Haryana Government notifies the scheduled time limit of eight more services of ULB under RTS Act, 2014

Haryana Government has notified the scheduled time limit of eight more services of Urban Local Bodies Department provided to the citizens under Right to Service Act, 2014.

Sharing information in this regard, Haryana Chief Secretary Sh. Sanjeev Kaushal said that sanction of building plans in original municipal limits, Town planning schemes, Improvement Trust schemes, Rehabilitation schemes, regularized colonies and notified colonies for all plot size and other uses (except institutional and Commercial use/sites of 1000 sq meters or more) having no composition offence will be approved within the time frame of 20 days from the receipt of complete documents.  Similarly, Sanction of building plans in the original municipal limits for commercial/institutional uses for the sites 1000 sq meters to 5000 sq meters will be approved within the time frame of 60 days from the receipt of complete documents.

Divulging the details, Sh. Kaushal further said that Sanction of building plans in the original municipal limits for commercial/ institutional uses for the sites 5000 sq meters and above will be approved within the time frame of 60 days from the receipt of complete documents. Similarly, sanction of building plans (CLU granted sites upto 5 acres in Municipal Corporation Gurugram and Faridabad) having no composition of offence will be approved within the time frame of 20 days.

Sh. Kaushal further said that sanction of building 20 plans (CLU granted sites, except sites upto 5 acres in Municipal Corporation Gurugram and Faridabad) having no composition of offence will be approved within 20 days.

Similarly, change of land use permission for the units situated within controlled areas of the State within the Final Published Development Plan of the Controlled Area and confirming zone will be approved within 60 days from the receipt of complete documents.

Sharing further details, he further said that Issuance of permission granting of advertisement rights Haryana Municipal Corporation advertisement under Byelaws, 2018 and Haryana Municipal advertisement Byelaws, 2019 will be approved within 60 days. Similarly, the work of repairing potholes of roads will be completed in 5 days.

Oral Cancer Screening by Health Workers is the key to mitigate high oral cancer burden in India!

India reported 72,616 deaths from oral cancer in the Indian population and an incidence of 1,99,992 cases in 2018. Such a huge burden is catastrophic to both the society as well as the health system. Thankfully, the Government of India has a comprehensive plan of National Program on Prevention of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) to promote screening for emerging NCDs including oral cancer.

Post Graduate Institute of Medical Education and Research (PGIMER), Chandigarh Tata Memorial Centre (TMC) are running Population Based Cancer Registry (PBCR), in partnership with Chandigarh Administration and Govt of Punjab since 2013.

As per the statistics of PBCR, Chandigarh and Mohali have reported 5.2-5.5% of males and 0.6-1.6% of females are suffering from oral cancer among all cancer cases. Most of the cases are attributed to tobacco use, a modifiable risk factor of oral cancer. The registry has helped in knowing the pattern, trends as well as prevention and control measures for cancer in different regions of India.

The national dissemination meeting and workshop was conducted in Guest House, UT Chandigarh today to discuss global, regional and national initiatives and strategies towards oral cancer prevention and role of health workers in oral cancer screening.

The meeting included sessions on key initiatives on oral cancer prevention and control under National Oral Health Program as well asKey initiatives of Oral Cancer in Chandigarh and Punjab and Study Findings of Feasibility of Training Community Health Workers in the Detection of Oral Cancer. Dr. Andre Carvalho, Scientist, Early Detection Prevention, and Infections, International Agency for Research on Cancer, World Health Organization, Lyon shared Global-IARC perspective on oral cancer screening and prevention.

Dr. Suman Singh, DHS, UT Chandigarh; Prof. Rakesh Sehgal, Dean (Academics), PGIMER, Chandigarh; Dr. L. Swasticharan, Additional Deputy Director General, Directorate of Health Services, Government of India; Prof. Jasbinder Kaur, Director Principal, Government Medical College & Hospital, Chandigarh graced the inauguration session.

