Punjab Chief Minister S Bhagwant Mann released a poster of ‘Khedan Halqa Sunam Diyan’ to be organised in the memory of Late Punjab Minister Babu Bhagwan Dass Arora, the father of Mr. Aman Arora, Minister of Information and Public Relations, Punjab.          After release of the poster at CMR here, Mr. Aman Arora said that Babu Bhagwan Dass Arora Memorial Sunam Super League under the banner of ‘Khedan Halqa Sunam Diyan’ will be organised and sponsered by Babu Bhagwan Dass Arora Memorial Foundation at Shaheed Bhai Mati Dass Senior Secondary School, Longowal from February 4 to February 5, 2023.          Pertinently, Babu Bhagwan Dass Arora Memorial Foundation has been organising medical camps and carrying out other social works for the welfare of public for over a decade.          Revealing more details about the ‘Khedan Halqa Sunam Diyan’, the Cabinet Minister said that three categories of sports— Volleyball Shooting, Volleyball Smashing and Tug of War, will be organised to promote sports culture at the ground level as per the commitment of Chief Minister S Bhagwant Mann, who is ardent sports lover and himself a good player of volleyball shooting.          Recently, Mann Government had also organised the three-month long sports gala “Khedan Watan Punjab Diyan” to identify hidden talent and thereafter hone that talent to produce international level sportspersons from the state.          The Cabinet Minister said that winner teams of these three events will be bestowed with cash prizes along with trophies.           Mr. Aman Arora informed that Padma Shri heavyweight International Boxer Kaur Singh, Gold medal winner of Asian Games and Padma Shri Sunita Rani, Gold Medalist Athlete of Asian Games, will be felicitated at the tournament. Sports kits will also be distributed to all the participating teams. Last date for registration of teams is January 20, 2023, he added.

Days after his resignation from the new ad-hoc panel of the Haryana Sikh Gurdwara Management Committee (HSGMC), Jagdish Singh Jhinda, former president of the HSGMC, on Wednesday served an ultimatum on the state government to reconsider the names nominated in the new ad-hoc committee of the HSGMC by December 31.He said the new committee members were not accepted by the ‘sangat’. “The state government has ignored the community leaders, who have struggled for the formation of a separate committee in Haryana. It has accommodated loyalists in an ad hoc HSGMC panel,” he alleged. “I have served an ultimatum that by December 31 the state government should reconsider the names of the new ad-hoc committee members, otherwise I will hold a meeting in Kurukshetra on December 31 with intellectuals of the society ,” said Jhinda.“I will appear before the Akal Takht and convey the feedback of the ‘sangat’. I will follow the directions of the Akal Takht,” said Jhinda. He also demanded elections of the committe

Intense cold prevails in Punjab, Haryana

Haryana and Punjab reeled under intense cold with several areas recording their minimum temperature below 10 degrees Celsius on Thursday.Fog also enveloped many parts of both the states, reducing visibility in the morning.While Hisar was the coldest place in Haryana recording a minimum temperature of 4.8 degrees Celsius, Rupnagar in Punjab recorded 4.5 degrees Celsius, the meteorological department said.In Haryana, Karnal registered a low of 6.2 degrees Celsius, Narnaul 6.4, Ambala 8.6, Sirsa 8.2 and Rohtak 8.4 degrees Celsius, it said.Amritsar in Punjab recorded a low of 7.8 degrees Celsius, Ludhiana 8.4, Patiala 8.1, Bathinda 6 and Mohali 8.4 degrees Celsius.Chandigarh recorded a low of 8.2 degrees Celsius.

Digitising Haryana Assembly winter session helped save 98% paper, says Speaker

After the Haryana Assembly conducted its three-day winter session proceedings in a digitised format for the first time, Speaker Gian Chand Gupta Thursday said that about 98 per cent of the paper could be saved through the digital Assembly enabled through the National e-Vidhan Application (NeVA).

The NeVA application was launched during the monsoon session of the Assembly by Chief Minister Manohar Lal Khattar in August. The application helped the legislators use computers or tablets instead of reading the session’s proceedings and conducting regular business on paper. The MLAs could keep a track of the Question Hour session, Calling Attention Motion, Starred and Unstarred Questions, audio and video of the House.

