Registration of non-transport vehicle through dealer

The Haryana Government has notified the prescribed time limits for 37 services to be provided to the citizens by the Transport Department under the Right to Services Act, 2014.

 Learner Driving License (Non-Transport Vehicles)

Sharing information in this regard, Haryana Chief Secretary, Sh. Sanjeev Kaushal said that Learner Driving License (Non Transport Vehicles) will have to be made within a fixed time limit of 7 days and Permanent Driving License, Duplicate Driving License, Renewal of Driving License, to add a new category in the driving license will have to be made within a fixed time limit of 10 days by Sub-Divisional Officer (Civil) cum Registering cum Licensing Authority.

He informed that registration of non-transport vehicle through dealer a timeline has been fixed for 10 days, duplicate vehicle registration certificate 7 days, registration of non-transport vehicle purchased from outside the state (NOC)  15 days, Transfer of ownership of old vehicles purchased within the State 7 days, Addition/Continuance/Cancellation of Hypothecation 7 days, Change of Address (DL) 10 days, Change of Address RC 7 days, Conversion of vehicle (Transport to Non Transport) 10 Days, Transfer of ownership of non-transport vehicle purchased from outside the State 7 days.

*Driving License (Transport Vehicles)*

Learning driving license (transport vehicles) 7 days and permanent driving license 10 days, duplicate driving license 10 days, renewal of driving license 10 days, addition of new class to driving license to be made within the time limit of 10 days by District Transport Officer cum Registration and Licensing Authority.

          Transport vehicles purchased from outside the state 15 days, transfer of ownership of old vehicles purchased within the state 7 days, addition / continuation / termination of hypothecation 7 days, change of address 10 days, change of address registration certificate 7 days, transfer of ownership of transport vehicles purchased from outside the state 7 days, Fitness Certificate 7 days, Permit (Haryana) and Permit (National) a timeline has been fixed for 5 days for issuance.

State-level function on ‘Good Governance Day’ in Panchkula today

The Haryana government will organise a state-level function in Panchkula on the occasion of ‘Good Governance Day’ on Sunday, December 25, 2022; in which Chief Minister, Sh. Manohar Lal will be the chief guest. The Chief Minister will felicitate 118 officers and employees for simplifying work through digital medium during government service in various departments. These include ‘State Level Awards’ and ‘State Flagship Scheme Awards’ for Good Governance. Giving information about this, an official spokesman said that a total of five employees, including Dr Virendra Kumar Bansal, Director General, National Health Mission Department, will be felicitated with the State Level Awards.

Similarly, a total of 14 employees including inspector Rajeev in Police Department, five employees including Additional Director (administration) in School Education Department, Vivek Kalia, seven employees including Chief Controller of Finance, Haryana Shehri Vikas Pradhikaran, B.B Gupta, four employees including Technical Director, Revenue Department, Gurpreet Singh, seven employees including Joint Director, Horticulture Department, Ranbir Singh, Deputy Director, Agriculture and Farmers Welfare Department, Aditya Pratap Dabas, seven employees including Executive Engineer, Development and Panchayat Department, Navdeep Anand, six employees including Chief Engineer, Public Health Department, Devendra Dahiya and seven employees including Vice Chancellor, Sri Vishwakarma Skill University, Raj Nehru, will be felicitated with State Level Awards.

He further informed that three employees including Information Public Relations Officer, Aditya Chaudhary in Information, Public Relations and Languages Department, six employees including State Immunization Officer, Health Department, Dr Virender Singh Ahlawat, five employees including Cooperative Department Managing Director, Harco Bank, Rahul Uppal and three employees including CGM of Gurugram Metropolitan Development Authority, MR Sharma will be given the State Level Awards.

The spokesperson further said that several departments would also be given the ‘State Flagship Scheme Awards’ for making the flagship schemes of the government digitally simple. CABINET SUB-COMMITTEE BRAINSTORMS TO RESOLVE LEGITIMATE ISSUES OF LANDLESS LABOURERS & CONTRACTUAL EMPLOYEES

