Counting of votes of members of all 143 Panchayat Samitis and 22 Zilla Parishad will be done on November 27, Dhanpat Singh

  Haryana State Election Commissioner, Sh. Dhanpat Singh said that the counting of votes of members of all 143 Panchayat Samitis and 22 Zilla Parishad in the state will be held on November 27, 2022, at 8 am. Adequate security arrangements have been made for this.        Sh. Dhanpat Singh said that for the security arrangements related to the monitoring of the counting of votes in Palwal district, Divisional Commissioner, Faridabad, Sh. Vikas Yadav has been directed to remain stationed in the Palwal district. Earlier, this responsibility was assigned to the Deputy Commissioner,  Nuh, Sh. Ajay Kumar. He informed that Deputy Commissioner, Nuh Sh. Ajay Kumar has the additional charge of Deputy Commissioner, Palwal. On November 27, 2022, the counting of votes will be held simultaneously in both Palwal and Nuh districts. Hence, Sh. Ajay Kumar should remain stationed at Nuh and for the purpose of monitoring the counting of votes in Palwal district, Divisional Commissioner, Faridabad, Sh. Vikas Yadav has been directed to remain stationed at Palwal for two days, 26 and 27 November, 2022.Dr M Ravi Kiran,IPS appointed Election Observer (Police) for District Mahendragarh        Sh. Dhanpat Singh informed that IPS officer, Additional Director General of Police, South Zone, Rewari Dr. M. Ravi Kiran has been appointed as Election Observer (Police) to supervise the counting of votes for Members of Panchayat Samitis and Zila Parishad in District Mahendragarh.  Earlier, IPS officer, Dr Rajshree Singh was appointed as Election Observer (Police), but keeping in view her family circumstances, now Dr. M. Ravi Kiran has been appointed.IPS officer Mamta appointed as Election Observer (Police) for district Jind        The Chief Election Commissioner informed that IPS officer, Smt. Mamta, Inspector General of Police, Rohtak and Hisar Zone has been appointed as Election Observer (Police) to supervise the counting of votes of Panchayat Samiti members and Zilla Parishad members in district Jind. Earlier, IPS officer Sh.  Rajender Kumar Meena was appointed as Election Observer (Police), but due to unavoidable reasons, now Smt. Mamta has been appointed in his place.        The Chief Election Commissioner said that both the Election Observer (Police) would visit a maximum number of counting centres in their respective district to take stock of the security arrangements made by the district administration for the smooth counting of votes. By establishing coordination with all other Returning Officers/Assistant Returning Officers of the district, they will ensure that there is no problem at any counting centre. They will leave the district only after the completion of counting of votes and declaration of result for all members of Panchayat Samitis and Zila Parishad in the district, added Sh. Dhanpat Singh.

Officers will administer oath to the newly- elected Sarpanchs and Panches in the Gram Sabha meeting

 Haryana Chief Minister,  Sh. Manohar Lal said that newly elected Sarpanchs and Panchs will now be administered the oath by the officials after holding a Gram Sabha meeting in the village itself.

        This new initiative has been taken under Vyavastha Parivartan. Earlier, all the sarpanches and panches  gathered at one place and were administered oath, said Sh. Manohar Lal today during a meeting with the newly elected Sarpanch and Panchs of the Gram Panchayat belonging to the Karnal assembly constituency.

        The Sarpanch and the Panches welcomed the Chief Minister by presenting him with bouquets and sought his guidance.

        Sh. Manohar Lal told  the newly- elected Sarpanchs and Panchs to make new schemes for rural development and perform  their duties with utmost  honesty. There will be no shortage of funds from the government for the development works of any village, he added. 

        He said that Gram Panchayat is the smallest unit of governance and it acts as an independent government of the villages.  That’s why all the newly elected Sarpanch and Panch should jointly take forward the rural development. Complete cooperation will be given to them by  the government, said Sh. Manohar Lal. 


        He said that now the election process is over, Sarpanch and Panch should get the necessary works related to the basic needs of the village completed on priority basis by taking cooperation of all the villagers.

