Punjab State Scheduled Castes Commission seeks report from DGP Chandigarh in ADGP Y Puran Kumar suicide case

Chandigarh:

The Punjab State Scheduled Castes Commission has taken suo moto notice in the suicide case of Haryana’s ADGP Y Puran Kumar in Chandigarh and has sought a report from the Director General of Police Chandigarh.

Giving information in this regard, Punjab State Scheduled Castes Commission Chairman Sardar Jasvir Singh Garhi said that this matter has come to his notice through the media, on which he has taken action, he has instructed the Director General of Police Chandigarh to submit a report regarding this matter and the action taken so far on the suicide note of the deceased officer and the complaint given by his wife Amneet Kaur, through an ADGP level officer, to the Punjab State Scheduled Castes Commission on 13 October 2025.

 Along with this, Punjab State Scheduled Castes Commission Chairman Jasvir Singh Garhi will also visit the victim’s family’s house on Monday, October 13, 2025.

BJP Honours 50 Distinguished Personalities of Chandigarh under ‘Seva Pakhwada’

Chandigarh: Under the ongoing Seva Pakhwada initiative launched to mark the birthday of Prime Minister Narendra Modi, the Bharatiya Janata Party (BJP) Chandigarh organized a grand felicitation ceremony at the Party’s state headquarters, Kamlam, Sector 33, Chandigarh, to honour distinguished citizens of the city. State President Jatinder Pal Malhotra and Chandigarh Mayor Harpreet Kaur Babla graced the occasion as the Chief Guests.

YUDH NASHIAN VIRUDH’: ON DAY 224, PUNJAB POLICE NABS 94 DRUG SMUGGLERS WITH 2.8KG HEROIN, 2.9KG ICE, 24KG OPIUM

CHANDIGARH, October 11:

          Continuing the war against drugs “Yudh Nashian Virudh” waged by Chief Minister Bhagwant Singh Mann to eradicate drug menace from state consecutively for the 224th day, Punjab Police conducted raids at 325 locations on Saturday leading to the arrest of 94 drug smugglers after registration of 65 first information reports (FIRs) across the state. With this, the number of total drug smugglers arrested has reached to 32,683 in 224 days.

          The raids have resulted in recovery of 2.8 kg heroin, 2.9 kg ICE, 24.2 kg opium, 293 intoxicant tablets/capsules and Rs 1.22 lakhs drug money from the possession of arrested drug smugglers.

          Notably, CM Bhagwant Singh Mann has asked the Commissioners of Police, Deputy Commissioners and Senior Superintendent of Police to make Punjab drug free state. The Punjab government has also constituted a 5-member Cabinet Sub Committee led by Finance Minister Harpal Singh Cheema to monitor the war against drugs.

          Over 120 Police teams, comprising over 1000 police personnel, under the supervision of 71 gazetted officers have conducted 325 raids across the state. Police teams have also checked as many as 336 suspicious persons during the day-long operation.

          The state government has enforced a three-pronged strategy— Enforcement, Deaddiction and Prevention (EDP)— to eradicate drugs from the state, the Punjab Police as part of ‘De-addiction’ has convinced 37 persons to undergo de-addiction and rehabilitation treatment today.

Women’s empowerment and child welfare are deeply intertwined: Governor Prof Ashim Kumar Ghosh

Chandigarh, October 8, 2025 – Haryana Governor-cum-President of the Haryana State Council for Child Welfare Prof Ashim Kumar Ghosh on Wednesday said that children’s holistic well-being must be ensured by shaping their health, nutrition, education, protection and emotional development. Women’s empowerment and child welfare are deeply intertwined. When mothers are empowered, educated and safe, the welfare of children is also ensured, he said.

Governor Prof Ashim Kumar Ghosh on Wednesday chaired a review meeting of the Haryana State Council for Child Welfare (HSCCW) at Raj Bhavan. The Governor’s Secretary Shri Dusmant Kumar Behera conducted the proceedings of the meeting while sharing his thoughts and inputs.

