Haryana’s next budget will focus on the welfare of every class: Chief Minister

Haryana Chief Minister Sh Manohar Lal said that the state budget for the year 2023-24 will be for the welfare of every section of the society. 

He said the main focus in the next budget will be on promoting the key areas including education, health, rural development, environment, etc.  

“We will bring a good and balanced budget after holding consultation meetings with all the stakeholders,” said Sh. Manohar Lal while addressing the media after participating in the discussion programme on State Finance Management and Budget organized by the Haryana Vidhan Sabha in Panchkula today.

Responding to the media query on the state debt, , the Chief Minister said that the economic condition of Haryana is better than other states and the state government is taking loans within the prescribed limit according to the State Gross Domestic Product.  

“At present, the loan limit is 3.52 percent, which we will try to bring down to 3 percent,” said Sh. Manohar Lal. 

The Chief Minister said that the Haryana government is doing dedicated work for the welfare of the people.  More and more development works are being done. The income of the government is also increasing every year and the government is spending the same amount for the welfare of the people, he added. 

For instance, he said, under the old age pension scheme in the state, elderly people are being given financial benefits at the rate of Rs 2500 per month, which is the highest in the country.

CHIRAYU Haryana scheme launched to provide health security to every needy

The Chief Minister said that under the Ayushman Bharat Yojana, according to the annual income limit of Rs 1.20 lakh fixed by the Central Government, other states have given benefits to the beneficiaries in their states.  While the Haryana government has taken a step ahead for public welfare and has increased the income limit to Rs 1.80 lakh, due to which now other eligible beneficiaries of the state have also come under the ambit of this scheme.  

“We have named this scheme CHIRAYU Haryana and under this scheme, the state government will bear the additional financial burden of more than Rs 500 crore,” said Sh. Manohar Lal. 

In response to another question, the Chief Minister said that this time also pre-budget consultation meetings would be held with the stakeholders. Today’s training programme is the first phase, in which the legislators will be informed about all the nitty-gritty related to the budget by the experts.

Vidhan Sabha Speaker, Sh. Gian Chand Gupta and Parliamentary Affairs Minister, Sh. Kanwar Pal also remained present on this occasion.

Haryana has always adhered to fiscal discipline : CM

Haryana Chief Minister Sh Manohar Lal has requested the legislators to forward their suggestions and ideas for the forthcoming state budget.

The legislators should share the list of works to be done in their respective areas and they should share their suggestions and demands, which can be included in the budget, said Sh. Manohar Lal.

The Chief Minister was addressing the legislators during the discussion programme held on State Finance Management and Budget organized by the Haryana Vidhan Sabha in Panchkula today.  

Vidhan Sabha Speaker, Sh. Gian Chand Gupta, Deputy Speaker, Sh. Ranbir Gangwa, Parliamentary Affairs Minister, Sh. Kanwar Pal and other Ministers and MLAs attended the programme.

Sh. Manohar Lal said that in today’s programme, the legislators will get an excellent opportunity to understand the nitty-gritty of the budget.  

He said that for the last 8 years he got an opportunity to understand all the activities related to the budget.  However, for the last 3 years, every time while presenting the budget as the Finance Minister,  he also gets a chance to know many untouched aspects of the budget.  

“Such training programmes will also provide an opportunity for the MLAs to understand the detailed information of the budget.  This also helps in preparing the state budget well and will become an ideal budget for other states as well,” said Sh. Manohar Lal. 

He said that before preparing the budget if there are demands from the members, the State Government will try to include them in the budget.

The Chief Minister said that the budget is prepared to keep in mind the income and expenditure. It is not possible to make changes in the budget after it is presented before the Hosue. 

He said that it is often seen that when the budget is presented, the MLAs place demands for development works in their respective areas, but at that time those demands cannot be included in the budget.  This time there is a 3-month gap before the budget would be presented. 