There was a panel discussion on Roadmap for strengthening Oral Cancer screening. Dr. Swasticharan, Dr Sudarshan Mandal, Deputy Director General, Directorate of Health Services, Government of India; Prof. Ashima Goel, HOD, Oral Health Sciences, PGIMER, Chandigarh; Prof. Paramjit Gill, Head of Division of Health Sciences, Professor of General Practice, Warwick Medical School, University of Warwick UK; Dr. Ashoo Grover, Scientist ‘F’, Indian Council of Medical Research, New Delhi and Dr Rakesh Kapoor, Prof and Head of Radiotherapy, Unit 2, PGIMER, Chandigarh were  the key panelists.

The meeting contributed to strengthening population-based screening of oral cancer under NPCDCS.  

In collaboration with World NCD Federation with University of Warwick (United Kingdom), under the Indo-UK partnership, a video film “Oral Cancer Screening by Health Workers” has been prepared as an outcome of a research project on feasibility of oral cancer screening in India.The film was  released during the national dissemination meeting. The film is available in English and Hindi languages, for widespread acceptance and use.

The meeting was organised by Prof. JS Thakur, Professor of Community Medicine & Coordinator, Family Medicine Program, PGIMER, Chandigarh & President, World NCD Federation and his team. 

Dr Suresh Kumar has been awarded prestigious Dr Tulsi Das Chugh Award 2022 by National Academy of Medical Sciences

Dr Suresh Kumar Angurana, Associate Professor working in the Division of Pediatric Critical Care, Department of Pediatrics, Advanced Pediatric Centre, PGIMER, Chandigarh has been awarded with the prestigious Dr Tulsi Das Chugh Award 2022 by the National Academy of Medical Sciences (NAMS) during the recently concluded 62nd Annual Conference of National Academy of Medical Sciences (India), NAMSCON 2022 held at SMS Medical College, Jaipur. The Award was given by Honourable Speaker Lok Sabha Shri Om Birla Ji in presence of Dr Shiv Kumar Sarin (President NAMS, India) and other dignitaries of the NAMS, India. Dr Suresh Kumar Angurana awarded for his work in the field of role of probiotics in critically ill children with severe sepsis.

MCM holds workshop on Gender Responsive Approach to Climate Change

The Foreign Students Cell and Women Development Cell of Mehr Chand Mahajan DAV College for Women, Chandigarh, organised an online workshop on ‘Gender Responsive Approach to Climate Change’. The eminent resource person, Prof. Namita Gupta from the Department of Human Rights, Panjab University, Chandigarh, lent an exhaustive narrative to the contemporary and sensitive issue of women being the lead victims of climate changes and natural disasters. She highlighted that the burgeoning statistics have been a precursor to the emergence of various environmental movements of India like Bishnoi movement, Chipko movement, Aapiko movement, Silent Valley movement and Narmada Bachao Andolan. Prof. Gupta corroborated her talk with research-based constructs in the domains of agriculture, plantation, mining, household chores, migration, politics, etc., all bearing testimony to the gender-based discrimination in society. She highlighted the significance of equal opportunities to cast a strong influence in the sphere of Land and Property Governance, and the overall polity of the country and the world at large. Around 85 participants were part of this online workshop.
Principal Dr. Nisha Bhargava appreciated the efforts of both the Cells, to have worked in tandem, towards strengthening the awareness about gender inequality, that can serve to translate into a strong foothold of women in the environment projects and policies. She expressed hope that the well- structured event will be an apt move in the desired direction.

Excellence in probe: 4 Haryana cops bestowed with Union HM medal

Four police officers from Haryana were awarded with the Union Home Minister’s Medal for Excellence in Investigation for 2022. The awardees also include one woman police officer.

          Giving the information here today, a Haryana Police spokesperson informed that according to a notification issued by the Union Ministry of Home Affairs, Inspector Basant Kumar, Sub-Inspector Yogesh Kumar, lady Sub-Inspector Suman Devi and Head Constable Gopal Chand were among those who were awarded with the medal.

          The Police officers decorated with prestigious medals had received the honour in recognition of their outstanding contribution in the field of investigation through scientific probes that led to the cracking of cases.

          The medal was constituted in 2018 with the objective to promote high professional standards of investigation of crime and to recognize such ‘Excellence in Investigation’ by investigating officers.

