Narendra Modi has a dream that India should become the leader of the world. “For this, he has given programs like Make in India, Digital India, Standup India and Startup to the nation. The basis of all these programs is Skill India. Skill is the first requirement to take the country forward in any field. To fulfill this need, many such institutes like NIT, Kurukshetra, which provide education of latest technology, have been established in Haryana,” he said.Apart from these, high quality institutes are there in Haryana to provide world class vocational and employable education in every field like arts, commerce, science, management, law, medicine, veterinary medicine, fine arts, fashion and designing, film and television, information technology, among others. The Chief Minister said that IIM at Sunaria, Rohtak, National Institute of Electronics and Information Technology at Kurukshetra, North India’s first National Institute of Design at Umri in Kurukshetra and NIFT at Panchkula have been set up. Similarly, similar institutions have been established in other districts as well. Extension campuses of IIT Delhi are also being set up at Sonepat and Jhajjar.New education policy to be fully implemented in Haryana by 2025: Chief MinisterChief Minister, Sh. Manohar Lal said that the state government is committed to provide such education to the future generation, which will make them employable, cultured and inculcate moral qualities in them. “To make this a reality, a new education policy has come up in the country, which will be fully implemented in Haryana by the year 2025,” he added.He said that when Haryana was formed in the year 1966, there was only one university, while now 56 universities have been opened in the state. There are 41 government, society and aided institutes along with 454 private polytechnic institutes established in Haryana to provide technical education to the students. Besides, there are four government engineering colleges, 89 private engineering colleges and four technical universities imparting technical education.25 percent seats reserved for girls in all technical institutions in HaryanaSh. Manohar Lal said that the daughters of the state are achieving great heights in every field with their talent; therefore, 25 percent seats have been reserved for girls in all technical institutions. “No tuition fee is charged from the girl students studying in government polytechnic institutions. Free passport assistance scheme has been started for the students in colleges and polytechnics. Learner driving licenses are also being made in the colleges and free training of four to six months is being provided to the students in partnership with the industries,” he added.Under vision of self-reliant India, education linked with skills from school to universityThe Chief Minister said that the facility of credit guarantee scheme has been provided for the students studying in higher educational institutions of the state. “The slogan of self-reliant India given by Prime Minister Sh. Narendra Modi can also be realized only through skill; that is why, we have linked education from school to university with skills,” he asserted.Skill University established in state for imparting skill trainingTaking another concrete step towards skill development, Shri Vishwakarma Skill University was established at Dudhola, Palwal district. “This University is one of its kind; which will provide skill education from certificate to doctorate level. Through this, training is being imparted as per the requirement of the industries,” said the Chief Minister.He said that we have received continuous cooperation from institutions like NIT, Kurukshetra in the development and dissemination of new technology. The Chief Minister congratulated the management for organising the convocation ceremony of this institute and wished a bright future to all the youth receiving degrees today and those studying in the institute.In the convocation ceremony, the Governor and the Chief Minister felicitated the gold medalist students of 2017 and 2016 batch with certificates and medals, respectively. On the occasion, MP Sh. Nayab Singh Saini, Minister of State for Sports and Youth Affairs S. Sandeep Singh, MLA Sh. Subhash Sudha, Chief Secretary, Sh. Haryana Chief Minister, Sh. Manohar Lal said that the entire life of the President of India, Smt. Droupadi Murmu is inspirational and many incidents in her life fill the people with excitement, which makes it exemplary.

The Chief Minister was speaking at the President’s civic reception organised at Haryana Raj Bhavan today. Sh. Manohar Lal said that he will always be grateful to President, Smt. Droupadi Murmu on her visit to Haryana for the first time as President; during the inauguration of International Gita Mahotsav. He said that it is a matter of good luck for the people of the state that they have got the opportunity to learn a lot from the life of the President.