The Cabinet Sub-Committee comprising Finance & Planning Minister Adv. Harpal Singh Cheema, Housing and Urban Development Minister Mr. Aman Arora and Rural Development & Panchayats Minister Mr. Kuldeep Singh Dhaliwal on Wednesday held a meeting to listen and resolve all the legitimate issues of various Unions and Associations regarding landless labourers and employees hired through contractors and reservation for Schedule Tribes (ST).It was the maiden meeting of the Cabinet Sub-Committee constituted on the directions of Chief Minister S. Bhagwant Mann to find the best possible resolution of the demands of Theka Mulazim Sangharsh Morcha, Zameen Prapati Sangharsh Committee and Gazetted & Non-Gazetted SC BC Employees Welfare Federation Punjab.The Sub-Committee gave a patient hearing to the issues raised by the representatives of various unions and associations during a series of meetings that lasted for more than three hours at Punjab Bhawan here.Heading in the direction of resolving the majority of the issues positively, the Sub-Committee directed the officials of the concerned departments to hold meetings with the representatives of the respective unions and associations to come up with an early resolution to their issues.The Sub-Committee also assured the unions that Chief Minister Bhagwant Mann has directed them to find the acceptable solutions in the interests of concerned sections of the society. The meetings were attended by senior officials of the concerned departments and LR branch to ensure that all the legal barriers in resolution of the issues may be tackled accordingly.The Sub-Committee decided to convene the next meeting with these unions in the month of January next year. These meetings were held up in a congenial atmosphere and ended on a positive note.Social Justice, Empowerment and Minorities Minister Dr. Baljit Kaur and MLA Kulwant Singh Bazigar were also present in one of the meetings.

State government setting up centre of excellence to double income of farmers

The Haryana government along with the central government is working in the direction to fulfill the objective of Prime Minister, Sh. Narendra Modi to double the income of the farmers. Under this, the Haryana government is opening centres of excellence to increase the income of the farmers of the state. If the farmers adopt new techniques of horticulture; their income will also increase.

Centres of excellence to promote modern technology in horticulture

Haryana is at the forefront of setting up centres of excellence in the country for increasing the quality and production in the horticulture sector. For this, 11 centres of excellence have been established. Many farmers have been associated to these centres of excellence and villages which have registered notable achievements in better agriculture, horticulture and animal husbandry are being identified through ‘Village of Excellence’.

Several new programs to encourage diversification in horticulture

To motivate diversification in horticulture and increase the income of the farmers, the state government has initiated several new programs like ‘Mera Pani-Meri Virasat’, ‘Bhavantar Bharpai Yojana’, ‘Mukhyamantri Bagwani Bima Yojana’. Besides, crop residue management, ‘Har Khet-Swasth Khet’ and several other programs are also being run.

Farmers tendency increased towards horticulture

The area under horticulture in the state has increased than before and the farmers are inclining towards horticulture; instead of traditional farming. With the setting up of Maharana Pratap Horticulture University in Karnal, the farmers are directly getting the benefit of the new research being done and the techniques being developed by the university.

Subsidies to farmers for setting up packhouses

Besides increasing the income of the farmers, the government is also providing subsidies to them for setting up pack houses to facilitate the washing, grading and packaging of agricultural products. The state government has set a target to establish 100 pack houses by the end of the current financial year to give more boost to the cultivation of horticulture crops and increase the income.

Haryana bagged best state award

Haryana has also been awarded the ‘Best State Agribusiness Award-2022’ by the Indian Chamber of Food and Agriculture for outstanding contribution in the areas of policies, programmes, production, inputs, technologies, marketing, value addition, infrastructure and exports in the agriculture sector.

Over 700 Farmer Producer Organisations formed

Haryana is the leading state in the formation of the Farmer Producer Organisations (FPOs) in the country and so far, more than 700 FPOs have been formed and the target of formation of 1,000 FPOs will be achieved soon.

Asia’s biggest horticulture market to come up in Ganaur

Asia’s biggest horticulture market is going to be set up at Sonipat’s Ganaur. With its formation, the farmers will be able to earn more profit by selling their produce at one place. The farmers of the state are promoting the country’s economy by cultivating grains as well as fruits, vegetables and flowers.

Chief Minister, Sh. Manohar Lal has brought many new schemes and has taken decisions in the interest of the farmers. Concrete steps have been taken to make the farmers financially prosperous and jubilant. Under this, the benefits of the government schemes are being given directly to the farmers through digital medium. OPS EAGLE A GREAT SUCCESS: PUNJAB POLICE REGISTER 22 FIRs AFTER RECOVERING ₹6 LAKH CASH, ONE WEAPON, 277.45 GRAM HEROIN, 2.75KG OPIUM, 77.50-KG POPPY HUSK

