आज क्रिसमस का पवित्र पर्व है – इस दिन ईसा मसीह का जन्म हुआ था। प्रेम, प्यार, शांति, करुणा, दया, विश्वास और भाईचारे की भावना ही उनका मानवता के लिए संदेश है। मैं देश और प्रदेशवासियों को क्रिसमस की बधाई और शुभकामनाएं देता हूं। यह भी एक बड़ा संयोग है कि हमारे पूर्व प्रधानमंत्री भारत रत्न स्वर्गीय श्री अटल बिहारी वाजपेयी जी का जन्म भी इसी पवित्र दिन 1924 में मध्य प्रदेश के ग्वालियर में एक आदर्श शिक्षक के परिवार में हुआ। वाजपेयी जी ने अपने पूरे जीवन में शांति, सह-अस्तित्व, करुणा, समानता, न्याय और बंधुत्व के आदर्शों का पालन किया। अटल बिहारी वाजपेयी एक कवि, लेखक, पत्रकार, राजनेता, स्वतंत्रता सेनानी और दूरदर्शी व बहुमुखी प्रतिभा के धनी थे। वह एक सच्चे राष्ट्रवादी थे और हमेशा राष्ट्रीय हित के लिए दलगत राजनीति से ऊँचे विचार रखते थे।
वे चाहे सत्ता में रहे हों या विपक्ष में वे राष्ट्र हित के लिए सभी को साथ लेकर चलने में विश्वास रखते थे। इसीलिए उन्हें भारतीय राजनीति का अजातशत्रु भी कहा जाता है। कई दशकों के सार्वजनिक जीवन में उनके व्यक्तित्व पर एक भी दाग नहीं है। सत्यनिष्ठा, ईमानदारी और विशाल हृदय उनके व्यक्तित्व का एक अभिन्न अंग थे, जो एक पत्रकार के रूप में उनके लेखन, एक राजनेता के रूप में उनके भाषणों और एक प्रशासक के रूप में उनके दृष्टिकोण में हमेशा परिलक्षित होता था। वास्तव में विशाल हृदय सम्राट, जननायक नेे राजनीति में दृढ़ता व आदर्शों के साथ सम्मान प्राप्त किया।
वाजपेयी जी 1932 में बहुत कम उम्र में ही भारतीय जनसंघ के संस्थापक डा0 श्यामा प्रसाद मुखर्जी और पं0 दीनदयाल उपाध्याय के विचारों से प्रभावित होकर आरएसएस में शामिल हो गए और 1947 में प्रचारक बन गए। 1951 में वे भारतीय जनसंघ के सदस्य बनकर औपचारिक रूप से राजनीति में शामिल हुए। उन्होंने 1957 में पहली बार लोकसभा चुनाव लड़ा और बलरामपुर से निर्वाचित हुए। उसके बाद राजनीति के क्षेत्र में कभी पीछे मुड़कर नहीं देखा। तत्कालीन प्रधानमंत्री जवाहरलाल नेहरू संसद में उनकी जीवंत और अर्थमयी तर्क-वितर्क और चर्चा से इतने प्रभावित हुए कि उन्होंने भविष्यवाणी की थी कि ‘‘वाजपेयी जी एक दिन देश के प्रधानमंत्री बनेगें‘‘। 1980 में, वे भारतीय जनता पार्टी के संस्थापक अध्यक्ष बने।
श्री अटल बिहारी वाजपेयी ने 1977 में जनता पार्टी की सरकार में विदेश मंत्री के रूप में, विभिन्न महत्वपूर्ण संसदीय स्थायी समितियों के प्रमुख और विपक्ष के नेता के रूप में ईमानदारी और प्रतिबद्धता के साथ जिम्मेवारी का निर्वाह किया। उनके ‘राष्ट्र प्रथम‘ के विश्वास से प्रभावित होकर, कांग्रेस सरकार में तत्कालीन प्रधानमंत्री पीवी नरसिम्हा राव ने वाजपेयी जी को संयुक्त राष्ट्र में भारत का प्रतिनिधित्व करने के लिए भेजे जा रहे प्रतिनिधिमंडल का नेतृत्व करने के लिए कहा। हालांकि वाजपेयी जी उस समय विपक्ष के नेता थे। कूटनीतिक और विदेशी मामलों पर उनकी शानदार पकड़ थी। उन्होंने देश की विदेश नीति पर एक अमिट छाप छोड़ी। वे 1996 में पहली गैर-कांग्रेसी सरकार के प्रधानमंत्री बने।