Sh. Manohar Lal said that the state government is working on Pandit Deendayal Upadhyay’s mantra – ‘Last is First’, which is benefiting the common people. He said that the work done by the state government for the scheduled castes is unprecedented. “This is an important time for the people of India and the state, which is entering the 75th year on the Azadi ka Amrit Mahotsav, when the Haryana government has expanded the Ayushman Bharat scheme by adding 28 lakh families to it; after which the scheme has been named CHIRAYU,” he asserted.

He further said that the state government has started the Nirogi Haryana Scheme for the people with income less than Rs 1.80 lakh. Along with this, the data of all the people of the state is available with the government through Parivar Pehchan Patra (PPP) which is used from time to time to provide benefits of necessary schemes.

The Chief Minister said that with this data, the Haryana government is preparing schemes on the basis of need, in which old age pension is automatically made to the person after attaining the age of 60 years. “Not only this, ration cards of BPL families also reach their homes after being made. Today, there is an atmosphere of enthusiasm in the entire state and the Haryana government is fulfilling all the needs of the people on time”, added Sh. Manohar Lal.

On the occasion, Governor of Haryana, Sh. Bandaru Dattatraya, Governor of Punjab, Sh. Banwari Lal Purohit, Haryana Deputy Chief Minister, Sh. President, Smt. Droupadi Murmu has commended the State government led under the dynamic leadership of Chief Minister, Sh. Manohar Lal for rightly implementing Beti Bachao-Beti Padhao Abhiyan, Mhara Gaon-Jagmag Gaon and Mukhyamantri Antyodaya Parivar Utthan Yojana for economically weaker families in Haryana. While commending the state government’s initiatives towards inclusive development, Smt. Droupadi Murmu stated that Haryana has emerged as a leading state on many parameters in comparison with other states.

The President stated that the efforts being made under the Beti Bachao-Beti Padhao campaign is the most commendable work of Haryana. She said that remarkable journey of progress to reach the sex ratio of 913 as compared to 871 in the year 2014 is highly appreciable. She added that the approach towards ensuring equal representation to women in Panchayats is a very effective means of women empowerment. She is delighted that the Deen Dayal Upadhyay Panchayat Empowerment Award presented by the Government of India is awarding the District Panchayat of Sonipat and the Gram Panchayat of Madanheri in the Karnal district. She said that the daughters of Haryana had brought laurels to the state and to India. On November 30, Seema Punia, Anshu, and Sarita, three daughters of Haryana, will be honoured during the National Sports Awards distribution function at Rashtrapati Bhavan, She added.

Smt. Droupadi Murmu referred to Haryana as the “land of gods and heroes,” noting that it served as the centre of India’s oldest civilisation. Haryana was blessed by Saraswati, the most important river of the Vedic period. She appreciated the Haryana Government for setting up the Haryana Saraswati Heritage Development Board for creating awareness about Saraswati Heritage and for its conservation.

She said that Haryana is one of the frontline states in agriculture as well as in the industrial sector. Haryana is the leading state in the production of automobiles and in terms of per capita income, Haryana is also included in the first 5 states and union territories. She said that on the basis of less than 1.4 percent of the country’s area and less than 2 percent of the population, Haryana has been contributing a lot in the overall development of the country. The brave soldiers of Haryana have made exceptional contributions to the security of the borders. General Deepak Kapoor, General Dalbir Singh Suhag, and General V.K. Singh, who have all made significant contributions to the army, hails from Haryana.

Speaking on the occasion, Haryana Governor, Sh. Bandaru Dattatraya said that the progress of a society depends on the progress achieved by women in that society. He said that President, Smt. Droupadi Murmu has always brought the message of Shrimad Bhagwad Gita to life in a real sense. She is the epitome of rigorous devotion, sacrifice, penance, action and selfless service.

He said that for the first time in 75 years of independence, a woman representing the tribal society in the country holding the highest position is a matter of pride for the country. It is a matter of great joy for 50 percent of the country’s population, that is, women. She is now seen as a representative of the poor, Dalits, and tribal communities.

