IEP New Delhi, December, 23 2022

The National Human Rights Commission, NHRC, India has taken suo motu cognizance of the media reports that the administration of a state-run school in Mahoba district of Uttar Pradesh called a Tantrik to treat 15 girl students, who fell ill after consuming a mid-day meal. Reportedly, they were taken to hospital after police intervention. The Commission has observed that the contents of the media reports, if true, amount to human rights violations of the victim students, who instead of being taken to a hospital for treatment by the school authorities, were reportedly subjected to superstitious practices at a government-run school. Accordingly, it has issued a notice to the Chief Secretary, Government of Uttar Pradesh calling for a detailed report in the matter within 4 weeks.  It is expected to include the steps taken or to be taken to ensure that this type of incident should not recur in the future in the State. Issuing the notice, the Commission has also observed that apparently, a sub-standard mid-day meal was served to the students leading to their illness, which is indicative of the apathy of the concerned authorities.  Besides, the school teachers are expected to educate the students and not to make them believe in such superstitious malpractices. According to the media reports, carried on 21st December, 2022,  a video purportedly showing the girls being subjected to sorcery by a Tantrik came to the notice of the police, who chased him away before taking the ill students to the local Community Health Centre for treatment.         The financial assistance given to cancer victims from the Chief Minister’s Relief Fund was earlier approved by the Chief Minister’s Office. The concerned Deputy Commissioner then used to forward the matter to the Chief Minister’s Office, which was a time-consuming process. As soon as this matter came to the notice of the Chief Minister, he then had given directions to the Deputy Commissioner to issue this financial assistance amount at his own level. CS stresses on ‘Circular Economy’ for overall growth

IEP Chandigarh December 23

Haryana Chief Secretary Sanjeev Kaushal today stressed the identification of appropriate location and land availability in the planning at various levels before setting up waste management infrastructure in the state.

Laying emphasis to promote and implement ‘Circular Economy’ in the state, Sanjeev Kaushal said that with the growing economy in different sectors and the expansion of the urban areas due to fast expansion of their jurisdiction the need for upgrading the waste management infrastructure also arose.

It may be stated that ‘Circular Economy’ is an economic system, which involves sharing, leasing, reusing, repairing, refurbishing and recycling existing materials and products as long as and wherever possible in different spheres.

Kaushal here today suggested various important measures to implement ‘Circular Economy’ in the state along with its implementation across the Country. During the presentation Union Cabinet Secretary, Rajiv Guaba, CEO Nitti Ayog, Sh. Parameswaran Iyer, Secretary, Ministry of Housing and Urban Affairs, Sh. Manoj Joshi, Secretary, Department of Drinking Water and Sanitation, Smt. Vini Mahajan besides Chief Secretaries of various states were present.

Taking ahead the vision of encouraging a Circular Economy as envisioned by the Hon’ble Prime Minister, Kaushal urged the need to strengthen the monitoring of various policies run by the government.

Kaushal said that the states should notify and amend the policies and bylaws from time to time for incorporating new elements as per the national priorities and changing situation. Enforcement mechanism will eventually streamline the waste management operation, he added.

The Chief Secretary said that informal sectors play a very important role in the waste management value chain. A huge quantity of dry waste has been managed by them in an informal manner.

They should be integrated in the waste managed value chain with the help of Community- Based Organizations (CBO) and Self-Help Groups (SHG), Kaushal said adding that they can be engaged in the management of dry waste as they are very much prominent in the dry waste management.

Sharing measures about managing organic waste, he further said that the bio-fertilizer/organic manure generated from the biogas/CBG plants have got a very good nutrient value. There off take can be ensured by engaging with the local farmers and fertilizer co-operatives through formal agreement, capacity building and IEC activities.

Kaushal said that all the waste processing plants, specifically organic waste processing plants should be identified, and the assessment should be done to calculate the GHS emission reduction. This can be done with the help of identified Clean Development Mechanism (CDM) agencies, he added.

