State Election Commissioner issues necessary instructions related to the elections of Panchayati Raj Institutions

Haryana State Election Commissioner, Sh. Dhanpat Singh said that there is no requirement to give a Police Verification Certificate by the candidates who are contesting for various posts in the elections of Panchayati Raj Institutions. The Commission has not issued any directions in this regard. The candidate just needs to provide a self-attested affidavit in which he must list all of the police cases that are related to him. Based on this the nomination can be filled.Sh. Dhanpat Singh said that the candidates of Panch, Sarpanch, Panchayat Samiti member and Zilla Parishad member are not required to give domicile certificates. Whoever is contesting the election, only his name is required to be registered in the voter list of the concerned Panchayat, Panchayat Samiti and Zilla Parishad. Sh. Dhanpat Singh appealed to the contesting candidates to follow the instructions issued by the State Election Commission and not to pay heed to rumours.Candidates contesting elections will have to give only no-dues certificateSh. Dhanpat Singh said that any candidate who is contesting for the post of Panch, Sarpanch, Panchayat Samiti member and Zilla Parishad member will have to produce a no-dues certificate only. If there is no liability on that person then he may contest the election. Sh. Dhanpat Singh stated that there was a doubt that if any member of the family has liability of cooperative bank, electricity department, agricultural loan, then whether other members of that family can contest elections or not. The Commission has now clarified their position and cleared all doubts in this regard.

MCC takes possession of land at village Dadumajra worth 10 crore

The Municipal Corporation Chandigarh took possession of prime land measuring 14 Kanal 16 Marla at village Dadumajra, here today.

MCC team including engineering wing and estate branch took possession of the said land with the help of police force. This land belonged to the erstwhile Gram Panchayat land and some unscrupulous persons had encroached upon the land and occupied it illegally.

After the Panchyats were merged with MCC, all the properties were  vested in MCC. Accordingly the Gram Panchyat land were mutated in favour of MCC by the revenue department, UT, Chandigarh.

Today after taking necessary directions from Ms Anindita Mitra, IAS, Commissioner, MCC, the team took possession of this prime land and fenced all the area after removing temporary encroachments.

The team also installed board in this land depicting that this land belongs to Municipal Corporation Chandigarh. Located on Dadumajra – Toga road ,this prime land was occupied by junk dealers and dumping of damaged vehicles was being done.

The MCC is in process of taking possession of other gram panchayat lands in the erstwhile villages of Khudda Ali sher, Khudda Lahora, Kaimbwala and Hallomajra 

VIGILANCE ARRESTS FORMER MINISTER SUNDAR SHAM ARORA FOR OFFERING BRIBE RS 50 LAKH

The Vigilance Bureau (VB) Punjab has arrested former minister Sundar Sham Arora for offering bribe of Rs 50 lakh to an Assistant Inspector General (AIG) of Bureau.

          Disclosing this here today Sh Varinder Kumar, Chief Director, Vigilance Bureau Punjab said in this regard a FIR No. 19, dated 15-10-2022 under section 8 of Prevention of Corruption Act has registered against the former minister on the statement of Manmohan Kumar, AIG, VB, Flying Squad, Punjab.

          He further informed that AIG Manmohan Kumar has complained that Arora met him on October 14, 2022 and offered him Rs one crore for getting favour in a vigilance enquiry registered against him.

          The VB chief further added that the former minister has offered to pay Rs 50 lakh on next day i.e. October 15, 2022 and the balance amount at a later date. He informed that the AIG has apprised the chief director who has ordered to register bribery case against the accused. In this case Arora has been arrested and Rs 50 lakh has been recovered from him. Further investigation in this case is under progress.

PEOPLE OF GUJRAT HAVE MADE UP THEIR MIND TO OUST BJP: PUNJAB CM

          Punjab Chief Minister Bhagwant Mann on Sunday asserted that people of Gujarat have made up their mind to give mandate in favour of Aam Aadmi Party by ousting BJP from power.

          Addressing the gathering here the Chief minister said that winds of change blowing in favour of AAP have transformed into storm. Lashing out against Congress, the Chief Minister said that the party vociferously raising the issue of change in Gujarat but this party has been reduced to ‘MLA Exchange Party’ as most of its MLAs are being pouched by other parties. Slaming BJP for the miserable condition of common man in the state, Bhagwant Mann said that the saffron party is responsible for plundering the wealth of the people.