“Therefore in these three months, all the MLAs can send the list of development works to be done in their respective areas to the Finance Department or the concerned Minister or even directly to me, so that these demands can be included. I will try my best to fulfill the demands raised by every MLA,” said Sh. Manohar Lal. 

Initiative taken to hold pre-budget consultation meetings with stakeholders

Sh. Manohar Lal said that the state government has started pre-budget consultation meetings with various stakeholders to make the budget welfare-oriented. 

The Chief Minister  said that for this year’s budget, the State Government held 8 meetings with public representatives, etc., and discussed with 477 stakeholders. These meetings were held with officials of all departments, representatives of local bodies, Panchayatiati raj institutions, industry and commerce, agriculture, education, health, service sector, and real estate, said Sh. Manohar Lal.

He said that, this time the State Government has also formed 8 committees of MLAs to discuss the budget. A total of 74 MLAs were included in these committees. Various departments were given to these committees for deliberations, added the Chief Minister. 

Haryana’s economic condition is better than many other states

Sh. Manohar Lal said that the economic condition of Haryana is better than many other states. 

“Our financial management is good, due to which we have been able to manage State’s budget deficit. In terms of per capita income also, we are number one among the big states,” said the Chief Minister. 

He said that the borrowing limits of the states are fixed by the Union Finance Ministry. 

“States cannot borrow more than 25 percent of the GSDP. Due to the Pandemic, the receipts of the state government decreased and faced economic hardship, but We have taken loans within this limit despite the Pandemic crisis,” said the Chief Minister. 

He said that due to COVID-19, the Central Government had given the states the facility to take loans up to 5 percent of the GSDP. But Haryana’s debt burden has remained within the range of 3 to 3.5 percent of GSDP. While other states took the entire 5 percent loan. The government aims to keep this limit up to 3 percent only, informed Sh. Manohar Lal

Paperless budget presented under e-vidhan sabha initiative

The Chief Minister said that the State introduced many first-of-its-kind initiatives to smoothly run the proceedings of the Assembly. 

To make the Vidhan Sabha paperless, this time every MLA was given a copy of the budget in a tablet to make them IT-oriented. said Sh. Manohar Lal. 

Court declares deputy director Rakesh Kumar Singla PO in grain markets tender scam

IEP Ludhiana December 5

The Punjab Vigilance Bureau (VB) on Monday achieved success to initiate criminal proceedings against the prime accused in infamous tender allotment scam in the grain markets namely Rakesh Kumar Singla, deputy director, food and civil supplies department as he has been declared Proclaimed Offender (PO) by the Court of Sh Sumit Makkar, CJM Ludhiana.

Disclosing this here today a spokesperson of the state VB said that the above mentioned accused was appointed as chairman, chief vigilance committee of the department and given additional charge of inspection of wooden crates and labour & transportation policy by the former food and civil supplies minister Bharat Bhushan Ashu.

He further added that that during the investigations of different accused of this case it has come to light that Rakesh Singla had demanded Rs 30 lakh a bribe and obtained Rs 20 lakh from accused contractor/tenderrer Telu Ram who in turn had got allotment of labour and transportation tenders for different grain markets.

The spokesperson  informed that after the court orders the VB would initiate process to issue Red Corner Notice (RCN) against him to effectuate his arrest as he has gone abroad to evade his arrest. The VB has got valuable information regarding his ill gotten wealth made out of huge bribes as a technical team of the VB had also made assessment of his properties.

He further added that In this regard a case under FIR No. 11 dated 16-08-2022, under section 420, 409, 467, 468, 471, 120-B of IPC and 7, 8, 12, 13(2) of Prevention of Corruption Act has been registered against contractor Telu Ram, Jagroop Singh, Sandeep Bhatia and owner/ partners of Gurdas Ram & company as well as officers/officials of food and civil supplies department besides respective officials/employees of the concerned procurement agencies.

He further informed that In this case out of 17 accused, 6 has been arrested and in the jail. Efforts were being made to arrest the remaining accused in this case, he added.

