CHIEF SECRETARY GIVES GREEN SIGNAL TO UPGRADE LARGE FORMAT FILM THEATRE IN THE PUSHPA GUJRAL SCIENCE CITY, KAPURTHALA

    Taking forward the vision of Punjab Chief Minister Bhagwant Mann to nurture science, technology and innovation in the State, Punjab Chief Secretary Vijay Kumar Janjua today gave green signal to upgrade Large Format Film Theatre in the Pushpa Gujral Science City, Kapurthala.          A decision to this effect was taken in a meeting of Governing body of science city held under the chairmanship of Chief Secretary here today.          The Chief Secretary gave a go ahead for upgradation of Large Format Film Theatre from the existing system to high resolution full dome digital immersive projection system. He said that the Pushpa Gujral Science City (PGSC) has been entrusted with the responsibility to spearhead Mission Popular Science. Janjua said that Governing Body has approved the procurement of a new 3D film “Dino Safari” which will soon be launched for benefit of general public and students.          He further said that the State Government had sanctioned Rs.5 Cr. during the current Financial Year out of which Rs.4 Cr. has already been released for visit of Government School students.          Secretary Science Technology and Environment Rahul Tewari informed that Science City has been organizing interactive student based activities every alternate day. Director General Science City Dr Neelima Jerath Informed the meeting that in the last seven months (1st April to 31st October 2022) total 1,54,110 visitors have visited the Science City, out of which 93,373 were students and 60,747 were other visitors.          The officers of STE appraised the CS that they were also working at a proposal of making another science city in mohali and a science centre in faridkot and CS directed them to process these cases expeditiously so that liking for science and a scientific temper could be built in the people of Punjab.

The Punjab government under the leadership of Chief Minister Bhagwant Mann is striving to provide basic facilities to every section of the state.  Taking a step in this direction, Bathinda Corporation has taken an exclusive initiative to build the first special public toilet for transgenders.

          Giving more information Punjab Local Government Minister Dr.Inderbir Singh Nijjar said that a toilet for transgenders has been constructed in an area of 90 square feet near the Bathinda bus stand.

          The Cabinet Minister said that in this toilet, provision has also been made to provide toilet facilities for physically challenged persons . He said that this facility will also be arranged soon in other cities.

          Cabinet Minister Dr. Inderbir Singh Nijjar said that according to his instructions Municipal Councillor Santosh Mahant (Ward no. 38) has inaugurated the toilet for transgenders, which has built by Municipal Corporation Bathinda. He also said that facility of this toilet has started

Haryana officers asked to implement Govt’s pro-people policies and programs with a fixed target and within stipulated time frame.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala, today directed the officers to implement the government’s pro-people policies and programs with a fixed target and within stipulated time frame.He said this during a meeting on road safety at the Public Works  Department Rest House, Jind,.He further gave directions to execute the announced development projects in a high-quality manner and in accordance with all necessary norms so that the people get the benefit of the schemes.He stated that no one should encounter a deadly accident on the road due to any department or officer negligence. On the issue of stray cattle roaming on the National Highway, the Deputy Chief Minister strictly directed to ensure railing on the National Highway. He also asked to increase patrolling on the road.While directing the officers of the Forest Department, the Deputy Chief Minister said that the trees inclining towards the highway should be strictly checked and necessary action should be taken in this regard as this creates visibility issues on highways. He directed the officers of the Public Works Department to fix all of the main roads and repair the potholes. He also directed the NHAI officers that there should not be any kind of stone or obstruction on the National Highway which may cause road accidents. For this, continuous monitoring should be done on the highway.He further directed to install reflectors on sharp turns on the railway underbridge before the fog begins.

BJP has not established any new power plant in 8 years: Hooda

Former Chief Minister and Leader of Opposition Bhupinder Singh Hooda said that in 8 years BJP and BJP-JJP government did not set up any new power plant in the state. He said the government, which is making tall claims regarding the availability of electricity, should tell for what it wants to take credit for without starting a single unit. In the last 8 years, the present government did not increase power generation even by 1 MW in the state. 