“Last time, we had decided to convert our Vidhan Sabha into a digital state assembly. This session, we implemented it and saved lots of paper. As compared to previous times, for instance in terms of replies for the Starred Questions – 165 copies of the replies used to get printed; this time we printed only 25 copies,” the Speaker told reporters. The winter session of the Assembly ended Wednesday.

Only 10 copies of replies to Unstarred Questions were printed during this session as against the usual 110 copies. “For list of Starred Questions as well as Unstarred Questions, about 900 copies (each) used to be printed, this time we printed only 10, each,” Gupta explained. “We had received 57 Calling Attention Notices out of which we discussed 12 and 44 were rejected and one was sent to the government for comments, one adjournment motion was not taken and two non-official resolutions were rejected, two short-duration questions came up and we considered both,” Gupta said.

A total of 16 Bills were tabled, all were passed including a few that were to be repealed.

Giving further details, the Speaker said that normally on an average around 1,000 pages were used during sessions as they involved a lot of correspondence, including letters of questions to the Governor, the Chief Minister, the ministers, administrative secretaries. “This time no paper was used for this. The entire correspondence was done through NeVA portal.” When approximately 2,075 copies of the entire correspondence used to get printed, this time only 55 copies were printed and that too for the record of Vidhan Sabha which is yet to become 100 per cent digital.

“Vidhan Sabha’s entire records shall soon be digitised. Looking at all this, I can say that we saved around 98 per cent of the paper by adopting the digital mode. An approximately Rs 8 crore-worth saving is what is aimed,” the Speaker said.

About the conduct of Listed Business during three days of the winter session, the Speaker added that the business was conducted for a total of 16 hours and 25 minutes. In total, about 91.2 per cent productivity in conducting the Listed Business was achieved.

Replying to media queries on the flip-flop by the Assembly on Abhay Chautala’s Calling Attendance ding Notice   regarding an alleged liquor smuggling scam, Speaker Gupta said, “A day earlier also, a similar matter pertaining to medical-bond policy had come up in the House. Discussion was not held on that because I said that Rules do not permit to hold discussion in the House on matters that are sub-judice. Same rule was applied to this Calling Attention, as well”.

The House, on the last day of the winter session, had witnessed disruption for over 40 minutes when the deputy Speaker who was in the chair, first allowed Abhay Chautala’s Calling Attention Motion and then did not permit a discussion on it when Excise Minister and Abhay’s estranged nephew Dushyant Chautala apprised the House that the matter was sub-judice.

“I would also seek a legal opinion from the Advocate General and Legal Remembrancer on the issue and if there is a requirement of amendments, we shall act accordingly. I shall be discussing it with the AG on what kind of sub-judice matters can or cannot be discussed on the floor of the House”.

On the Opposition’s accusations that the Speaker ‘deliberately’ did not allow the discussion on the issue, Gupta said that when the government brought it to the notice of the House that it was sub-judice, the chair did not allow discussion on it.

“If we had any wrong intentions, we would not have even admitted the motion in the first place. The Speaker has the power to disallow any Calling Attention Motion. If there was any wrong on our part, we could have even disallowed it in the first place. But, we admitted it because we were not aware of the legal status of the issue. When the minister concerned informed the House that the matter was sub-judice, we did not allow it to be discussed,” he said.

About three instances where the ministers were found to be submitting “incorrect information” on the floor of the House, the Speaker said that he had immediately directed all the ministers concerned (who were submitting the information in reply to the questions asked by members) to take stern action against the responsible officers. “The moment it was pointed out that the information pertaining to a reply given by the Education Minister to Badhra MLA Naina Chautala was incorrect, four officials of the education department have faced action,” the Speaker pointed out.

A deputy superintendent and an assistant of Coordination-1 branch have been placed under suspension while chargesheet has been issued against two more officials of the department for submitting incorrect information to the minister.