          The Chief Minister said that people of Gujarat are confronting same problems as were witnessed in Punjab prior to 2022 polls. He said that Gujarat is facing severe agriculture crisis, schools and hospitals are in shambles and the situation of roads are in pitiable situation, a situation which was in Punjab before 2022 polls. Bhagwant Mann said that the situation can change only if the Aam Aadmi Party (AAP) is voted to power.

          Listing the several path breaking initiatives of the Aam Aadmi Government in Punjab, the Chief Minister said that from July 1 onwards the Punjab government has provided 600 units of free power to people in every bill cycle. He said that as a result of this around 50 lakh households out of total 72.66 lakh, which was roughly 68.71 %of total) have got zero power bill in the month of September. Likewise, Bhagwant Mann said that more than 17,000 government jobs have been given to the youth in last six months.

          Similarly the Chief Minister said that his government is against the exploitative contractual system of jobs due to which they had started process of regularising services of more than 30,000 contractual employees in state. Bhagwant Mann said that he has launched anti-corruption helpline after which corrupt elements are being put behind the bars. He said that only an honest government can take such path breaking and pro-people initiatives

          The Chief Minister said that in order to tackle the menace of stray cattle efficaciously, the state government is strengthening the Gau Sewa Commission. He said that the motive is to reduce the fatalities due to accidents caused by stray cattle on one hand and to ensure proper upkeeps of cow on the other. Bhagwant Mann said that efforts are afoot to ensure judicious utilisation of cow cess for welfare of cattle.

CME cum Workshop on Expanding Horizons of Therapeutic Apheresis and Cellular Therapy

A ‘CME cum Workshop on Therapeutic Apheresis and Cellular Therapy’ based on the theme –
‘Expanding Horizons of Therapeutic Apheresis and Cellular Therapy’ was organized by the Department
of Transfusion Medicine, PGIMER, Chandigarh on 15 th & 16 th October, 2022, in collaboration with The
International Society of Blood Transfusion, (ISBT), Amsterdam, The Netherlands at Lecture Theatre-1,
Nehru Hospital, PGIMER, Chandigarh and it was conducted in a hybrid mode (Physical as well as
Virtual).
The CME on 16 th October, 2022 was inaugurated by Prof. Vivek Lal, Director, PGIMER,
Chandigarh, the Chief Guest for the event
. In his inaugural address, the Director highlighted the role of
Therapeutic plasma exchange (TPE) in various neurological disorders and certain other clinical conditions
in improving the patient outcomes. He also shared his experiences regarding the challenges for beginning
the TPE programme at this institute. He also discussed how the approach evolved over the years for
neurological patients requiring TPE. He encouraged the transfusion medicine specialties to work together
with the clinicians as a ‘team’ for better patient care. Dr. Anil Kumar, Additional Deputy Director
General of Health Services, Ministry of Health & Family Welfare, Govt. of India, New Delhi 
was the
Guest of Honor for the programme and he also released the ‘E-Souvenir’ on the occasion. In his address,
he highlighted the role of ‘e-Raktkosh’ portal in integrating the transfusion services across the country.
He also emphasized the role of coordination between transfusion services and clinicians for establishing a
successful therapeutic apheresis programme. Ms. Jenny White, Executive Director, International Society
of Blood Transfusion (ISBT), Amsterdam, The Netherlands highlighted the ISBT education initiatives
and resources to improve transfusion safety. Prof. N.K.Mehra, Former Dean Research, AIIMS, New
Delhi discussed the guidelines for stem cell research in India. Dr. David Stroncek, Medical Director
at NIH, Bethesda, Maryland, U.S.A delivered a talked on CART–T cell Therapy–Manufacturing and
clinical application. Prof. David Mckenna, Department of Lab Medicine and Cellular Therapy,
Minnesota, U.S.A discussed the current status of mesenchymal stem cell therapy. Prof.
R.K.Chaudhary, Head, Department of Transfusion Medicine, SGPGIMS, Lucknow, India delivered a
talked on developing guidelines for clinical apheresis. Prof. M.V. Padma Srivastava, Head, Department of
Neurology, AIIMS, New Delhi discussed the role of therapeutic plasma exchange in neurological
disorders: clinical perspective. Prof. Ratti Ram Sharma, Head, Department of Transfusion Medicine,
PGIMER, Chandigarh highlighted the transfusion specialist perspective for performing therapeutic
plasma exchange in neurological disorders. Dr. Raja Ramachanadran, Associate Professor, Department of
Nephrology, PGIMER, Chandigarh talked about the role of therapeutic plasma exchange in renal
disorders: Clinical perspective. Dr. Aseem Kumar Tiwari, Associate Director and Incharge, Department
of Transfusion Medicine, Medanta the Medicity Hospital, Gurugram highlighted the Transfusion
specialist perspective for performing the Therapeutic Plasma Exchange in renal disorders. Dr. Sunil
Taneja, Associate Professor, Department of Hepatology, PGIMER, Chandigarh talked about the role of
Therapeutic Plasma Exchange in liver disorders: Clinical perspective. Dr. Meenu Bajpai, Professor,
Department of Transfusion Medicine, Institute of liver & Biliary Science (ILBS), New Delhi highlighted
the Transfusion specialist perspective for performing the Therapeutic Plasma Exchange in liver disorders.
Ms. Meenakshi Kaushik, Marketing Manager-India, Transfusion Medicine, Abbott gave a brief overview
of the Abbott Transfusion Health Institute "-Knowledge for Life”.