99.94% RURAL HOUSEHOLDS IN PUNJAB GETTING POTABLE PIPED WATER

In a bid to ensure potable piped water supply in all rural households in the state, Punjab Chief Secretary Mr. Vijay Kumar Janjua on Wednesday directed Water Supply and Sanitation Department to cover all the remaining 2230 households in quality affected villages on the priority within this financial year.

          Chairing the 3rd meeting of Apex Committee of State Water and Sanitation Mission (SWSM) at his office, Punjab Civil Secretariat-1, here, the Chief Secretary reviewed the progress of ongoing projects of Water Supply and Sanitation. He directed the concerned officials to ensure 100 per cent coverage  of the rural households with Functional Household Tap Connections (FHTC) at the earliest as Chief Minister S. Bhagwant Mann led Punjab government is committed to provide potable water to each rural household of the state.

          He also directed Rural Development and Water Supply and Sanitation department officials to submit a road map within a week for achievement of targets under Swachh  Bharat Gramin.

          The Chief Secretary was apprised that the state has already covered 99.94 per cent (34.24 lacs out of 34.26 lacs) households with piped water supply. All the remaining 2230 households in quality affected villages will be provided with potable water supply in 2022-23. The department has already ensured 100 per cent saturation of households in terms of piped water supply through FHTCs in 11931 villages, 146 blocks and 20 districts of the state besides ensuring ‘Har Ghar Jal’ certification through special Gram Sabha in 11867 saturated villages, 133 blocks and in 16 districts.

          Discussing the Annual Action Plan 2022-23, the Chief Secretary asked the officials to ensure coverage of remaining households (including aspirational districts Ferozepur and Moga) with piped water supply to ensure Har Ghar Jal status in state, remaining 824 Water Quality affected villages with mitigation measures to ensure availability of potable piped water supply and remaining GP buildings and health centres with piped water supply should be ensured under this plan.

          He also directed to ensure regular testing of water samples through water testing labs and FTK. It was stated that out of reported coverage of households in State, 12.18 lac rural households are having Private sources. The Chief Secretary directed that all these private sources should be tested for chemical and other contaminants. In case of any quality issue, Water Supply and Sanitation department must ensure supply of potable piped water to these households from piped water supply schemes so that quality water is available to every households in State.

          Financial Commissioner Rural Development and Panchayats Mr. K Siva Prasad, Principal Secretary Planning Mr. Vikas Pratap, Principal Secretary Water Supply and Sanitation Mr. DK Tiwari, Secretary Finance Ms. Garima Singh, HoD of DWSS Mr. Vipul Ujwal, Director Information and Public Relations Ms. Sonali Giri, Special Secretary Education Mr Varinder Kumar Sharma and other senior officials were also present in the meeting.

MORE THAN 5 LAKH PEOPLE BENEFITED BY AAM AADMI CLINICS WITHIN 4 MONTHS, PROVING TO BE A BOON FOR PUNJAB

During the last four months more than 5 lakh people have visited Aam the Aadmi Clinics, a unique initiative launched by the Bhagwant Mann government in the field of health care. Revealing this, Punjab Health Minister Chetan Singh Jauramajra said that the Aam Aadmi Clinics across the state have received overwhelming response from the common people and the number of patients visiting the clinics daily has exceeded eight thousand.           Jauramajra said that easy access to health services at the Aam Aadmi clinics has been encouraging the people of every nook and corner of the state to visit these centers. He said that so far 5,35,487 people have undergone health treatment at these clinics, while 69,870 people have undergone various 80406 patients have been treated and 11045 laboratory tests have been done in SAS Nagar till 14 November, while district Ludhiana remained second with the treatment of 65861 patients and 5603 clinical tests. Similarly, district Bathinda bagged the third position with 44223 patients and 5922 clinical tests.          The Health Minister said that as per Punjab Government’s commitment to the people to establish a network of such clinics to ensure free quality health services, 100 clinics (65 in urban areas and 35 in rural areas) have been dedicated to the people so far. He said that soon more such clinics would be established across the state.   Jauramajra further said that this initiative of the Aam Aadmi Party government has brought a revolution in the healthcare sector. He said that 90 percent of the patients were getting treatment facilities through these clinics, which has reduced the number of general OPD patients in the government hospitals. 98 types of medicines and 41 different diagnostic tests were being provided free of cost to the people through these clinics, he added.