“In a separate matter pertaining to wrong information about the deaths due to spurious liquor, minister Anil Vij had assured the House that he would get an inquiry conducted and take action within 15 days. In another matter pertaining to deaths in sewers, minister Dr Kamal Gupta had also said that he would get the matter probed and action shall be taken against officials who had submitted wrong information,” he said.

Punjab NRI Affairs Minister Kuldeep Singh Dhaliwal on Thursday reached the village Rode and assured the victim’s family that the state government will take all possible legal action in this matter. Apart from this, strict legal action will also be taken against every officer and person found guilty.Speaking to the media after visiting the land and house at village Rode, the Cabinet Minister said that UK resident late Harnam Singh and his wife Jaspal Kaur have 17.5 acres of land and ancestral house in the village. It is allegedly illegally occupied by a powerful family of the same village. Some government officials posted at Tehsil Baghapurana in the year 2019 have also been allegedly found involved in the case.He said that the victim’s family had to run pillar to post during the regime of  successive government to get their land back, but their efforts had turned futile. Meanwhile, Harnam Singh has passed away with the wish to get the land and house back. Now, this battle is being fought by his relative Surjit Singh.The Minister announced that all possible efforts will be made by the Punjab government to get their land and house back to the family by taking legal action in this matter. Apart from this, legal action will be taken against every officer involved in this case even if some of them already have been retired. He instructed the Deputy Commissioner Poonamdeep Kaur that the victim’s family should be accorded possession of their house in next two days.Mr. Dhaliwal said that the NRIs can submit their applications to us through their relatives and the government will resolve their issues in due time. He said that the Punjab government will try to set up special fast-track courts for the cases of NRIs as soon as possible so that the cases of the NRIs can be settled in quick succession. He said that nodal officers are being appointed by the Punjab government to hear the issues of the NRI Punjabis at the district level who will ensure timely and appropriate resolution of the complaints of the NRI Punjabis specifically.Lashing out on Congress leader Pratap Singh Bajwa, he said that the congress government has supported the tainted officials and others during their regime. They have to support the cause of AAP Government instead of criticizing the latter and tender apology from victims.

Haryana Govt should issue white paper on rising debt in Haryana: Hooda

Former Chief Minister and Leader of Opposition Bhupinder Singh Hooda has demanded a white paper from the BJP-JJP government regarding the rising debt on the state. He said the present government has drowned Haryana in debt of more than 4 lakh crores. 

“The government has loans of Rs 3,25,000 crore and liabilities of Rs 1,22,000 crore. The situation has reached a point where the government is taking loans even to pay salaries to the employees. Due to this, there is a delay in getting salary to the employees many times,” he said.

Hooda said while the debt has been sky-rocketing, no new railway line, no metro line was laid, no big university and no big project was established in the state during the tenure of the present government. Despite this, the debt burden on the state is continuously increasing. The government has trapped Haryana in the debt trap.

Addressing a press conference on Thursday, he gave details about the second phase of Rahul Gandhi’s Bharat Jodo Yatra in Haryana. “The second phase of the yatra in Haryana would start from January 5. “Rahul Gandhi will enter Haryana via Sanauli (Panipat) from UP. There will be a big public meeting in Panipat on January 6, in which thousands of people will participate. The yatra will reach Karnal on January 7 and Kurukshetra on January 8. 10th will be break day. After this, the yatra will enter Punjab from Ambala on 11th,” he said.

Hooda said the purpose of the yatra is not for political and getting votes, but to raise issues like unemployment and price rise. “Yatra is a public awareness campaign against the politics of division and making people fight in the name of caste and religion. This is the reason why the yatra is getting tremendous support from the people,” he stated. 

Speaking on the 3-day assembly session, Hooda said the government was running away from its accountability throughout the session. “Many proposals were given for discussion by the Opposition, on which the government did not even allow discussion. Even the important issue like the case filed on the farmers during the agitation was not heard despite being on the table,” he said.

The former Chief Minister said the Congress demanded an increase in the price of sugarcane, but this too was rejected by the government. “The farmers of the state are demanding a rate of Rs 450 per quintal, but the government is not even ready to give the same rate as in Punjab. 