The workshop on 15 th October, 2022 was academically rewarding with highly interactive sessions. Dr.
Vijay Kumawat, Associate Professor, Department of Transfusion Medicine & Haematology, NIMHANS,
Bengaluru discussed the basic principles of therapeutic plasma exchange. Dr. Archana Bajpai,
Additional Professor, Department of Transfusion Medicine & Blood Bank, AIIMS, Jodhpur enumerated
about the basic format of ASFA guidelines. Dr. Rekha Hans, Associate Professor, Department of
Transfusion Medicine, PGIMER, Chandigarh highlighted the requirements for patient preparation and
stem cell harvesting. Dr. Divjot Singh Lamba, Associate Professor, Dept. of Transfusion Medicine,
PGIMER, Chandigarh discussed the quality control, processing and cryopreservation of stem cells.
Dr. Satya Prakash, Assistant Professor, Transfusion Medicine, All India Institute of Medical Sciences,
Bhubaneswar talked about the management of adverse events during apheresis. Dr. Aikaj Jindal,
Consultant and Head of Department, Transfusion Medicine, SPS Hospitals, Ludhiana, Punjab discussed
about the Role of Apheresis Technologist / Nursing Officer. Dr. Satyam Arora, Associate Professor,
Department of Transfusion Medicine, Post Graduate Institute of Child Health(PGICH), Noida, UP,
moderated the session dedicated to demonstration of the procedures where Dr. Kshitija Mittal, MD
(Transfusion Medicine), Assistant Professor, Department of Transfusion Medicine, Government Medical
College and Hospital, Chandigarh highlighted the key elements of therapeutic plasma exchange, Dr.
Gopal Patidar, Associate Professor, Department of Transfusion Medicine, All India Institute of Medical
Sciences, New Delhi enumerated the TPE with Adsorption columns and Mr. Kiran from M/s
Fresenius Kabi India Pvt Ltd gave a presentation regarding the apheresis machines. Twenty Five
scientific abstracts were submitted by transfusion medicine researchers from the country and seven best
papers were presented as oral presentation and the reaming abstracts were presented as posters by the
authors.
Around 150 delegates from various parts of the country participated in this academic feast and it was well
received by both the transfusion medicine experts and the clinicians. These deliberations will go a long
way in further broadening the scope of therapeutic apheresis in various clinical conditions. The CME-
cum-Workshop ended with concluding remarks by Dr. Ratti Ram Sharma, Prof. and Head, Department of
Transfusion Medicine, PGIMER, Chandigarh where he highlighted the importance of therapeutic
apheresis in various clinical conditions for improving patient outcomes and the emerging role of cellular
therapy and its clinical applications.

•29.08.2022 : Gurjant Singh @ Janta along with his accomplice Pargat Singh fired in Nalagarh court, H.P. on the direction of Gurpreet Singh @ Gopi  and Bhupinder Singh @ Bhupi Rana for the release of killer’s of Vicky Midhukhera, who belongs to Bambiha Group and fled from their.