The Governor stated that robust monitoring, district coordination and transparent governance are essential to strengthen institutional systems. The Council also calls for greater involvement of communities, youth, NGOs and local administration in its outreach and preventive work. Furthermore, early interventions, especially for vulnerable children and those in need of care and protection must be prioritized, he said.

Governor Prof Ashim Kumar Ghosh noted that the Council has expanded its reach in recent years through programmes such as adoption, shelter homes, coaching and Bal Bhavans. It impacts the lives of a large number of children in Haryana every year. This is a responsibility we must shoulder with constant vigilance, innovation, and compassion, he said, urging officials to develop short-term action plans, strengthen training, closely monitor results and always keep the best interests of children as a guiding principle.

Haryana’s future depends on the health, well-being and education of children: Smt Mitra Ghosh

Smt Mitra Ghosh, Lady Governor and Vice President of the HSCCW stated that the Council has played a commendable role in ensuring the safety, education and overall well-being of children across the state. She urged the Council to reach out to the most vulnerable sections of society and uplift them. She urged the Council to work on a mission to ensure a brighter and more inclusive future for every child in the state. Smt Suman Saini, Vice President of the Haryana State Council for Child Welfare, said that the Council is successfully implementing several meaningful and well-planned programmes not only for children but also for youth and women. In particular, the adoption process is being conducted in a highly systematic, transparent and compliant manner, she said.

Smt Saini said that the HSCCW is a government-recognized organization that facilitates the adoption of children both domestically and internationally. To date, the Council has adopted a total of 704 children including 528 within the country and 176 abroad.

She stated that the Council’s establishment of the Laghu Baal Bhavan in Narayangarh block of Ambala district is a commendable initiative.

Within a short period of time, approximately 600 children have enrolled in various training centers at this institution, a testament to the Council’s effective functioning. The Council will continue to strive for the holistic development of children and youth with the same commitment and dedication in the future, she said.

Earlier, Smt Sushma Gupta, General Secretary, HSCCW, delivered the welcome speech. Smt Saroj Bala, Treasurer, proposed the vote of thanks. The meeting was attended by senior officers of HSCCW including Child Welfare Officers and Divisional Welfare Officers, and of the Raj Bhavan.

विधानसभा स्तर पर नारायणगढ़ से होगी हमारा संविधान-हमारा स्वाभिमान अभियान की शुरुआत

हमारा संविधान-हमारा स्वाभिमान अभियान अब नए कलेवर में नजर आएगा। अब हमारा संविधान-हमारा स्वाभिमान जन चेतना ट्रस्ट के तौर पर दलितों के हकों की आवाज बुलंद करेगा और उनके अधिकारियों की लड़ाई लड़ेगा। बुधवार को चंडीगढ़ में केंद्रीय ऊर्जा मंत्री मनोहर लाल के मुख्य मीडिया सलाहकार सुदेश कटारिया ने हमारा संविधान-हमारा स्वाभिमान जन चेतना ट्रस्ट की घोषणा की। पत्रकारों से बातचीत करते हुए सुदेश कटारिया ने कहा कि ट्रस्ट का उद्देश्य संविधान निर्माता बाबा साहेब के विचारों, सिंद्धातों और आदर्शों को जन-जन तक पहुंचाना है। अब जिलास्तर के बाद विधानसभा स्तर पर हमारा संविधान-हमारा स्वाभिमान का आगाज होगा और 9 अक्टूबर को नारायणगढ़ विधानसभा में दलित सम्मेलन का आयोजन होगा। वहीं उन्होंने, इस दौरान जिलाध्यक्षों के नामों की घोषणा की और उनको नियुक्त पत्र बांटे।
सुदेश कटारिया ने कहा कि दलित, शोषित और वंचित वर्ग तक सरकार की योजनाओं को पहुंचाने में जन चेतना ट्रस्ट की अहम भूमिका रहेगी। इसके साथ ही दलित जन प्रतिनिधियों के साथ हो रही अनदेखी को लेकर भी ट्रस्ट प्रमुखता से काम करेगा।
उन्होंने कहा कि एक वर्ष पहले धर्मनगरी कुरुक्षेत्र से दलितों के हकों की आवाज बुलंद करने का केंद्रीय ऊर्जा मंत्री मनोहर लाल ने शंखनाद किया था। तब से लेकर अब तक हर जिले में जिलास्तर पर कार्यक्रम हो चुके हैं। अब विधानसभा स्तर पर कार्यक्रमों की रूपरेखा तैयार कर ली गई है।
सुदेश कटारिया ने कहा कि कांग्रेस संविधान के नाम पर दलितों को गुमराह कर रही है। संविधान केवल एक दस्तावेज नहीं है, बल्कि यह भारतीय लोकतंत्र और दलितों की आत्मा है। कांग्रेस ने हमेशा उनकी आत्मा को ठेस पहुंचाई है। कांग्रेस आज वोट चोरी के नाम पर लोगों को गुमराह कर रही है, लेकिन वोट चोरी तो कांग्रेस ने 1952 में की थी, जब तत्कालीन प्रधानमंत्री जवाहर लाल नेहरू ने 74 हजार वोटों को रद्द करवाकर संविधान निर्माता को हराने का काम किया था। कांग्रेस ने हमेशा वोट चोरी और दलितों को गुमराह करके सत्ता हासिल की है। मगर अब कांग्रेस का यह झूठ नहीं चलेगा, क्योंकि अब दलित जागरूक हो चुका है।