Electing Sarpanch and Panchs  unanimously in Panchayat elections is the beginning of a good tradition, Chief Minister

           The Chief Minister said that this time in the elections of Panchayati Raj Institutions, the villagers have started a good tradition by unanimously electing the block samiti members, sarpanch and panch and the entire village panchayats. Due to this mutual brotherhood has boosted. Not only this, Sarpanch, Panch elected unanimously will get an incentive amount ranging from Rs 50,000 to Rs. 11 lakh as a reward for the development of the village from the Haryana Government.

        Mayor Smt. Renu Bala Gupta, Deputy Commissioner, Sh. Anish Yadav, Superintendent of Police, Sh. Ganga Ram Punia and CEO, Zilla Parishad, Sh. Gaurav Kumar remained present on this occasion.

Haryana to start scheme for conducting health checkup of every citizen, says Chief Minister

Haryana Chief Minister, Sh. Manohar Lal said that the health check-up of every citizen of the state must be done at least once a year. A scheme has been formulated for this. President of India, Smt. Droupadi Murmu will formally launch this unique scheme called Mukhyamantri Parivar Swasthya Parikshan scheme during her visit to Kurukshetra on November 29, said Sh. Manohar Lal while interacting with media persons at Haryana Bhavan in Delhi on Saturday.

        The Chief Minister said that a health check-up of every citizen must be done once a year to ensure timely diagnosis of any health ailment and the person can also get timely treatment. He said that this scheme in Haryana is also unique in itself and has not yet been implemented in any other State in the country.

        Speaking about the implementation of the said scheme, the Chief Minister said that in the first phase, the State Government will start this scheme from Antyodaya families having annual incomes up to Rs 1.80 lakh. In the first phase, the health checkup of the members of such families will be done and after that, in the next phase, all the other sections will be covered by making this scheme universal.

Suggestions are given to the Union Finance Minister in the pre-budget consultation meeting

        Responding to a question about the pre-Budget meeting held with the Union Finance Minister, the Chief Minister lauded Union Finance Minister, Smt. Nirmala Sitharaman for continuing the old practice of taking suggestions from the Finance Ministers of all the states before the budget like every year.

        Sh. Manohar Lal said that Haryana has also given many suggestions in that meeting considering the development of the state.

Haryana will create three dedicated funds, If the centre creates the same it will be better

        The Chief Minister said that Haryana is in the third position in the country in terms of Ease of Doing Business and along with that, the State is now vastly moving towards Ease of Living. For this, the State Government proposes to create 3 dedicated funds and the Center should also create these funds. First, Climate and Sustainable Development Fund to achieve green development objectives, Second, the Establishment of a Research and Innovation Fund to encourage scientific activity and scholarship in universities, other educational institutions and economic entrepreneurs in the public and private sectors and third, venture capital fund to promote entrepreneurship and help youth to set up startups by providing financial support as well as exposure to the developing market.  Whenever the State needs it, it can take money from that fund.

         Out of the capital provision of Rs 1 lakh crore made under this fund last year, it was said to give interest-free funds for 50 years.  Out of that, Haryana also got Rs 874 crore, which we have invested in the Haryana Orbital Rail Corridor. Even on this, Haryana has said that this amount should be increased and the scheme should be continued, said Sh. Manohar Lal.

The land of failed CPSUs should be given to the states

        The Chief Minister said that the land of those CPSUs which have failed and are located in different states, an amount of that land should be fixed and given to the state governments so that that land can be put to good use. For example, the land of HMT, Pinjore, IDPL and HIL in Gurugram have been demanded. If Haryana gets that land, then we can do development work on the same, added Sh. Manohar Lal.

Demand raised before the Centre to increase the supply of CNG-PNG to reduce pollution in NCR

The Chief Minister shared that subsidies is being given to the industrial units of NCR region to make a shift from coal to natural gas, CNG, and PNG. Giving 50 percent of VAT on natural gas, 30 percent grant is also given on capital investment. The Central Government should also cooperate in this so that we can reduce pollution in the NCR region. Along with this, demand has also been made to increase the supply of CNG and PNG.

