      Punjab State Social Security, Women and Child Development Minister         Dr. Baljit Kaur today directed the officials of the department to make the concerned officials more sensitised and to make public more aware about Mission Vatsalya.          While presiding over the monthly review meeting of Social Security, Women and Child Development Department here today, Cabinet Minister Dr. Baljit Kaur said that the Mission Vatsalya Scheme has been implemented since April 2022 with an objective to ensure basic protection of rights of homeless children besides ensuring their all-round development.          She also directed the officials to share the Mission details with respective Deputy Commissioners and apprise the officers of new guidelines regarding  scheme through meetings, video conferences and training, so that each officer can have full knowledge of his or her role to implement mission Vatsalya efficiently and effectively at the grassroots level.The Cabinet Minister directed that while recruiting for the posts of Mission Vatsalya, priority should be given to children aged 18 years and above staying in ‘stay after care homes’.          She said that under this scheme, the Punjab government has been preparing a plan to establish Bal Ghar in every district in the near future so that no child could feel insecure. It would also cater to the needs of those children who were living in Bal Ghar’s that were already filled beyond capacity, said the Minister.          She also ordered to speed up the construction of reform house in Amritsar district.          The Cabinet Minister further issued orders to speed up work of drafting new instructions regarding transfer of Anganwadi workers/helpers who requested for the same after their marriage. She said that a mechanism should be made in such a way that the transfer of Anganwadi workers should be done at the circle level. She further said that the promotion cases should also be considered on priority basis.          During the meeting, Director of Social Security, Women and Child Development, Madhavi Kataria presented a power point presentation regarding the new guidelines of Mission Vatsalya.

Diwali is a festival of lights and most of us look forward to the Diwali festivities. It is important that we follow safe and eco-sensitive Diwall practices and enjoy this festival of happiness. We must keep in mind certain do’s and don’ts for the same. 

  • Avoid wearing synthetic and loose clothes while lighting diyas, candles or crackers.
  • Always stand at an arms distance while lighting crackers and diyas.
  • Bursting crackers causes both air and noise pollution. Celebrate Diwali in a manner that does not cause inconvenience or harm to others. Preferably use only green crackers and that too within time limits prescribed by the civic authorities.
  • Remember to discard the crackers in a bucket of sand or water to prevent injury to the feet.
  • Preferably wear shoes while bursting crackers. Never pick-up the fire crackers which have failed to explode, this can cause severe hand injuries.
  • In case of minor burns pour ample amount of water over the burnt area till the burning sensation completely stops. Never apply agents like toothpaste or blue ink over the burnt area. Remove any constricting material like rings or bangles immediately, as swelling sets in later making their removal difficult.
  • In case of clothes catching fire Stop, Drop and Roll. To elaborate, stop wherever you are without running, which can further flare up the fire .Drop or lie down wherever you are, to avoid fire extending to your face. Roll over the ground to limit the oxygen supply. In most cases, this will control the fire. We can also use a thick rug to cut off the air, thus extinguishing the fire.
  • It is a good practice to keep a bucket full of water or a fire extinguisher in the vicinity during lighting the candles and bursting the crackers. 
  • In case of any eye injury, do not rub the eye but wash the eye with clean water and consult the Eye Specialist. Advance Eye Centre Emergency is opened 24X7 to deal Diwali related injuries.

Sarbjit Kaur, Mayor, Chandigarh and Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, Chandigarh today greeted employees of Municipal Corporation Chandigarh for Diwali with sweets and candles.

The Mayor distributed sweets and candles to the different employees’ unions like employee’s co-ordination committee, Chandigarh, Safai Karmacharis unions, Sewermen union, Labourer union and Garderners union etc.

The Mayor said that the Corporation is continuously making efforts to provide all necessary items to safaikarmacharis and sewermen according to their needs i.e. jaggery, oil and soap before Diwali.