मैं यहां एक घटना का जिक्र करना चाहूंगा, जो दर्शाती है कि उन्होंने देश के बारे में किस प्रकार से सकारात्मक छाप बनाई और दुनिया के नेताओं के बीच अपनी पहचान कायम की। जब पाकिस्तान के तत्कालीन प्रधानमंत्री नवाज शरीफ पूर्व प्रधानमंत्री स्वर्गीय श्री राजीव गांधी जी के अंतिम संस्कार में शामिल होने आए थे, तब वे नई दिल्ली के अशोका होटल में ठहरे थे। उन्होंने वाजपेयी जी और लालकृष्ण आडवाणी जी को व्यक्तिगत मुलाकात के लिए आमंत्रित किया। श्री शरीफ ने बातचीत के दौरान कहा कि वह उनसे पहली बार मिल रहे हैं लेकिन जानते हैं कि विदेश मंत्री के रूप में उनके कार्यकाल में भारत और पाकिस्तान के बीच सबसे सौहार्दपूर्ण संबंध रहे।
राष्ट्रीय हित के मामलों में वाजपेयी जी का दृष्टिकोण स्पष्ट था। जब वे 1996 में पहली बार प्रधानमंत्री बने थे तब उन्होंने परमाणु परीक्षण करने का मन बना लिया था लेकिन उनकी सरकार ज्यादा दिनों तक नहीं चली। हालांकि, उन्होंने 1998 में फिर से प्रधानमंत्री बनने के बाद पोखरण परमाणु परीक्षण में देरी नहीं की। डॉ एपीजे अब्दुल कलाम और डॉ आर चिदंबरम के साथ एक बैठक में, पोखरण परीक्षण के लिए मंजूरी दे दी गई और 11 व 13 मई 1998 को उन्नत हथियारों के पांच परमाणु परीक्षण के लिए पहले तीन विस्फोट एक साथ हुए। इसके बाद से हम 11 मई को राष्ट्रीय प्रौद्योगिकी दिवस के रूप में मना रहे हैं।
राष्ट्रीय हित के मामलों में वे हमेशा आत्मविश्वास से भरे रहते थे। शायद यही एकमात्र कारण था कि जब 1998 में पोखरण-द्वितीय आयोजित किया गया था, तब वह अमेरिका और अन्य विकसित देशों के प्रतिबंधों के बावजूद कभी विचलित नहीं हुए। वे हमेशा पाकिस्तान के साथ संबंध सुधारने के इच्छुक थे। उन्होंने लाहौर बस सेवा शुरू की। उन्होंने आगरा शिखर सम्मेलन के लिए परवेज मुशर्रफ को भारत आमंत्रित करके पाकिस्तान के साथ संबंध सुधारने के लिए एक साहसिक कदम भी उठाया। मुशर्रफ ने कारगिल में हम पर हमला करके भारत के साथ विश्वासघात किया लेकिन वाजपेयी जी के नेतृत्व में हमारे वीर सैनिकों ने पाकिस्तान को करारी शिकस्त दी।
प्रधानमंत्री के रूप में, वाजपेयी जी ने इंफ्रा अपग्रेडेशन, बेहतर सड़क, रेल और हवाई संपर्क के बारे में विशेष कार्य किया। उन्होंने पूर्व प्रधानमंत्री नरसिम्हा राव द्वारा शुरू उदारीकरण की भावना के अनुरूप बड़े सुधारों की शुरुआत जारी रखी। उनके नेतृत्व में भारत ने आठ प्रतिशत की स्थिर आर्थिक वृद्धि बनाए रखकर देश को आर्थिक रूप से मजबूत किया। अपने कार्यकाल में विनिवेश मंत्रालय बनाकर उन्होंने सार्वजनिक उपक्रमों के कामकाज में आवश्यक लचीलापन लाने का कार्य किया। उन्होंने 6-14 वर्ष की आयु के बच्चों के लिए प्रारंभिक शिक्षा निःशुल्क करने के लिए सर्व शिक्षा अभियान शुरू करने का ऐतिहासिक निर्णय लिया। नदियों को आपस में जोड़ने की महत्त्वाकांक्षी परियोजना वाजपेयी जी का लंबे समय से संजोया हुआ सपना था। उन्होंने स्वर्णिम चतुर्भुज परियोजना और प्रधानमंत्री ग्रामीण सड़क योजना के माध्यम से रोड इंफ्रा को काफी बढ़ावा दिया, जिसकी बदौलत आज हमारे गांव सड़कों से जुड़े हैं। वाल्मीकि-अम्बेडकर आवास योजना के माध्यम से छत विहीन लोगों को पक्के मकान उपलब्ध कराए गए।