Hooda said the Congress made Haryana a power surplus state, but the BJP government is only trying to loot the credit for the work done by others. “The current government is responsible for reducing Haryana’s power productivity and availability, stalling power plants, and giving costly electricity shocks to the common people,” he said.  

“Under the nose of the BJP-JJP government, there was sometimes a scam in changing electricity meters, sometimes in buying electricity meters. The government has not done any new work except by increasing the electricity rate, sometimes by buying expensive electricity from private companies, and sometimes by cutting the pockets of the general public in the name of fines and unnecessary bills,” he added.

He said that in 2005, when the Congress government was formed in the state, the power system was badly damaged and the power generation capacity of Haryana was only 1550 MW. “In 10 years, Rajiv Gandhi Thermal Power at Khedar (Hisar) – 1200 MW, Indira Gandhi Super Thermal Power at Jhajjar – 1500 MW, Mahatma Gandhi Super Thermal Power at Jhajjar – 1320 MW, Deenbandhu Chhoturam Thermal Power Yamunanagar – 600 MW, Panipat Thermal Power Stage 6 – 250 MW power plant to were set up,” he said, counting the progress made in power generation.

“Apart from this, work was started by getting the first 2800 MW nuclear power plant approved in village Gorakhpur of Fatehabad under the Indo-US nuclear agreement. The power generation (availability) in Haryana had reached 12,740 MW during the Congress tenure itself. Today there is not even that much power availability as we had left in 2014,” he commented. 

“Not only this, the work of approving another power plant of 660 units in Yamunanagar was also done during the Congress government, but for the last 8 years the BJP government kept this project hanging. By comprehensively improving the availability of electricity in the state, we made the state power surplus and we also became the state providing the cheapest electricity in the country. The Chief Minister himself accepted this fact by going to other states,” he said.

“Not only this, our government has never increased the rates of electricity in 10 years; on the contrary, it has reduced the rates of electricity for the farmers. When the Congress government was formed in 2005, the total budget of the state was ₹ 2200 crore. Out of that, the historic step of waiving electricity bill of Rs 1600 crore was done by the Congress government,” he stated.

“In Haryana, 5 new power plants were set up, wires of all old lines were changed, new transformers were installed. Whereas, by following the policy of buying expensive electricity from private companies, the BJP government has given inflationary shocks one after the other to the common people. It was the Congress government that started providing the cheapest 10 paise per unit electricity to the farmers in the country and during the Congress tenure, we had given tubewell connections to 2 lakh farmers. BJP and BJP JJP have not done any such work of public interest till date in their entire tenure,” he added.

Hooda said the government is unable to run the power plants built by the Congress government, let alone setting up any new power plant or increasing the power generation capacity in the state. As a result of reducing the generation capacity of government power plants and increasing dependence on private companies, he said the power availability growth rate in Haryana has come down from 10% to just 2%. 

“This is the reason that the people of the state have to face frequent power cuts along with expensive electricity during the BJP government. People have not forgotten the disastrous and unbearable power cuts last summer. Last summer, the total power availability had reduced to just 6,000 MW. Taking advantage of the power crisis, the private company had also charged arbitrary rates from the government. Even the Adani Group broke the agreement with the government and sold electricity to Haryana at an expensive rate per unit and earned profit,” he said.

