Punjab Stands Firm: CM Refuses Extra Water Release as Haryana Exceeds Quota

Chandigarh, April 29:

Asserting that BJP is playing duty game by pressurising Punjab to release excess water to Haryana, the Chief Minister Bhagwant Singh Mann on Tuesday said that they will not allow the saffron party to succeed in its nefarious designs against state.

In a statement, the Chief Minister unequivocally said that the states of Haryana and Rajasthan are allotted share in water of state from a cycle of May 21 to May 21 every year. However, he said that the state of Haryana has utilised all the water in its share in the month of March this year due to which they are now trying to grab some more water by robbing Punjab of its water. Giving data, Bhagwant Singh Mann said that hitherto Haryana has used 103% of its allocated water and now the BJP is pressurising Punjab to release more water to Haryana.

The Chief Minister said that unfortunately Bhakra Beas Management Board (BBMB) is being illegally used by the BJP to achieve this goal. Bhagwant Singh Mann said that his predecessors used to extend such largesse to appease their mentors in BJP but as a custodian of waters of the state he will never slow this. He said that Punjab has upgraded its canal water system due to which now it requires water to cater to needs of the farmers of the state in wake of ensuing paddy season.

The Chief Minister categorically said that Punjab doesn’t have even a single drop of water to share with the other states. He said that already the state has given 4000 cusec of water to Haryana on humanitarian grounds so as to fulfil their drinking water needs. Bhagwant Singh Mann said that the situation of water is already dismal in state and water in Ranjit Singh Dam and Pong Dam was already 39 feet and 24 feet low as compared to the one recorded last year at same time.

The Chief Minister said that there is no question of succumbing to the pressure of the on this issue as it is concerned with the farmers of the state. He said that instead of playing these unlawful games the Union government should divert the waters of Chenab, Jhelum, Ujh and other rivers to the state after cancelling the much hyped Indus Water Treaty with Pakistan. Bhagwant Singh Mann said that the surplus water saved from this treaty can be supplied to entire northern region for catering to the needs ahead of paddy season.

The Chief Minister said that instead of pressuring us illegally, the Haryana government should have used their share of water judiciously. He said that BJP should refrain from politicising this issue as water is the necessity of the state and its farmers. Bhagwant Singh Mann said that Punjab contributes 185 Metric Ton of paddy in the national food pool and it will not bow before such tantrums of the BJP.

Meanwhile, the Chief Minister reiterated that the state has no spare water to share with any other state adding that even a single drop of water will not be given to anyone. He said that most of the blocks of the state are over exploited and the groundwater situation in the state is very grim. Likewise, Bhagwant Singh Mann said that as most of the river resources of the state have dried up, so it needs more water to cater to its irrigation needs.

Haryana Government is working to promote and disseminate the Teachings of Sikh Gurus: Chief Minister

Bhagwant Mann’s Statement on Water Distribution Shocking says Haryana Chief Minister

Mann Trying to Divert Public Attention by Twisting Facts for Political Gains in Punjab – Nayab Singh Saini

Chandigarh, April 29 – Haryana Chief Minister, Sh. Nayab Singh Saini has termed the statement made by Punjab Chief Minister, Sh. Bhagwant Mann regarding water distribution as shocking.  He said that on April 26, he personally spoke to the Punjab Chief Minister  over the phone and informed him that the Technical Committee of Bhakra Beas Management Board (BBMB) had decided to release water to Punjab, Haryana, Delhi, and Rajasthan on April 23. However, officers from Punjab were showing reluctance in implementing this decision. On that day, Sh. Bhagwant Mann gave a clear assurance that he would immediately instruct his officers to ensure its implementation by the next morning, said Sh. Nayab Singh Saini.

The Chief Minister further stated that when, by 2 PM the next day (April 27), Punjab government officers had done nothing and even stopped responding to calls from the Haryana Government officers, he wrote a letter to Sh. Bhagwant Mann to apprise him about the facts.

The Chief Minister said he is astonished that instead of responding to his letter even after 48 hours,  the Punjab Chief Minister released a video in an attempt to mislead the public by disregarding the facts and polishing his political image in Punjab.

Punjab Chief Minister’s claim that Punjab or the BBMB had not maintained records of water distribution in the past is totally baseless- CM

Sh. Nayab Singh Saini strongly refuted Punjab Chief Minister’s claim that Punjab or the Bhakra Beas Management Board (BBMB) had not maintained records of water distribution in the past. He called the statement completely baseless and false.

The Chief Minister  emphasized that every single drop of water is meticulously accounted for — not just by BBMB, but also by the governments of Rajasthan, Punjab, Delhi, and Haryana at all times.

He further pointed out the contradiction in Punjab Chief Minister Bhawgant Mann’s statement in which he is accusing previous Punjab governments of failing to maintain data. It seems that Bhawgant Mann conveniently ignored the fact that during the years 2022, 2023, and 2024, Haryana consistently received no less than 9000 cusecs of water at the Contact Point (HCP) during the months of April, May, and June.