The special operation “OPS Eagle” conducted by the Punjab Police for searching and rounding-up of suspicious persons for their verification, at vulnerable places including Railway Stations and Bus Stands etc in the state on Friday, has led to the arrest of at least 20 persons and one proclaimed offender. The operation was conducted on the directions of Director General of Police (DGP) Punjab Gaurav Yadav.          The operation against anti-social elements was conducted in all 28 Police districts of the state making Punjab a crime-free state as per the vision of Punjab Chief Minister (CM) Bhagwant Mann.          Divulging details, Additional Director General of Police (ADGP) Law and Order Arpit Shukla said during the operation, Police teams have registered 22 First Information Reports (FIR) against anti-social elements.          He said that they have also recovered ₹6 lakh cash, one Weapon, 277.45 gram Heroin, 4880 intoxicants Tablets, 41 bottle liquors, 2.75kg opium and 77.50kg poppy husk during this special statewide drive conducted under operation “OPS Eagle”.          He said said that different police teams under the supervision of SP rank officer conducted checking at 110 railways stations, 153 bus stands, besides, over 500 well-coordinated Strong Nakas involving over 5000 Police Personnel, were also set-up under the supervision of Deputy Superintendents of Police (DSPs) in the state for a thorough search of suspected vehicles/persons, while ensuring minimum inconvenience to the general public.          During the operation, as many as 14,366 suspects were examined. Similarly, Police personnel had inspected 13021 two-wheelers and 8929 four-wheelers at ‘nakas’ and 1671 challans were issued to violators, while, 181 vehicles were impounded.          The operation was conducted in a synchronised manner from 11am to 4pm across the state and ADGP/IGP/DIG rank officers from Punjab Police Headquarters were deputed in each Police district to personally supervise the operation. All the CPs/SSPs were asked to mobilise a maximum number of officers and manpower for this operation to lay strong ‘nakas’ at district/city sealing points under the supervision of Gazetted officers.          ADGP Arpit Shukla reiterated that such operations would continue till the menace of drugs and Gangsters wiped out from the state.

DGP GAURAV YADAV REVIEWS SECURITY ARRANGEMENTS IN FATEHGARH SAHIB AHEAD OF SHAHEEDI JOR MELA

Ahead of Shaheedi Jor Mela, Director General of Police (DGP) Punjab Gaurav Yadav paid obeisance at Gurdwara Fatehgarh Sahib and reviewed security arrangements at the spot to ensure that the function would be conducted in a smooth and secure manner in the district.          The three-day annual Shaheedi Jor Mela to pay homage to the martyrdom of Chotey Sahibzade— Baba Zorawar Singh and Baba Fateh Singh, the youngest sons of the 10th Sikh Guru, Shri Guru Gobind Singh, will be held at Fatehgarh Sahib from December 26 to December 28, 2022.          Addressing over 3000 police personnel being deployed for security arrangements at Fatehgarh Sahib for the Shaheedi Jor Mela, the DGP said that for the first time, drones would be used for surveillance and special teams have been positioned to respond to contingencies.          Reviewing all the security arrangements with DIG Rupnagar Range Gurpreet Singh Bhullar and Senior Superintendent of Police (SSP) Fatehgarh Sahib Ravjot Kaur Grewal, DGP Gaurav Yadav informed that as many as five Samadhan Centres have also been set up to assist devotees coming from all over India, besides establishing a modern Command Centre.          While paying obeisance at the Gurdwara Sahib, DGP Gaurav Yadav prayed for the peace and harmony of the state.          Meanwhile, the Punjab Police is committed to keep Punjab safe and secure as per the vision of Punjab Chief Minister Bhagwant Mann.  

VIGILANCE BUREAU ARRESTS SHO, ASI IN CORRUPTION CASE FOR TAKING BRIBE RS 6,500

The Punjab Vigilance Bureau (VB) during its anti-corruption campaign on Saturday, arrested Sub Inspector (SI) Harpal Singh (82/Jalandhar), posted as SHO police station Dhillwan, Kapurthala district and his subordinate Assistant Sub Inspector (ASI) Harwant Singh (405/Kapurthala) for taking a bribe of Rs 6,500 and demanding more Rs. 50,000.

Disclosing this here today, a spokesperson of the VB said the above mentioned accused police officials have been arrested for accepting a bribe of Rs 6,500 from complaint Iqbal Singh, of village Pandori Kadd, Hoshiarpur district.

Giving details he added that the complainant has approached the VB and alleged that the above said police officials in conniving with each other have demanded and taken Rs 6,500 as a bribe by threatening to lodge a NDPS case against him and have confiscated his car, Aadhar card, driving licence and ATM card. They were asking Rs 50,000 more to release his vehicle and documents.

The complainant has also lodged a complaint at the Chief Minister’s anti corruption helpline. The accused police officials have kept his vehicle in their custody for ten days and returned to him when he filed online complaint.

The spokesperson further informed that the VB has investigated the allegations levelled in the online complaint and both the accused police officials were arrested after finding them guilty for accepting a bribe of Rs 6,500 and demanding Rs 50,000 from the complainant.

In this regard a case under section 389, 120-B of IPC and section 7 of prevention of corruption act has been registered against both the above mentioned police officials at VB police station Jalandhar. Further investigation in this case was under progress.