JALANDHAR DEVELOPMENT AUTHORITY STARTS E-AUCTION OF COMMERCIAL AND RESIDENTIAL PROPERTIES

Jalandhar Development Authority (JDA) has started the e-auction of commercial, residential properties and a chunk site situated in various cities falling under its jurisdiction. The e-auction has been started and will conclude on December 7, 2022 at 1.00 PM.Giving details an official spokesperson of Housing & Urban Development Department revealed that properties offered in the e-auction include 62 commercial sites (36 SCO/SCF/SCS & 26 Booths/ Convenient Booths/Strip Booths) and 54 residential plots. These properties are situated at different locations in Jalandhar, Mukerian, Kapurthala & Sultanpur Lodhi. A chunk site situated at Gandhi Vanita Ashram Site, Kapurthala Road, Jalandhar having reserve price of Rs. 14.22 crore is also being offered in the e-auction, he added.In the last e-auction held in the month of October this year, JDA had successfully auctioned properties amounting approximately to Rs. 19 crores, stated the spokesperson.He informed that Bidders will have to register themselves on the e-auction portal www.puda.e-auctions.in for participating in the bidding process. The terms & conditions of the e-auction are also available on this portal. Possession of the auctioned sites shall be handed over to the successful bidders within 90 days from the issuance of allotment letter. Details pertaining to the properties including reserve price, nature, location plans, payment and other terms & conditions could be seen on the e-auction portal, he added. 

TWO ASSOCIATES OF GANGSTER RAJAN BHATTI HELD FROM BATHINDA; TWO ILLEGAL WEAPONS RECOVERED

As part of the ongoing drive against anti-social elements launched on the directions of Chief Minister Bhagwant Mann, Punjab Police arrested two associates of Gangster Rajan Bhatti, during a raid at Sushant City in Bathinda. Bhatti, a resident of of village Mustafabad Jatta in Gurdaspur, is close-aide of Canada-based terrorist Lakhbir Singh alias Landa.

Those arrested have been identified as Harjasneet Singh (32) of village Kot Shamir in Bathinda and Kamaljeet Singh (26) of village Gulabgarh of Bathinda. The police have also recovered two illegal weapons including .315 bore rifle and .30 bore star make pistol along with ammunition from their possession.

Divulging details, AIG SSOC SAS  Ashwani Kapur said that during investigation in a case registered against Lakhbir Landa for disturbing peace and harmony in the state, an accused Rajan Bhatti was found to be in direct contact with Lakhbir Landa and carrying out illegal activities on his behest.

An FIR No. 06 dated 23/08/2022, was registered under sections 153, 153-A, 120-B of the Indian Penal Code (IPC) and section 25 of the Arms Act against Lakhbir Singh Landa and his other associates at Police Station SSOC SAS Nagar.

AIG Ashwani Kapur said that accused Rajan Bhatti, who has a notorious past and facing criminal cases including attempt to murder, under NDPS Act and Arms Act in Chandigarh and Punjab, has been on the surveillance of SSOC Police teams and his premises have been raided repeatedly. He said that Bhatti assists Landa in Narcotics Smuggling and weapon supply.

On Wednesday, a police party raided Sushant City at Bathinda from where two associates of Rajan Bhatti were apprehended along with two illegal weapons, said the AIG, while adding that  both the accused were arrested for harbouring Rajan Bhatti and possessing illegal weapons.

Meanwhile, AIG Ashwani Kapur said that Police teams are on manhunt to arrest Rajan Bhatti and soon he will be behind the bars.

Nexus Elante hosts four-day Korea Fair

Nexus Elante Mall is hosting a 4-day Korea Fair to showcase the culture of Korea to its patrons. The mall has collaborated with the Embassy of the Republic of Korea and Korea Trade Investment Promotion Agency (KOTRA) to offer unique experience to the visitors from 24th to 27th November. The exhibition has been organized in the main atrium at the mall. The exhibition was inaugurated by Korean Ambassador to India, Chang Jae-Bok along with Korean delegation.

 Over 16 companies with more than 50 brands have displayed a variety of products at the event which attracted shoppers of all ages. The products include jewellery, cosmetics, stationary, clothes, beauty products, snacks,  and  electronic products like water purifiers etc.

 Special performance by K-pop and a few Taekwondo performers were the main attractions at the inauguration of the exhibition here today.