“This season, the government did not increase the price of sugarcane even by a paisa, pushing the farmers into losses and distress. Due to the delay in fixing the rate by the government, the payment of the farmers has also stopped. The farmers are demanding that the rate of sugarcane should be Rs 450 per quintal, but the government is not even ready to rate at par with Punjab, he said.

Hooda said till 2005 the rate of sugarcane in the state was Rs.117. During the Congress tenure, it was increased by Rs 193 to Rs 310, a jump of almost 3 times, or 165 percent. “This amounts to an annual increase of about 18.3 percent. The BJP and the BJP-JJP government increased the rate of sugarcane by only 17 percent in 8 years, an annual increase of only 2.1 percent. The BJP-JJP government does not stand anywhere close to the Congress in providing a fair price to the farmers,” he said and added that the government is running away from discussion even on the issues of farmers, like shortage of fertilizers, water logging and compensation. 

“The government is also misleading on the bond policy imposed on MBBS students. The government says that it has convinced the students. The truth, however, is that pressure was created on the students. Due to three conditions in the bond policy, the children of poor and middle class families in the state will not be able to study MBBS. The government should end this policy, because the purpose of education is not to earn profit,” he stated.

Speaking on Kaushal Rojgar Nigam, Hooda said the aim seems to be to eliminate permanent jobs, merit, reservation and recruitment bodies. Through the corporation, the government is playing with the future of educated and qualified youth. The youth are being exploited by making them do temporary jobs at low wages. 

“The job of the government is to end the contract system and provide permanent jobs, but this government is promoting contract system by eliminating permanent jobs. Bypassing the merit process, the government has made the income of the family the basis for the recruitment of the corporation,” he said. 

“The government has considered the family identity card as the basis for measuring income, but the truth is that the government has no way of determining a household’s income. There are so many flaws in PPP’s income that they can not be rectified. Everyday news of mess in the PPP is coming in newspapers. Family identity cards are being used to cut the pension of the elderly and the pension of 5 lakh people has been cut till now,” he said.

“Property ID is also a system implemented only and only to harass the public. There is a lot of confusion in this. Somewhere the landlord has been made the tenant and somewhere the tenant has been made the landlord. Mistakes have been found in more than 15 lakh out of total 42.7 lakh property IDs created by the government. People are now standing in queues in government offices to get the mistake done by the government, rectified,” he said. 

Hooda reiterated that the BJP-JJP government has become just a portal government. “Portals created by the government do not work at all. We have no problem with the portal or digitalisation, but portals should be simplify governance, not to harass people and complicate the system,” he said. 

Citing the example of ‘Meri Fasal, Mera Byora’, he said the portal did nothing but harass the farmers. “Most of the portals created by the government are often not working and the server is always down. That’s why even the work done in minutes remains stuck for many days,” he stated. 

In response to a question on Punjabi language, Hooda said the Congress government had given Punjabi the status of second language in Haryana, but the recruitment of teachers of Punjabi and Urdu is not being done during the present government. 

“The government is giving step motherly treatment to the Punjabis. Similarly, in the case of separate Sikh Gurdwara Management Committee of Haryana, the government’s attitude seems to be negative. During the Congress tenure, he had approved a separate committee for the state. The court also accepted this as correct, but the present government has not been able to complete it till now,” he said. 

State Congress President Chaudhary Udaybhan was also present in the press conference.

Haryana Police registers 3626 cases under NDPS Act in 2022, seizes 24 tonnes of narcotics

In a target drive against drug mafia and narcotic trade, Haryana Police have seized a whopping 24 tonnes of narcotic substance worth crores of rupees during the year 2022.

 The police have also attached properties worth Rs 31.45 crore of those involved in drug trafficking under Narcotic Drugs and Psychotropic Substances (NDPS) Act. Besides, the process to attach properties worth Rs 12.23 crore of persons who are facing charges of smuggling drugs in the state is also on.

Disclosing this here today, Director General of Police (DGP), Haryana, Sh. P.K. Agrawal said that Police have filed a total of 3636 cases under the Narcotic Drugs and Psychotropic Substances Act in 2022, as against the 2583 cases registered in 2021.