MEGA PTM GETS HUGE RESPONSE, MORE THAN 15 LAKH PARENTS ATTENDED THE PTM ACROSS 20,000 SCHOOLS IN STATE

Buoyed over participation of more than 15 lakh parents in mega PTM organised across 20,000 government schools in state, the Punjab Chief Minister Bhagwant Mann on Saturday envisioned that the state of the art government schools of state will produce the leaders in every sphere that take the country to zenith.          Addressing the gathering here during the mega PTM organised by the state government, the Chief Minister said that the state government schools of the state are imparting quality education to the students thereby enabling them to excel in every field. He said that the students getting education from here will be the builders of the country in the coming times. Bhagwant Mann said that the day is not far when these students will bring laurels for the state and country by their hard work and success.          The Chief mInister further said that these students are blessed with enormous capabilities and capacities. He said that the state government is making concerted efforts to channelise their unbounded energy and make them partners in social-economic growth of the country. Bhagwant Mann said that the day is not far when these youngsters will script a new success story for the country.          The Chief Minister said that these government schools speak a lot about the success stories of Punjab. He said that the students studying in these schools have a dream to excel in the form of bureaucrats, technocrats, Doctors, Engineers and others. Bhagwant Mann said that the state government is committed to provide wings to their dreams for which no stone will be left unturned.          The Chief Minister said that these youngsters possess inherent qualities to excel in every field. He said that these students are planes and the state government will provide them Launchpad to go ahead in life. Bhagwant Mann unequivocally said that he won’t rest until the students of Punjab don’t achieve their desired goals.          The Chief Minister said that his government is already roping in a number of industrial tycoons to set up their units in Punjab. He said that these industries will bring number of employment opportunities for the youth. Bhagwant Mann said that the day is not far when these students will run the big industrial units to be set up in the state.          The Chief Minister quipped that earlier the industries used to sign MoUs with families in power but ever since he has assumed charge of government the agreements are signed for the state. He said that earlier the Maharajas or Badals used to get benefit of these agreements but now Punjabis will enjoy its fruits. Bhagwant Mann said that this is because his government is working untiringly for the well being of every strata of society.          Training his guns against the opposition, the Chief Minister said that due to his pro- Punjab stance opposition leaders don’t miss any chance to target him. He said that this criticism is totally irrational and based on their whims and fancies. Bhagwant Mann categorically said that this won’t deter him from performing his duty well.          Earlier, the Chief Minister, accompanied by Delhi Deputy Chief Minister Manish Sisodia and Education Minister Punjab Harjit Singh Bains had detailed interaction with the students in the PTM. He asked the students about their goals in life and extended best wishes to them for their future. Bhagwant Mann said that this exercise of organising the mega PTM will immensely benefit the students.          Meanwhile, giving an affirmative response to the exercise organised by the state government, parents of the students lauded the Chief Minister for this initiative. They said that this initiative will help the students to groom well for the coming times. They said that it has also enabled them to know a lot about the interests of their child.They also hailed the quality of study being imparted in the Government school. They said that the study imparted in these schools is much better than that of the private schools. Rather they said that the study imparted here has enabled their kids to compete with their convent educated peers. 

Feeling threatened by Congress, AAP playing second fiddle to BJP: Warring

IEP CHANDIGARH, December 24

Punjab Congress president Amarinder Singh Raja Warring today condemned the “joint efforts” of the Bharatiya Janata Party and the Aam Aadmi Party to scuttle the Bharat Jodo Yatra being led by Rahul Gandhi in Delhi. 

“As AAP has started feeling threatened by massive surge and support in favour of Congress, it has started playing second fiddle to the BJP”, Warring said in a statement, while adding, shocked and shaken by the massive and overwhelming support the Yatra has got in Delhi, both the BJP and the AAP have now come together and were trying to create impediments in the Yatra using the excuse of COVID surge in far off China.

The PCC president pointed out, first it was the union Health Minister Mansukh Mandaviya who raised objections to the Yatra without any scientific basis. This, he added, was followed by the AAP Rajya Sabha MP Raghav Chadha, who also wanted Yatra to be scuttled. “What more proof can one ask for that the two parties are working together as they feel threatened by the Congress?” he asked.

Warring said, all the health experts in the country were unanimous in their opinion that the COVID surge in China will not impact India as the country is vaccinated and protected well. “And all of a sudden both the parties, the BJP and the AAP woke up to the COVID threat, which actually does not exist”, he observed.

He maintained that while the BJP and the AAP were holding their respective programmes, they had problems only with the Congress and its leader Rahul Gandhi. He referred to the Parent Teacher Meeting organized by the AAP government in Punjab today. 

“If the situation was so serious, as Mr Chahda would make us believe by asking for preventing Rahul Ji’s Bharat Jodo Yatra in Delhi, why did his party’s government hold PTM in Punjab today?” he asked, while remarking, “the AAP is just playing second fiddle to the BJP and also feeling threatened by Congress’ surge in the national capital”.