Stressing that e-marketplace has an important role in disbursement and sale of various products, Kaushal further said that the processed by-products of C and D waste should be featured in the Government E-marketplace so that the buyers can directly buy the required quantity of materials from there.

State needs to plan for the same and register one entity as the overall responsible agency for the same. For certain processed/recycled products Bureau of Indian Standards (BIS) standards are available which can be used only for non-load bearing construction works.

Kaushal said that it should be ensured that all the processed products are BIS certified and this will help in creating a market for the offtake of these products, he added.

On the occasion, Additional Chief Secretary, Environment and Climate Change Vineet Garg, Additional Chief Secretary, Urban Local Bodies Arun Kumar Gupta, Additional Chief Secretary, Public Health Engineering A.K. Singh and other senior officers were present.

In the last 8 years, on the one hand, while more than 1. 59 lakh industrial units  have been set up in the State with an investment of Rs 18,422 crore, at the same time, direct and indirect employment has been provided to lakhs of people in the state.

Not only this, but the Manohar Lal-led government has also accelerated the exercise of developing many new industrial cities along with the Kundli-Manesar-Palwal Expressway with a special focus on developing road, rail, and air infrastructure.

Geographically, Haryana has been the first choice of investors from India and abroad. After Kundli-Manesar-Palwal(KMP) Expressway, the construction work of the Palwal-Sonipat double line Haryana Orbital Rail Corridor at a cost of Rs 5618 crore has started and now because of the investor-friendly policies of the Manohar Lal led Government, traders from Delhi are also eager to shift their business base to Haryana.

Along with the KMP, the work of preparing a blueprint for setting up 5 new cities as per the concept of the Panchagram scheme is going on, in view of the potential population of the year 2041.

The settlement of these new cities will not only reduce the population density in Delhi but the industrial sector of Delhi will also shift to these cities. In the last 8 years, special focus has been laid on developing the road, rail and air infrastructure in Haryana.

Today at least 3 or 4 national highways pass through every district of Haryana. It is a known fact that good road, rail and air connectivity play a significant role in setting up the industrial sector, while in the last 8 years, the ‘Manohar Sarkar’ has ensured all these factors in a bid to woo investment in the state.  In a bid to further strengthen Air connectivity work is being expedited in developing Hisar airport under the UDAN scheme and in the coming time, it will be developed as a hub of aviation and MRO.

Apart from this, sectoral policies were also formulated for important sectors like warehousing and logistics, textile, pharmaceuticals and agriculture and food processing.

The progress of Haryana’s industrial development can be seen from the fact that there has been a significant increase in the export graph of the state. In the year 2014, Haryana’s exports were Rs 69,000 crore, which increased to Rs 2.17 lakh crore during the financial year 2021-22. This includes merchandise and service exports. Now the state government has also notified the Haryana Electric Vehicle Policy – 2022 to promote the manufacture and use of electric vehicles in the state.

Not only this, many big investors like Enrich Agro, Panasonic India, Kandhari Beverages, and Aarti Green Tech are also keen to do business in Haryana.

Traders of Delhi’s wholesale market, Azadpur vegetable market and spice market are looking for opportunities in Haryana

After the commissioning of KMP in Haryana, work is underway on an ambitious plan to develop 5 new cities under the new concept of Panchagram on both sides of it. Due to this project, the traders of Delhi have started exploring the possibility of increasing their business in Haryana, which mainly includes the wholesale market, Azadpur vegetable market and traders related to the spice business.

For this, various business associations of Delhi have met the Chief Minister, Sh. Manohar Lal, several times and the Chief Minister has assured that the government will help them in every way to facilitate business.

Today, Haryana has touched new heights in the Ease of Doing Business and Ease of Living Index. Because of this, every investor from the country and abroad wants to invest in Haryana. More than 400 Fortune companies of the world have already established their business in Gurugram itself.