Harjot Singh Bains seeks upgradation of Anandpur Sahib Railway station, writes to union Railway minister

Punjab Cabinet Minister Mr. Harjot Singh Bains sought up-gradation of Sri Anandpur Sahib Railway station for the smooth stoppage of “Vande Bharat Express.”

In a letter to Union Railway Minister Mr. Ashwini Vaishnav, Mr. Bains informed that though the Vande Bharat Express train has been given stoppage at Sri Anandpur Sahib, but the present station lack of all major facilities such as there is no platform for complete train. There is urgent need of up-gradation of platform besides modernization of the whole station.

Thanking the Union Minster for starting new super speed train ‘Vande Bharat Express’ from New Delhi to Una (Himachal Pradesh) and giving a stop at historical place Sri Anandpur Sahib, Mr. Bains said that Sri Anandpur Sahib, one of the Five Takths of Sikhism, where the Tenth Guru, Sri Guru Gobind Singh ji spent the precious time of his life and founded the Khalsa Panth, and devotees from all corners of India and abroad come Sri Anandpur Sahib for darshan. Apart from this, devotees also come to Mata Shri Naina Devi ji temple, located at a short distance from Sri Anandpur Sahib and Nangal Dam is a tourism spot, keeping in mind these important aspects, Sri Anandpur Sahib Railway station should be upgraded as per the requirement. Mr. Bains also sought time for personal meeting with the union railway minister so that he can raise all the important issues related to railway.

Some verses of Gita will be included in school curriculum : Haryana Chief Minister

Haryana Chief Minister Manohar Lal said that for the last 6 years, the message of the essence of Gita for the welfare of humanity has not only been spread in Haryana but it has also reached to the every corner of the world. Many countries of the world are participating in the International Gita Mahotsav every year. Some programme of Gita Mahotsav are to be held in Australia as well. For these programmes, Geeta Manishi Gyananand Ji Maharaj and others representatives of religious organisions are making preprations for the programmes.

        The Chief Minister was interacting with the media persons after offering lamps and performing aarti on the occasion of International Gita Mahotsav today.

        While responding to a question raised by media persons, the Chief Minister said that for the last 3 days, Gita Mahotsav programme has been organized at the district level as well.  Today 18,000 school children have recited the verses of Gita and many other people  have also joined this programme online and the preparations of the programme is getting better every year.  People are connecting with the essence of Gita, he added.

        On the occasion of offering lamps, Haryana Vidhan Sabha Speaker, Sh.  Gian Chand Gupta, MP, Sh. Naib Singh Saini, Minister of State for Women and Child Development, Smt. Kamlesh Dhanda, MLA, Sh. Subhash Sudha, Geeta Manishi Gyananand Ji Maharaj, Political Secretary to Chief Minister, Sh. Krishna Kumar Bedi and other senior officers were also present.

Chief Minister directs early completion of the Jyotisar project

Chief Minister, Sh. Manohar Lal performed Gita puja and yajna at the holy land of Gita’s birthplace, Kurukshetra,  today. 

        Later ,the Chief Minister, accompanied by Sports Minister S. Sandeep Singh, MP Sh. Naib Singh Saini and MLA Sh. Subhash Sudha visited the Jyotisar Tirtha and paid obeisance at Lord Shri Krishna’s ‘Viraat Swaroop’.

        Sh. Manohar Lal attended the International Gita Mahotsav-2022 as the chief guest on the auspicious occasion of Gita Jayanti. The Chief Minister also took part in Shrimad Bhagavad Gita recitation programme, being organised by the Kurukshetra Development Board (KDB) and the administration since November 29.

        During his visit, the Chief Minister took feedback from the officials of the tourism department about the Mahabharata theme and other projects being built in Jyotisar Tirtha and directed them to expedite it. 