लम्बे समय तक पार्टी, संसद और केंद्रीय मंत्रालय में उनके सहयोगी के रूप में, मैं उन्हें एक विद्वान राजनेता, एक निस्वार्थ और समर्पित नेता के रूप में देखता हूं, जो सच्चे अर्थों में ‘जनता की आकांक्षाओं और अपेक्षाओं‘ पर फोकस करते थे। उन्हें विभिन्न राजनीतिक विचारधाराओं के लोगों को साथ लेकर चलने के दुर्लभ गुणों का वरदान प्राप्त था और उन्होंने कभी भी सदन की कार्यवाही को बाधित करने के किसी भी प्रयास का समर्थन नहीं किया। जब लाल कृष्ण आडवाणी को उनकी रथ यात्रा के दौरान बिहार में गिरफ्तार किया गया था, तब मैं सांसद था। उस समय सप्ताहभर से अधिक समय तक संसद की कार्यवाही बाधित रही। वाजपेयी जी ने भाजपा के संसदीय दल की बैठक में कहा था कि संसद बहस और चर्चा का मंच है। हमें चर्चा की अनुमति देनी चाहिए। हमारी राजनीतिक लड़ाई संसद के बाहर जाकर जनता के बीच में लड़नी चाहिए।
आज प्रधानमंत्री नरेंद्र मोदी जी सुशासन के माध्यम से वाजपेयी जी के दृष्टिकोण को तार्किक निष्कर्ष पर ले जा रहे हैं ताकि कोई भी पीछे न रहे और आत्मनिर्भर भारत का सपना जल्द से जल्द साकार हो सके। वाजपेयी जी की तरह प्रधानमंत्री मोदी भ्रष्टाचार को जड़ से खत्म करने, त्वरित सुधार, पारदर्शिता और विकास की गति को तेज करने के लिए प्रभावी कार्य कर रहे हैं। जन-धन-आधार-मोबाइल (JAM ) त्रिमूर्ति ने लोगों के जीवन में सकारात्मक बदलाव किया है। कोविड महामारी के दौरान सरकार ने जरूरतमंद लोगों को 2 लाख करोड़ रुपये प्रत्यक्ष लाभ हस्तांतरण (DBT) के माध्यम से जमा करवा कर उनकी मदद की। वाजपेयी जी भारत को आर्थिक और सैन्य रूप से एक मजबूत राष्ट्र के रूप में देखना चाहते थे, जिसे प्रधानमंत्री मोदी आगे बढ़ा रहे हैं। सीमावर्ती इलाकों में बेहतरीन इंफ्रा तैयार किया जा रहा है, जबकि रक्षा बलों को अत्याधुनिक हथियार और गोला-बारूद, सुपरसोनिक मिसाइल और राफेल जैसे मल्टीरोल लड़ाकू विमान से लैस किया जा रहा है।
आज देश आजादी के 75 वर्षों को आजादी के अमृत काल के रूप में मना रहा है। वाजपेयी जी का ‘सुशासन मंत्र‘ – जो अखंडता पर आधारित है, जाति, धर्म, लिंग, विचारधारा और सामाजिक-आर्थिक स्थिति की विविधता के साथ आगे बढ़ते हुए गरीब, पिछड़ों, वंचितों व अंतिम पंक्ति में खड़े व्यक्ति को समान अवसर प्रदान कर रहा है। देश आज उनकी जयंती को राष्ट्रीय सुशासन दिवस के रूप में मना रहा है। मैं महसूस करता हूं कि जनता, नेताओं और नौकरशाहों में देश के प्रति समर्पण और समाज के प्रति सम्मान होना चाहिए। हमें इस भावना के साथ काम करना चाहिए कि समाज के कल्याण में ही हमारा कल्याण है। इसी भाव से हमें अपने कर्त्तव्यों का निर्वहन करना चाहिए। एक मजबूत, स्वस्थ और समावेशी देश का निर्माण करना ही वाजपेयी जी को सच्ची श्रद्धांजलि होगी। स्वच्छ राजनीति और स्वच्छ प्रशासन से ही भारत को विश्व गुरु बनाने का सपना साकार होगा।