The Governor of Punjab and Administrator of the Union Territory of Chandigarh, Sh. Banwarilal Purohit said that today is an important day for Haryana, Punjab and Chandigarh as well as for the entire nation. He said that the entire life of President, Smt. Droupadi Murmu was a struggle and even after occupying the highest position of the President, she did not forget her roots. He said that he has complete faith that the Constitution of India and the nation will be completely safe in her hands.

Haryana RTS issued a show cause notice of Rs. 5,00,000/- to three officers of Welfare of Scheduled Caste & Backward Classes Department

Haryana Right to Service Commission issued a show cause notice of Rs. 5,00,000/- to three officers of Welfare of Scheduled Caste & Backward Classes Department (WSCBC), Smt. Amita Goel, Chief Accounts Officer, Sh. Bishan, Statistical Officer and Sh. Om Prakash, Deputy Superintendent, in delaying the delivery of notified services of ‘Mukhya Mantri Samajik Samrasta Antarjatiya Vivah Shagun Yojana’ in 1500 cases.The said scheme is a notified scheme of the Welfare of Scheduled Castes and Backward Class (WSCBC) Department. The scheme provides a financial assistance of Rs 2,50,000/- to a couple when a non-Scheduled Caste girl/boy marries a Scheduled Caste girl/boy. The amount is deposited in the joint account of the couple for 3 years of lock in period. The RTS timeline of the service is 20 days.Giving more information in this regard an official spokesperson of the commission stated a complaint was received from Ms. Kiran Rani, Sirsa regarding delay of over a year in availing the benefit of Mukhya Mantri Samajik Samrasta Antarjatiya Vivah Shagun Yojana.The Haryana Right to Service Commission immediately took cognizance of the complaint and sought an immediate report from the District Welfare Officer, Sirsa regarding the matter.He said that an inquiry was conducted in the matter and it was found the concerned application was sanctioned in time but the benefit was not disbursed to the beneficiary and the same is still pending with the Department.On further investigation, it was found that over 1500 such sanctioned applications are pending in only one scheme i.e. Mukhya Mantri Samajik Samrasta Antarjatiya Vivah Shagun Yojana.A meeting was conducted in this regard in the presence of representatives of Additional Chief Secretary to Government of Haryana, Finance and Planning Department and the Director, Welfare of Scheduled Castes and Backward Classes Department, Haryana along with his departmental officers.He further informed that through the submission of the Accounts Branch of the Department it was clear that additional demand so as to disburse the pending benefits had been sent to the Finance Department, Haryana from the WSCBC Department since July 2022. Hence, the Commission observed that due to prima facie inaction on the part of the concerned Department officers numerous beneficiaries across the State of Haryana are still awaiting the disbursal of their pending benefits, way beyond the RTS timelines.Consequently, in exercise of the powers conferred on the Commission under section 17(2) of the Haryana Right to Service Act, 2014 a show cause was issued to Smt. Amita Goel, Chief Accounts Officer, WSCBC Department, Haryana, Sh. Bishan, Statistical Officer, WSCBC Department and Sh. Om Prakash, Deputy Superintendent, WSCBC Department to explain why a token penalty of Rs. 5,00,000/- as against Rs 20,000 in each case which runs into crores of rupees, should not be imposed upon them for the delay in delivery of notified services in the Department. Spokesperson informed that currently 632 services/schemes have been notified under the Haryana Right to Service Act, 2014.

President praises Haryana’s glorious history and development strides with a special reference to Gita at IGM-2022

President, Smt. Droupadi Murmu today said in Kurukshetra that Haryana is a glorious example of enriched history and big development strides.

On the one hand, Kurukshetra, the birthplace of the holy Bhagavad Gita is spreading the light of knowledge across the globe, on the other hand, commendable developmental achievements of the Manohar Lal-led government are giving incomparable recognition to the state in the country.

The President, along with Haryana Governor, Sh. Bandaru Dattatraya and Chief Minister, Sh. Manohar Lal visited the state-level progressive Haryana exhibition at the International Gita Mahotsav (IGM)-2022 being held on the banks of Brahma Sarovar in Kurukshetra. 