National conclave on higher education held in city

IEP Chandigarh, October 16

A national conclave on ‘revolution in higher education’ was held at Chandigarh campus of SVKM’s NMIMS, a deemed-to-be-university at Sarangpur. During the conclave, experts from education and industry reviewed current education practices and deliberated upon the challenges. The deliberations consisted of experts panels addressing issues like a prologue on higher education, engineering –a pathway to innovation, contemporary business practices, focus on service industry/start-ups in higher education and empowering service industry for Indian economic growth.

Addressing the conclave,   Prof. (Dr.) Jaskiran Kaur, campus director spoke on the need for innovation and technology upliftment.

Speaking during a panel discussion, Dr. Satish Kumar, chief scientist Centre of Excellence for Intelligent Sensors and Systems (ISenS) said, “Engineering students should learn science and vice-a-versa which can lead to the emergence of multi-disciplinary technologies. Innovating from mind to market is also part of the innovation process. Edge computing, AI, and quantum computing require deeper penetration and one should have expert knowledge in one area.”

Prof. (Dr.) G S Bajpai, VC Rajiv Gandhi National University of Law Patiala stressed upon the role of the credit-based system, NEP, and steps taken by higher education bodies nowadays, especially for law students. He stressed the usage of digital resources, MooCs, swayam, and national knowledge resources for law students and faculty members.

Prof. (Dr.) Ravi Inder Singh, finance professor at University Business School, Punjab University Regional Centre, Ludhiana , Ansul Khera, head of special projects, TIDE Platform and Major Dr. Gulshan Kumar, director general, ICSI also spoke during the occasion.

Haryana has become the sports hub, maximum games are played in the State: Home Minister

Haryana Home and Health Minister, Sh. Anil Vij said that Haryana has become the sports hub, and maximum games are played in the State. 

        Despite having only  1.3 percent of the country’s total area, the State players have won the maximum number of medals, out of all total medals that India won in the Olympics. Since players of the State have a great passion for winning a maximum number of medals, better infrastructure is being made available to them, added Sh. Anil Vij. 

        The Home Minister was speaking after inaugurating the State Championship swimming competitions at War Heroes Stadium, Ambala Cantonment on Saturday.

        He said that in this state-level swimming competition, he hopes that the State players will emerge as the winners and win a maximum number of medals.  

        He said that in the last more than seven years, an amount of Rs. 454 crores have been spent to provide better sports infrastructure to the players. Work is being done to build multipurpose halls and new stadiums in many places, added. Sh. Vij. 

        The Home Minister said that when he was the Sports Minister, he had formulated a new sports policy for the sportspersons. This sports policy is being appreciated all over India. Other states are also following this policy. 

        He said that to win an Olympic medal, nurturing sports talent since childhood is of utmost priority, and realizing the same  1000 sports nurseries were opened in the schools. 

        The Home Minister said that the all-weather swimming pool and gymnastics hall of international standard and badminton hall had been constructed in Ambala.  Apart from this, work is also being done to a build FIFA-approved football stadium of international level. 

State level committee constituted for certification of advertisements for Adampur bye-election

As per the directions of the Election Commission of India, Chief Electoral Officer, Haryana, Sh. Anurag Agarwal has constituted a State Level Review and Certification Committee to certify political advertisements in view of the  Adampur by-election in the state.

        As per order, the committee would be headed by Joint Chief Electoral Officer, Sh. Apurv.

        Deputy Commissioner – cum- District Election Officer, Panchkula, Sh. Mahavir Kaushik, Deputy Director, Regional Outreach Bureau, Kendrya Sadan, Chandigarh, Smt. Sangeeta Joshi and Scientist, National Informatics Center Haryana, Smt. Jaganpreet Kaur have been appointed as the Committee members. 

        This Committee will entertain the applications for certification of advertisements to be given on television channels, cable networks etc. of the Registered political parties, organizations or group of persons or associations having their headquarters in the state.

Haryana has bagged first position in good governance in the country: Chief Minister

Haryana Chief Minister, Sh. Manohar Lal said that as per the survey findings complied by an organization, the State has bagged the first position in good governance in the country.