This place is being developed by the state government as a tourist destination with a budget of crores of rupees being spent on the project along with the budget spent by the central government under the Krishna Circuit development. Zila Parishad member D P Chaudhary, KDB member Vijay Narula among other officials were present on the occasion.

Our Vedic science needs to be brought to the frontline: CM Manohar Lal

Haryana Chief Minister Sh Manohar Lal today  the time has come when we should move forward to promote the knowledge of Vedic science and link the old educational techniques and methods with the new ones.

        The Chief Minister was addressing a gathering on the second day of the two-day National Vedic Science Seminar ‘Gaveshna’ at Ashok Singhal Ved Vigyan Evam Praudyogikee Vishwavidyalaya, Sector-56, Gurugram on Sunday. 

        In his inaugural address, Sh. Manohar Lal said that the age-old belief about foreign forces trying to break and destroy our Vedic science and knowledge of Vedas before India’s independence was still around. 

“We have taken many important steps on the subject of Vedas, including setting up a research center, purchasing land for Veda University, starting Sanskrit University in Kaithal after the name of Maharishi Valmiki, starting Gurukul in Mata Mansa Devi temple premises and establishing Sanskrit College, etc,” said Sh. Manohar Lal. 

        He said that efforts were on to get Vedas and ancient knowledg again into the mainstream.

Patron, Vishva Hindu Parishad, Sh. Dinesh Chandra is doing a commendable job to realize the dream of the late Ashok Singhal had seen, said the Chief Minister.

        Sh. Manohar Lal said that the late Sh. Ashok Singhal had an important contribution to changing the direction of his life. 

        The Chief Minister further shared that the late Singhal was the Pranth Pracharak of the Sangh for Haryana from 1977 to 1981, at the same time in 1977,  he had become a volunteer of the Sangh because of the emergency.

“Had it not been an emergency, then I might not have been able to join the Sangh. At that time, due to the pain of emergency or curiosity, many people came closer to the Sangh and the organization got strengthened,” said Sh. Manohar Lal. 

        The Chief Minister further shared that whenever he had questions arising in his mind while visiting the branches of the Sangh, he used to meet Late, Sh. Ashok Singhal to get the answers to his queries. 

        He said that Late Sh. Ashok Singhal was a very educated person who devoted his entire life to the Sangh and his life was like that of an ascetic.

        Interestingly, the Chier Minister made this seminar more of an interactive session than of speech based as during the seminar he called upon the scholars present in the seminar to find a solution to the doubts he has shared with them. 

“Our present education system is moving ahead according to the western education system. If we want to change this, then it will not work just by saying that our method is the best, we have to compare each subject with today’s current method. To compare, you will have to tell the speciality of your method and after that one has to prove as to which method is used beneficial for the public”, said Sh. Manohar Lal. 

        The Chief Minister said that we want that the general public should have proper knowledge about the Hindu and Vedic Maths. 

Even on this topic, Sh. Manohar Lal raised questions in front of the scholars present in the seminar and said that there are two types of dates in the Hindu calendar calculation – one solar date and the other lunar date. In this also there are Shukla Paksha and Krishna Paksha which run according to the lunar period calculation. 

“Our Magh month starts on Makar Sankranti but it is of solar time calculation. It has nothing to do with lunar calculation. All our festivals are according to Amavasya or Purnima, Krishna Paksha, and Shukla Paksha but Makar Sankranti is according to solar calculation, and the dates of English months also come according to solar calculation”, said Sh. Manohar Lal. 

He further shared that Krishna Paksha comes first in North India while Shukla Paksha comes first in South India and there is a difference of 15 days at the beginning of the month in North India and South India. In such a situation, the question arises as to which calculation the country should adopt, 

        The Chief Minister also said that Sanskrit is called the language of computers, but it is necessary to show how it is possible. Technology should be linked to Sanskrit, he added. 

        Sh. Manohar Lal said that similarly there is a debate between allopathy and Ayurveda. Both claim each other better than one other. While Ayurveda gives us the direction to stay healthy, allopathy provides instant cure or relief. Along with Allopathy, there is a need to promote Ayurveda as well, he added. 