In the progressive Haryana state-level exhibition prepared by the Information, Public Relations and Languages Department, the President saw the artwork of evidence of Gita teachings and  got a glimpse of the stories of valour and contribution of Haryana’s heroes in the freedom struggle displayed through photographs.

The President, while observing the exhibition on Haryana’s development plans in the last eight years including the glorious history of Haryana, appreciated the working style of Chief Minister Manohar Lal. 

While viewing the pictures of the pilgrim sites of 48 Kos and various religious aspects of the historic land of Kurukshetra in the exhibition, the President termed the efforts of the Haryana government for the development of pilgrimage tourism as “remarkable”. 

The President also visited the stall depicting development schemes being run by the State Government and are dedicated to the public. 

The Chief Minister apprised the President about the development-oriented frameworks displayed in the exhibition depicting the glorious history of the state as well as the developmental aspects of Haryana which has changed the picture of Haryana in the last eight years.

International Gita Mahotsav-2022 became more memorable for Haryanavis as  President of India, Smt. Droupadi Murmu, today gifted three pivotal projects to the State which include first of its kind ‘Nirogi Haryana’, a health checkup scheme,  covering Antyodaya families, the foundation stone of Sirsa Medical College and the e-ticketing system of  State Roadways. The President on the first day of her two-day tour to the state today participated in the International Gita Seminar held at Shrimad Bhagavad Gita Sadan, Kurukshetra University, Kurukshetra. The seminar is a part of the series of ongoing programmes being held at  International Gita Mahotsav(IGM)-2022  in Kurukshetra, the holy land of Shrimad Bhagwad Gita.The President while attending this seminar virtually launched the above-mentioned projects in the presence of Governor, Sh. Bandaru Dattatraya and Chief Minister, Sh. Manohar Lal and other dignitaries. Nirogi Haryana Yojana a step closer to Chief Minister’s dream of Swasth HaryanaIt was in March this year only when the Chief Minister, who is also the Finance Minister while presenting the budget for the year 2022-23 shared his vision of providing free-of-cost comprehensive health check-ups to the people of the State.Within just nine months, the  Manohar Lal government’s  devoted efforts to realize the dream of ‘Swasth Haryana’ today turned into a reality after  President Smt. Droupadi Murmu launched Nirogi Haryana Yojana, another ambitious scheme ensuring the well-being of every Haryanvi. Under this scheme, comprehensive health check-ups of Antyodaya families will be done free of cost. In the first phase, families having an income of less than Rs. 1.80 lakh will be covered,  while the rest of the population will be covered in subsequent phases.As per the official data of Antyodaya families released by the Citizen Resource Information Department, the total number of households in Haryana is 26,64,257 and the total population is 1,06,06,475. Antyodaya families to be considered as a single unitUnder this scheme, the last-mile citizen or Antyodaya families will be considered as a single unit for comprehensive screening of all its members. Meanwhile, to ease the process of staggering the population size, age-wise classification has been done. As per the classification, there will be five age groups, 0-6 months, 06-59 months, 5-18 years, 18-40 years and above 40 years. Door-to-door campaign to be launched to ensure extensive scheme reachA detailed plan has been made under which a door-to-door campaign will be launched for the extensive reach of this scheme. Under this, ASHA and Anganwadi workers will visit each household of the eligible population and guide them to the nearest health facility for check-ups. A general physical examination of the beneficiary will also be done. Apart from this, other laboratory tests will also be done.Besides this, an in-house application will be developed to record the data during health check-ups, which can be used for the improvement of existing health programmes.Sirsa gets medical college, President lays the foundation stoneAdding yet another feather to the health achievement cap of Haryana, the President also gifted a medical college to Sirsa to be built on 21 acres of land in district Sirsa. It will cost about Rs 950 crore.The laying of the foundation stone of this medical college by the President yet again highlighted the commitment of Manohar Lal led the government towards further strengthening the health infrastructure of the State. Time and again, the Manohar Sarkar has reiterated its