The Mayor said that Diwali is a festival that illuminates people’s minds and hearts with the spirit of oneness. She said may the festival bring happiness, peace and prosperity to all the employees of MCC and the citizens of Chandigarh. She said that this is the festival to remember that light triumphs over dark and good triumphs over evil. Same way, the MCC gradually emerging stronger from the past experience. She encouraged the union leaders to reach out to  each and every employee of the Corporation to wish Diwali and spread smiles.

6 Automated Vehicle Testing Stations to be set up in Haryana

Haryana Government will set up 6 Automated Vehicle Testing Stations in the state for fitness testing of vehicles through Automated Testing Stations (ATS). These stations will be set up at Ambala, Faridabad, Hisar, Karnal, Gurugram and Rewari. These stations are likely to cost around Rs. 116 crore. In this regard, while presiding over the meeting of the Committee of Secretaries here today, Chief Secretary, Sh. Sanjeev Kaushal directed the officials of the Transport Department to finalize the draft of testing stations within a month, so that the process of setting up testing stations can begin at the earliest.

Sh. Kaushal directed to carefully examine the technical and commercial aspects at the Automated Testing Station operating in Delhi. He said that these stations will be built on PPP mode. He said that it has been made mandatory by the Central Government from April 1, 2023 to conduct fitness tests of heavy goods carrier vehicles and heavy passenger vehicles from ATS. On the other hand, it is proposed to implement from June 1, 2024 for medium goods carrier vehicles, passenger vehicles and light goods carrier vehicles. Therefore it is imperative to set up automated testing stations in the state.

He said that in future, it is also being considered to link the scrap policy with these automated testing stations. The state government has expedited the process of setting up these stations at the earliest.

It was informed in the meeting that at present a vehicle fitness station is operating in Rohtak. In addition, 6 more new stations will be built. These stations will be built in line with the vision of the next 20 years. These stations will be made in 3 lane, 4 lane or 6 lane.

It was informed in the meeting that the ATS uses several machines to check the fitness of the vehicle in an automated manner. Many new devices may also be included in the future to test electric vehicles. ATS automatically performs all the necessary tests to check the fitness of the vehicle through mechanical equipment. It was informed in the meeting that a draft has also been prepared on providing facilities for the people coming to these stations. These stations will also be equipped with facilities like  ATM, lounge, cafeteria etc.

          In the meeting, Additional Chief Secretary and Financial Commissioner, Revenue and Disaster Management and Consolidation Departments, Sh. VS Kundu, Additional Chief Secretary Finance and Planning Departments, Sh. Anurag Rastogi, Additional Chief Secretary, Industries and Commerce, Sh. Anand Mohan Sharan, Additional Chief Secretary, Environment and Climate Change Department, Sh. Vineet Garg, Principal Secretary, Transport Department, Sh. Navdeep Virk, Director General, Town and Country Planning Department, Sh. TL Satyaprakash and Transport Commissioner, Sh. Rajnarayan Kaushik and other officers were present.

CS directs officers to expedite the land acquisition proceedings for construction of Haryana Orbital Rail Corridor

Haryana Chief Secretary, Sh. Sanjeev Kaushal directed the concerned officers to expedite the land acquisition proceedings so that construction works of Haryana Orbital Rail Corridor (HORC) Project can be taken up on priority basis.Chief Secretary along with Additional Chief Secretary, Public Works held a review meeting today in connection with land acquisition for HORC Project with Deputy Commissioners, Additional Deputy Commissioners of Palwal, Gurugram, Nuh, Jhajjar and Sonipat districts and HRIDC Officials where 20E Notifications (Declaration of Land Acquisition) have been issued for all five districts. He said that 66% land should be acquired for Part A of the project (between Dhulawat and Badsa) and 10% for Part B of the project. Part-A of HORC comprises 30 Km route length with five new Railway Stations (Dhulawat, Chandla Dungerwas, Pachgaon, Manesar and New Patli), 11.4 Km of connectivity lines to the Railway network at Patli and Sultanpur and 4.8 Km of connectivity line to DFC network at New Tauru. Commissioning of Part A will facilitate early train operations and revenue generation, he added.It was informed in the meeting that Part-B of HORC comprises 96 Km route length with 12 new Railway Stations and 6.28 Km of connectivity lines to the Railway network and DFC network at three interchange points (New Prithala, Asaudah and New Harsana Kalan). This portion covers tunnel and viaduct which are long lead items and hence proposed to be commissioned after operationalization of Part A.Sh. Kaushal was apprised in the meeting that Haryana Orbital Rail Corridor (HORC) connecting Palwal to Sonipat via Sohna, Manesar and Kharkhoda is broad gauge double railway line for passenger and freight traffic by passing the rail network of Delhi area. It will provide seamless connectivity to Dedicated Freight Corridors (DFC) and to five sections of Indian Railways and spur economic activity in the region.