Earlier, the Chief Minister released a magazine named ‘Shruti Prabha’ prepared by the institute, which has eight research essays written by various scientists.

Srimad Bhagavad Gita inspires us to move forward in life with positive mindset – Devender Singh Babli

Haryana Development and Panchayat Minister, Sh. Devender Singh Babli on Sunday flagged off the Nagar Shobha Yatra to be taken out under the district level Gita Mahotsav from the Panchayat Bhawan premises in Fatehabad. Earlier, Development and Panchayat Minister, Sh. Devender Singh Babli visited the exhibition set up by various departments and socio-religious organizations at Gita Mahotsav and appreciated them.

        Sh. Devender Singh Babli, stated that Bhagawat Gita gives us knowledge of Karma and wisdom. He thanked the Haryana Government and Chief Minister, Sh. Manohar Lal for organizing such programmes at the district level in order to promote International Gita Mahotsav. He stated that Srimad Bhagavad Gita inspires us to move forward in life with a positive mindset.

      He stated that everyone should carry out their obligations towards the country. He added that we must move forward and contribute in protecting the environment and conserving water.

      He said that taking and selling drugs is a social evil and a legal crime. The state government is taking strict action against such drug peddlers. Specially calling upon the youth, the cabinet minister said that the youth should stay away from the evil of drugs and should channelise their energies for making their future bright.

Sh. Babli said that elections of Panchayati Raj Institutions were held in the state and people of educated and clean image have been elected as representatives. All these public representatives are called upon to work for the eradication of social evils along with rural development and maintain brotherhood in the villages. Cabinet Minister, Sh. Devender Singh Babli said that we should imbibe the teachings of Gita and great men in lives and also ensure our participation in social and religious works.

Haryana Chief Minister joins Gita Vaishvik Path programme as chief guest

Haryana Chief Minister, Sh. Manohar Lal said that 5159 years ago, Lord Krishna gave sermons about the importance of ‘Karma’ in Bhagavad Gita.

        The shlokas of the holy book Bhagavad Gita recited on the holy land of Kurukshetra have been showing the path of knowledge and eternal peace to humanity since ages. This holy book has also taught us the essence of living life with peace and harmony. 

        As the chief guest, the Chief Minister, Sh. Manohar Lal graced the occasion of Gita Vaishvik Path programme organised in the International Gita Mahotsav 2022 on Sunday under the aegis of Kurukshetra Development Board and Education Department. 

        On this occasion, 18,000 students from various schools of Kurukshetra recited 18 verses of 18 chapters of the holy book Bhagavad Gita. More than 75,000 students of government and private schools across Haryana and people from different countries  virtually joined the programme. All of them recited shlokas of Bhagavad Gita for global peace. 

Extending warm wishes on Geeta Jayanti and referring to Kurukshetra as the origin place of Bhagavad Gita, the Chief Minister, Sh. Manohar Lal said that on this day Lord Krishna gave the teachings of the Gita thousands of years ago in Kurukshetra. Earlier this festival was celebrated only at the district level, but since 2016, this festival has been given the status of International Geeta Mahotsav. Gita Vaishvik Path is a unique programme of this festival. Efforts are being made continuously to preach the teachings of Bhagavad Gita to the entire world through this programme. Similarly, this year also the Gita Vaishvik Path was organized from Kurukshetra and people across the world  virtually joined the programme  sitting at their homes. 

        He said that this holy book is a source of inspiration for the youth. 

        In order to connect the young generation with the holy book Gita, the government has started programmes like Gita Vaishvik Path recitation in the festival to inculcate moral values and education to the youth so that they can become a responsible citizen of the country. He said that every verse recited in this Gita Vaishvik Path programme spreads positive waves in the atmosphere. The state government is making consistent efforts to organise such religious programmes in all other districts besides Kurukshetra on this occasion, he added. On this occasion, the Chief Minister, Sh. Manohar Lal also announced a holiday on December 5 for all schools based in Kurukshetra.