         “We did not enjoy power, but rather made power a means of serving the people. Dedicated efforts are being made to raise the standard of living of the poor by linking them with government schemes. By bringing radical changes to the government system, we have tried to solve the problems of the common people by making a transparent system. Efforts are also being made to resolve all the pending grievances also,” said Sh. Manohar Lal while speaking at the felicitation function organized to honour him at village Nayagaon in Gurugram district on Saturday.  Mahamandaleshwar Swami Dharamdev of Pataudi Hari Mandir Ashram and Sohna MLA, Sh. Sanjay Singh also attended the function.

        The Chief Minister received a warm welcome from a huge crowd present at the function. In his inaugural address, he mentioned several welfare schemes and also called upon the general public to take advantage of all these schemes.

        The  Chief Minister also thanked the Prime Minister and said that just as the country is moving towards becoming a strong India with better governance and system change brought under the leadership of Sh. Narendra Modi,  Haryana should also set an example for others while following the path shown by Prime Minister.

        Mentioning the priorities of his government, the Chief Minister said that removing corruption from roots is the utmost priority of his government. Concrete steps have been taken in this direction as a result of which ‘Bhrashtachar ka Kaal, Manohar Lal’ has become the slogan of the public today, whereas 8 years ago no one in the state could have ever thought that corruption can also be eradicated.

        Sh. Manohar Lal also drew the attention of the public to the action being taken against the gangsters and said that the noose has to be tightened against these gangsters.

        Referring to the power supply, the Chief Minister said that when he came to power, the line loss was 35 percent. We appealed to the people to stop power theft. Besides this, the power infrastructure was also strengthened, and as a result of this, we have successfully reduced the line loss by 21 percent and now only 14 percent is left.

        Sharing the details about his recent visit to Dubai, the Chief Minister said that the global city to be developed on an area of 1000 acres in Gurugram district will be no less than Singapore and Dubai.

        Describing Gurugram as an icon city on the global map, Sh. Manohar Lal said that offices of 400 companies out of 500 fortune companies of the world have been set up in Gurugram and it has now become an international city.

        He also said that the world’s largest jungle safari would also be developed on about 10,000 acres in the Aravalli mountain range in Gurugram and Nuh districts, where wild animals would be kept. It will develop into a major tourist destination in Delhi NCR and which will create a lot of employment opportunities in the region, added the Chief Minister.

        Sh. Manohar Lal also informed that Damdama lake is also being developed near Nayagaon, it will also boost tourism in this area and people will be greatly benefitted from this. In addition, work is underway on the Haryana Orbital Rail Corridor project.

        “We wish that the Shatabdi train should have a stoppage at Sohna, Panchgaon. With the speed with which the infrastructure is increasing in this area, more industries will be established apart from the increase in commercial activities and the generation of ample employment opportunities. The Delhi-Mumbai Expressway is being constructed from here only,” added Sh. Manohar Lal.

        Mentioning the demands put forward by Balraj Bhadana, the organizer of the programme, the Chief Minister said that he cannot make any new announcement today due to the model code of conduct enforced due to Panchayat elections.

        “As far as getting the ownership rights to the buyers of the flats built in the Maruti Kunj residential society is concerned, this decision has already been taken in the meeting of the grievance redressal committee,” said Sh. Manohar Lal.

        Earlier, Mahamandaleshwar Swami Dharamdev, in his address said that fortunately, the country is swiftly moving ahead under the guidance of Prime Minister, Sh. Narendra Modi.

        Describing Sh. Manohar Lal as ‘Raj Rishi’ Mahamandaleshwar Swami Dharamdev said that the Chief Minister always thinks only about the upliftment of those at the bottom of the socio-economic pyramid.

        During the 2019 elections when Sh. Manohar Lal visited Sohna, I congratulate him in advance for his victory in 2024 as well. Yogi Adityanath in Uttar Pradesh, Prime Minister, Sh.  Narendra Modi at the Centre and Sh. Manohar Lal in Haryana are certainly going to hit a hat trick in 2024. ‘Kamal’ will bloom in the country again, added Mahamandaleshwar Swami Dharamdev.

        Addressing the programme, Sohna MLA, Sh. Sanjay Singh said that Sh. Manohar Lal is the first such Chief Minister of Haryana who is completely focused on the development of the Sohna assembly constituency.