Haryana Government to grant separate 3 percent quota in Group C posts to Outstanding Sports Persons of the state

Haryana Government on reconsideration, has decided to grant a separate quota of 3% to Outstanding Sports Persons (OSP) and Eligible Sports Persons (ESP) (3% of total Group C posts advertised by the Haryana Staff Selection Commission in any given year).

Sharing information in this regard, the Chief Secretary, Sh. Sanjeev Kaushal said that the Department of Sports and Youth Affairs shall create a separate quota for this purpose and send a requisition to Haryana Staff Selection Commission for a separate recruitment drive for eligible OSP and ESP to the tune of 3 percent of total Group C posts advertised by the Haryana Staff Selection Commission in any given year. These quota posts will exist within selected few departments, namely Home Department, Department of Sports and Youth Affairs, School Education Department and Elementary Education Department. Thus, while the calculation of the number of such posts will be as 3 percent of total Group C posts advertised by the Haryana Staff Selection Commission, these posts will be advertised for only the selected few departments mentioned above, he added.

He further said that within this separate quota (3percent of Group C posts advertised by H.S.S.C in a given year) for OSP and ESP, first preference will be given to Outstanding Sports Persons appointed to Group C posts under the Notification of Haryana Government, Department of Sports and Youth Affairs on dated February 26, 2021 namely, the Haryana Outstanding Sportspersons (Group A, B, C) Service Rules, 2021.

Divulging details, he said that once the candidates appointed to Group C posts under Haryana Outstanding Sportspersons (Group A, B, C) Service Rules, 2021 have been accounted for the remaining posts in this separate quota (3% of Group C posts advertised by H.S.S.C in a given year), the Department of Sports and Youth Affairs shall create a separate roster register for these posts as per the existing directions of Haryana Government at the time, and also send a requisition to Haryana Staff Selection Commission to be advertised separately by a selection process in which only OSP and ESP candidates will be allowed to apply, he added.

The Chief Secretary said that for the purpose of these instructions, “ESP” means a sports person who has obtained a Sports Gradation Certificate of Grade ‘C’ or above under the Sports and Youth Affairs Department. Similarly, “OSP” means a person who has obtained a Sports Gradation Certificate for appointment to Group ‘C’ post or above under the Sports and Youth Affairs Department.

Haryana government making all-out efforts to promote natural farming

Haryana Chief Secretary, Sh. Sanjeev Kaushal said that with several schemes running under the leadership of Haryana Chief Minister, Sh. Manohar Lal, the state government is making all-out efforts to promote natural farming and encourage more farmers towards it; the result of which is the farmers are now moving towards natural farming from chemical farming.

Directing the officials during a review meeting on natural farming here today, the Chief Secretary said that from time-to-time information is being received about the positive results of natural farming; but so far scientific research papers are not available anywhere on natural farming.

“Haryana will have to take steps in this direction and prepare a scientific research paper on natural farming, in which detailed information about the complete process, time period and results of this method will be available. This work should be implemented soon after taking it up with the vice-chancellor and research director of Chaudhary Charan Singh Haryana Agricultural University,” said Sh. Kaushal.

Two training centres currently running, three more to come up for natural farming

The Chief Secretary said that natural farming is slowly becoming the need of the hour and with less agricultural input and less cost; the farmers can increase organic production and can also increase their income with this method. He said that the objective of natural farming is to promote chemical-free agriculture, climate-friendly farming in accordance with nature and to establish this method as a sustainable livelihood by reducing environmental and climate pollution.

“For this, the farmers are also being made aware and trained by the state government. At present training is being imparted at two centres – Gurukul, Kurukshetra and Gharaunda, Karnal. Apart from this, three more training centres will soon be set up at Chaudhary Charan Singh Haryana Agricultural University, Hisar, Hameti, Jind and Mangiana, Sirsa, respectively,” he added.

Sh. Kaushal further said that the basic objective of natural farming is to change the food habits and for this; the concept of ‘food as medicine’ has to be adopted, for which natural farming is the only way out. He said that to make the farmers aware about this, natural farming will be done in a demonstration field in every block. So far, such demonstration farms have been prepared in five districts.