18 जिलों के जिलाध्यक्षों की गई घोषणा
हमारा संविधान-हमारा स्वाभिमान जन चेतना ट्रस्ट के अध्यक्ष सुदेश कटारिया ने 18 जिलों के जिलाध्यक्षों के नामों की घोषणा की। इनमें अंबाला का जिलाध्यक्ष मोहनीश कपूर सिंह को नियुक्त किया गया है। इसके साथ ही करनाल का इंद्र सिंह निगदू, कुरुक्षेत्र का सुनील मिर्जापुर, कैथल का संजीव कुमार, गुरुग्राम का किरोड़ी तंवर, चरखी-दादरी का पवन कुमार, पानीपत का धर्मवीर कुराना, फरीदाबाद का मनोज कुमार, फतेहाबाद का सुरजीत मैंडल, यमुनानगर का शास्वत चौधरी, पलवल का राजकुमार चौहान, पंचकूला का गुरमेल मेहरा, महेंद्रगढ़ का दिनेश खातौद, नूंह का गंगादान डागर, झज्जर का अरुण खासा, हांसी का अनूप भौरिया, हिसार का शमशेर गिल और भिवानी का सतीश बड़सी को जिलाध्यक्ष नियुक्त किया है। जल्द ही बाकी जिलों के जिलाध्यक्षों के नामों की घोषणा होगी और जिला अध्यक्ष जिला और ब्लॉक कार्यकारिणी गठित करेंगे।

धर्मनगरी कुरुक्षेत्र से हुआ था दलित सम्मान स्वाभिमान का शंखनाद
हमारा संविधान-हमारा स्वाभिमान जन चेतना ट्रस्ट के अध्यक्ष एवं केंद्रीय ऊर्जा मंत्री मनोहर लाल के मुख्य मीडिया सलाहकार सुदेश कटारिया ने कहा कि वर्ष-2024 में गीता की उपदेशात्मक स्थली कुरुक्षेत्र से दलित सम्मान स्वाभिमान का शंखनाद हुआ था। केंद्रीय ऊर्जा मंत्री मनोहर लाल ने बतौर मुख्यातिथि न केवल दलितों के हकों की आवाज बुलंद की थी, बल्कि केंद्रीय कानून मंत्री अर्जुन मेघवाल ने संविधान के नाम पर कांग्रेस के ढकोसले से पर्दा उठाया था। तब से लेकर अब तक 100 से ज्यादा कार्यक्रम आयोजित किए जा चुके हैं। वर्ष 2024 का दलित सम्मान स्वाभिमान समारोह का प्रदेश में भाजपा की तीसरी बार सरकार बनाने में बड़ा योगदान रहा है।