Chief Minister Bhagwant Mann led Punjab Government is committed to provide benefit of various schemes in timely and transparent manner.

Cabinet Minister Dr. Baljit Kaur said that anganwadi workers get honorarium under the ‘Community Based Event Scheme’ through District Program Officers and Child Development and Project Officers that take more time. An important decision has been made by the Punjab Government that now allowance will be sent more quickly in the bank accounts of anganwadi workers.

          She said that this was also the main demand of Anganwadi unions.

          Dr. Baljit Kaur said that under ‘Pradhan Mantri Matru Vandana Yojana’ financial assistance of Rs 5000 is given to pregnant women and lactating mothers by the Government. This assistance is given in three installments. It has been decided by the Punjab Government that the amount received under this scheme will also be directly transferred to the accounts of the beneficiaries in a swifty manner.

With this decision, amount will be delivered to the beneficiaries in a transparent and speedy manner.

The Department of Tourism, Chandigarh Administration is organising Weekend Tourism every Saturday and Sunday at New Lake, Sector 42 and Plaza Sector 17, Chandigarh from the month of September 2022. The aim is to promote festivity in Chandigarh and to rejuvenate Plaza Sector 17. This initiative was taken on the directions of Sh. Dharampal, IAS , Adviser to Administrator,  U.T. Chandigarh.

On 24th December 2022, as a part of Weekend Tourism, an event was held with different instrumental music and sufi named “College of Creativity”. Various instruments were played to make the evening sizzling viz a viz Tabla, Canon, Djembe, Dhol, Duff, Flute, Sitar, Keys, Guitar, Tumbi, with sufi singing. 

Sh. Dharampal, IAS Advsier to Administrator was the Chief Guest of the event. He witnessed the beautiful performances of artists came to perform from various states along with his family. Secretary Tourism, Ms. Hargunjit Kaur, IAS was also present during the performance. People, tourists and residents enjoyed the sizzling performances on various instruments and enjoyed alot. Despite, a very cold evening, large number of tourists witnessed the event and enjoyed.

Sh. Dharampal, IAS, Adviser to Administrator  U.T. Chandigarh said that the Administration is planning to hold these events during weekends at different markets in coordination with Market committees so that every part of the City may get rejuvenate. The Administration is focusing to bring various cultural performances jn various parts of City in coming days to showcase Colours of India and a platform where tourists both domestic as well as international can enjoy their weekend with different activities.