Chief Minister inaugurates Tirtha Mitra portal in Kurukshetra, calls upon people to come forward for the development and preservation of pilgrim spots

Haryana Chief Minister Sh Manohar Lal today launched the Tirth Mitra Portal at the 48 Kos Tirth Sammelan organized during the ongoing International Gita Mahotsav (IGM)-2022 on Sunday.          On this occasion, Sh. Manohar Lal called upon the people of the state that they should come forward for the development and ensuring the preservation of our pilgrimages.          “Whether it is a village or a city, where pilgrimages are established, a committee of local people should be formed and a plan for the development of pilgrimages should also be prepared,” said the Chief Minister.         Sh. Manohar Lal said that the Haryana government is leaving no stone unturned to ensure the development of pilgrimages. Along with this, the local people should also contribute to this endeavour of the State government.         He said that priority should be given to all the works being done for the development of pilgrimages. The Chief Minister said that all the pilgrimages of 48 Kos will be developed. Developing these pilgrimages also increases employment opportunities along with increasing the income of local people.Next year IGM will be of 8 days, CMThe Chief Minister said that from next year the duration of IGM will be of 8 days instead of 6 days. This holy festival will start on Sunday and end on Sunday itself. He also suggested that all pilgrimage centres should be given one stall each in the IGM so that they can display the information and story related to their pilgrimages through these stalls. Development of 48 Kos pilgrimages is being doneSh. Manohar Lal said that the pilgrimages of 48 Kos are being continuously developed. In 2017-18, an amount of Rs 36 crore was announced for the execution of 27 works in these areas. Besides this,  so far, an amount of Rs. 23 crores has been spent on development.         “Out of 27 works, 15 works have been completed, work on 6 is still going on, and work on 6 is yet to be done. The government has planned to work on 80 pilgrimages. Along with this, Rs 10 crore has been announced for the development of Pehowa Tirth,” shared Sh. Manohar Lal. The Chief Minister said that Virat Swaroop of Lord Krishna has been set up at Jyotisar for Rs. 13 crores. The light and sound show has also been started here. Along with this, a museum is being built in Jyotisar at a cost of Rs 200 crore.         Sh. Manohar Lal said that Kurukshetra is a proud place not only in the country but in the world. Gio Geeta Sansthan has been established here. Tirupati Balaji Temple is built. Akshardham Temple, ISKCON Temple, and Gyan Mandir are being built. Continuous development is taking place, the government is always ensuring its cooperation in these works, he added. Gita belongs to every one of us,Gita Manishi Swami Shri Gyananand Ji Maharaj        Earlier speaking on the occasion, Gita Manishi Swami Shri Gyananand Ji Maharaj said that the teachings of Gita belong to everyone. It was on this day that Lord Krishna delivered the immortal message of Gita from the land of Kurukshetra, he added. He said that Chief Minister, Sh. Manohar Lal is renovating  shrines . Due to this, people will come not only from India but also from abroad in this We highly respect and follow the message taught by Lord Shri Krishna, Sh. Yadu Nath Paudel        Speaking on this occasion, Counsellor (Cultural) Nepal, Sh. Yadu Nath Paudel paid obeisance at the holy land of Dharmakshetra-Kurukshetra. He said that as many times as one reads Holy Gita, many secrets of life are revealed. The knowledge of the Gita should reach the masses. Nepal and India have unbreakable relations.  About 82 percent of the people in Nepal are Sanatani Hindus. The message sent by the Nepal Prime Minister, Sh. Sher Bahadur Deuba to the Chief Minister regarding the International Gita Mahotsav-2022 was also read out in the programme. Minister of State for Sports and Youth Affairs, S. Sandeep Singh, and Vice-Chancellor, Kurukshetra University, Sh. Somnath Sachdeva also remained present on this occasion.