मनोहर राज में मिला दलितों को सम्मान
केंद्रीय ऊर्जा मंत्री मनोहर लाल के मुख्य मीडिया सलाहकार सुदेश कटारिया ने कहा कि जब वर्ष 2014 में बतौर मुख्यमंत्री मनोहर लाल ने प्रदेश की कमान संभाली तो उन्होंने सबसे पहले भाई भतीजावाद, भ्रष्टाचार, क्षेत्रवाद और जातिवाद को समाप्त किया। इसके साथ ही नौकरियों में मिशन मेरिट की शुरुआत की, जिससे दलितों का बिना पर्ची-बिना खर्ची नौकरी लगने का सपना पूरा हुआ। वहीं, उन्होंने दलितों की सबसे बड़ी मांग एससी कमीशन, सफाई आयोग और पदोन्नति में आरक्षण को लागू किया। जबकि पूर्व की सरकारों ने दलितों की सुध नहीं ली और हर 18वें मिनट में दलितों पर अत्याचार होते थे। दलितों को मनोहर राज में अत्याचारों से मुक्ति मिली और एससी कमीशन के जरिये उनकी समस्याओं की त्वरित सुनवाई होती है।

Hooda gives Haryana government zero rating, saying it hadn’t taken a single decision in the public interest

Chandigarh, October 8: Former Chief Minister and Leader of the Opposition Bhupinder Singh Hooda in a conversation with reporters, spoke about the current state government’s failures, farmers’ problems, law and order, and the Congress’s organizational strategy. He sharply criticized the government on several issues, giving it a zero rating in the public interest.
Key Points:

  1. Government Failure: Hooda described the current government as a complete failure in its one-year tenure. He said the government had neither taken any concrete steps for farmers nor done anything for the welfare of the poor. Describing law and order as completely poor, he said the government had not taken any public welfare decisions and development work had stalled.
  2. Farmers’ Plight: Hooda stated that he is regularly visiting the state’s mandis, where farmers’ grain is spoiling. There are not even tarpaulins in the mandis, causing huge losses to farmers. He demanded that the Prime Minister provide compensation and a special package for the farmers’ losses.
  3. BJP Factionalism: Targeting the BJP, Hooda said the BJP should address its own factionalism, before talking about the Congress. He called for strengthening the Congress organization and stated that district-level pradhans have been appointed, and that appointments will soon be made at the block level as well.
  4. Comment on the Chief Minister’s Japan Visit: Hooda, on Chief Minister Nayab Singh Saini’s Japan visit, said Haryana saw the highest investment during his government (until 2014). The BJP has ruined investment and development.
  5. Statement on opponents: Hooda said the INLD-JJP cannot even save their deposits, and they continue to speak against the Congress at the behest of the BJP, without any basis.
  6. Comment on the Prime Minister’s visit: Regarding Prime Minister Narendra Modi’s visit to Haryana on October 17, Hooda said the central government did not provide any major projects to Haryana. Haryana did not receive any metro, rail, or other major projects under the BJP government.
  7. Strengthening the Congress organization: Hooda said district, block, division, and booth level presidents will soon be appointed to strengthen the Congress organization.
  8. Zero marks for the Haryana government: Assessing the government’s performance, Hooda said marks are given based on performance, and this government has not done any work in many areas such as farmers, women, employment, and security.
    Bhupinder Singh Hooda clarified that the Congress’s priority is to protect the interests of farmers, the poor, and the people of the state.

Haryana Police officer found dead in Chandigarh; Probe on, wife arrives from abroad