The Haryana government is taking stringent action against the officers and employees involved in corruption. Chief Secretary, Sh. Sanjeev Kaushal today held a review meeting with the administrative secretaries regarding cases to be sanctioned for prosecution under section 19 of the Prevention of Corruption Act, 1988

        Sh. Kaushal stated that prosecution has been sanctioned by the departments or the competent authority against erring officers, employees, and outsourced personnel in 30 distinct cases under Section 19 of the Prevention of Corruption Act, 1988, till the month of October.

The Chief Secretary said that Chief Minister, Sh. Manohar Lal is adopting a zero-tolerance policy on corruption in the state. As per the directions of the Chief Minister, detailed review reports of the progress of such cases are being frequently taken from all the departments. He said that corruption will not be tolerated at any level.

        He said that the concerned department has to sanction prosecution on erring officers within three months of the letter issued by the State Vigilance Bureau. He gave strict directions that approval should be given within the stipulated time, so that the appropriate action on the matters could be taken at the earliest.

The Chief Secretary said that soon a portal will be developed on which the departments can upload all types of information related to vigilance cases like Action Taken Report (ATR), investigation report, sanction for prosecution etc. This will enable real-time information about the pending actions in various departments. Not only this, the report of every department will also be generated on a monthly basis and the Administrative Secretaries will also be able to review such cases.

        In the meeting, Additional Chief Secretary and Financial Commissioner of Revenue and Disaster Management Department, Sh. VS Kundu, Additional Chief Secretary of Home Department, Sh. T.V.S.N. Prasad, Additional Chief Secretary of Public Works (Building and Roads) Department, Sh. Ankur Gupta, Additional Chief Secretary, Finance and Planning Departments, Sh. Anurag Rastogi, Additional Chief Secretary, Public Health Engineering Department, Sh. AK Singh, Director General, Development and Panchayat Department, Sh. Sanjay Joon, Director General, Industries and Commerce, Sh. Shekhar Vidyarthi, Special Secretary, Vigilance Department, Sh. Pankaj, and other senior officers were present in the meeting.

The Cabinet Sub-Committee comprising Finance & Planning Minister Adv. Harpal Singh Cheema, Housing and Urban Development Minister Mr. Aman Arora and Rural Development & Panchayats Minister Mr. Kuldeep Singh Dhaliwal on Wednesday held a meeting to listen and resolve all the legitimate issues of various Unions and Associations regarding landless labourers and employees hired through contractors and reservation for Schedule Tribes (ST).It was the maiden meeting of the Cabinet Sub-Committee constituted on the directions of Chief Minister S. Bhagwant Mann to find the best possible resolution of the demands of Theka Mulazim Sangharsh Morcha, Zameen Prapati Sangharsh Committee and Gazetted & Non-Gazetted SC BC Employees Welfare Federation Punjab.The Sub-Committee gave a patient hearing to the issues raised by the representatives of various unions and associations during a series of meetings that lasted for more than three hours at Punjab Bhawan here.Heading in the direction of resolving the majority of the issues positively, the Sub-Committee directed the officials of the concerned departments to hold meetings with the representatives of the respective unions and associations to come up with an early resolution to their issues.The Sub-Committee also assured the unions that Chief Minister Bhagwant Mann has directed them to find the acceptable solutions in the interests of concerned sections of the society. The meetings were attended by senior officials of the concerned departments and LR branch to ensure that all the legal barriers in resolution of the issues may be tackled accordingly.The Sub-Committee decided to convene the next meeting with these unions in the month of January next year. These meetings were held up in a congenial atmosphere and ended on a positive note.Social Justice, Empowerment and Minorities Minister Dr. Baljit Kaur and MLA Kulwant Singh Bazigar were also present in one of the meetings.