The DGP said that effective action is being taken against drug traffickers to completely eradicate the drug menace from the state and save the future generation. People involved in the drug trade will be dealt with strictly and no one will be spared.

Giving details about the drug-wise seizure, he said that over 271 kg opium, more than 196 kg charas/sulpha, over 10173 kg poppy husk, 6 kg 701-gram smack, over 13311 kg ganja and 35 kg 328 gram of heroin was seized from the possession of drug traffickers.

To prevent drug trafficking, Police have been working relentlessly to curb drug menace. It is because of our team’s efforts as well as increased inter-state cooperation for exchange of information that the number of cases registered has increased this year compared to last year. “We have adopted a multi-pronged approach that resulted in seizure of such large amount of narcotic substances. Our field units including the Special Task Force (STF) and Haryana State Narcotics Control Bureau (HSNCB) have dismantled the potential supply of almost all types of narcotics in the state. The crackdown was made in line with the government’s commitment to make Haryana a drug-free state”, he added.

At 587, the maximum cases under NDPS Act were registered in Sirsa, followed by 349 in Faridabad, 273 in Karnal, 240 in Fatehabad and 220 in Kurukshetra.

There is no place for drugs in our society. We will continue to speed up our operations against drug traffickers and drug cartels to save the people especially youth from drug menace. Besides, special campaigns are being organized to make the youth aware of the ill effects of drug addiction, he added.

 The DGP also urged people to supplement the police efforts in tightening the noose on those involved in drug peddling by sharing information about sale, consumption and use of drugs at mobile number 7087089947, toll-free number 1800-180-1314 and landline number 01733-253023.

Odisha Revenue and Disaster Management Minister meets Haryana Chief Ministe

The Odisha Revenue and Disaster Management Minister, Smt. Pramila Mallick met Haryana Chief Minister, Sh. Manohar Lal at Sant Kabir Kutir (Chief Minister Residence) and invited him to grace the occasion of Hockey World Cup to be held in Bhubaneswar from January 13 to 29, 2023.

        Smt. Pramila Mallick discussed detail of Hockey World Cup event with the Chief Minister. She also shown a brochure prepared for the players and a sample of the dress code of the players. The Chief Minister presented a memento and Srimad Bhagavad Gita to the Revenue Minister of Odisha. Smt. Pramila felicitated the Chief Minister with a bouquet of flowers.

CANARDS REGARDING NRI MILNI UNWARRANTED AND BASELESS

The Principal Secretary NRI Affairs of Punjab Mr. J.M. Balamurgan today dismissed the canards regarding NRI Punjabian Naal Milni as unwarranted, baseless and figment of imagination of a few people.

The Principal Secretary categorically said that NRI Sabha is not an NGO but it is a Society which is duly registered under Societies Registration Act 1860 with approval of Government of Punjab. He said that the Chief Minister Punjab is its Chief Patron and also the guardian of Sabha. He said that Commissioner Jalandhar Division or Commissioner NRI Affairs as the Government may deem fit is the chairman of Sabha whereas all the Deputy Commissioners of State are the Chairmen of NRI Sabha District Units.

          The Principal Secretary said that NRI Sabha works under the aegis of Punjab Government and the main objectives of Sabha is to work for the welfare and promotion of interests of NRIs of Punjab. He said that Sabha is continuously working for redressal of grievances which is one of the main objective of NRI Sabha Punjab, which has been clearly mentioned in constitution of NRI Sabha Punjab. He said that NRI Sabha is helping the NRIs in protecting their right in Punjab especially in property related matters.

The Principal Secretary said that as per bylaws of NRI Sabha of Punjab it will also act as an agency of state Government for promoting welfare of NRIs of Punjab. He said that the Programme of “NRI Punjabian Nal Milni” organised by the Government of Punjab was aimed to redress the grievances of NRIs speedily, which is also one of the objective of NRI Sabha Punjab.