A day after senior Haryana Police officer Y Puran Kumar allegedly shot himself dead at his Chandigarh residence, police on Wednesday said they are conducting investigations to ascertain what drove him to take the extreme step.
    The deceased officer’s wife, a senior bureaucrat, arrived here from Japan on Wednesday. “We are conducting in-depth investigations…,” a Chandigarh Police officer said.
Puran Kumar’s wife arrived here in the afternoon from Japan, where she had gone as part of an official delegation.
    Amneet P Kumar, an Indian Administrative Service (IAS) officer and the commissioner and secretary of the Haryana government’s Department of Foreign Cooperation, was in Japan as part of a delegation led by Chief Minister Nayab Saini.
    Y Puran Kumar (52), a 2001-batch Indian Police Service (IPS) officer, was found dead in his Chandigarh residence on Tuesday.
    Some senior Haryana bureaucrats, including Chief Secretary Anurag Rastogi, met Amneet Kumar after she arrived here and offered their condolences.
    “He was a very good officer. At this stage, I cannot say anything more and can only say that a colleague has left us,” Rastogi said.
    Meanwhile, sources said in his alleged eight-page typed and signed suicide note, Kumar spoke about various issues he faced during his career. A combination of various factors could have driven him to take the extreme step, they said.
    The sources also said that the deceased mentioned being subjected to “mental harassment” by some officers.
    Senior Congress leader Geeta Bhukkal was among those who went to Amneet Kumar’s official residence in Sector 24 to offer her condolences.
    Puran Kumar had taken the extreme step in his Sector 11 house.
    “What has happened is unfortunate. He should get justice. The government should conduct an in-depth probe. His wife is a senior IAS officer. An IPS officer committing suicide is very concerning. The state has lost an able officer who belonged to the Dalit community,” Bhukkal said.
    She said Puran Kumar had dropped his wife at the airport and had also talked to her over the phone while she was in Japan.
    The post-mortem examination will be conducted by a board of doctors at the Government Medical College and Hospital in Sector 16. The body has been kept in the hospital’s mortuary.
    Amneet Kumar went to the mortuary and was seen struggling to hold back her tears.
    Known for his interventions in matters related to the rights of officers, seniority and other issues, Puran Kumar was recently posted as the inspector general of the Police Training Centre (PTC) in Rohtak’s Sunaria.
    His body with a gunshot wound was found in a room at the basement of the Sector 11 house.
    Physical and electronic evidence, including the weapon the officer allegedly used to shoot himself, were seized by a team from the Central Forensic Sciences Laboratory (CFSL), police said on Tuesday.
    They said a “will” and a “final note” were also found from the scene and seized.
    Meanwhile, a liquor contractor got a complaint lodged against a head constable in Rohtak, alleging that a bribe was being sought from him.
    Head Constable Sushil Kumar was arrested on bribery charges by the Rohtak Police on Monday. He is currently in judicial custody.
    The liquor contractor had alleged that the head constable sought a bribe of Rs 2.5 lakh in Puran Kumar’s name.
    A video, purportedly of the contractor, surfaced on Tuesday, in which he is heard saying the head constable came to his office, tried to put pressure on him to pay the bribe and tortured him “mentally and physically”.
    Police said they are conducting investigations into the case.
    Police personnel had rushed to the Kumar residence in the upscale Sector 11 here on Tuesday, after receiving information about the shooting incident around 1:30 pm.
    Puran Kumar was earlier posted as the Rohtak Range IG and was recently transferred to Sunaria.
    The Chandigarh Police issued a statement on Tuesday about Puran Kumar allegedly shooting himself dead.
    “An information of reported suicide was received by Police Station 11, Chandigarh at around 1:30 pm from Sector 11, Chandigarh. On receiving the said information, the police staff and senior officers of Chandigarh Police reached the spot. The deceased has been identified as Y Puran Kumar, IPS 2001 Batch, Haryana Cadre. The body was found in a room at the basement of the house with a gunshot wound,” the statement read.
    The IPS officer, who served in several Haryana districts, including Ambala, Rohtak and Kurukshetra, was an engineering graduate. He was due to retire in May 2033.
    The officer was vocal about issues related to the representation of the Scheduled Castes in police ranks.
    During last year’s Lok Sabha polls, Kumar had complained to the Haryana chief electoral officer about IAS and IPS officers holding multiple charges.
    A few years ago, he had accused a senior police officer of trying to humiliate and harass him on the basis of his caste. AGENCIES

Haryana Congress Disciplinary Committee will be formed soon

Congress General Secretary-in-charge of Haryana affairs B K Hariprasad on Tuesday announced that a disciplinary committee will be formed in the state unit soon to ensure discipline and accountability in the organisation. The committee will resolve internal party issues on an official platform, Hariprasad said. Newly appointed Haryana Congress chief Rao Narender Singh, while expressing gratitude to the Congress high command for the new responsibility, said he gave instructions to appoint booth agents to monitor voter lists and accelerate the “Vote Chor-Gaddi Chhod” campaign in a meeting with district presidents and assembly candidates. He accused the NDA alliance in Bihar of “voter list rigging” but expressed confidence that a Congress coalition will form the government there.
     The Congress leader said that the party meeting discussed in-depth issues related to civic elections, district offices, women’s participation and organisational expansion, and issued necessary guidelines.