G-20 SUMMITIEP Chandigarh, December 21

To review the preparations being made for the G-20 Summit, a meeting of the Sub-Cabinet Committee was held at Municipal Bhawan Chandigarh under the leadership of Local Government Minister Dr.Inderbir Singh Nijjar. Cabinet Sub Committee members Kuldeep Singh Dhaliwal, Harjot Singh Bains and Harbhajan Singh were also present in the meeting.Giving more information in this regard, Local Government Minister, Dr.Nijjar said that the G-20 summit is going to be held in the holy city of Amritsar in March 2023 possibly on 15 to 17 March 2023. Presidents and Prime Ministers of major countries and other international delegates will also attend this G-20 summit. He said that it is a matter of great pride for the state that this international level event is going to be held in Punjab.The Cabinet Sub-Committee headed by Cabinet Minister Dr.Nijjar reviewed the development works related to the beautification of Amritsar and has given instructions to the officials related to this work that no deficiency should be left in the development works for the beautification of Amritsar in connection with the G-20 Summit. The minister also told the officials that Amritsar city of the state has to be presented on the world map on behalf of India, so any official who neglects the beautification of Amritsar will not be spared.The Cabinet Sub-Committee headed by Cabinet Minister Dr.Nijjar has instructed the Deputy Commissioner Amritsar to form a local committee under the leadership of the Mayor of Amritsar so that in connection with the G-20 the development works to be conducted in Amritsar and other Preparations can be reviewed from time to time.He said that the major works to be done include repairing roads, street lights, making green belts, painting the Golden Gate, improving solid waste management, installing signage boards, electricity and traffic lights etc.Dr.Nijjar further informed that about Rs100 crore will be spent on development works for the beautification of the city of Amritsar for the G-20 summit. He said that extensive arrangements will be made for the success of this global event. The Minister of Local Government revealed that with this international event, the state will emerge on the world tourism map, while investment is also likely to get a boost.On this occasion, he gave details of the works to be done to strengthen the beauty and basic structure of the city and said that whatever work will be done will be not only for the program, but will be strong and good quality works as per the needs of the city residents.The Cabinet Sub-Committee has directed the concerned officers present in the meeting to ensure that every development work to be done at Amritsar is completed within the stipulated time.on this occasion, Mr.Vivek Pratap Singh, Principal Secretary, Local Government, Mr. Uma Shankar Gupta, Director, Local Government, Deputy Commissioner, Amritsar, Commissioner, Municipal Corporation, Amritsar and other officials were present.

Chief Minister S. Bhagwant Mann’s honest and transparent governance model is steering the Punjab Transport Department on the path of progress. Ludhiana bus stand, has fetched an amount of Rs.3.22 crore for the next six months in a auction conducted recently.Giving more information, Transport Minister Laljit Singh Bhullar said, new vistas of income are opening for the transport department with the honest policies of Mann government, adding that  parking, an auction has been conducted of bathrooms, advertisement sites and bus stand fee collection at Ludhiana bus stand.  Now, the Punjab Roadways/Punbus will earn over Rs.2.31 crore from bus stand fee collection at the rate of Rs.38.51 lakh per month. Similarly, the bid for parking increased by Rs.70,000 and it will fetch Rs.7.20 lakh per month, from which the department will get Rs.43.20 lakh during next six months.Mr. Bhullar said that the department will get double revenue from the bathrooms in the bus stand as these public utilities were taken by the bidder at the double price of Rs.3.95 lakh per month as compared to the previous year price of Rs.2.01 lakh per month. The department will get revenue of Rs.23.70 lakh.The Transport Minister said that the contract for advertising inside the bus stand premises has increased to Rs.3.05 lakh per month. As many as 43 sites of 13,327 square feet for advertisement inside the bus stand will attract Rs.18.30 lakh during next six months.The Minister informed that the shops and SCF of the bus stand were closed for the past several years. This time, two shops at the bus stand have been given on the rent at the rate of Rs.42,750 each per month, from where the department will receive Rs.5.13 lakh in next six months. Similarly, three SCF will attract Rs.5,000 each per month rent and state exchequer will receive Rs.90,000 from these SCFs.Meanwhile, the Transport Minister directed the officials of the department to take immediate action for the re-bidding of the remaining shops so that the people can get the benefit of it and the revenue of the department could be increased accordingly.