commitment towards providing quality healthcare services to the citizens at the primary, secondary and tertiary levels. Not only this, but while realizing the need to fulfill the increasing demand for doctors and for achieving the desired doctor-patient ratio, the state government has set a target of establishing a medical college and hospital in every district. While making Haryana a step closer to achieving this target, today, the President laid the foundation stone of Sirsa Medical College. With the construction of this college, along with better medical facilities, medical education and research will also get a major boost in district Sirsa and surrounding areas.In this college 100 MBBS students will be enrolled annually and a 539 bedded hospital with state-of-the-art technologies will also be constructed here. College campus to have separate nursing and physiotherapy campus, hostel, and sports arenaThe Sirsa medical college will have various student-friendly facilities including separate hostel facilities for boys (intern), girls (interns) and junior-senior resident doctors. Besides this, the college premises will also include a campus teaching hospital with a service block, a medical college with an examination block, an autopsy block, a waste management facility, and a sports arena.The college will also have separate nursing paramedics and physiotherapy college and other facilities like a nursing girls’ hostel. One Medical college in each district aims to increase MBBS seats in Haryana to more than 3000The State Government’s plan to open at least one medical college in each district aims to increase the number of MBBS seats to more than 3000. Presently there are 1835 MBBS seats, of which 708 are MD/MS and 155 are DNB diploma seats in 13 functional medical colleges. Out of these,  6  are state-run, 1 state aided and 6 private colleges.  The state government is constantly making efforts to increase the number of doctors. Haryana ends commuters’ hassle of buying physical tickets for multiple destinations While ending the hassle of commuters buying physical tickets for multiple destinations, President, Smt. Droupadi Murmu launched the e-ticketing system for Haryana Roadways commuters. On this occasion, the President was also presented with a replica of the National e-Mobility Card as the first ticket.Initially, in the first phase, this system will be implemented in 6 depots namely Chandigarh, Karnal, Faridabad, Sonipat, Bhiwani and Sirsa. However, by the end of January 2023, this project will be implemented in the remaining 18 depots of State Roadways.Meanwhile, Haryana has become the first state in the country to implement an open-loop ticketing system as per the guidelines issued by the Government of India.Apart from ensuring seamless and smooth transport facilities for commuters, this digital system also aims to close revenue leakage, identification of concessionaires, elimination of bogus passes and paper savings for concessionaire passengers. This new revolutionary ticketing system also aims to promote the use of open-loop ticketing, which can then be used for other modes of travel across India.In addition, this system will also give a better travel experience to the commuters through the use of common mobility cards and will do route rationalization according to the number of passengers and buses, including increasing the number of passengers travelling by public transport.On this occasion MP Sh. Uttar Haryana Bijli Vitran Nigam is committed to provide uninterrupted power supply to the consumers. Several ambitious programs are being run by the Nigam for quick resolution of the problems of the consumers. The Chairman Consumer Grievances Redressal Forum (Circle Forum), Panchkula of Uttar Haryana Bijli vitran Nigam along with the members of the Forum would take the proceedings of the forum in the office of SE/OP Circle, UHBVN, Panchkula, Sector-5, Panchkula to redress the grievances and to hear the complaint of the consumers (belonging to Panchkula District only) and to entertain new complaints from 11:30 Am on November 29 (Tuesday).     

The CGRF shall take all grievances/complaints of consumers like billing problem, voltage complaints, problems in metering, disconnection and reconnection of power supply, interruptions, failure of power supply, efficiency, safety, reliability, noncompliance of Haryana Electricity Regulatory Commission orders etc.

However, the cases of theft and unauthorized use of electricity, offences and penalties as specified under section 126 and section 135 to 139 of Electricity Act, accidents and inquiries as under section 161 of the Act would not be considered by the Forum.

All the consumers are requested to avail the opportunity for the redressal of their grievances.