Sr. No.YearBhkhra Dam Level in feet (April 29)Water received at HCP (Haryana) in cusec
12020-211525.608263
22021-221564.19726
32022-231570.549850
42023-241567.3310067
52024-251555.82—–

The Chief Minister further clarified that the water released by BBMB at the HCP includes 500 cusecs for Delhi’s drinking water, 800 cusecs for Rajasthan, and 400 cusecs for Punjab itself. Thus, the actual quantity of water received by Haryana remains only 6800 cusecs, he said.

Punjab Chief Minister seems to have forgotten that Paddy Cultivation Banned in Punjab and Haryana During April-May -CM

Sh. Nayab Singh Saini  said that the Punjab Chief Minister seems to have forgotten that in the months of April and May, paddy cultivation is not carried out in either Punjab or Haryana, as it is legally prohibited. During these two months, the water released by BBMB is solely for drinking purposes.

He further pointed out that while  Sh. Bhagwant Mann mentioned low water levels in Pong and Ranjit Sagar dams, he did not address the status of Bhakra Dam — from which Haryana receives its water, not from Pong or Ranjit Sagar. The demand from states fluctuates every 15 days and is decided by a technical committee. Over the past week, Haryana has received only 4000 cusecs of water, which is roughly 60% of its total demand, said the Chief Minister.

He added that the  Punjab Chief Minister  is fully aware that the water released from the dam in May is meant for drinking use by Punjab, Haryana, Delhi, and Rajasthan. Of the water that reaches the HCP point during May, 800 cusecs is allocated to Rajasthan, 400 cusecs to Punjab, and 500 cusecs to Delhi. When the Aam Aadmi Party was in power in Delhi, it raised no objections over Delhi’s water share. However, now that AAP has lost the Delhi elections, the Punjab Chief Minister is making such statements to punish the people of Delhi, said Sh. Nayab Singh Saini.

Haryana has not yet received its full share-CM

The Chief Minister  also dismissed Punjab’s claim that Haryana had exhausted its water share in March as completely baseless. In reality, Haryana has not yet received its full share. If BBMB were to provide the remaining water as per Haryana’s demand, it would amount to just 0.0001 percent of the water stored in Bhakra Dam — a figure so small it would have no impact on reserves.

The Chief Minister emphasized that it is essential to empty water reservoirs before June in order to store rainwater during the monsoon season. If the reservoir is not cleared in time, excess water will flow to Pakistan via Harike-Pattan, which is neither in the interest of Punjab nor the nation.

Rise above a narrow-minded approach and cooperate in the national interest by ensuring Haryana receives its fair share of water-CM

Sh. Nayab Singh Saini appealed to the Punjab government to rise above a narrow-minded approach and cooperate in the national interest by ensuring Haryana receives its fair share of water. This step would not only enhance inter-state harmony but also ensure proper utilization of water resources, he said.

CM Saini felicitates candidates UPSC achievers from Hry; Urges them never to forget their values & roots

Chandigarh

After felicitating 64 candidates from Haryana who have successfully cleared the UPSC Civil Services Examination 2024 at his residence Sant Kabir Kutir in Chandigarh, Haryana Chief Minister Nayab Singh Saini on Tuesday urged them never to forget their values and roots, and wherever they serve, establish a legacy of success through their competence and integrity. The Chief Minister expressed hope that these bright minds would contribute their talents to realizing Prime Minister Narendra Modi’s vision of making India a developed nation by 2047, and continuing to uphold the pride of Haryana through their commendable service.

Saini said, “You all are the foundation and torchbearers of a developed India. The nation has high expectations from you. I am confident that through your service in every corner of the country, you will not only strengthen the spirit of unity in diversity but also bring glory to Haryana.”

Saini said that prior to 2014, youth in Haryana had to make rounds of the offices of MLAs and ministers to secure government jobs. However, after 2014, the state government implemented the Mission Merit policy and established a transparent system of recruitment—providing government jobs without parchi-kharchi. Since then, young aspirants have been preparing through coaching centers and successfully entering government services. The state government has provided over 1.75 lakh government jobs based on merit and transparency. He added that in the last 10 years, even the smallest villages in Haryana have seen 5 to 6 youth securing government jobs, while in larger villages, this number ranges from 350 to 400.

The Chief Minister said that Prime Minister Modi believes in delivering what he promises, and the Haryana government is following the same path. He emphasized that even before taking the oath of office, the present state government fulfilled its promise made to youth during elections by issuing joining letters to 26,000 candidates. He said that the selected candidates have reached this milestone through determination, hard work, and dedication. He extended his heartfelt congratulations to them and their parents.
Highlighting the transformative changes in the country over the past decade, Saini said that it is a matter of pride that powerful nations are now praising India on the global stage. He asserted that it is everyone’s duty to make India a global leader, and the role of the youth will be crucial in achieving this goal.

The Chief Minister further said that just as senior officers have contributed to Haryana’s progress and development, these young officers will now work for the welfare of 140 crore Indians.