Emphasis on training and awareness in first phase for natural farming

It was stated in the meeting that to promote natural farming, the state government had launched a portal in April, 2022, on which farmers willing to adopt natural farming can register themselves. In the first phase for natural farming, more emphasis is being given by the government on training and awareness, so that the farmers can understand this method better.

So far, 2,992 farmers have registered themselves on this portal and 1,201 farmers have given their consent to do natural farming during Rabi season. Apart from this, 3,600 soil samples have also been collected and so far, 405 assistant technical managers (ATMs) and block technical managers (BTMs) with 119 progressive farmers have been trained for natural farming; who will work as master trainers to train other farmers. Not only this, 151 youths have also been trained in this farming method.

Haryana’s new initiative

To promote natural farming in the state, a subsidy of Rs 25,000 is being given on the purchase of an indigenous cow and an assistance of Rs 3,000 is being provided to the farmers for the purchase of 4 drums to prepare Jeevamrut solution. Haryana is the first state in the country to launch such initiatives and not only this, a plan has also been prepared to ensure that natural farming products are packed directly from the farmer’s fields; to prevent any doubt of genuineness of the product for the customers.

Additional Chief Secretary, Agriculture and Farmers Welfare, Smt. Sumita Misra, Director General, Agriculture Department, Sh. Hardeep Singh and other officials were present during the meeting.

President to launch Mukhyamantri Swasthya Sarvekshan Yojana on November 29 in Kurukshetra: Chief Minister

Haryana Chief Minister Sh Manohar Lal  said that on November 29, the President, Smt. Droupadi Murmu will give another health gift to the people of Haryana as she will launch Mukhyamantri Swasthya Survekshan Yojana in Kurukshetra under which a health survey of more than 1.60 crore Antyodaya persons of the state will be done. “The data of health services, being provided to 1.8 crore people, is available under the e-treatment scheme. Universal portal of e-Upchar will be developed to collect health data of all such people,” said the chief minister while presiding over the review meeting of CHIRAYU Haryana Yojana and Mukhyamantri Swasthya Sarvekshan Yojana implemented by the Health Department held here today. The Chief Minister said that the work of making the CHIRAYU Haryana Yojana cards should be done at a fast pace so that people can avail the scheme benefits as soon as possible.  On December 5, the distribution of 10 lakh golden cards to be given under this scheme should be ensured at the village and ward level, directed Sh. Manohar Lal. 28 lakh families to get scheme benefitsThe Chief Minister said that under CHIRAYU Yojana, about 28 lakh Antyodaya families of the state should be ensured the health benefits at the earliest. No laxity will be tolerated in this work. Under this scheme health benefits of Rs 5 lakh would be provided to each family. The government is committed to providing health benefits to these beneficiaries, he said. Set up Call centres at the village levelThe Chief Minister said that for the convenience of the general public, call centres should be set up at the village level so that any queries related to this scheme can be resolved easily. Registration for CHIRAYU Yojana and health cards are being made free of cost. No fee is being charged by the government for this, but complaints are being received regarding the charging of some fee for making these cards, therefore the officers concerned should take immediate cognizance of such complaints and take strict action against people doing so, said Sh. Manohar Lal.Health infrastructure will be further strengthened in Haryana The chief minister  said that health infrastructure will be further strengthened in government medical centres across the State. All necessary formalities are being completed for this. Along with appointing doctors, laboratories, and specialists in civil hospitals, work should be done expeditiously towards providing ICU facilities, directed the Chief Minister. CHIRAYU scheme should be evaluated smoothly The Chief Minister said that a Third Party Administrator should be involved in the evaluation of the CHIRAYU from time to time and share the actual report with the government.  The finalization of this Third Party Administrator should be done in the coming week.Chief Principal Secretary to Chief Minister, Sh.