Steps taken to ensure transparency and prevent corruption in Haryana

Taking step forward to ensure transparency and prevent corruption in the state, Haryana Chief Secretary, Sh. Sanjeev Kaushal directed that from now onwards, the IG/DIG/SP of Divisional Vigilance Bureau can also submit the case of section 17 A and section 19 sanction directly to the Divisional Commissioner, who will further decide the case of 17A sanction or section 19 of sanction in consultation with Deputy Commissioner and HOD of the Department concerned in matters of corruption upto Rs. one crore by Group B, C and D employees in the state.

It is worth mentioning that a circular in this regard has also been issued by the State Vigilance Bureau on July 5, 2022 under which all the matters seeking permission under Section 17 – A and prosecution sanction u/s 19 of PC Act 1988 with respect to Group B, C and D employees of any department in matters of corruption upto Rs. one crore referred by Divisional Vigilance Bureaus are to be dealt by concerned Divisional Commissioner directly without routing the same through SVB Head Office.

Notably, under the memo circulated on May 26, 2022, the State Government has delegated its power under Section 17A of the Prevention of Corruption Act, 1988 and Prosecution Sanction u s 19 of PC Act to the Divisional Commissioner concerned with respect to the employees of Group B, C and D of Boards/ Corporations/ Federations/ ULBs and PRIS as well as Sarpanch, Members of PRIS/ ULBS respectively in the matter of corruption upto Rs. one Crore to be enquired/ inquired or investigated by the Divisional Bureaus to be established at each Range Headquarter level.

After transforming the biggest holy festival of Gita into an International event, Haryana under Chief Minister, Sh. Manohar Lal is now moving towards a new direction to bring the state on the world map. 

This time the International Gita Mahotsav (IGM)-2022 will be more special for the devotees coming from across the country as the President of India, Smt. Droupadi Murmu joins the grand festival of the Holy Gita today. 

The President will formally inaugurate the main programmes to be held during the ‘IGM-2022’ with Gita Pujan at Brahma Sarovar at 11:00 am. And thereafter she will inaugurate the three-day International Gita Seminar at Kurukshetra University.

The President will visit the State Exhibition, Haryana Pavilion, Crafts Garden, and the pavilions of the partner state Madhya Pradesh and  will also participate in the International Gita Seminar at Shrimad Bhagavad Gita Sadan, Kurukshetra University, Kurukshetra. After this, she will virtually inaugurate and lay the foundation stone of three big projects of the state government, including an e-ticketing system in Haryana transport and the Nirogi Haryana Scheme and will also lay the foundation stone of a medical college in Sirsa district to be built at an estimated cost of Rs 950 crore.

The Prescient would also be the chief Guest at the 18th convocation of the National Institute of Technology, Kurukshetra where she will confer degrees to the graduating students.

Notably, on Chief Minister’s humble request, President, Smt. Droupadi Murmu is visiting Haryana to give a development bonanza to the people of the State, while earlier Vice-President, Sh. Jagdeep Dhankhar also visited the State. 

Haryana Governor, Sh. Bandaru Dattatraya, Chief Minister, Sh. Manohar Lal, Education Minister, Sh. Kanwar Pal, MP, Sh. Nayab Saini, MLA, Sh. Subhash Sudha, Chief Secretary, Sh. Sanjeev Kaushal, Member Secretary, Kurukshetra Development Board, Sh. Vijay Singh Dahiya and Vice-Chancellor, Kurukshetra University, Registrar and Director of NIT will be especially present during the President’s visit.

President to interact with Haryana sportspersons on Nov 30

The President Smt. Draupadi Murmu will interact with Olympians and other sportspersons of the State on Nov 30 and will interact with various stakeholders and Asha workers involved in making Prime Minister, Sh.  Narendra Modi’s Beti Bachao-Beti Padhao campaign a success in the state. 

According to an official spokesperson President Droupadi Murmu, who will be visiting Haryana for the first time is likely to interact with the people associated with the Beti Bachao Beti Padhao campaign, which was launched by Prime Minister, Sh. Narendra Modi on January 21, 2015, from the historic land of Panipat. 

Besides this, the President will also interact with women wrestlers and Olympians and other sportspersons and will also share her experiences with some schoolgirls.