Haryana Government will upgrade 39 STPs by December 2022 in order to reduce the pollution and rejuvenate the rivers. Apart from this, a detailed project report will be prepared by the state government under the ‘Namami Gange Programme’ of the Central Government to clean the sewerage drains and reduce pollution, so that the amount received from the central government can be effectively used to clean the sewerage drains and curb pollution.This information was given by Chief Secretary, Sh. Sanjeev Kaushal while presiding over the review meeting organized regarding the river action plan here today. On this occasion, the Chief Secretary directed the officer concerned that elaborate arrangements should be made to ensure that untreated waste water reaches the STPs and CETPs.While reviewing the River Action Plan today he said that robust arrangements should be made to ensure that untreated wastewater should reach STPs and CETPs. It is the moral obligation of the officers to protect the canals and rivers from getting contaminated. He also directed the officers to strictly monitor the laying of sewer lines and ensure operation of sewage treatment plants in a time bound manner.2,030 kilometer long sewerage line laid in Ghaggar and Yamuna catchmentThe Chief Secretary said that there was a proposal to lay a 589 km long sewerage line in various cities in Ghaggar catchment, out of which 553 km line has been laid. The work of laying sewerage lines in 2 cities will also be completed by the month of December.Similarly, 1,477 km of the line has been laid in Yamuna catchment out of 1,636 km. The work of laying sewerage lines in the remaining 3 cities is also going on at a fast pace.In the meeting, Member Secretary, Haryana State Pollution Control Board, Sh. Pardeep Kumar informed that 3 Common Effluent Treatment Plants (CETPs) of 19 MLD capacity are being installed in Yamuna catchment which will be functional by December, 2 CETPs of 3 MLD will be completed by June 2023 in Ghaggar catchment area.In Ghaggar catchment area as many as 8 STPs of 61 MLD capacity will be completed by January 2023. Similarly, 18 STP of 405.5 MLD capacity in Yamuna catchment area will be completed by June 2023.During the meeting, Additional Chief Secretary, Public Health Engineering Department, Sh. A.K. Singh, Additional Chief Secretary, Information Technology, Electronics & Communication Department, Sh. Anand Mohan Sharan, Additional Chief Secretary, Development and Panchayats Department, Sh. Anil Malik, and other officers were present.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that a special subsidy will be given by the Haryana Government to the companies engaged in the field of defence sector for setting up their units in Haryana. He gave this information during the “DefExpo-22” organized in Gandhinagar, Gujarat, while interacting with various company representatives in ‘Haryana Pavilion’. The Deputy Chief Minister also visited the exhibition of modern weapons manufactured by Indian companies there.Sh. Dushyant Chautala said that although the Indian armies have always proved their capability, yet in view of the changing technological era, our army needs modern weapons. After seeing the modern weapons under the “Make in India” programme, He asserted that India is now more equipped to respond to any misadventure by any enemy countries.The Deputy Chief Minister said that New India is moving ahead in the defence sector with the ‘mantra’ of intention, innovation and implementation. Earlier India was considered as the world’s largest defence importer but the new India has proven its intentions and is also seeing a new success story every day in the defence sector thanks to the “Make in India” initiative.Our defense exports have grown 8 times in recent years. We are exporting defence materials and equipment to more than 75 countries of the world. In the year 2021-22, defence exports from India reached 1.59 billion dollar i.e around Rs. 13,000 crore. In the coming time, the Government of India has set a target of taking it to 5 billion dollar i.e. Rs. 40 thousand crore.Sh. Dushyant Chautala said that Haryana has always made a special contribution to the Army. Despite being a small state in terms of area and population, Haryana has played an unforgettable role in the freedom struggle.