Paddy area decreased by one lakh acres, Rs. 700 crore incentive was given to farmers for sowing other crops

        He informed that the ‘Mera Pani – Meri Virasat’ scheme is being implemented in Haryana to save water. Rs 700 crore has been spent on this scheme last year. Under the scheme, Rs 7000 per acre is given to the farmers who do not sow paddy, so an amount of Rs 700 crore has been spent on that because one lakh acres area of paddy has been reduced in the state and other alternative crops have been grown. The central government should cooperate to take the benefits of these schemes to the masses.

        He said that the next year is the ‘millet year’, especially since millet is available here and the MSP of millet has been declared, but due to the low market rate, we have included it in Bhavantar Bharpayee Yojana, under which about 700 crores will be distributed in 2 years. Rs.  In this too, cooperation has been sought from the Central Government.

Talks are going on with MBBS students, the issue is likely to be resolved very soon, says Chief Minister

 Haryana Chief Minister, Sh. Manohar Lal said that doubts of medical students regarding bond policy are being cleared.  Senior officers are holding continuous talks with doctors and medical students and he is hopeful that the issue would likely to be resolved soon said Sh. Manohar Lal while interacting with media representatives at Haryana Bhavan in New Delhi today.

        Responding to a question regarding the ongoing agitation of medical students, the Chief Minister said that many things related to the bond policy were explained to the students on Friday. Senior officers and administrative officers of medical education are holding regular talks with these students.  He clarified that the bond policy does not mean to harass the family of any doctor or poor family. This bond policy will apply only to a person who wishes to join the private sector instead of the government, said the Chief Minister.

        He said that out of the total bond amount of Rs. 40 lakh, Rs 3.5 lakh which the MBBS student has paid in the 4 years will be excluded from that amount. Interest is also not being charged from them. The transaction in this regard after the completion of the degree will be done only with the bank concerned, said Sh. Manohar Lal.

The Chief Minister said that if a private practitioner wishes to repay early, he can do the same anytime as there is no set time limit for the same.

        He said that this bond policy has been implemented to encourage MBBS students for choosing government service to discharge their duties after completing their medical studies in government medical colleges.

Haryana State Legal Services Authority celebrates ‘Constitution Day’

 Haryana State Legal Services Authority today celebrated ‘Constitution Day’ by undertaking and launching a series of projects to mark the values and significance of the Day. 

        On this occasion, Haryana State Legal Services Authority has launched a unique kind of campaign i.e. ‘Special Signature Drive’ starting from November 26 to December 2, 2022 across the State of Haryana. It was launched by  Mr. Justice Augustine George Masih, Judge, Punjab & Haryana High Court and Executive Chairman, Haryana State Legal Services Authority with an aim to make citizens aware about the noble ideas contained in the Constitution of India. 

        Key features of the campaign include each district shall circulate the signature drive sheets to schools, colleges and other educational institutions, government offices, courts, secretariat and other govt. Agencies. The signature drive sheets shall be provided by HALSA, maximum signatures shall be obtained as a token of understanding the noble ideas and philosophy of the Indian Constitution and each signatory shall sign under the drive while and after understanding the complete concept of the drive.  Meanwhile on December, 3 the complete information shall be shared by DLSA with HALSA.

        With an aim to associate the citizens in celebration of Constitution Day to create awareness about the importance of the Indian Constitution and their legal rights enshrined therein, today  Mr. Justice Augustine George Masih has flagged off a CYCLOTHON from the Administrative Building of Haryana State Legal Services Authority, Plot No.9, Sector-14, Panchkula.  More than 150 persons have participated in the CYCLOTHON including Panel Advocates, Para Legal Volunteers, School students of Law College and schools.  Sh. Subhas Mehla, District & Sessions Judge, Member Secretary, Haryana State Legal Services Authority, Sh. Harbir Singh Dahiya, District & Sessions Judge, Panchkula, Dr. Kavita Kamboj, Joint Member Secretary, HALSA and other Judicial Officers of Sessions Division, Panchkula were present there.  