It is pertinent to mention here the money being spent on “NRI Punjabian Nal Milni” is purely a government function and is being used for redressal of grievances of NRIs of Punjab. The persons raising this issue has no role to play in administrative and  financial functioning of NRI Sabha as tenure of elected members has already ended in March 2022 and even if there is elected body of Sabha the post of Chairman remain with the Divisional Commissioner Jalandhar. It is also clarified that money which has been duly approved by Govt. of Punjab under section 18(a) of Bylaws from NRI Sabha Punjab to meet the expenses on all arrangements at the different venues is already being reimbursed by the Government.

NEW MANTRA TO ENSURE TIME-BOUND SERVICES IN TRANSPARENT MANNER IN HOUSING DEPT

Making optimum use of the internet to provide hassle-free services to people at their doorsteps, Punjab Housing and Urban Development (H&UD) Department has adopted a new mantra to bring far more efficiently while ensuring time-bound services to the people in a transparent manner.

The creation of a robust online system is among the various people-centric initiatives taken by the Housing & Urban Development Minister Mr. Aman Arora in 2022, to live up to the promise made by Chief Minister S. Bhagwant Mann to provide an honest and transparent model of governance.

The single portal designed by the H&UD offers numerous services including regularization of plots and buildings, Change of ownership, and procuring NOCs, etc at a click, that too in a mandated timeline. Earlier, an applicant had to make numerous rounds to the government offices to get these basic services done.

Giving a major reprieve to the people who bought properties in unauthorized colonies, the H&UD department has introduced a facility for online submission and processing of applications on the regularization portal www.punjabregularization.in for obtaining NOC. Further, the timeline for issuance of NoCs has also been reduced to 15 working days from the earlier stipulated period of 21 days to ensure quick and timely disposal of applications.

Pertinently, this facility of regularization could be availed only by those allottees/residents whose properties fall under the unauthorized colonies developed before March 19, 2018.

Earlier, the applications were processed offline so the applicants had to wait a long time for getting issued the NOC. Now, the portal extends a large number of facilities such as online submission of applications, online payment, status checking of applications, and online disposal of the same. This one single portal is designed for the regularization of plots and buildings falling within MC and outside the MC area for quick disposal of applications.

To fix accountability in the functioning and ensure all the services in time bound manner, In first, the H&UD department has also made digitally signed permissions accessible to the owners of their properties, thereby bringing in 100 percent transparency in the functioning of the department, which will further create a mechanism that people won’t need to file RTI to access these permissions. “I have been personally monitoring the status of online services and delay in disposal of any application will not be tolerated,” reiterated Mr. Aman Arora.

All the applications regarding these 25 services are being processed online; besides providing services i.e. real-time tracking of applications, issuance of digitally signed certificates and intimation through SMS alert.

The following services can be availed online; Change of ownership, change of ownership (death case unregistered will), change of ownership (death case all legal heirs), change of ownership (death case registered will), issuance of CD, issuance of CD for extended area, issue of no due certificate (NoC), issue of re-allotment letter, permission for sale/gift/transfer, permission to mortgage, permitting professional consultancy services, transfer of letter of intent (LoI), transfer permission (before CD), demarcation of plot, issue of completion certificate/ occupation certificate, issue of completion certificate/ occupation certificate- private property, issue of DPC – Private Properties, issue of DPC certificate, certificate of Registration as Estate Agent, certificate of registration as a promoter, registration of Architect, issuance of temporary sewerage connection (for construction purpose), regularization of water connection, sanction of sewerage connection and sanction of water supply.

ZERO-TOLERANCE TOWARDS DELAY IN SERVICE DELIVERY

Adopting zero-tolerance towards delay in service delivery to the people of the state, the H&UD department has issued show-cause notices to 42 officials, besides charge-sheeting three officials— two Senior Assistants and an Assistant Estate Officer, for dereliction of duty. The department has put in place an online mechanism in which applications and files received by the Department are being monitored by senior officials and by the Minister Mr. Aman Arora himself. This strict action was taken after Mr. Aman Arora found out that the maximum pendency was at the level of the 45 officials across the department, who were issued show-cause notices, while three have been charge-sheeted for not responding to the show-cause notices and for dereliction of duty.