     Criticising the “failures” of the BJP government in Haryana, Singh alleged that crime and unemployment are rampant in the state. Haryana was number one in development during the Bhupinder Singh Hooda-led Congress government (2005-2014), he claimed.
     The Congress government implemented the “Padak Lao, Pad Pao” policy for athletes, which allowed them to be appointed to high-ranking positions such as DSP, Singh said, asserting that the Congress government eradicated crime, hooliganism, and the mafia from Haryana.
     “The then chief minister Bhupinder Singh Hooda issued a clear warning to criminals: leave Haryana or give up crime. Many criminals fled the state at that time. But today, crime is at its peak, with incidents of murder, kidnapping, and shootings occurring daily,” he said.
     Leader of the Opposition and former chief minister Hooda said the public has given the Congress the role of opposition, which the party will fulfil with full strength.
     He listed the developments in the state during the Congress regime, including the National Institute of Fashion Technology in Panchkula, the National Institute of Design in Kurukshetra, Kalpana Chawla Medical College in Karnal, the Rajiv Gandhi Education City in Sonipat, AIIMS and the National Cancer Institute in Jhajjar, the IIM in Rohtak, Lala Lajpat Rai University in Hisar, the Indian Defence University in Gurugram, and the Central University in Mahendragarh.

“EASY REGISTRY EMPOWERING CITIZENS WITH TRANSPARENT, CORRUPTION-FREE AND DOORSTEP PROPERTY REGISTRATION SERVICES”

Chandigarh, October 7:

Punjab Revenue Minister S. Hardeep Singh Mundian today said that the recently launched “Easy Registry” project has emerged as a game-changer in delivering citizen-friendly governance. Designed to make property registration transparent, corruption-free and hassle-free, the initiative ensuring online scrutiny of documents, eliminating the VIP culture of favouritism, empowering citizens with real-time digital updates and even extending doorstep services for drafting and registration of deeds.

S. Hardeep Singh Mundian said that “Easy Registry” ushering in a new era of transparency and efficiency in property registration as the project ensures that unsigned copy of the sale deeds undergo online pre-scrutiny by the Sub Registrar within 48 hours, reducing harassment and closing the door on corruption. All objections raised are monitored by Deputy Commissioners and SDMs to guarantee accountability, with strict action against officers found raising frivolous objections.

The new system has introduced the First In First Out (FIFO) principle for registrations, ending queue-jumping and favouritism. Citizens also have the freedom to register their property documents at any Sub Registrar office within their district, effectively dismantling monopolies of individual offices, the Cabinet Minister categorically added.

He said that applicants now receive automated WhatsApp updates at every stage of the process, including scrutiny, payments and appointments. A direct complaint link has been provided for reporting bribe demands, with immediate redressal ensured by the Deputy Commissioner concerned.

The Revenue Minister said that citizens are now drafting their sale deeds using the “Draft my Deed” module on the portal, visiting a Sewa Kendra counter set up in every Sub Registrar office and manned by the professionals such as Advocate and a retired Patwari who draft deeds at a prescribed fee of Rs.550 or citizens can avail the doorstep delivery service through helpline 1076. All payments including stamp duty and registration fees can be made online in one go through 25 banks compared to just 5 earlier, ensuring complete convenience, he added.

An Integrated Token Management System, the Cabinet Minister said, has also been implemented to prioritize citizens with scheduled appointments and complete documents, eliminating unnecessary waiting time. The uniform system has been rolled out across Punjab with upgraded servers, trained staff and standardized processes, ensuring the same transparent and efficient service in both cities and villages.