Haryana Chief Minister said that this Deepawali, only green crackers will be allowed in the State. A complete ban has been imposed on the manufacturing, sale and use of all kinds of firecrackers except for green crackers. Other kinds of firecrackers create highly toxic gases and pollutants that poison the air, hence only green crackers will be allowed, he added.

Sh. Manohar Lal said that open spaces have been earmarked for the sale of green crackers in each district. More and more information related to these places is being publicized. Strict action will be taken against those selling firecrackers without licence. While enjoying the festive fervour, it becomes our utmost duty to take care of the environment, he added.

The Chief Minister said that Haryana is taking concrete steps for stubble management and improving air quality.

“To control stubble burning, the State Government has implemented a framework which includes In-situ Crop Residue Management, Ex-situ Management, Effective monitoring, enforcement and wide reach of Information Education and Communication (IEC) activities,” said Sh. Manohar Lal.

He further informed that under In-situ management, 23 lakh MT crop residues will be utilized through various machines and decomposers and 13 MT crop residues will be utilized under ex-situ management.

“Farmers are being continuously made aware of the ill effects of stubble burning. A total of 72,777 machines have been provided to farmers through CHCs and individually for stubble management in the last 4 years. However, this year only, 7146 machines have been made available, these include baling unit, super seeder, zero till seed cum fertilizer drill etc,” informed the Chief Minister.

The Chief Minister said that an incentive amount of Rs. 1000 per acre to farmers for bailing (In-Situ Management) is being given by the State Government and along with transportation charges of bales at Rs. 500 per acre limited to a maximum of Rs. 15,000 to Gaushalas.

“The State Government has formulated a special framework for stubble management to reduce pollution,” added Sh. Manohar Lal.

Haryana Chief Secretary, Sh. Sanjeev Kaushal directed the officers to disburse the pending payment to the land owners at the earliest to acquire land for the construction Ambala-Shamli highway. He also directed to expedite the remaining portion of the land acquisition process before sowing of Rabi crops for the construction of the highway.While chairing a videoconference regarding 6-lane access controlled Ambala-Shamli Green Filed Highway with Deputy Commissioners and District Forest officers of the concerned districts here today, he said that construction of approximately 121 Km Ambala-Shamli highway is the part of Ludhiana-Bareilly Corridor passing through adjoining areas of Karnal, Yamunagar, Kurukhetra and Ambala in Haryana. He said that the total cost of this project is Rs 4600 crore out of which Rs. 3200 crore has been earmarked for Civil Cost and Rs. 1400 crore for amount to be disbursed for land acquisition.While reviewing the Forest Clearance Status, Sh. Kaushal further directed District Forest Officers to visit the sites and expedite the work of land clearance falling under the Department. He further directed the Forest Conservators to identify and inspect the piece of land for plantation in lieu of the land acquired.Sh. Kaushal was apprised in the meeting that the 6 lane green field highway to be constructed is the part of Ludhiana Bareilly Corridor which is connecting from Delhi-Saharanpur-Dehradun Expressway near Shamli and ends at Sadopur near Ambala in Haryana.  The Major area of this highway passes through agricultural land.Among those present in the meeting include Additional Chief Secretary, Mines and Geology Department, Sh. A.K Singh, Additional Chief Secretary, Forests and Wildlife Department, Sh. Vineet Garg and other senior officers.