PUNJAB GOVERNMENT FULLY COMMITTED TO INCREASING FOREST COVER IN STATE: LAL CHAND KATARUCHAK

 The Punjab Government under the leadership of Chief Minister Bhagwant Mann is fully committed to expand the forest cover in the State which stands proved by the fact that the target with regard to planting 1.20 crore saplings has been completed by the Forest and Wildlife Preservation Department.

 This was disclosed by the Forest and Wildlife Preservation Minister Lal Chand Kataruchak while presiding over a review meeting of the department with the DFOs at the forest complex in Sector-68, Mohali.

 The Minister was apprised that the target for next year has been fixed at 3 crore saplings for which the department would leave no stone unturned. Besides, in comparison to the Rs. 36 crore income of the Punjab Forest Development Corporation pertaining during the previous year, the corporation is richer by Rs. 29 crore during the first 7 months of the present year and is all set to surpass the previous year mark. Also, the training program of the nursery in charges across the State would commence from November 17th at Hoshiarpur with the incharges of nurseries in hilly areas being priority.

 The Minister emphasized implementing various initiatives such as ‘Pavitar Van’(Planting of saplings in 1 or 2 Hectare area), Nanak Bagichi, and Shaheed Bhagat Singh Haryaval Lehar with renewed vigour so as to increase the green cover thus paving the way for a clean and green environment.

 Strongly advocating the development of Sadabrast forest in Ropar and Keshopur Chhamb in Gurdaspur, the Minister batted for providing facilities in these areas to become centres of attraction. Rooting for employees of the department donning uniforms, Mr. Kataruchak said that while on one hand this would accord a new look to the department on the other this would also lead to the increasing self confidence amongst the personnel. Directing the proper upkeep of the planted saplings, the Minister said that tree guards should be set up around them apart from painting them in the departmental colours of yellow and green. He also said that certain areas such as the Phagwara-Chandigarh road must be beautified with saplings of different kind with strict monitoring mechanism in place. The Minister also asked the officers of the department to adopt a tough stance against the illegal mining.

 Among others present on the occasion included the ACS cum Financial Commissioner (Forests and Wildlife Preservation) Raji P. Srivastava, PCCF R.K. Mishra, and APCCF (Admn.) Dharminder Sharma.

MANN GOVERNMENT WILL SPEND RS 5 CRORES FOR THE BEAUTIFICATION OF AMRITSAR CITY; TENDER CALLED: DR. INDERBIR SINGH NIJJAR

   The Punjab government led by Chief Minister Bhagwant Mann will spend Rs 5 crore for the beautification of Amritsar city.  The Department has already started the tender process for these works.          This information was given by the Local Government Minister, Dr. Inderbir Singh Nijjar said that the Punjab government has decided to spent approximately Rs 5 crores on the beautification of the parks and schools of Amritsar city with the aim of providing basic facilities and clean environment to the people of the state and providing a good environment for school children to study.           Cabinet Minister Dr.Nijjar said that Rs 1,51,81,000 Crores will be spent for the redevelopment and beautification of 15 parks in 6 wards of the southern constituency of Amritsar city by the Local Government department, which will provide a clean environment to the residents of Amritsar city and  They will also get good facilities for walking to maintain their health.          The Cabinet Minister further informed that similarly, Rs 3,59,78000 Crores will be spent to renovate and beautify 6 different schools in the South Constituency of Amritsar city, so that children of Amritsar City will get a good enviornment in schools for studyingHe further informed that local government department has already e-published the tenders for the redevelopment of these parks and renovation of schools on the website www.eproc.punjab.gov.in..  The last date for submission of bids for these works has been fixed on 22nd November 2022 till 3 PM.  Bids received will be opened at 4 PM on the same date.          The Cabinet Minister has directed the departmental officials to ensure transparency and quality in works.