        That apart, in the presence of  Mr. Justice Augustine George Masih, Judge, Punjab & Haryana High Court and Executive Chairman, Haryana State Legal Services Authority, PREAMBLE reading in English and Hindi was done by all the participants present there.

HWRA Chairperson reviews the Districts Water Resources Plan 2022-25

Haryana Water Resources Authority (HWRA), Chairperson, Smt. Keshni Anand Arora held the virtual meeting with the Deputy Commissioners of Ambala, Bhiwani, Karnal, Kurukshetra, Sonipat and Yamunanagar to review the Districts Water Resources Plan 2022-25 being prepared by all the 22 districts of the State.

        The district plans are being prepared with a collaborative interdepartmental approach with the technical guidance and support of the Authority. The plans are focused on the optimal use of water, groundwater recharge, surface water augmentation as well as enhanced use of Treated Waste Water.

        The Deputy Commissioners presented their respective district water gap, water availability challenges and corresponding action plan to reduce the water gap in water-depleted areas as well as reclaim waterlogged and saline-affected areas by 45 percent in the next three years (10 percent in 1st year, 15 percent in 2nd year, and 20 percent in 3rd year) were discussed and reviewed in great detail.

        Smt. Keshni Anand Arora said that these plans have highlighted the specific water issues of each block which would help them in devising precise interventions which are needed to address the water problems. She highlighted that based on the District plans, the State Water Plan is being prepared for consideration and approval. This is the first of its kind initiative in the entire country where an integrated block-level water planning and strategy is being formulated.

        Smt. Arora emphasized that there is a need to innovate solutions that are smarter, less expensive, more robust, and ecologically conscious. She encouraged the districts to think of innovative projects which the Authority would be happy to provide funds for.

        Additional Chief Secretary, Development and Panchayats Department, Sh. Anil Malik apprised that there are about 19000 ponds mapped in the entire state by the Haryana Pond Authority. However, not all of them are clean and good for any use. Pond rejuvenation presents great potential for the storage of water as well recharge of aquifers. This must be considered in the action plan of the districts. Sh. D Suresh, PS Fisheries, suggested promoting shrimp and other saline fisheries cultivation in the areas affected by salinity and gave his full support in implementing such projects.

        Principal Secretary to Chief Minister, Sh. V. Umashankar appreciated the efforts in putting together a comprehensive and integrated water plan. He said that the action plans should be well thought out, implementable as well as monitorable.

        Sh. Pankaj Aggarwal, Commissioner, Irrigation and Water Resources Department directed the Deputy Commissioners to propose and include innovative projects for water conservation in the upcoming Haryana Drought Relief and Flood Control Board Meeting to be held under the chairmanship of the Chief Minister.

        It was proposed that introduction of Conservation Tillage in Agriculture could be an important water-saving activity for the State. Director of Agriculture, Sh. Hardeep Singh agreed to promote this activity by introducing a new scheme on incentivizing the farmers to adopt the same.

AAP has no right to object if Haryana is constructing a separate Assembly Building, says Chief Minister

 Haryana Chief Minister, Sh. Manohar Lal while coming down heavily on the Aam Aadmi Party for raising objections over Haryana’s initiative of constructing a separate Assembly building in Chandigarh said that, instead of creating hue and cry over this, the Punjab government should focus on its own work.

         “We are not taking land in Chandigarh for free, if we are taking 10 acres of land for the construction of the assembly building, then we are also giving the adjacent equal land to Chandigarh. There is no problem in this and it is for the Chandigarh administration to decide,” said Sh. Manohar Lal.

        He said that the building of the present Vidhan Sabha is divided between Haryana and Punjab and that divided portion will also remain with us. Since this Vidhan Sabha building is small and there is a possibility of an increase in the number of Vidhan Sabha members in the coming time after the delimitation in 2026, therefore the need for constructing a new building is justified, said Sh. Manohar Lal while interacting with media at Haryana Bhavan in Delhi on Saturday.

        Responding to a question, Chief Minister said that Haryana is far ahead of Delhi in terms of providing facilities, which is why the Aam Aadmi Party is fighting for its survival in Haryana. In the recently held Adampur by-election, the AAP party got only 3700 votes out of a total of 1.5 lakh votes and this party dreams of forming the government.

