s website www.pbsports.punjab.gov.in.

          He said that the eligible players and coaches should send their application in the prescribed perfroma to the concerned District Sports Officer along with their self-attested certificates by March 6, 2023. Applications received after this date will not be entertained.