        He said that the party which always believed in giving freebies somehow succeeded in forming the government in one or two states, but when they tried to play the same freebies in Varanasi, Uttarakhand, Himachal Pradesh, Haryana, people have shown them the door. In Gujarat too, they will return back empty hands, added Sh. Manohar Lal.

        The Chief Minister while mentioning the scams of the Aam Aadmi Party in Delhi including a classroom scam, in which they embezzled Rs.1300 crores,  said that the party is linked with anti-social elements. He said that the Aam Aadmi Party’s Delhi government is running 1075 schools, while MCD is running more than 1100 schools.

        Sh. Manohar Lal said that AAP blame the farmers for the pollution in Delhi, while they bought medicines worth Rs 40,000 and spent Rs 11 lakhs on its distribution so that the farmers do not burn the stubble. Not only this,  Rs. 14 crore was spent on the advertisement of these medicines and interestingly only 350 farmers availed the benefits of these medicines.

        Sh. Manohar Lal said the AAP government might have remained successful in fooling the Centre by misusing GST money, but not every time one can fool the government or people.

Counting of votes for the election of Panchayat Samitis and Zilla Parishad members will be done at the block level in the state, all preparations have been completed: Dhanpat Singh

 State Election Commissioner, Sh. Dhanpat Singh said that all the necessary arrangements have been completed at the block level for the smooth counting of votes of members of all 143 Panchayat Samitis and 22 Zilla Parishads.          Necessary directions have been given to all the officials involved in the counting of votes. If for any reason, any fault is found in any EVM, then the engineers of Bharat Electronics Limited and Electronic Corporation of India Limited will be present to deal with such a situation, said Sh. Dhanpat Singh.        He said that on November 22, the elections of all the 143 Panchayat Samitis and 22 Zilla Parishads of all the three phases of the state has been completed and on November 25, the elections of panchs and sarpanchs of all gram panchayats were completed.          While the counting of votes for the elections of Panchs and Sarpanchs had been completed at the booth level immediately after the polling and the results have also been declared simultaneously. On the other hand, for the election of members of all 143 Panchayat Samitis and 22 Zilla Parishads, the counting of votes will begin on November 27 from 8 am, shared  Sh. Dhanpat Singh.        He said that an arrangement of a maximum of  14 and a minimum of 10 counting tables has been made at each counting centre for the counting assistants, and counting supervisors. Police and General Observers will closely monitor the entire counting process. Adequate training has already been given to the officers and employees engaged in counting votes, he added.         Sh.  Dhanpat Singh said that videography will also be done at all the counting centres to ensure complete transparency before the candidates and the general public. Extensive police force deployed to maintain law and order        Sh. Dhanpat Singh said that elaborate arrangements have been made by the Haryana Police for the counting of votes for the elections of Panchayat Samitis and Zilla Parishad members. A sufficient number of police personnel will be deployed at every counting centre.  Police have been put on high alert mode to deal with any untoward incident.        Furthermore, special passes have been issued to people going inside the counting centre. Police observers will also keep a close watch on the counting centres in each district, added Sh. F&CC approves appointment of CSIR – NEERI for the project of Integrated Solid Waste Management Processing Facility at Chandigarh

The Finance and Contract committee of Municipal Corporation Chandigarh has decided to appoint of CSIR – National Environment Engineering Research Institution (NEERI) – Nagpur as Consultant for the project “Integrated Solid Waste Management Processing Facility at Chandigarh”. Yakult announces commissioning of solar plant in Hr

Yakult Danone India on Friday announced the successful commissioning of the group’s first ever global solar plant installed at its state-of-the-art manufacturing facility in Rai industrial area near here. The Solar project is developed by SunSource Energy. The project incorporated innovative engineering to maximize the on-site solar capacity and is a unique combination of rooftop, ground mounted, and carport solar solutions. It will cater to up to 25% of the plant’s energy requirement and is expected to generate approximately 8.8 lakh kWh of clean energy annually. It will offset 810 tonnes of CO2 emission every year.
